This article deals with the new ISO standard ISO 14031 on environmental performance evaluation and describes its main outline as well as its link to the EU EMAS Regulation. A further development are sector specific frameworks of accounts for massbalances, shown by the example of breweries. Environmental management practice in the military is a growing reality in many countries. The goal of this research was to assess Portuguese military environmental profile, as a first step towards evaluating environmental performance. This paper assesses how environmental practices have been adopted in this sector, based on a self-assessment by the services. A national survey was carried out, involving a representative sample of the armed forces and defence administration. Overall results show that the integration of environmental practices into the Portuguese military is quite new, although with a positive trend when compared with other public sectors. Among the three military branches, the air force has adopted the most environmental practices.  相似文献

Activities in offshore oil and gas (OOG) that cause environmental impacts can be systematically managed through an environmental management system (EMS). Environmental performance evaluation (EPE) is an essential part of an EMS. However, previous studies on EPE indicate that existing lists of indicators little insight into how indicators are modified to more accurately assess environmental performance.In this paper, a way is proposed to identify and define specific environmental performance indicators on a case-by-case basis, which consists of five steps: (1) describing environmental requirements; (2) determining favourable outcomes corresponding to the requirements; (3) identifying required activities or issues to achieve the outcomes; (4) searching for proper measures of the activities or issues; and (5) generating a list of key indicators. Based on these steps, a quality function deployment (QFD) approach is developed to determine key indicators and evaluate environmental performance. To handle uncertainties in QFD, the decision makers’ evaluations are quantified through rough numbers using the concept of rough sets. The outputs of the proposed approach are different environmental performance indices. Using these indices, decision makers can easily determine whether an improved performance has been achieved through an EMS. The proposed approach is transparent and promising for use as a unified tool for EPE. An application of the proposed approach is demonstrated through a numerical example.  相似文献

Although ISO 14031 gives guidelines for environmental performance evaluation, there is limited experience of applying the standard in the area of benchmarking and external rating, especially when limitations of data quality are considered. This paper evaluates the importance of the data quality of operational performance indicators (OPIs, in this case emission factors) as a limiting factor for benchmarking and external rating between six cement plants in Sweden, Norway and Finland for three types of emissions, dust, NOx and SO2. Monthly emission factors for 1993–1999 were collected for these plants and a quality assurance process was undertaken to eliminate factors that decreased comparability. The data were tested against six hypotheses concerning different aspects of the variation of the emission factors. One of the findings was that there is no sharp limit when the quality of emission factors is high enough to make it possible to compare, since quality is a qualitative conception in itself. Instead, organisations using emission factors should strive to adapt a system with quality assurance of emission factors, resulting in widely accpeted emission factors suitable for comparison between plants. This is achieved with a sector specific methodology which can handle irrelevant differences and reflects real differences in environmental performance.  相似文献

Environmental Impact Assessment (EIA) education has been a reality for years in many graduate and undergraduate programs worldwide. As EIA has grown as a widely accepted environmental policy tool, several professions have tried to incorporate these skills into their academic training. The main aim of this research was to assess the Portuguese profile of EIA education, measuring the degree of EIA integration in graduate and undergraduate programs. This paper intends to contribute to an understanding of the key factors related to EIA education. A national survey was conducted to obtain data on EIA education programs. More recently, many other programs, both graduate and undergraduate, have established EIA courses. New knowledge, practices, legislation and public policies are fundamental drivers of the application of EIA, which will probably continue to expand to more undergraduate and graduate programs. The association of EIA with other environmental management tools, such as environmental management systems or environmental performance evaluation, and sustainable development initiatives will be a priority challenge for all who are engaged in this domain.  相似文献

Environmental performance measurements are an important component in strategies for achieving ecologically sustainable development. However, models and frameworks for performance measurement are primarily developed for business and may not be directly applicable to public organizations. This study aimed to contribute to the development of environmental performance measurement tools for public sector organizations by developing an appropriate framework. The study is based on a case study of the Swedish Rail Administration. The main method for data collection was focus group interviews. The proposed framework presents important features of an environmental performance measurement for the public sector and is illustrated by results from the case organization. The framework was constructed using the causal-chain framework pressure-state-response (PSR) and the management system management-by-objectives (MBO), respectively measuring and managing performance towards both strategic and operational objectives. An environmental management system serves as a toolbox, encompassing and coordinating the environmental objectives and the tools for performance measurement.  相似文献

As sustainability considerations increasingly dominate the technology development debate worldwide, practical approaches to assess environmental performance of innovations have been warranted. The present study (Part 1) introduces Ambitec-Life Cycle, a method derived from Ambitec-Agro for considering life cycle thinking in the environmental performance evaluation (EPE) of agro-industrial innovations. An agro-industrial innovation case study related to residue recycling is presented, revealing steps in the product life cycle where opportunities are best for technological improvements. In Part 2 (this issue) of this study, a methodological approach for considering the environmental vulnerability of watersheds and to integrate this analysis in EPE methods is presented. This approach is applied to Ambitec-Life Cycle and to the same residue case study, allowing the identification of performance indicators with greater potential to cause impacts at the studied watersheds.  相似文献

