The benefits of utilizing intermediaries to broker understanding between environmental scientists and policy makers have become widely touted. Yet little is known about the tasks boundary spanners undertake to develop environmental policy solutions and how these tasks fit into frameworks intended to advance public policy decision making. Such frameworks may be constructed to aid decision makers in differentiating between the types of environmental policy issues that confront them or the policy settings in which they are operating. Consequently, this paper examines how six different knowledge brokering strategies; informing, consulting, matchmaking, engaging, collaborating and building capacity might be employed in responding to different types of environmental policy problems or policy settings identified in decision aiding frameworks. Universities can nowadays be regarded as ‘small cities’ due to their large size, population, and the various complex activities taking place in campuses, which have some serious direct and indirect impacts on the environment. The environmental pollution and degradation caused by universities in form of energy and material consumption via activities and operations in teaching and research, provision of support services and in residential areas could be considerably reduced by an effective choice of organizational and technical measures. Although many environmental protection measures can be seen at some universities, but a more systematic and sustainable approach to reducing the negative impacts of those activities and making the campuses more sustainable, is generally lacking. Therefore, this paper proposes a framework of a more suitable approach to achieving campus sustainability that could remedy the limitations of the current environmental management practices in universities and ensures more sustainability through the integration of three strategies, namely: university Environmental Management System (EMS); public participation and social responsibility; and promoting sustainability in teaching and research.  相似文献

Training and communication are essential elements in the implementation of environmental management systems (EMS). This study is based on two main questions: (i) What methods for training and communication will support the implementation of EMS at a university? and, (ii) How did faculty and staff perceive the training and communication activities? The study includes a literature review, a case study of methods for training and communication, and results of a semi quantitative survey of the perception of training and communication. All activities took place at the University of Gävle (Sweden). The University of Gävle was certified according to ISO 14001 in 2004. Practical experiences from the implementation of EMS in industry were used as reference.The literature review indicates that training is a key factor during implementation of EMS, and that training may change attitude and behaviour among managers and employees. Similar conclusions can be drawn from this study. The case study, and practical experiences from industry, indicate that similar methods of EMS training and communication can be shared by industry and universities. However, “academic freedom” and “critical thinking” may result in the need for more interactive training methods at a university than in industry. The results of the survey indicate that the training and communication have increased awareness of environmental issues. A deeper understanding of the personal role in the EMS was also observed. It can be concluded that the EMS training and communication team has a demanding task to introduce the concept of indirect environmental aspects at a university. Lecturers and researchers should be convinced that the greening of a college involves more than, for example, reducing the consumption of paper. The main role of EMS at a university should be to focus on indirect environmental aspects, for example, to introduce environmental and sustainability issues in courses and research.  相似文献

This article focuses on institutions of higher education and the introduction of sustainability in the curricula of these institutions. It states that a very important part of developing new curricula is the focus on a new academic and professional culture. The key argument is as follows. Normally institutions of higher education build upon the training that students received in previous phases of education. That is why institutions of higher education can focus on education in highly specific and specialized knowledge and skills. Education for sustainability, however, cannot follow this ‘normal’ pathway because much of what students learned in their previous education does not fit into the paradigm of sustainability. That is why sustainability education should include a partial ‘re-education’ and ‘re-programming’ of students. The article presents a framework for such a new academic and professional culture focussing on sustainability. It shows how this framework is developed within the Universidad Autónoma Metropolitana, Unidad Azcapotzalco (UAM-A) in Mexico. The article also shows how the development of this framework is embedded in various initiatives on a national and international level. First of all the framework is developed as part of the design and implementation of an environmental plan for the whole university. The making of this plan is encouraged by the Mexican National Association of Universities and Higher Educations Institutions. Since the year 2002 this Association stimulates all major universities in Mexico to develop and implement such an environmental plan. These activities on their turn fit very well into the “United Nations Decade of Education for Sustainable Development” that started in January 2005. Finally the article presents the first promising results of the new course “The environmental challenges” that is based on many elements of the framework. Environmental indicators allow a firm to make measurements related to its environmental performance. In practical terms, they can be used to form a measuring, benchmarking and monitoring tool to track environmental performance for small and medium enterprises (SMEs).Within an Environmental Management System (EMS), environmental indicators can be used to check if a firm has met the targets it is required to set for itself. It can also be used in firms that have not yet implemented an EMS. The use of an Environmental Indicators System (EIS) is thus recommended for SMEs, many of which do not have an EMS, in order to enhance their environmental performance. As noted in A Guide to Corporate Environmental Indicators published by the Federal Environment Ministry (Bonn) and the Federal Environmental Agency (Berlin), three categories of environmental indicators can be developed, depending on whether they describe: (1) a company's environmental impact (environmental performance); (2) the management's environmental activities; or (3) the external condition of the company's environment.The objective of this paper is to present how environmental indicators were established and implemented for Philippine SMEs and to show that the indicators significantly correlate with the environmental performance of the SMEs. In order to test this hypothesis, a survey-questionnaire was designed and administered among SMEs covering six industrial sectors in the Philippines. Based on the survey responses, a Gap analysis between the environmental performances of SMEs and state-of-the-art companies was performed. The Gap analysis showed that environmental indicators were indeed able to capture the features of actual environmental performance.Further, a structural equation model was proposed and validated. It yielded a significant linkage between the environmental indicators and environmental performance.  相似文献

