The deployment of biofuels is significantly affected by policy in energy and agriculture. In the energy arena, concerns regarding the sustainability of biofuel systems and their impact on food prices led to a set of sustainability criteria in EU Directive 2009/28/EC on Renewable Energy. In addition, the 10% biofuels target by 2020 was replaced with a 10% renewable energy in transport target. This allows the share of renewable electricity used by electric vehicles to contribute to the mix in achieving the 2020 target. Furthermore, only biofuel systems that effect a 60% reduction in greenhouse gas emissions by 2020 compared with the fuel they replace are allowed to contribute to meeting the target. In the agricultural arena, cross-compliance (which is part of EU Common Agricultural Policy) dictates the allowable ratio of grassland to total agricultural land, and has a significant impact on which biofuels may be supported. This paper outlines the impact of these policy areas and their implications for the production and use of biofuels in terms of the 2020 target for 10% renewable transport energy, focusing on Ireland. The policies effectively impose constraints on many conventional energy crop biofuels and reinforce the merits of using biomethane, a gaseous biofuel. The analysis shows that Ireland can potentially satisfy 15% of renewable energy in transport by 2020 (allowing for double credit for biofuels from residues and ligno-cellulosic materials, as per Directive 2009/28/EC) through the use of indigenous biofuels: grass biomethane, waste and residue derived biofuels, electric vehicles and rapeseed biodiesel.  相似文献

The production of biofuels from microalgae, especially biodiesel, has become a topic of great interest in recent years. However, many of the published papers do not consider the question of scale up and the feasibility of the various processes to be operated at the very large scale required if algal biofuels are to make a meaningful contribution to renewable fuels. All the steps in the process must also be very low cost. This paper discusses the unit processes required for algal biofuels production (i.e., growing the algae, harvesting, dewatering, extraction and conversion to biofuel) and their scalability. In many cases, especially in the lipid extraction step, little is known as yet as to the scalability and economic feasibility of the various processes proposed. We also highlight the key engineering and biological issues which must be resolved for the production of biofuels from microalgae to become an economic reality.  相似文献

Currently, many countries are establishing goals for substituting biofuels for fossil fuels. These goals usually foresee 5–10% substitution while today's production, in most countries, is far below 2%. Evidently, many countries will seek to meet their ambitious biofuel targets through imports. This global trade in biofuels, which is to some extent already taking place, will have a major impact not only on other commodity markets like vegetable oils or animal fodder but also on the global land use change and on environmental impacts. This special issue focuses on the relation between trading, policy making and sustainability impacts of biofuels. It demonstrates the strong but complex link between biofuels production and the global food market, it unveils policy measures as the main drivers for production and use of biofuels and it analyzes various sustainability indicators and certification schemes for biofuels with respect to minimizing the adverse effects of biofuels while maximizing the benefits of the future use of biofuels.  相似文献

Biofuels as a renewable source of energy have gained considerable importance in recent years. The use of biofuels is expected to rise since national governments of developed nations like the US and European countries see it as one of the ways to fulfill climate targets and increase the security in their energy supply. Production of biofuels is also expected to rise as developing nations see in biofuels the opportunity for connecting to international markets through supplying a new demand in the energy market.Several studies report on the environmental, social and economic gains and detriments that can arise from increased biofuel production and consumption. However, research that provides insight into the way in which such issues are defined by actors within the product chain is scarce. In this article we analyse how the strategies and value definitions of actors involved in the production and consumption of biofuels lead to specific definitions of sustainability. The empirical material concerns the chain of palm oil production in Colombia and electricity generation in the Netherlands. It is analysed using the method of action-in-context, which allows us to uncover the level and source of diversity of sustainability definitions in the product chain.While the current growth in production of palm oil is definitely buyer driven, the analysis of various activities in the chain shows that several aspects of sustainability are defined in more complex actor fields throughout the product chain.  相似文献

