Is technology hindering sustainable development or can it be used to stimulate sustainable development? It is becoming clearer that technological innovation can be a useful tool for achieving sustainable development. That is, if the technologist is aware of the boundaries that should be considered when working in a sustainable way; and is knowledgeable about how to use the tools that can be used to work in a sustainable way. Therefore, making technology students aware of these boundaries and tools is an important educational task for universities. Such education should, in our view, include two subjects. (1) Giving them insight into the concepts of sustainable development. What is sustainable development? What are sustainability problems? What are the causes of these problems? Which strategies and approaches for solving them are available? (2) Giving them insight into the technology development process. How does the technology development process work? Which factors influence and steer it? What is the influence of technology on society and on sustainable development? The Technology Assessment group at Delft University of Technology in the Netherlands has developed several courses on the combination of these two subjects, integrating research results in the fields of sustainable development and technology dynamics. When performing life cycle assessment (LCA) assumptions regarding the energy use are often decisive for the outcome. In this paper, current approaches of identifying marginal electricity and heat technologies for consequential LCAs are challenged. The identification of marginal energy technologies is examined from three angles: The marginal electricity technology is identified in Danish historical and potential future energy systems. The methods of identifying and using marginal electricity and heat technologies in key LCA studies are analysed. Finally, the differences in applying energy system analysis and assuming one marginal technology are illustrated, using waste incineration with energy substitution as a case. The main problem with the current approach is the use of one single marginal technology. It is recommended to use fundamentally different affected technologies and identify these in several possible and fundamentally different future scenarios. If possible, the affected technologies should also be identified based on energy system analyses considering the technical characteristics of the technologies involved. Some results in this paper may be applicable to other affected technologies than energy.  相似文献

This two part paper presents general issues, methods and a case study for achieving production sustainability on a machining technology level. In order to tackle these issues, the paper promotes sustainable production via the alternative machining technologies, namely cryogenic and high pressure jet assisted machining that have a high potential to cut costs and improve competitiveness by reducing resource consumption and thus creating less waste. The general issues of sustainable technologies pointed out with a comparative case study life cycle assessment performed for alternative machining processes are covered in part I of the work, concluding that future of sustainable production is going to entail the use of alternative machining technologies to reduce consumption rates, environmental burdens, and health risks simultaneously, while increasing performances and profitability. As an upgrade to this part, overall cost evaluation is covered by a case study in part II of this work.  相似文献

The proliferation of sustainability assessment principles, strategies, actions, and tools has created confusion about pathways forward for companies. It is unclear how existing approaches are complementary or distinct. How does a company assess current products and materials? How could designers create more sustainable products? What criteria, principles, approaches, and tools should be applied? Why? An environmental assessment method for cleaner production technologies enabling quantitative analysis of environmental impact is presented.The proposed method is based on material and energy flows and uses a set of profile indices, including raw material, energy, waste, product and packaging profiles that describe all material and energy flows related to the technology under investigation. The indices are used as a basis for determining an integrated index for overall environmental assessment of cleaner production technologies.The presented method can be employed to evaluate environmental nuisance of implemented, modernised and modified technological processes and products as well to perform comparative analyses of alternative technologies.  相似文献

The goal oriented framework (GOF) for indicators has been developed as part of a comprehensive research project developing computerised tools for integrated assessment of the effects of new policies or technologies on agricultural systems (SEAMLESS-IF). The ambition has therefore been to create an indicator framework where the environmental, economic and social dimensions of sustainable development can be related to each other in a consistent way. Integrated assessment tools rely on such frameworks to capture and visualise trade-offs (antagonisms or synergies) among indicators between and within the three dimensions of sustainable development. The specific aims of this paper are to (i) present the GOF (ii) present how the GOF can be used to select indicators within the integrated assessment framework SEAMLESS-IF and (iii) discuss the advantages and limitations with the proposed approach. We show that the GOF has several advantages. Its major rewards are its relative simplicity and the possibility to link indicators to policy goals of each dimension of sustainability and thereby facilitate the comparison of the impacts of the new policy on the different dimensions. Another important feature of the GOF is its multi-scale perspective, which will enable the comparison of effects of a new policy between scales. Yet, as typical for all indicator frameworks, the GOF has also biases either instigated by the issues the included models cover or by the stakeholders’ selection of indicators. However, due to the way the GOF and its indicators are technically implemented in SEAMLESS-IF, it can easily be extended and include new indicators to increase and update its policy relevance.  相似文献

