Biofuels as a renewable source of energy have gained considerable importance in recent years. The use of biofuels is expected to rise since national governments of developed nations like the US and European countries see it as one of the ways to fulfill climate targets and increase the security in their energy supply. Production of biofuels is also expected to rise as developing nations see in biofuels the opportunity for connecting to international markets through supplying a new demand in the energy market.Several studies report on the environmental, social and economic gains and detriments that can arise from increased biofuel production and consumption. However, research that provides insight into the way in which such issues are defined by actors within the product chain is scarce. In this article we analyse how the strategies and value definitions of actors involved in the production and consumption of biofuels lead to specific definitions of sustainability. The empirical material concerns the chain of palm oil production in Colombia and electricity generation in the Netherlands. It is analysed using the method of action-in-context, which allows us to uncover the level and source of diversity of sustainability definitions in the product chain.While the current growth in production of palm oil is definitely buyer driven, the analysis of various activities in the chain shows that several aspects of sustainability are defined in more complex actor fields throughout the product chain.  相似文献

Currently, many countries are establishing goals for substituting biofuels for fossil fuels. These goals usually foresee 5–10% substitution while today's production, in most countries, is far below 2%. Evidently, many countries will seek to meet their ambitious biofuel targets through imports. This global trade in biofuels, which is to some extent already taking place, will have a major impact not only on other commodity markets like vegetable oils or animal fodder but also on the global land use change and on environmental impacts. This special issue focuses on the relation between trading, policy making and sustainability impacts of biofuels. It demonstrates the strong but complex link between biofuels production and the global food market, it unveils policy measures as the main drivers for production and use of biofuels and it analyzes various sustainability indicators and certification schemes for biofuels with respect to minimizing the adverse effects of biofuels while maximizing the benefits of the future use of biofuels.  相似文献

The production of biofuels from microalgae, especially biodiesel, has become a topic of great interest in recent years. However, many of the published papers do not consider the question of scale up and the feasibility of the various processes to be operated at the very large scale required if algal biofuels are to make a meaningful contribution to renewable fuels. All the steps in the process must also be very low cost. This paper discusses the unit processes required for algal biofuels production (i.e., growing the algae, harvesting, dewatering, extraction and conversion to biofuel) and their scalability. In many cases, especially in the lipid extraction step, little is known as yet as to the scalability and economic feasibility of the various processes proposed. We also highlight the key engineering and biological issues which must be resolved for the production of biofuels from microalgae to become an economic reality.  相似文献

The world is moving toward efforts to reduce net greenhouse gas emissions. Reduction efforts may involve the agricultural sector through options such as planting of trees, altering crop and livestock management, and increasing production of biofuels. However, such options can be competitive with domestic food production. In a free trade arena, reduced domestic food production could stimulate increased production and exports in other countries, which are not pursuing net emission reductions. As a consequence, emission reduction efforts in implementing countries may be offset by production increases stimulated in other countries. We examine the competitive effects of agriculturally related emission reduction actions on agricultural production and international trade. In doing this, we employ the assumption that U.S. emission reduction caused cost increases will also occur in other reducing countries. We consider emission reduction: 1) unilaterally by the U.S., 2) by all Kyoto Protocol Annex B countries, and 3) globally. The results, which are only suggestive of the types of effects that would be observed due to the simplifying cost assumptions, indicate compliance causes supply cutbacks in regulated countries and increases in non-regulated countries. The study results show that producers in regulating countries are likely to benefit and consumers lose due to commodity price increases. With the rising emphasis on biofuels as a potential solution to climate change, this paper asks whether certification schemes, developed to promote sustainable feedstock production, are able to deliver genuine sustainability benefits. The Round Table on Responsible Soy (RTRS) is a certification scheme that aims to promote responsible soy production through the development of principles and criteria. However, can and does this initiative address the negative impacts associated with the intensive production of soy? Taking the example of soy biodiesel produced in Argentina, this paper asks whether the social and environmental impacts of soybean production can be mitigated by the RTRS. It concludes that at present certification schemes are unlikely to be able to address either the institutional challenges associated with their implementation or the detrimental impacts of the additional demand generated by biofuels.  相似文献