The assessment of environmental impacts along the life cycle of biofuels is a complex and resource-demanding task that cannot be afforded by small producers in developing countries. Therefore, certification schemes bear the risk that small and independent producers will be locked out and the market for sustainable biofuels will be dominated by international investors and large-scale plantations. However, many environmental impacts of various production chains of biofuels and feedstocks are already known. This knowledge has been used to create a web-based questionnaire for a “Sustainability Quick Check for Biofuels” (SQCB, http://www.sqcb.org). SQCB reduces the need for user entries to the most relevant and best-known parameters of the biofuel production chain. Based on this user input, a specific inventory is automatically modelled and linked to background data. SQCB then calculates the environmental impact assessment and checks the results against sustainability criteria. Since the results are calculated immediately, key environmental factors can be interactively analyzed. One major goal of the SQCB is to support the market entrance for local biofuel producers, given that strengthening local stakeholders is a key driver for empowering rural communities in development countries.  相似文献

This paper focuses on developing countries that are striving to understand the requirements for the sustainable, commercial development of algae for the production of biofuels. The paper will review the sustainable development of biofuel production, including the major issues that must be addressed before embarking on the path to sustainable biofuel production. The sustainable production of biofuel should be implemented with an ecologically friendly perspective to ensure that future generations will enjoy prosperity of the planet that we share. We can find more than one path for the development of biofuel production from algae but sustainable development must be stressed to ensure prosperity for future generations.  相似文献

Much of the current enthusiasm for biofuels appears to ignore basic thermodynamic and other constraints.The fundamental problem with growing fuel is that combustible plant matter is almost invariably solid, while the major demand for energy at present is in the form of gas or liquid fuels. All current conversion processes are of low efficiency even for the convertible parts of the plant. For example the energy which could be obtained from burning a kilogram of wheat grain is about twice that available from the ethanol into which it can be converted by fermentation. Furthermore, all current liquid fuel processes can use only part of the plant.This paper highlights biofuel technologies which make sense, such as co-firing straw with coal in power stations, and those which because of thermodynamic considerations are nonsense, such as making ethanol from grain in Europe or from maize in the USA.Since arable land is a scarce resource in most of Europe, locally grown biofuels are unlikely to become a major replacement for fossil fuels. Strategies which can help to maximise this contribution are suggested, and promising, emerging technologies are highlighted.  相似文献

The aim of this study is to develop a theoretical model by which to demonstrate how taxes and subsidies work as external factors to substitute fossil fuel by a forest-based biofuel. For biofuels, this study predominantly considers solid-form biomass that generates electricity; for fossil fuels, it considers coal. The model results explicated with three states by using various numeric values taken from the literature. Three states are as follows: a situation without a tax and subsidy, a situation with a biofuel subsidy, and a situation with a biofuel subsidy and a fossil fuel tax. The results of the first state exemplify current fuel market situation; those of the second indicate that the aggregate demand for biofuel has shifted upwards by around 15 % and that substitution has increased by around 18 % due to biofuel subsidies being offered. Under the third state, aggregate biofuel demand has shifted upwards by around 19 %, reduced the demand for fossil fuels by around 13 %, and increased substitution by around 31 %. This state relates to a greater sense of social welfare than other two states. It is conceivable that the joint application of taxes and subsidies will succour biofuel to supplant fossil fuel in the near future.  相似文献

Sustainability initiatives at the regional level play an increasingly important role in the implementation of the principles of Sustainable Development (SD) around the world. These activities successfully combine a wider ‘systems’ perspective with the benefits of the more ‘humane approach of the sub-national scale.’ The potential for academic institutions to play an important role in the success of these initiatives is significant, yet institutions of higher education need encouragement. This article outlines the most important factors which determine the roles of academic institutions in RSIs based on both a review of the literature and research findings from two questionnaires directed to people active in RSIs and higher educational institutions (HEIs). Results confirm the existence of widespread faculty interest in engaging in work within RSIs and also highlight the most important barriers to engagement.  相似文献