Government interventions have been identified as important for energy systems change, because they can either facilitate or hinder transitions toward more sustainable energy systems. This article analyses how bioenergy options have been framed in Finnish policy strategies and how the framing has changed over time. The empirical material includes the content of 15 government programmes and nine national energy/climate strategies. On the basis of this assessment, both the link between bioenergy framings in strategies and the actual transformation of Finnish bioenergy systems are explored.On the basis of bioenergy framings, the development of energy policy can be divided into three phases: support for domestic energy sources in 1979-1991, support for wood- and industry-based bioenergy in 1992-1998, and diversified bioenergy in the context of climate change in 1999-2010. For two decades, primarily wood-based bioenergy was supported despite alternative technological developments occurring elsewhere. After the turn of the millennium, the importance of climate policy increased and alternative bioenergy sources were raised on the government policy agenda, also resulting in some new policy instruments. Rather than adopting a visionary outlook to guide system transformation, climate and energy policy has strengthened those technological options that have been selected elsewhere. If public policies are to enhance the shift toward low-carbon, sustainable energy systems, they would need to be more comprehensive, be more consistent over time, and emphasise energy use more.  相似文献

This paper considers relationships between sustainability objectives, transport, spatial design of the built environment and rational use of energy. Conventional transport modelling, housing supply and energy assessment tools are drawn together to provide a common platform for appraisal of city-wide energy use by stationary and mobile sources. The paper outlines methodologies developed for the city of Belfast, Northern Ireland. The paper concludes by briefly reviewing the effect in terms of mobile and stationary energy consumption and travel behaviour of implementing sustainable policy measures in current and future years within the study area.  相似文献

The assessment of sustainable development is crucial for constituting sustainable development strategies.Assessment methods that exist so far usually only use an indicator system for making sustainable judgement.These indicators rarely reflect dynamic characteristics.However,sustainable development is influenced by changes in the social-economic system and in the eco-environmental system at different times.Besides the spatial character,sustainable development has a temporal character that can not be neglected;therefore the research system should also be dynamic.This paper focuses on this dynamic trait,so that the assessment results obtained provide more information for judgements in decision-making processes.Firstly the dynamic characteristics of sustainable development are analyzed,which point to a track of sustainable development that is an upward undulating curve.According to the dynamic character and the development rules of a social,economic and ecological system,a flexible assessment approach that is based on tendency analysis,restrictive conditions and a feedback system is then proposed for sustainable development.  相似文献

This article presents a method for a comparative assessment of process technologies from a cleaner production point of view as well as the results of testing this method in practice. Based on these results and on an analysis of existing technology information systems, an estimation is made of the general possibilities and limitations of a comparative assessment of process technologies from a cleaner production point of view. Finally, the resulting consequences for the definition of ‘best available techniques' in accordance with the new EC Council Directive Concerning Integrated Pollution Prevention and Control (IPPC) are discussed. This article argues that apart from the difficulties related to the valuation of different kinds of materials and energy a major limiting factor is caused by the fact that the function of a production has to be defined very precisely to enable a comparison between different types of process technologies in sufficient detail.  相似文献

近年来突发性水体重金属污染事件频发,严重威胁流域水资源安全,制约国民经济和社会的可持续发展。尽管突发性水体重金属污染应急处理处置技术备受关注,但现有的技术储备仍十分薄弱。本文基于文献调研和已有的案例总结,系统评述了现有的应急处理处置技术的优缺点,并简要介绍了这些应急技术在已报道的国内历次突发性重金属水污染事件中的实践应用,指出了突发性重金属水污染应急处理处置技术的发展趋势,对于未来应对突发性重金属水污染事件快速选择经济、有效、绿色的应急处理处置技术和应对策略具有重要的参考价值。  相似文献

Radical changes towards sustainable products and a clean and safe system of production have yet to be developed and implemented in all sectors of industry. Technology holds the key to addressing many environmental problems and achieving sustainable patterns of economic growth. In many cases, companies already have the appropriate technological solution. However, the technology may not be in widespread use because of market and systemic failures and cultural barriers. Examples of market failures are the lack of information about cleaner technologies. Examples of systemic failures are weaknesses in linkages among firms, universities, research and development (R&D) institutions, and others involved in developing, supplying and applying technology. Cultural barriers are caused by the differences in the way companies communicate and do business. This makes “zero emissions” a much needed approach. The Journal of Cleaner Production has devoted this special issue to “Zero Emissions Techniques and Systems – ZETS” in the production and the urgent issues surrounding, “How to make sustainable companies become reality”. To document the state of the art in this field and to report progress are main goals of this issue. The objective of the planners of this special issue is to present perspectives, case studies and pedagogic initiatives from, academic, governmental, business, technical and financial sectors, as well as from NGOs from around the world.It is, however, evident that the term “zero emissions” still has different meanings and refers to different strategies and technologies. “Zero Emissions Techniques and Systems” are really a “SYSTEMS” aspect and not a sectoral approach. It develops more and more like a discussion about a mosaic. Some speak of the image they expect to be seen at the end, others speak of the tesserae they have to shape or the cement that fills the gaps between.  相似文献