The assessment of environmental impacts along the life cycle of biofuels is a complex and resource-demanding task that cannot be afforded by small producers in developing countries. Therefore, certification schemes bear the risk that small and independent producers will be locked out and the market for sustainable biofuels will be dominated by international investors and large-scale plantations. However, many environmental impacts of various production chains of biofuels and feedstocks are already known. This knowledge has been used to create a web-based questionnaire for a “Sustainability Quick Check for Biofuels” (SQCB, http://www.sqcb.org). SQCB reduces the need for user entries to the most relevant and best-known parameters of the biofuel production chain. Based on this user input, a specific inventory is automatically modelled and linked to background data. SQCB then calculates the environmental impact assessment and checks the results against sustainability criteria. Since the results are calculated immediately, key environmental factors can be interactively analyzed. One major goal of the SQCB is to support the market entrance for local biofuel producers, given that strengthening local stakeholders is a key driver for empowering rural communities in development countries.  相似文献

This paper focuses on developing countries that are striving to understand the requirements for the sustainable, commercial development of algae for the production of biofuels. The paper will review the sustainable development of biofuel production, including the major issues that must be addressed before embarking on the path to sustainable biofuel production. The sustainable production of biofuel should be implemented with an ecologically friendly perspective to ensure that future generations will enjoy prosperity of the planet that we share. 论文从定性描述和定量描述的角度,分别对外商投资和国际贸易对沿海地区的资源环境影响进行分析。通过研究发现,尽管在产值总量上,外商投资和国际贸易对沿海地区的资源压力和环境污染做出“贡献”,但是从弹性系数角度,外商投资和国际贸易对地区资源压力和环境污染的影响在逐渐减缓,表明外商投资和国际贸易并不是导致我国沿海地区资源环境压力加大的“罪魁祸首”,反而是减缓这种压力的主要贡献力量。但是,不可否认,在我国接受经济全球化影响的早期阶段,由于部分地区急于吸引外资,以及我国环境管理体系的不完善,的确在某些方面,外资和外贸对沿海地区的资源和环境造成了负面影响。  相似文献

The study seeks to demonstrate the potential role that industrial ecology could play towards energy poverty reduction and environmental conservation in Kenya through sustainable charcoal production and consumption. This is achieved through an exploration of the application of the life cycle management (LCM) concept that identifies various opportunities for technological intervention for energy and environmental conservation and reduction of material and energy losses. It also identifies opportunities for income generation at various stages of the product’s life cycle; an aspect critical in poverty reduction in developing countries. The study finds that applying LCM in the charcoal trade in Kenya can deliver social, economic and environmental benefits to developing country communities and should, therefore, be promoted. However, appropriate legal, policy and institutional frameworks must exist in these countries for this to occur.  相似文献

The purpose of this paper is to analyse under what conditions, with respect to CO2 emission-reduction and biofuels-for-transport targets, the trading in the EU of CO2 credits and solid and/or liquid biofuels is cost-effective from the perspective of an optimisation energy systems model. We use the PEEP model covering the EU27 (except Bulgaria, Malta, and Cyprus) to generate insights about the cost-effectiveness of different options under different policy scenarios. Trade in CO2 credits is a cost-effective option, in all relevant policy scenarios. Trade in some biofuels (mainly from central and eastern European countries to the EU15) is cost-effective in all assessed scenarios. In the case of CO2 targets (whether national or at the EU level) there is trade in solid biofuels. When biofuels-for-transport targets are also implemented, trading both solid and liquid biofuels is cost-effective.  相似文献

Published scenarios of carbon emissions vary over a 40:1 range, and vary greatly even when the possible effects of future climate change policies are ignored. Differences in assumptions about how social and economic policies will affect the rates of economic growth throughout the world, population growth, international trade and investment, the rate of improvement in energy efficiency, and innovations and developments in non-carbon technologies are among the main reasons for such huge differences - alongside the considerable uncertainties that remain about the structural forms and parameters of the economic models used for making projections. The following analysis shows that a low carbon emissions scenario is fully consistent with developing countries achieving economic prosperity and the rich countries increasing theirs. It would depend on the emergence of non-carbon options, such as renewable energy, and this is indeed more likely to happen with favourable conditions for economic growth and innovation.  相似文献

Increasing the share of renewable energy is of principal concern for the EU energy policy. A number of policies have been adopted, and, in part, been implemented by the EU member countries. An increasing share of renewable energy implies an increasing utilisation of biofuels in general and of forest-based biomass in particular. However, in the EU, the endowment and uses of forest-base biomass are diverse suggesting that an increasing trade would become necessary in order to cost effectively increase the utilisation of forest-based biomass. The purpose of this study is to, in the presence of EU energy policy, quantify and analyse possible trade levels for forest fuels in the EU. Particularly, the consequences on trade after implementing the White Paper and the RES-E Directive are analysed. Investigating the European trade in forest fuels is important for understanding how industry sectors in the EU will be affected by the policies. The results suggest that the implementation of the White Paper and the RES-E Directive will increase the trade in forest fuels, resulting in total trade increases of up to 67 percent. Furthermore, the national net trading levels are possible to derive. Depending on policy implementation the results differ – a country that was net importing given the White Paper implementation can instead be net exporting when applying the RES-E Directive. The fact that the policy implementations will increase the trade may mitigate potential industry problems to secure the needed inputs. On the other hand, the integration of countries increases the possibility for some industries to increase their production even more, possibly strengthening any input scarcity problems. It is therefore not possible to generally conclude if a more integrated European forest fuel market, and hence an increased European forest fuel trade, will mitigate industry problems to secure their needed inputs or not.  相似文献

