In this study we use a cross-sectional survey to evaluate the nutritional response to the 1998 Bangladesh Flood Disaster by 15 relief agencies using standards developed by the Sphere Project. The Sphere Project is a recent attempt by agencies around the world to establish universal minimum standards for the purpose of ensuring quality and accountability in disaster response. The main outcomes measured were resources allocated to disaster relief types of relief activities and percentage of agencies meeting selected Sphere food aid and nutrition indicators. Although the process of nutritional response was measured, specific nutritional and health outcomes were not assessed. This review found that self-reported disaster and nutritional resources varied widely between implementing agencies, ranging from US $58,947 to $15,908,712. The percentage of resources these agencies allocated to food aid and nutritional response also varied, ranging from approximately 6 to 99 per cent of total resources. Agencies met between 8 and 83 per cent of the specific Sphere indicators which were assessed Areas in which performance was poor included preliminary nutritional analysis; beneficiary participation and feedback; disaster preparedness during non-emergency times; monitoring of local markets and impact assessment. Agencies were generally successful in areas of core humanitarian response, such as targeting the vulnerable (83 per cent) and monitoring and evaluating the process of disaster response (75 per cent). The results here identify both strengths and gaps in the quality of humanitarian response in developing nations such as Bangladesh. However, they also raise the question of implementing a rights-based approach to disaster response in nations without a commitment to meeting positive human rights in non-disaster times.  相似文献

There is growing appreciation of the use of concentrated rural settlement as an effective means of implementing infrastructure projects and helping to achieve sustainable development in rural areas. This occurs in China through the exchange of rural residential land for urban construction. However, this policy has not been effective under normal circumstances (called development‐driven conditions) as frequently farmers are reluctant to accept such an exchange. By contrast, in a time of disaster, such as after the 2008 earthquake in Sichuan Province, China, rural victims have accepted this policy of rural residential land exchange. Employing game theory, this paper identifies the reasons for the different outcomes and it contends that the implementation of concentrated rural settlement practice under disaster‐induced conditions is more effective than its introduction under development‐driven conditions. The results of the analysis indicate that, in China, concentrated rural settlement is feasible in a context of post‐disaster reconstruction.  相似文献

Of all natural disasters, flooding causes the greatest amount of economic and social damage. The United States' Federal Emergency Management Agency (FEMA) uses a number of hazard mitigation grant programmes for flood victims, including mitigation offers to relocate permanently repetitive flood loss victims. This study examines factors that help to explain the degree of difficulty repetitive flood loss victims experience when they make decisions about relocating permanently after multiple flood losses. Data are drawn from interviews with FEMA officials and a survey of flood victims from eight repetitive flooding sites. The qualitative and quantitative results show the importance of rational choices by flood victims in their mitigation decisions, as they relate to financial variables, perceptions of future risk, attachments to home and community, and the relationships between repetitive flood loss victims and the local flood management officials who help them. The results offer evidence to suggest the value of a more community-system approach to FEMA relocation practices.  相似文献

In 1996, in recognition of concerns about humanitarian response efforts, non-governmental organisations (NGOs) launched the Sphere Project, the first collaborative initiative to produce globally applicable minimum standards for humanitarian response. The aims of the Sphere Project are to improve the effectiveness of humanitarian efforts and to enhance the accountability of the humanitarian system, primarily to those people who have a right to protection and assistance in disasters, as well as to agency members and donors. This paper discusses the purpose of the Sphere Project, the unique process that brought it about and the major concerns that have been raised about its practical application. Finally, the paper considers the implications of this for improving the impact of humanitarian response and for future initiatives given the process that Sphere has begun. It argues that improved accountability does not start and stop with NGOs. They are just one element of a wider humanitarian response effort and more needs to be done to improve the system as a whole.  相似文献