The long time scale of the climate change problem and the inherent nature of the carbon cycle bring important implications for present technology development efforts. Even if major technology improvements are achieved for non-carbon-emitting technologies such as energy-intensity improvements, wind, solar, biomass, and nuclear over the course of the 21st century, most examinations of potential future greenhouse emissions conclude that additional technology development will be required to stabilize greenhouse gas concentrations. The evelopment of an expanded suite of technologies including carbon capture and disposal, hydrogen systems and biotechnology hold the potential to dramatically reduce the cost of stabilizing greenhouse gas concentrations. This paper examines these technologies in the context of a global integrated assessment model of energy, agriculture, land-use, economics, and carbon cycle processes.  相似文献

目前全球面临巨大能源、水污染及资源危机,传统污水处理技术已无法满足可持续发展需求,实现能源自给、污水再生及资源回收的新型污水处理技术是未来水厂重要实施路径.污水处理厂实现能源自给的关键一是"开源",即高效回收污水中有机物化学能、低品位热能,并利用外源有机物厌氧共消化、太阳能、风能等技术开发能源;二是"节流",即利用高效设备、精细化运行系统及厌氧氨氧化技术等举措节能降耗.基于可饮用用途,MBR+RO法是实现污水再生的主要途径,但膜污染严重、电耗高的问题仍有待解决.通过污泥水解技术获得富含VFA的优质碳源或合成PHAs的主要原料是有机物资源化的重要方向;利用污泥焚烧磷回收,可获得90%以上的磷回收率,并可解决污泥处置的困境.系统总结了国内外面向未来污水处理新技术应用研究现状,介绍了典型国家对未来污水处理技术的实践,提出我国面向未来污水处理厂面临的阻碍及可能的出路,为我国未来污水处理厂的发展提供方向.  相似文献

Nearly 50 years after Hardin’s “tragedy of the commons” we have not yet found predictive tools to guide us towards sustainable management of common-pool resources (CPR). We often have a good understanding of the qualitative relationships between the principal actors in socioecological systems (SESs), but classical quantitative approaches require a tremendous amount of data to understand the drivers of SESs sustainability. Here we show that qualitative modelling approaches can provide important governance insights for SESs that are understood but not quantified.We used Loop Analysis to test the outcomes of different management regimes on a simple nature-based tourism SES described by economic, social and environmental variables. We tested the sustainability of different management scenarios on this system and we identified the necessary conditions to achieve it.We found that management regimes where property rights and responsibilities are shared between different stakeholders are more likely to be successful. However, the system is generally highly unstable and it is important to tune each strategy to each particular situation.The conditions for sustainability found across the different systems tested were: a low reinvestment rate of tourist revenues into new infrastructures and a low growth rate of the environment. Management strategies based on maximum sustainable yield, which keep the environment far from its carrying capacity, have less chance to be sustainable.Qualitative models of SESs are powerful diagnostic tools; they can help identifying variables that play an important role in determining socioecological sustainability in data-poor circumstances and guide the design of efficient data collection programmes. Our results highlight the importance of careful planning when designing management strategies for nature-based tourism. The application of one-size-fits-all solutions to every situation is likely to lead to the failure of the commons; however tourism-based SESs can be sustainable if management strategies are tuned to each particular case.  相似文献