The environmental pollution caused by universities in the form of energy and material consumption could be considerably reduced by an effective choice of organisational and technical measures. Examples of environmental protection measures can be seen at several universities, but a professional environmental management system (EMS) for universities with a systematic approach to reduce the consumption of resources is lacking. At the University of Osnabrück, the basis for a university-related EMS has been developed for the first time in Germany, the use of which is also possible by other universities. Beginning in autumn 1999, this EMS will gradually be implemented at the University of Osnabrück.  相似文献

Environmental aspects are basic elements in an Environmental Management System (EMS). The identification of environmental aspects is, however, recognized as one of the most complicated parts in establishing an EMS and has been subject to criticism concerning, e.g., lack of transparency and reproducibility. This paper evaluates the Swedish National Rail Administration's (Banverket) current practice for the identification of environmental aspects. A better link between activity, aspect and impact is needed. A more stringent identification procedure would improve Banverket's environmental management. The interest shown by organizations and other entities linked by the implementation of environmental management systems (EMS), especially the family of ISO 14000 standards and the EMAS regulation in Europe, has grown spectacularly all over the world in recent years, even though a certain saturation has been detected in some countries. That leads us to ask, is EMS implementation already saturated? This article will analyze the case of the successful ISO 14000 standard, based on previous experience with the most widely used standardised management systems in the entire world: quality management systems (QMS). Will EMS follow in the footsteps of QMS?The analysis carried out, using a logistic curve that fits quite well to explain the nature of this growth, distinguishes three general patterns to explain the diffusion of these norms, namely, expansionistic, mature and retrocessive.  相似文献

Environmental performance measurements are an important component in strategies for achieving ecologically sustainable development. However, models and frameworks for performance measurement are primarily developed for business and may not be directly applicable to public organizations. This study aimed to contribute to the development of environmental performance measurement tools for public sector organizations by developing an appropriate framework. The study is based on a case study of the Swedish Rail Administration. The main method for data collection was focus group interviews. The proposed framework presents important features of an environmental performance measurement for the public sector and is illustrated by results from the case organization. The framework was constructed using the causal-chain framework pressure-state-response (PSR) and the management system management-by-objectives (MBO), respectively measuring and managing performance towards both strategic and operational objectives. An environmental management system serves as a toolbox, encompassing and coordinating the environmental objectives and the tools for performance measurement.  相似文献

Climate governance in Small Island developing States (SIDS) is a pressing priority to preserve livelihoods, biodiversity and ecosystems for the next generations. Understanding the dynamics of climate change policy integration is becoming more crucial as we try to measure the success of environmental governance efforts and chart new goals for sustainable development. At the international level, climate change policy has evolved from single issue to integrated approaches towards achieving sustainable development. New actors, new mechanisms and institutions of governance with greater fragmentation in governance across sectors and levels (Biermann and Pattberg, 2008) make integration of policy in the area of climate change governance even more of a challenge today. What is the Caribbean reality regarding policy coherence in climate change governance? Are the same climate change policy coherence frameworks useful or indeed applicable for environmental governance in developing states more generally and for SIDS in particular? What are the best triggers to achieve successful climate change policy integration in environmental governance—especially as the complex interconnectivity of new actors, institutions and mechanisms make the process of integration even more challenging? What facilitates and what hampers climate policy integration in the regional Caribbean context? This article reviews the debates around policy coherence for climate change governance, creates a framework to test or measure policy coherence and examines how relevant this has been to regional climate change governance processes in Commonwealth Caribbean States. The study found that though at the regional level, there is substantial recognition of the importance of and mechanics involved in climate policy coherence, this has not translated to policy coherence at the regional and national levels. There is a large degree of fragmentation in the application of climate policy in each Caribbean Island with no mechanism to breach the gap. Silos in public environmental governance architectures, unwillingness to share data, insufficient political will; unsustainable project-based funding and lack of accountability among actors are the main challenges to climate policy coherence. The findings fill a gap in the literature on the elements of climate policy coherence from a SIDS perspective.  相似文献

Is the adoption of currently accepted best practice in business associated with improved environmental performance by companies? What methods can be used to assess and compare the environmental practices and performance of different companies? In this pilot study, the business and environmental practices and performances of five companies in the metal working sector were examined and scored. The business practices and performances were assessed using the best practice model adopted in the Australian Manufacturers Council study (AMC, November 1994, Melbourne, 112pp.). The environmental practices and performance of the companies were assessed based on a five stage framework of business response to environmental issues presented here. A strong correlation was observed between environmental performance and business practices (correlation coefficient, r = 0.85, p < 0.05). The company closest to best practice had a strong focus on quality, efficiency and elimination of waste, well-developed strategy, good teamwork and a high level of commitment and also had the highest score for environmental performance. The company with poorest score for its business practices had the poorest environmental performance, with the remaining companies lying between on both scores. There was no significant correlation between business performance outcomes and environmental performance.  相似文献