There is currently great interest in microalgae as sources of renewable energy and biofuels. Many algae species have a high lipid content and can be grown on non-arable land using alternate water sources such as seawater. This paper discusses in detail the issue of sustainability of commercial-scale microalgae production of biofuels with particular focus on land, water, nutrients (N and P) and CO2 requirements and highlights some of the key issues in the very large scale culture of microalgae which is required for biofuels. Public policies are promoting biofuels as an alternative to fossil fuel consumption in order to mitigate greenhouse gas (GHG) emissions. However, the mitigation benefit can be at least partially compromised by emissions occurring during feedstock production. One of the key sources of GHG emissions from biofuel feedstock production, as well as conventional crops, is soil nitrous oxide (N2O), which is largely driven by nitrogen (N) management. Our objective was to determine how much GHG emissions could be reduced by encouraging alternative N management practices through application of nitrification inhibitors and a cap on N fertilization. We used the US Renewable Fuel Standards (RFS2) as the basis for a case study to evaluate technical and economic drivers influencing the N management mitigation strategies. We estimated soil N2O emissions using the DayCent ecosystem model and applied the US Forest and Agricultural Sector Optimization Model with Greenhouse Gases (FASOMGHG) to project GHG emissions for the agricultural sector, as influenced by biofuel scenarios and N management options. Relative to the current RSF2 policy with no N management interventions, results show decreases in N2O emissions ranging from 3 to 4 % for the agricultural sector (5.5–6.5 million metric tonnes CO2?eq.?year?1; 1 million metric tonnes is equivalent to a Teragram) in response to a cap that reduces N fertilizer application and even larger reductions with application of nitrification inhibitors, ranging from 9 to 10 % (15.5–16.6 million tonnes CO2?eq.?year?1). The results demonstrate that climate and energy policies promoting biofuel production could consider options to manage the N cycle with alternative fertilization practices for the agricultural sector and likely enhance the mitigation of GHG emissions associated with biofuels.  相似文献

Biofuels are heavily debated as to their potential to reduce transport-related greenhouse gas emissions. Life cycle thinking gave rise to formal evaluations of the energy balance of such fuels, which led to the vigorously conducted “corn to ethanol” debates. Just as consensus was building on such evaluations came the “carbon debt” insights, a result of applying consequential Life Cycle Assessment (LCA) backed by advanced economic modeling. Increasingly, hopes have shifted to the 2nd generation biofuels, viewed as a “technological home run”. Could this also backfire? We investigate a simple South African case in which there might not be improvements in environmental performance: a sugar mill sells its bagasse, currently used at low efficiency to provide process heat, to an advanced biofuels producer, and buys an equivalent amount of coal without investing in efficiency improvements. Seven scenarios are generated, ranging from the status quo, where no bagasse is diverted, to 100% bagasse diversion, with one scenario including an energy efficiency improvement in the sugar mill. A consequential LCA is applied to the seven scenarios, covering global warming potential (GWP), non-renewable energy use, aquatic eutrophication and terrestrial acidification. A basic financial analysis of the proposed scenarios shows that they are realistic, with potentially lucrative returns. Results show that diverting bagasse without efficiency improvements from its current use to an ethanol bio-refinery would indeed backfire for all environmental impacts studied. The base case outperforms all the other scenarios, with the 100% bagasse diversion scenario emerging the worst. Investments into energy efficiency are therefore a precondition for diverting cellulosic residues into biofuel production.  相似文献

