In this paper we try to identify the roots of the persistent contemporary problems in our modernized agriculture: overproduction, loss of biodiversity and of soil fertility, the risk of large animal disease, social controversies on the lack of animal welfare and culling of animals, etc. Attention is paid to the historical development of present-day farming in Holland as an example of European agriculture. We see a blinkered quest for efficiency in the industrialization of agriculture since the Second World War. Key factor is the cultural mindset at the foundation of our modern society, originating from the ideas of the enlightenment. It makes people vulnerable to ideologies, causing them to focus on a certain goal without considering the consequences. Due to the overemphasis on efficiency, modern industrial agriculture has never been comfortably embedded in its ecological and social context, and as a result displays the characteristics of an ideology. The cause of the inability to solve today’s problems is therefore deeper than simply a failure to apply the right mix of standard remedies. Unless stakeholders in farming start to counter this very one-sided approach to efficiency, modernization will continue to cause all kinds of friction. The implications of the results for agricultural policy, farming and further research are discussed. 相似文献

Rocky intertidal habitats frequently are used by humans for recreational, educational, and subsistence-harvesting purposes,
with intertidal populations damaged by visitation activities such as extraction, trampling, and handling. California Marine
Managed Areas, particularly regulatory marine reserves (MRs), were established to provide legal protection and enhancement
of coastal resources and include prohibitions on harvesting intertidal populations. However, the effectiveness of MRs is unclear
as enforcement of no-take laws is weak and no regulations protect intertidal species from other detrimental visitor impacts
such as trampling. The goal of this study was two-fold: (1) to determine impacts from human visitation on California mussel
populations (Mytilus californianus) and mussel bed community diversity; and (2) to investigate the effectiveness of regulatory MRs in reducing visitor impacts
on these populations. Surveys of mussel populations and bed-associated diversity were compared: (1) at sites subjected to
either high or low levels of human use, and (2) at sites either unprotected or with regulatory protection banning collecting.
At sites subjected to higher levels of human visitation, mussel populations were significantly lower than low-use sites. Comparisons
of mussel populations inside and outside of regulatory MRs revealed no consistent pattern suggesting that California no-take
regulatory reserves may have limited effectiveness in protecting mussel communities. In areas where many people visit intertidal
habitats for purposes other than collecting, many organisms will be affected by trampling, turning of rocks, and handling.
In these cases, effective protection of rocky intertidal communities requires an approach that goes beyond the singular focus
on collecting to reduce the full suite of impacts. 相似文献

Are farmers in England equipped to meet the knowledge challenge of sustainable soil management? An analysis of farmer and advisor views 总被引:1,自引:0,他引:1

Concern about the agricultural soil resource in England has led to the introduction of a range of measures, which potentially challenge farmers' knowledge about the soil and its management. Our understanding however of how well-equipped farmers are with regard to effectively carrying out more complex and knowledge intensive sustainable soil management practices is limited. Specifically, by drawing on the concept of scientific and tacit forms of knowledge, this paper examines the knowledge of soils held by farmers through analysis of data collected from semi-structured interviews with farmers and agricultural advisors and supplemented with data from an extensive postal questionnaire survey of advisors. The data indicate that, while farmers are technically well informed, they can often lack the in-depth scientific knowledge required to implement more complex practices such as using the nutrient value of manures. They also reveal that, while most farmers have good knowledge of their own soils, their tacit knowledge of soil management can be weak, notably in relation to cultivation. The paper concludes that although farmers' knowledge about soil and its sustainable management appears in general to be well developed there are some areas, which need to be significantly enhanced and as such require both a policy response and further research effort. 相似文献