There are several different approaches to evaluate regional environmental and sustainability performance, where regional indicators are an emerging issue. Academia could play an important role in many sustainable initiatives, giving credibility, scientific and technical support and contribute to increasing public participation. This paper intends to trace the Portuguese profile on regional Sustainable Development Indicators (SDI) initiatives and contribute to an understanding of the key factors related to the role of academia in those processes. A national survey was conducted to obtain data on SDI initiatives on a regional scale and the Portuguese profile was defined. Overall results show that SDI implementations are concluded in one region and are being implemented in three of the total of seven regions, despite a significant lack of institutional guidelines and policy guidance from national authorities. The particular approach conducted in the Algarve, the most southerly region of Portugal, was analysed. The indicators developed for this region are a practical example of how academia and regional public authorities can cooperate efficiently, involving multi-stakeholders, to obtain the desired outcomes.  相似文献

The shift in policy towards prevention and towards making producers responsible for the pollution they cause has lead corporations to limit environmental liabilities through the improvement of environmental performance. The implementation of an Environmental Management System integrates the precautionary and polluter pays principles into a firm's operations and demonstrates commitment to sustainable development. This research aims at assessing the factors influencing the implementation of ISO 14001 Environmental Management System in developing countries taking the Food Industry in Lebanon as a case example. For this purpose, primary data were collected using a field survey questionnaire that was administered to a representative sample of facilities. The results revealed that the food industry is generally more concerned with safety and quality issues rather than environmental issues. Following international food sector trend, improving environmental performance and enhancing company image are the most salient drivers to adopt ISO 14001. The lack of government support and stakeholder demand as well as the fact that ISO 14001 is not a legal requirement constitute the most salient factors hindering the adoption of the standard. Economical and organizational factors are the most significant incentives required to motivate the food industry to adopt ISO 14001. The industry is less likely to voluntarily consider adopting ISO 14001 before acquiring a quality management certification or until ISO 14001 certification gain more recognition in the international food sector. The study defines the foundations for developing strategies, policy reforms and incentive schemes to reduce the barriers of implementing ISO 14001.  相似文献

In this paper we aim to investigate the underlying mechanisms of the maintenance of ISO 14001. Initially, we looked into the Hillary's [Hillary R. Evaluation of study reports on the barriers, opportunities and drivers for small and medium sized enterprises – the adoption of environmental management systems. Report for DTI Envirodoctorate 5th October, 1999. London: NEMA; 1999] evaluation study on barriers, opportunities and drivers for small and medium enterprises that adopted environmental management systems and we developed a comprehensive list of barriers identified in the literature. We have used this set of barriers to investigate the underlying mechanisms in the maintenance of ISO 14001 environmental management system through an in-depth longitudinal case study in manufacturing organisations. We have determined five underlying processes (transforming and value adding; administrating and improving; understanding and accepting; communicating and learning; availability of resources) and five key actors (external environment; environmental management team; ISO 14001 EMS; organisation; resources and skills), which interactions are captured in M-ISO model. Finally, based on our study we offer directions for future research.  相似文献

在环境规划过程中,设立科学且合理的环境保护目标至关重要。公众既是环境公共物品的享用者、环境保护工作的参与者,又是环保工作绩效的评价者。因而有必要了解公众对环境目标的感受和评价。文章对北京、天津、上海、重庆和南京5地进行了问卷调查和访谈,考察了公众对环保任务规划感知、环境治理成效和环境质量指标的感知。研究结果发现,公众对我国环境保护任务目标存在较高期盼,环境治理成效与公众感知存在偏差,将公众直观感受纳入环境质量指标评价体系值得关注等。进而文章就提升公众环境质量获得感提出了建议。  相似文献

Non-metallic mineral resources, albeit very important to meet the needs of the Brazilian population and for exportation, are ill-favored by governments and ignored by the public. Most of this mining is performed by small-scale companies and informal operations that cause extensive and widespread environmental damages. In addition to examining the current state of the industry and its environmental impacts, this paper outlines a series of initiatives for improving (environmental) performance. The suggestions made include improved coordination among public entities responsible for the control of the mining sector; the undertaking of environmental management and reclamation initiatives; research and diffusion of mining and environmental technology; the development and implementation of appropriate licensing procedures for small-scale mines; and the reviewing of environmental impact evaluation and enforcement procedures, and improved regional planning. It is concluded, however, that the proposals will only become a reality if the necessary political actions are taken, and are supported by adequate financing and technical assistance.  相似文献