The deployment of biofuels is significantly affected by policy in energy and agriculture. In the energy arena, concerns regarding the sustainability of biofuel systems and their impact on food prices led to a set of sustainability criteria in EU Directive 2009/28/EC on Renewable Energy. In addition, the 10% biofuels target by 2020 was replaced with a 10% renewable energy in transport target. This allows the share of renewable electricity used by electric vehicles to contribute to the mix in achieving the 2020 target. Furthermore, only biofuel systems that effect a 60% reduction in greenhouse gas emissions by 2020 compared with the fuel they replace are allowed to contribute to meeting the target. In the agricultural arena, cross-compliance (which is part of EU Common Agricultural Policy) dictates the allowable ratio of grassland to total agricultural land, and has a significant impact on which biofuels may be supported. This paper outlines the impact of these policy areas and their implications for the production and use of biofuels in terms of the 2020 target for 10% renewable transport energy, focusing on Ireland. The policies effectively impose constraints on many conventional energy crop biofuels and reinforce the merits of using biomethane, a gaseous biofuel. The analysis shows that Ireland can potentially satisfy 15% of renewable energy in transport by 2020 (allowing for double credit for biofuels from residues and ligno-cellulosic materials, as per Directive 2009/28/EC) through the use of indigenous biofuels: grass biomethane, waste and residue derived biofuels, electric vehicles and rapeseed biodiesel.  相似文献

After a historical introduction, recent achievements in agrometeorology and their limitations are highlighted. It is then discussed what determines what we do in agrometeorology. It is argued that the needs in the livelihood of farmers should push the scientific support systems and it is exemplified that this is possible. This analysis has serious consequences for science, training, education and extension in agrometeorology. This applies most strongly for developing countries or tropical studies elsewhere. Farmers’ livelihoods should be connected through agrometeorological services. Farmer or Climate Field Schools are introduced as a new approach to do so. Examples from China are given in which such schools or classes could be used. Finally a pilot project approach for agrometeorological services is discussed in which this could be prepared.  相似文献

Nicaragua is one of the four countries most affected by climate change, and coffee production is expected to vastly shrink in some critical areas. This can have considerable effects on social structure since nearly a third of its working population depend on coffee for a living. Social perceptions of climate change and water pressures are a key issue in the public's acceptance of adaptation measures. Furthermore, the existing risk for crop production is not necessarily correlated with the farmers’ awareness of that threat. This paper focuses on coffee producers’ perception of risk and adaptive capacity for coffee crops in Nicaragua in response to climate change and water availability. We aim to analyze how dependent the producers are on water resources, and if this reliance affects their perception of risk and their expectations with regard to public and private support for dealing with adaptation. A survey of 212 representative farmers of the national population of farms in the country's two most important production areas was conducted for this purpose. We consider socio-economic and biophysical variables to explain the farmers’ perceptions. Our findings show that experience and technical capacity are relevant to the adaptive capacity although smallholders do not always show high concern and their expectations with regard to external support are very low. The paper can be useful to prioritize the measures necessary for a greater level of involvement from stakeholders.  相似文献

The paper presents on the experience of the first year of implementation of the UNEP project ‘Strategies and mechanisms for promoting cleaner production (CP) investments in developing countries’. An insight into the experience gained in two developing countries, Guatemala and Zimbabwe is given in separate cases.The paper attempts a preliminary—by no means exhaustive—analysis of the current status of CP awareness among the financial community in selected developing countries and the main barriers to funding CP from a financial sector perspective. The experience gained in five developing countries allows to better investigate the ways whereby the financial community could, and perhaps should, more effectively promote financing of CP, thus contributing to the spread of the CP concept and measures at the macro (government), medium (industry associations, chambers of commerce) and micro (enterprises) levels. In doing so, the paper indirectly emphasises the role of other key stakeholders.Suggestions and recommendations expressed in the paper have to be taken clearly with a pinch of salt, as each country in the developing world has its distinct economic, political, social and cultural features.  相似文献