In responding to the demand for major review of teacher education to meet the needs and challenges of the twenty-first century, the Faculty of Education at Griffith University in Queensland, Australia is in the throes of a major review of its primary teacher education program. This review is taking place in the midst of University wide debate on the nature and scope of Education for Sustainable Development (ESD). While consensus exists of the importance of ESD, debate continues regarding programs, policies, and practices.Education staff members feel strongly that new programs should encompass knowledge, issues, perspectives, skills, and values central to ESD, but remain uncertain about how this could best be achieved. The “strengths model” where every discipline and every staff member and student can contribute is being utilised by the working parties and is likely to be adopted as a means of ESD.To determine a benchmark for inclusion of components of ESD, and as one stage of including students in the decision-making process, a survey was conducted in February 2004 that sought to determine general environmental attitudes, specific practices and perceptions of a need to change.The survey indicated that a large portion of the students enrolled in preservice teacher education at this University were very concerned about environmental issues and felt that their preparation as teachers should include aspects of teaching about sustainability. The survey also indicated however, that the knowledge base regarding environmental issues was minimal and insight into the social, cultural and economic complexities of ESD was quite superficial. Students openly expressed a lack of confidence in their ability to make wise decisions or take appropriate action.This paper describes the context and strategies of the current restructure/reorientation of the preservice teacher program, highlighting the current and potential impacts of student involvement in the process.  相似文献

Mexico ranks among the 11 major producer countries of minerals worldwide; its open pit and underground systems are 500 years old. This paper presents an overview of the Mexican mining industry from technological development, historical and economic perspectives. The efforts made by mining companies to address issues of environmental management and sustainable development expressed in national and international frameworks, as well as the Mexican environmental regulatory framework for the mining sector, are analyzed. Since, among others, life cycle assessment (LCA) has been recognized as a key topic to promote sustainable development in the Latin American and Caribbean region, this paper also examines the application of LCA in mining. Two life cycle approaches are presented: a national life cycle inventory for base metals, and an integral life cycle model for the management of mining processes.  相似文献

This article proposes a new conceptual framework concerning the implementation of sustainability in supply networks from an innovation perspective. Based upon a recent qualitative literature review in environmental, social/ethical and logistics/operations management journals, this article summarizes and analyses the approaches found. Concluded is that even though innovation, socialization, experimental learning and cultural perspectives have been acknowledged as being relevant to explaining supply network dynamics in general, they are rarely included in the current frameworks concerning sustainability. The question still remains why companies influenced by the same external factors and similar in size and power develop a different strategy towards sustainability aspects in their supply network. The article demonstrates with the first results of a survey held in the fashion/clothing sector the relevance of this question.The proposed conceptual framework states that the capability to develop a strategy is influenced by the innovation power of the “focal” company and its supply network. The three implementation strategies presented in the framework are: resign, offensive and defensive. Two propositions are defined to be tested. These propositions focus on the relation between the level of innovation power and the implementation strategy concerning sustainability. Factors used to characterize the innovation power of the “focal” company are: external orientation and transparency, cooperation between departments, learning and adapting, leadership, autonomy and possibility for experimenting, and result driven. Cooperation in the supply networks is characterized by factors like trust, reputation, joint programmes, and cooperative information systems throughout the supply network.In empirical research, strategies found will be related with the level of innovation power. This level will be measured using the factors mentioned. The results might add a new innovation dimension to an improved conceptual framework within the interdisciplinary field of sustainability and supply network research.  相似文献

We present a general framework to plan for sustainability and then relate it to some well-known tools for sustainable development. This framework follows from principles for how a system is constituted (ecological and social principles), and contains principles for a favorable outcome for the system (sustainability), as well as principles for the process to reach this outcome (sustainable development). The principles for sustainability define the favorable outcome and direct problem-solving upstream towards problemsources. A program of activities is then constructed by backcasting from defined outcomes to the current problems. This is followed by “metrics”, i.e. various concepts for measuring and monitoring the activities. Most concepts and tools for sustainable development function as metrics, for instance life cycle assessment (LCA), ecological footprinting (EF), and Factor X. An environmental management system (EMS), like ISO 14001 or EMAS, is an administrative vehicle that should systematically align a firm's specific outcomes, activities and metrics with a general framework for sustainability. From a strategic point of view, metrics should measure alignment of activities with the principles contained in a framework for sustainability. A framework is not an alternative to concepts and tools for metrics. We need them all, because they represent different interrelated levels of strategic planning.  相似文献