The replacement of fossil fuels by biofuels could be an important means of reducing net carbon dioxide (CO2) emission. An estimation of the CO2 mitigation efficiency of biofuel systems depends on the method and assumptions used. Here, different parameters and methods are discussed for comparing fossil-fuel- and biofuel-based systems. Three parameters are suggested: the monetary cost, the primary energy cost and the biofuel cost of CO2 mitigation. They are defined as the difference in monetary expenditure, primary energy use and biofuel use between the compared systems, divided by the difference in net CO2 emission between the systems. Cogeneration and separate production of electricity and heat is then compared using these parameters and the methods of multi-functional products or subtraction. In both methods, either electricity or heat is regarded as the main product and the other is regarded as a by-product. The multi-functional method is preferable due to its transparency as both the main product and the by-product are part of the functional unit. Using heat as the main product illustrates the typical situation that the heat demand limits the use of cogeneration. When comparing systems the output from them should not differ. If the by-product is not fully, cogenerated part of the by-product has to be produced separately. A logical choice for producing this part of the by-product is to use a similar fuel and technology as used for cogeneration.  相似文献

第二代生物燃料生产技术已发展起来,有关生物液体燃料发展的环境影响研究,毁誉参半、争论激烈。论文在查阅大量国内外相关文献的基础上,评述了生物液体燃料的发展进程及其对温室气体减排、水土资源及生物多样性等方面的影响,并就生物液体燃料环境影响的研究趋势与发展方向进行了讨论。研究认为:①一些学者认为,就温室气体减排来看,尽管效益不同,但生物液体燃料均在一定程度上减轻了温室气体排放。也有学者认为生物液体燃料与化石燃料相比并没有减少温室气体排放,甚至更糟。②大规模的能源作物集约种植消耗了大量水资源,污染了地下水,破坏了土壤碳库,降低了土壤肥力,加剧了水土流失。此外,土地利用方式改变造成的潜在影响具有很大的不确定性。但也有研究表示选择合适的能源物种及科学的耕作方式也有可能对水土资源带来积极的影响。③生物液体燃料发展对生物多样性产生了危害,但恰当的管理方式亦可能带来正效益。导致研究结论差异巨大的原因主要在于研究角度与尺度不同、研究方法的复杂性和数据的精度及可获得性等。明确边界、统一路径,细化指标、规范标准,系统分析、定量评价应是生物液体燃料的环境影响研究的发展方向。  相似文献

Recent years have seen a gradual adoption of a “catchment-scale” approach to flood risk management into European policy-making which, amongst other objectives, promotes rural land use change to reduce flood risk. While some exploratory studies of land managers’ attitudes exist, research is lacking on how public policies can be mobilised locally to implement these ideas. Two local initiatives were analysed in the transboundary River Tweed basin in Scotland and England during which public authorities negotiated with land managers. A combination of documents (N = 21) and interviews (N = 63) forms the basis of the data analysed. The results showed that implementation is highly dependent on the local policy framework, the activities of implementers, and land managers’ responses to (combination of) policy instruments. Several factors were identified influencing implementation such as devolution arrangements (i.e. from national to regional/local), the level of local interest on flood risk, local attitudes to compromise and collaboration, available policy instruments, and the existence of participatory catchment organisations. With limited scope for stand-alone regulatory action or funding in the short term, synergies and measures promoting co-benefits in flood risk management should be further sought in the Water Framework Directive River Basin Management Plans, as well as in cross-compliance and the new agri-environment-climate strategies of the common agricultural policy.  相似文献

Crop derived biofuels such as (bio)ethanol are increasingly applied for automotive purposes. They have, however, a relatively low efficiency in converting solar energy into automotive power. The outcome of life cycle studies concerning ethanol as to fossil fuel inputs and greenhouse gas emissions associated with such inputs depend strongly on the assumptions made regarding e.g. allocation, inclusion of upstream processes and estimates of environmentally relevant in- and outputs. Peer reviewed studies suggest that CO2 emissions linked to life cycle fossil fuel input are typically about 2.1–3.0 kg CO2 kg−1 starch-derived ethanol. When biofuel production involves agricultural practices that are common in Europe there are net losses of carbon from soil and emissions of the greenhouse gas N2O. Dependent on choices regarding allocation, they may, for wheat (starch) be in the order of 0.6–2.5 kg CO2 equivalent kg−1 of ethanol. This makes ethanol derived from starch, or sugar crops, in Europe still less attractive for mitigating climate change. In case of wheat, changes in agricultural practice may reduce or reverse carbon loss from soils. When biofuel production from crops leads to expansion of cropland while reducing forested areas or grassland, added impetus will be given to climate change.  相似文献