To some degree it is unfair to evaluate a post-disaster housing program as to its effectiveness in decreasing vulnerability and preventing future disasters. As Burton states, "With rare exceptions, administrators and techniques have been trained to cope with disaster rather than to prevent it" [reference (2), p.197]. These were certainly not goals articulated by the agency responsible for constructing housing after Fifi. However, the authors feel that failure to evaluate specific projects by persons knowledgeable of the projects functioning, will only forestall the shift which Cuny calls for, "… from disaster response to disaster mitigation and prevention" [reference (4), p.123). In doing this we hope to add some specific case study data to the growing literature on disaster mitigation and prevention. Disaster vulnerability in Honduras is overwhelmingly related to flooding. More crucial than the materials and construction of housing is the issue of siting. If appropriately sited, houses made of bajarique, wood, or concrete block are able to withstand the heavy rains associated with a hurricane. Regarding the siting of the projects, the Honduras Project clearly has one positive and one negative accomplishment in the cases of Santa Rica and Flores, respectively. San Jose is less clear but is certainly a much safer site than those formerly occupied by the residents, in that there is no danger of flooding. The present site was not flooded during Fifi nor did it experience mudslides. However, the future is not so clear regarding the latter. Within the village proper a large amount of vegetation has been added which will tend to stabilise the soil on the steeper slopes. The streets, however, are seriously eroded and probably can not be maintained for vehicle usage, which does not pose a serious problem to the residents as none possess automobiles or trucks. One large gully bisects the village and receives run-off from the adjacent hills. It has been expanding, which would suggest that the slopes above the village could prove problematic in case of a Fifi-sized storm. Flores is located on a very poor site in reference to prevention and mitigation. It is located in a portion of the Sula Valley which is prone to flooding and, as mentioned before, was inundated by over 2m of water during hurricane Fifi. No prevention techniques were possible by NAEA/HEA and the houses were built on earthen mounds barely adequate to keep water out during the rainy season. The nearby dike which could possibly provide protection is non-functional due to poor maintainance. Given a storm of Fifi's magnitude, or possibly smaller, this site will again be flooded. Santa Rica is clearly well sited concerning flooding: it did not experience flooding during Fifi and is not flood prone. However, houses did experience some wall damage due to earthquakes following and associated with the Guatemalan quake of 1976. Due to the size and nature of the latter much "re-adjustment" occurred in the neighbouring fault system; however, damage to the houses was all superficial. We feel the residents were vocal about their concern due to the severity of the Guatemalan disaster and their lack of experience with concrete block houses. That the two sites (particularly Flores and partially San Jose) are vulnerable to future disasters cannot be considered solely the fault of an outside agency without local knowledge and understanding. In the engineering report issued during the construction it was explicitly stated that in Flores, "Future flooding remains a danger," [reference (6), p.49]. The future residents of Flores had gained access to the land from the National Agrarian Institute and were anxious to receive assistance in building homes. In fact, CARE, which had previously given these people tin roofing for houses, was threatening to take it back since the people had not yet started building. NAEA/HEA were responding to people in a rather desperate situation. But, on the other hand, they were responding to people who had been promised (not given) land by an agency of the Honduran national government which would be cognizant of the potential flooding at this site. Likewise, in San Jose, where mudslides and erosion remain a threat, the land was provided by a local government agency, the municipality. Although our goal in this discussion has not been to establish blame, we feel it imperative to mention the sequence of events that resulted in the questionable siting of Flores and San Jose. It is very easy and often accurate to place blame on outsiders who lack sophistication and knowledge about such matters. In this case local input did not result in post-disaster planning that is actually precautionary. This, we feel, illustrates the extreme complexity of cross-cultural aid, especially in the post-disaster period. It also points to the need for precautionary planning with reference to permanent post-disaster reconstruction.  相似文献

The 1994 Northridge, California earthquake has proven to be one of the most costly disasters in United States history. Federal and state assistance programmes received some 681,000 applications from victims for various forms of relief. In spite of the flow of US$11 billion in federal assistance into Los Angeles and Ventura counties, many victims have failed to obtain adequate relief. These unmet needs relate to the vulnerability of particular class and ethnic groups. In response to unmet needs, a number of non-governmental organisations (NGOs) have become involved in the recovery process. This paper, based on evidence collected from hundreds of in-depth interviews with the people involved, examines the activities of several community-based organisations (CBOs) and other NGOs as they have attempted to assist vulnerable people with unmet post-disaster needs. We discuss two small ethnically diverse communities in Ventura County, on the periphery of the Los Angeles metropolitan region. The earthquake and resultant disaster declaration provided an opportunity for local government and NGOs to acquire federal resources not normally available for economic development. At the same time the earthquake created political openings in which longer-term issues of community development could be addressed by various local stakeholders. A key issue in recovery has been the availability of affordable housing for those on low incomes, particularly Latinos, the elderly and farm workers. We discuss the successes and limitations of CBOs and NGOs as mechanisms for dealing with vulnerable populations, unmet needs and recovery issues in the two communities.  相似文献

Tourism is highly vulnerable to external, non-controllable events. A natural disaster can affect the local tourism industry in numerous ways, and such events are particularly devastating for small communities whose local economy is heavily dependent on the sector. Loss of infrastructure plus negative media stories can have long-term ramifications for the destination. In spite of the economic importance of tourism, post-disaster recovery efforts in this sector are often overlooked by non-governmental organisations (NGOs), which focus on more traditional livelihoods such as agriculture or fishing. This paper describes Mercy Corps' support of tourism recovery activities in Arugam Bay, a remote village on the east coast of Sri Lanka, following the 2004 tsunami. The local economic base is built largely on two sectors: community tourism and fishing. As many other actors were supporting recovery in the local fishing industry, Mercy Corps concentrated on revitalising the tourism sector.  相似文献

The objective of assisting with tasks and decisions during incident response is to reduce the risks to victims and rescue personnel while increasing the efficiency of the rescue operation. Handling uncertain information during urban search and rescue (USAR) missions represents additional stress to the decision‐maker. The aim of this study is to identify the decision‐making behaviour of rescuers during USAR missions to pinpoint trapped or buried victims in debris in order to design assistance technologies and decision‐support systems that meet their needs. In 2010, a survey was conducted among 10–15 per cent of all German rescue personnel specialised in search tasks. One of the major results of this survey is that a subjective assessment of the reliability of information available from heterogeneous sources influences the rescuers’ actions and that there is no methodology for decision‐making involving uncertain information. In addition, the study found that compliance with procedures does not require assistance.  相似文献