道路交通作为交通部门碳排放的重要来源,将在实现"碳达峰、碳中和"目标的过程中承担重任。碳减排技术成本的研究有利于平衡道路交通机动化发展和"碳达峰、碳中和"目标的实现,是实现道路交通可持续发展的重要措施。为此,基于乘用车、商用客车、轻型商用货车和重型商用货车等车型,结合发动机技术、变速器技术、辅助系统技术和整车技术和新能源车应用等16种关键节能减排技术的减排潜力和成本,建立了2020-2035年我国道路交通碳排放的边际减排成本(MAC)曲线,评估了通过推广车辆节能技术和新能源车等措施来实现减排目标的累积成本。主要得到以下结论:1)相同的车辆节能减排技术,应用在重型商用货车的单位减排成本远小于其他车型,新能源车在乘用车的应用具有很大的减排潜力,但是与其他车型相比并不具有成本优势。2)燃料电池新能源车的单位减排成本远高于纯电动和插电混合动力新能源车,未来需降低燃料电池的生产成本以及氢气的制备、储存和运输成本。3)2020-2035年的减排总成本曲线显示总减排成本先增加后下降的趋势,这表明随着节能减排技术的合理推广,该部门减排阻力在不断下降。  相似文献

Energy issues are important and consumption is slated to increase across the globe in the future. The energy-environment nexus is very important as strategies to meet future energy demand are developed. To ensure sustainable growth and development, it is essential that energy production is environmentally benign. There are two temporal issues—one that is immediate, and needs to address the environmental compliance of energy generation from fossil fuel sources; and second that is the need to develop newer alternate and more sustainable approaches in the future. Aerosol science and technology is an enabling discipline that addresses the energy issue over both these time scales. The paper is a review of aspects of aerosol science and engineering that helps address carbon neutrality of fossil fuels. Advanced materials to meet these challenges are discussed. Future approaches to effective harvesting of sunlight that are enabled by aerosol studies are discussed.  相似文献

Severe industrial pollution has largely hindered the sustainable development of China. Taking Shenzhen’s electroplating industry as a case, this article investigates the current status of the industry and proposes a specialized policy framework to push its environmental innovation. There is a relatively complete environmental management system in Shenzhen’s government, but it does not work well when dealing with the electroplating industry, mainly because it lacks regulation aiming at production technology, which is the underlying decisive factor of the environmental performance of the industry. So, we first develop an evaluation criterion, which incorporates a technological index about whether enterprises engage identified obsolete technologies. With this evaluation criterion, enterprises are classified into “advanced” and “obsolete”. Then, we propose specific policy suggestions for different types of enterprises, including command and control mixed with economic tools, voluntary agreements, establishing electroplating parks, and improving current management system. Finally, we assess the impact of the policy proposal and prove it to be conducive to the sustainable development of the industry and conclude it from a more general perspective.  相似文献

This paper presents a case-study that highlights the importance of sustainable machining technologies in achieving sustainable development objectives. A technology evaluation was undertaken to understand the likely impacts of the use of technology on sustainability performance measures. The evaluation is more than an experimental method for supporting the design of technology and an instrument for supporting decision-making. It is also a tool for supporting technology policy and for encouraging its adoption and application in industry. More specifically, a sustainability evaluation of cryogenic and high pressure jet-assisted machining in comparison to conventional machining is examined. Sustainability performance measures refer to environmental impact, energy consumption, safety, personal health, waste management, and cost. The case-study refers to the machining of high-temperature Ni-alloy (Inconel 718). It is shown that tooling costs represent the major contribution to the overall production cost, which contradicts previous analyses, and that sustainable machining alternatives offer a cost-effective route to improving economic, environmental, and social performance in comparison to conventional machining.  相似文献

We report results from the application of an integrated assessment model, MiniCAM 1.0. The model is employed to explore the full range of climate change implications of the successful development of cost effective, advanced, energy technologies. These technologies are shown to have a profound effect on the future magnitude and rate of anthropogenic climate change. We find that the introduction of assumptions developed by a group of ‘bottom-up’ modelers for the LEESS scenarios into a ‘top-down’ model, the Edmonds-Reilly-Barns Model, leads to ‘top down’ emissions trajectories similar to those of the LEESS. The cumulative effect of advanced energy technologies is to reduce annual emissions from fossil fuel use to levels which stabilize atmospheric concentrations below 550 ppmv. While all energy technologies play roles, the introduction of advanced biomass energy production technology is particularly important. The consideration of all greenhouse related anthropogenic emissions, and in particular sulfur dioxide, is found to be important. We find that the consideration of sulfur dioxide emissions coupled to rapid reductions in carbon dioxide emissions leads to higher global mean temperatures prior to 2050 than in the reference case. This result is due to the short-term cooling impact of sulfate aerosols, which dominates the long-term warming impact of CO2 and CH4 in the years prior to 2050. We also show that damage calculations which use only mean global temperature and income may be underestimating damages by up to a factor of five. Disaggregating income reduces this to a factor of two, still a major error. Finally, the role of the discount rate is shown to be extraordinarily important to technology preference.  相似文献