Bioenergy and biomass-based products offer the greatest new opportunities for diversifying business in the forest cluster. In particular, biorefineries, which can be integrated into the pulp and paper industry, seem to have immense future potential. This article aims to explore the biorefinery concept and related new products and business operations, as well as new business strategies and company models, which are part of the biorefinery value chain. These factors, which contribute to the establishment and success of forest biorefineries, were examined using internet survey responses and compared between Scandinavia, North America and South America. This article looks at the results of the survey - primarily from the Finnish perspective - to help identify competitive advantages upon which successful business operations in the Finnish forest cluster can be built.According to the survey, the outlooks for technical and raw material choices, as well as barriers to biorefinery diffusion, are very similar in all the studied areas. Biorefineries and related energy products are considered the way to sustainably guarantee the forest cluster’s success. An increase in the price of oil motivates the development of forest biorefineries and wood-based biofuels; however, it is obvious that there is a need to revaluate from a fresh perspective the utilisation of wood and the wood-refining chain in the forest cluster.The survey respondents consider wood-based biofuel and chemical production a serious business opportunity for the forest cluster. In Finland, there is a strong confidence in the production of biofuels. However, all the countries included in the study trust in their own national strengths and in their chance to be a leading actor in the forest biorefinery business worldwide. The forest biorefinery business seems to have market potential, and global competition can thus be expected.  相似文献

In light of the recent rise in global food prices, much of the literature on crop-based biofuel production focuses on the potential impacts on food security. Studies have identified linkages between the usage of feedstocks in biofuel production and international food price increases. In addition, these studies indicate that food prices are expected to continue to rise over the next decade in response to biofuel consumption targets adopted in the U.S. and E.U. Despite these indications, some countries for whom food security and poverty reduction are still an issue have initiated crop-based biofuel development and set forth national blending targets for energy use within the transportation sector. As a result, a broader examination of the tradeoffs concerning welfare and food security related to biofuel development merit consideration. Opportunities to generate income and expand agricultural production technology through biofuel development may provide welfare gains that can improve purchasing power and decrease vulnerability to price shocks for food and energy. In addition, biofuel production schemes that promote alternative energy sources for household uses can improve productivity and health, especially for women and children. To assist with the sector development that maximizes welfare gains, we suggest a number of key indicators that might be useful in constructing a typology that can be applied across countries to characterize their energy needs and better target the types of bioenergy uses that might be best suited for them. In addition, biofuel production models are reviewed and best-practices identified that can expand welfare gains for smallholders and the poor. Through these examples, we demonstrate a basis upon which policymakers might approach the prioritization of their national strategies towards developing renewable energy sources, such that they can have the maximum impact upon important goals of human welfare and development.  相似文献

Reducing Emissions from Deforestation and Degradation (REDD+) in developing countries is based on the premise that conserving tropical forests is a cost-effective way to reduce carbon emissions and therefore can be fully funded by international actors with obligations or interests in reducing emissions. However, concerns have repeatedly been raised about whether stakeholders in REDD+ host countries will actually end up bearing the costs of REDD+. Most prior analyses of the costs of REDD+ have focused on the opportunity costs of foregone alternative uses of forest land. We draw on a pan-tropical study of 22 subnational REDD+ initiatives in five countries to explore patterns in implementation costs, including which types of organizations are involved and which are sharing the costs of implementing REDD+. We find that many organizations involved in the implementation of REDD+, particularly at the subnational level and in the public sector, are bearing implementation costs not covered by the budgets of the REDD+ initiatives. To sustain this level of cost-sharing, REDD+ must be designed to deliver local as well as global forest benefits.  相似文献