In this article I examine the impact of drought on farm households in Ethiopia and their response to crisis conditions. I ask whether every household in a community is equally affected by drought and what households do to mitigate the effects of drought and associated food insecurity. Information on production, income and food consumption is disaggregated by agroecological zone (highland and lowland), and by socioeconomic strata (relatively wealthy versus poor). Such detailed analysis permits an improved understanding of why the poor are much more vulnerable than the wealthy to drought and associated famines and why they need to be more effectively targeted by relief and development interventions. In a world of limited public resources for crisis intervention, such understanding is crucial to the design of improved policies and projects for reaching people most at risk.  相似文献

By the start of 2014, violent conflict had erupted across much of South Sudan following initial violence in Juba on 15 December 2013. The speed with which the fighting has spread raises questions regarding the impact of national‐level politics on violence at the local level. This article develops a framework in which violent conflict can be comprehended as a response to the interruption of the negotiation of the balance of power between groups; the negotiation is interrupted when that balance tips in favour of one group, such as through changes in the national political market or government reforms. The article provides two cases studies of attempts to strengthen the state that inadvertently interrupted local power relations between groups. In response, the groups engaged in violent conflict to reinstate a balance of power. Both examples involve conflict among Dinka groups from 2005 to 2008.  相似文献

发生概率小而损失巨大的巨灾无疑对国民经济有着重要的影响。我国幅员辽阔,尽管每年灾害的性质和发生地点不同,但是损失总量和政府救灾的支付总量却是一个稳定的大数,然而依然不能满足救灾与恢复生产的需要。借鉴经济发达国家保险业的巨灾债券,首次提出在政府救灾中引入市场机制——发行政府巨灾债券。这对于投资者是收益高的风险投资,对于政府可以减轻公共财政负担,而对于受灾地区则可以获得更多的资金支援,加快恢复生产,保证经济增长的稳定性。  相似文献

In the aftermath of disasters it is not uncommon for a large number of individuals, ranging from professional technical responders to untrained, albeit well meaning, volunteers, to converge on site of a disaster in order to offer to help victims or other responders. Because volunteers can be both a help and a hindrance in disaster response, they pose a paradox to professional responders at the scene. Through focus group interviews and in-depth structured interviews, this paper presents an extended example of how Urban Search and Rescue (US&R) task forces, a type of professional technical-responder organisation, interact with and utilise volunteers. Findings show that US&R task forces evaluate the volunteers in terms of their presumed legitimacy, utility, and potential liability or danger posed during the disaster response. Other responses to volunteers such as a feeling of powerlessness or the use of volunteers in non-technical ways are also explored. This paper demonstrates some key aspects of the relationship between volunteers and formal response organisations in disasters.  相似文献

Flood control and drainage projects in Bangladesh are intended to give protection from main river floods, flash floods in the east and northeast of the country, and saline intrusion in the lower delta and to improve drainage in order to avoid crop damage. While in some cases such projects have had positive results, in many others their benefits have fallen well below expectations. One of the major reasons for the poor performance of projects is embankment failure, brought about by poor planning, design, construction, operation and maintenance. Recommended measures to improve the efficiency of projects include the involvement of local people in the planning and operation of projects, better training of management staff and the allocation of adequate funds for maintenance.  相似文献

In December 1982 the central highlands of the Yemen Arab Republic suffered an earthquake that caused extensive damage to traditional buildings in the area. In the aftermath of the relief effort for victims of the disaster, a project was set up to provide local builders with simple information about the means of strengthening homes. This education programme has now been running for almost three years. This report describes the activities of the project, and assesses some of the issues that emerge from this kind of education work, and the methods that have been used.  相似文献

In this paper we present salient lessons learned through the International Relief/Development Project about the relationships between disasters and development. We discuss approaches to famine response and prevention, including the impact of global food distribution efforts on the capacities of people affected by famine and offer criteria for planning famine relief so that it will promote systemic, long term development of these capacities. We first describe a collaborative research project which showed that it is possible for international famine assistance either to promote the capacities of people who suffer from famine so that they are better able to handle future food crises, or to leave those it purports to help worse off and even more vulnerable to subsequent disasters. We then illustrate alternative strategies for promoting development in the midst of crisis by presenting information about a number of famine response programs and analyzing their impact on capacities and vulnerabilities.  相似文献

On 17 August 1999 Turkey was hit by a massive earthquake. Over 17,000 lives were lost and there was extensive damage to Turkey's heartland. This paper examines how various public and private institutions, including state and civil society institutions such as NGOs and the media responded to the needs of earthquake survivors. It documents the extensive involvement of NGOs in the relief efforts immediately after the disaster and examines the impact of such participation on state-civil society relations in the country. The data show that state response to the disaster went through several phases from a period of ineptitude to effective management. The paper credits the media and the NGOs for acting as advocates for survivors and forcing changes at the state level. The paper argues that an ideal response system, which fully addresses the needs of victims, can only be based on state-civil society relations that are both collaborative and adversarial.  相似文献