The purpose of this study was to characterize the situation of Portuguese Small and Medium Enterprises (SMEs) concerning the certification of their Quality Management Systems (QMS), Environmental Management Systems (EMS) and Occupational Health and Safety Management Systems (OHSMS), in their individually form, to identify benefits, drawbacks and difficulties associated with the certification process and to characterize the level of integration that has been achieved. This research was based on a survey carried out by the research team; it was administered to 46 Portuguese SMEs. Our sample comprised 20 firms (43%) from the Trade/Services activity sector, 17 (37%) from the Industrial sector, 5 (11%) from the Electricity/Telecommunications sector and 4 (9%) from the Construction area. All SMEs surveyed were certified according to the ISO 9001 (100%), a quarter of firms were certified according to the ISO 14001 (26.1%) and a few certified by OHSAS 18001 (15.2%). We undertook a multivariate cluster analysis, which enabled grouping variables into homogeneous groups or one or more common characteristics of the SMEs participating in the study. Results show that the main benefits that Portuguese SMEs have gained from the referred certifications have been, among others, an improvement of both their internal organization and external image. We also present the main difficulties in achieving certification. Overall, 7 of the Portuguese SMEs examined indicated that the main benefits of the IMS implementation management included costs reduction, increased employee training and easier compliance of legislation. The respective drawbacks and difficulties are also presented. Finally, we presented the main integrated items in the certified Portuguese SMEs we examined.  相似文献

Environmental vulnerability analysis has been sparsely used in environmental performance evaluation (EPE) of technological innovations. The present paper proposes a methodological approach to carry out vulnerability analysis of watersheds and to integrate this analysis into methods of environmental performance evaluation of agro-industrial innovations. This approach is applied to the Ambitec-Life Cycle method, described in Part 1 (this issue) of this study. The case study of green coconut substrate compared to ripe coconut substrate, also described in Part 1 (this issue), is now presented considering the vulnerability analysis of the watersheds where the life cycle stages of these products occur. The integration of vulnerability analysis in Ambitec-Life Cycle contributes to a better understanding of the environmental aspects of agro-industrial technological innovations with potential to cause significant impacts in watersheds where these innovations are implemented.  相似文献

The aim of this article is to analyze how the implementation of the environmental management system (EMS) in accordance with the ISO 14001: 2004 standard has been carried out in organizations having more than one standardized Management System (MSs). In particular, four implementation aspects will be discussed, namely the different management system standards (MSSs) used for registration, for example ISO 14001, ISO 9001, OHSAS 18001, ISO 27001 and SA 8000, the order in which they were implemented, the time required for each implementation, as well as the scope of integration of these MSSs into a single Integrated Management System (IMS).In order to do so, some of the results of a survey carried out in 176 organizations registered to, at a minimum, both ISO 14001: 2004 and ISO 9001: 2000 standards for environmental and quality management, respectively, are presented. As one of the few existing empirical studies regarding the integration of multiple MSs, this research reveals the importance of the different possibilities which organizations can opt for when considering EMS implementation. For example, while most respondents implemented ISO 9001 before ISO 14001, others did so simultaneously or even applied ISO 14001 first. Furthermore, although a large majority of organizations integrated their EMS with additional standardized MSs, a small percentage did not. Apart from illustrating the survey outcomes, the article contains a detailed case analysis of four specific organizations with high environmental awareness that have implemented quality and other standardized MSs.  相似文献

As a result of increasing global awareness about the importance of the environment, depletion of natural resources and legal pressures for companies to manage their processes in a sustainable manner, ISO 14001 systems have been gaining increasingly more importance in the organizational scenario. These elements are even more critical in emerging nations due to less awareness and fewer demands by governments and the population in relation to environmental issues. Therefore, the main objective of this study is to verify the benefits and difficulties of Environmental Management Systems based on ISO 14001 at industries in the state of São Paulo – Brazil (an emerging country) by conducting a survey to subsidize the proposal for actions in the public, academic and private sectors to promote the use of this standard of reference and strengthen its results in Brazil. A questionnaire was sent to 194 companies from the National Institute of Metrology, Standardization and Industrial Quality database. 69 answered, representing a return rate of 35.36%. The main benefits identified are related to the development of preventive environmental actions, reduction in the consumption of power, water, gas and fuel oil, and a positive influence on other internal management processes. The main difficulties are related to cost increases from ISO 14001 management systems and the constant changes in environmental legislation in Brazil. Some actions are proposed at the end of the analyses to intensify the use and improve the results of this standard, such as changes in government legislation and its collective development and implementation in industries.  相似文献

构建符合研究地点实际生态环境状况的生态安全评价指标体系是科学、合理的进行评价的基础,也是政府进行有效管理的前提。构建了SPR概念模型,提出了基于该模型的城市生态安全指标体系的构建方法。该方法主要包括建立SPR概念模型、实地调研、环境问题及成因辨识、指标体系初建、问卷调查及指标筛选等5个基本步骤。所建的指标体系可反映研究区域的主要生态环境问题,以及这些问题的现状水平、产生诱因和调控力度。以焦作为例,描述了该方法的应用。结果为:经实地调研及问卷调查,率定出9个主要的环境问题及形成每个环境问题的2个主要成因;根据SPR模型,确定表征每个环境问题成因的状态层、压力层及响应层指标,共计74个;就合理性、数据可得性等设计问卷征求专家意见后,最终建立了包含43个指标的生态安全评价指标体系,为未来焦作市生态安全评价和调控奠定基础。  相似文献