Biodiversity loss is a globally significant problem. Institutional failure to halt this loss suggests current arrangements are not fit for the purpose of conserving biodiversity. The objective of this paper is to diagnose institutional fitness for conserving biodiversity in the Tasmanian Midlands of Australia, a highly modified agricultural landscape with critically endangered biodiversity values. This paper presents and applies a novel diagnostic framework that adopts a broad view of institutional fit, drawing on concepts from adaptive governance, institutional theory, and public administration, and finds four areas of poor fit that can guide reform efforts. The first is a narrow framing of biodiversity objectives, leading to neglect of key social and ecological concerns. Second, the interplay of current arrangements fails to buffer key economic and political drivers, and compromises adaptive capacity. Third, limited government authority and embedded power relations raise questions about the effectiveness and fairness of current approaches. Finally, the reluctance of governments to devolve authority and decision-making powers to self-organizing networks constrains adaptation. This suite of fit problems constrains achievement of biodiversity conservation, particularly in dealing with landscape multifunctionality, the need to balance private landholder rights and responsibilities, and the need to consider how to respond to emerging novel and hybrid ecosystems. 相似文献

The Coase theorem depends on a number of assumptions, among others, perfect information about each other's payoff function, maximising behaviour and zero transaction costs. An important question is whether the Coase theorem holds for real market transactions when these assumptions are violated. This is the question examined in this paper. We consider the results of Danish waterworks' attempts to establish voluntary cultivation agreements with Danish farmers. A survey of these negotiations shows that the Coase theorem is not robust in the presence of imperfect information, non-maximising behaviour and transaction costs. Thus, negotiations between Danish waterworks and farmers may not be a suitable mechanism to achieve efficiency in the protection of groundwater quality due to violations of the assumptions of the Coase theorem. The use of standard schemes or government intervention (e.g. expropriation) may, under some conditions, be a more effective and cost efficient approach for the protection of vulnerable groundwater resources in Denmark. 相似文献

What is considered garbage embodies a recoverable economic value, and environmental cost if not recycled. Throughout the world, the often marginalised and impoverished population earns a living through informal recycling. This is also true for Victoria, British Columbia, one of the most affluent cities in Canada. This paper discusses results of a participatory socio-economic survey involving informal recyclers in Victoria, BC to determine their livelihood determinants. The findings reveal that “binning” is an important survival strategy to generate income. A new waste-management model that considers the social and environmental context is needed. Inclusive public policies can respond to the livelihood concerns outlined in this paper by facilitating access to recyclable materials, devising occupational safety improvements and educating about alternative strategies for resource recovery. This model can contribute to the overall sustainability of the community by reducing the waste of resources and people, empowering marginalised populations and reducing the environmental impacts of natural resource use and waste disposal. 相似文献

Throughout the low-income world, agricultural producers have a motivation to slash-and-burn rainforests as they cannot afford inorganic fertilizers. Farmers in the Democratic Republic of the Congo (DRC), who are predominantly women, are often forced to walk long distances to cultivate more productive lands, when fertility near their villages is reduced. On their way and while working away from home, women become targets for rape. Adopting conservation agriculture (CA) could help mitigate deforestation and potentially create a safer environment for women. Limited knowledge about the benefits of CA across countries in Sub-Saharan Africa (SSA) has hindered its adoption. Taking these impediments into account, we estimate if consumers in the DRC are willing to pay (WTP) a premium for CA, using maize flour as the medium. By means of a double-bounded dichotomous choice valuation method, 600 consumers in Bukavu, DRC, were surveyed about their willingness-to-pay for CA-produced maize. Our study finds that only those consumers who identify themselves as farmers are WTP a premium. This study indicates that if CA adoption is to spread in the DRC, it will likely need to happen via increased yields or reduced costs before the farm gate and not premiums after the farm gate. 相似文献

This article investigates the involvement of local stakeholders in the environmental impact assessment (EIA) processes of Ghana’s first off-shore oil fields (the Jubilee fields). Adopting key informants interviews and documentary reviews, the article argues that the public hearings and the other stakeholder engagement processes were cosmetic and rhetoric with the view to meeting legal requirements rather than a purposeful interest in eliciting inputs from local stakeholders. It further argues that the operators appear to lack the social legitimacy and social license that will make them acceptable in the project communities. A rigorous community engagement along with a commitment to actively involving local stakeholders in the corporate social responsibility (CSR) programmes of the partners may enhance the image of the partners and improve their social legitimacy. Local government agencies should be capacitated to actively engage project organisers; and government must mitigate the impact of the oil projects through well-structured social support programmes. 相似文献
