When the construction of the Lyon-Turin segment of the new European high-speed rail network was first publicly announced at the beginning of the 1990s, it immediately found fierce opposition from the inhabitants of Susa Valley, Italy, one of the areas to be cut across by such infrastructure. At issue were the project’s potential environmental impact and its consequences on public health. This study intends to clarify environmental risk perception and public debate between the national government, local advocacy groups, and the inhabitants of Susa Valley. Two major phases of public reaction were identified: (1) an initial rebellious period of no real dialog among the project’s major stakeholders (exemplified by the popular “No TAV” [No High Speed Train] movement), followed by (2) a yielding period of intense multilateral negotiations centered on the activities of the “Lyon-Turin Environmental Observatory.” The results of a qualitative cross analysis of the residents’ perception of the proposed high-speed rail revealed that public acceptance of risk in Susa Valley was influenced by the characteristics of hazards perceived by the residents and by the communicative approach used by the project’s various stakeholders. It also emerged that early dialog among all the parties involved was critical in forming a personal viewpoint on risk, which, once consolidated, defied new information and perspectives. Likely, a greater and earlier care taken by the other stakeholders to inform and consult the local population about the railway would have greatly eased the public debate.  相似文献

This paper proposes a method to be used in environmental reviews as an initial tool for estimating upstream environmental pressures from material use in organisations dealing mostly with construction materials. Upstream environmental pressures are often omitted in environmental reviews from organisations and instead tend to be site specific, with a limited life-cycle perspective. This paper uses the Swedish National Rail Authority as a case to present the approach. An energy indicator is used to estimate the environmental pressure of material use.In the studied building project, a small set of products contribute to a major part of the material use and the material-related energy use. The energy use is almost exclusively of nonrenewable energy carriers. The three most important products are all homogenous and non-complex, which makes the energy indicator well suited for the analysis. The organisation can use the results to focus on the most important products and also to see which parts of the organisation contribute to the material-related energy use. Rail traffic in Sweden is almost exclusively from non-fossil-based energy carriers. This highlights the importance of the infrastructure to the overall environmental pressure of the railway. Consequently, if road transport were to shift away from fossil fuels, railways earlier environmental advantages would diminish, since research suggests that railway infrastructure is more energy intensive than road infrastructure.  相似文献

Large-scale public infrastructure projects have featured in China’s modernization course since the early 1980s. During the early stages of China’s rapid economic development, public attention focused on the economic and social impact of high-profile construction projects. In recent years, however, we have seen a shift in public concern toward the environmental and ecological effects of such projects, and today governments are required to provide valid environmental impact assessments prior to allowing large-scale construction. The official requirement for the monitoring of environmental conditions has led to an increased number of debates in recent years regarding the effectiveness of Environmental Impact Assessments (EIAs) and Governmental Environmental Audits (GEAs) as environmental safeguards in instances of large-scale construction. Although EIA and GEA are conducted by different institutions and have different goals and enforcement potential, these two practices can be closely related in terms of methodology. This article cites the construction of the Qinghai–Tibet Railway as an instance in which EIA and GEA offer complementary approaches to environmental impact management. This study concludes that the GEA approach can serve as an effective follow-up to the EIA and establishes that the EIA lays a base for conducting future GEAs. The relationship that emerges through a study of the Railway’s construction calls for more deliberate institutional arrangements and cooperation if the two practices are to be used in concert to optimal effect.  相似文献

This social research aims to identify and examine the implementation presumptions of intergovernmental environmental planning programmes and how to improve their effectiveness in future practice. It contrasts and explains the organisational dynamics and implementation responses of municipalities that succeeded and failed in realising the objective of such a programme. The research involved a qualitative multiple-case comparison between four high- and four low-performing municipalities implementing a stormwater programme within metropolitan Sydney, Australia. These two organisational types substantially differed in corporate expertise, environmental leadership, extended relational activity, and overall disposition to learning and ownership of local environmental issues. The paper identified five presumptions underpinning the programme design which privileged the high-performing organisations, but did little to garner commitment and develop capacity among the low-performing group. These implementation insights not only provide guideposts for intergovernmental programme design, but also reveal how policy design can undermine policy intent if empathy to local organisational dynamics is lacking.  相似文献

This Φ Ψ study of environmental equity uses secondary quantitative data to analyze socioeconomic disparities in environmental conditions in the Rijnmond region of the Netherlands. The disparities of selected environmental indicators—exposure to traffic noise (road, rail, and air), NO2, external safety risks, and the availability of public green space—are analyzed both separately and in combination. Not only exposures to environmental burdens (“bads”) were investigated, but also access to environmental benefits (“goods”). Additionally, we held interviews and reviewed documents to grasp the mechanisms underlying the environmental equity situation, with an emphasis on the role of public policy. Environmental equity is not a priority in public policy for the greater Rotterdam region known as the Rijnmond region, yet environmental standards have been established to provide a minimum environmental quality to all local residents. In general, environmental quality has improved in this region, and the accumulation of negative environmental outcomes (“bads”) has been limited. However, environmental standards for road traffic noise and NO2 are being exceeded, probably because of the pressure on space and the traffic intensity. We found an association of environmental “bads” with income for rail traffic noise and availability of public green space. In the absence of regulation, positive environmental outcomes (“goods”) are mainly left up to market forces. Consequently, higher-income groups generally have more access to environmental “goods” than lower-income groups.  相似文献

In managing environmental problems, several countries have chosen the management by objectives (MBO) approach. This paper investigates how focus group participants from the Swedish environmental administration used metaphors to describe the mode of organization needed to attain environmental objectives. Such analysis can shed light on how an MBO system is perceived by actors and how it works in practice. Although the Swedish government intended to stimulate broad-based cooperation among many actors, participants often saw themselves as located at a certain “level,” i.e., “higher” or “lower,” in the MBO system—that is, their conceptions corresponded to a traditional, hierarchical interpretation of MBO. Prepositions such as “in” and “out” contributed to feelings of inclusion and exclusion on the part of MBO actors. However, horizontal metaphors merged with vertical ones, indicating ongoing competition for the right to interpret how the system of environmental objectives should best be managed. The paper concludes that any organization applying MBO could benefit from discussing alternate ways of talking and thinking about its constituent “levels.”  相似文献

In Sweden, environmental policy is essentially carried out through a system of environmental objectives adopted by Parliament in the late 1990s. This system contains principles, objectives, interim targets, strategies, and follow-up mechanisms, which together provide a solid ground for increased efficiency and improved prioritization in environmental policies. Despite the ambitious approach of the Swedish Parliament, the system of environmental objectives suffers from certain shortcomings. Some of the objectives are imprecise and difficult to evaluate, and there are no rules or principles that may be used to solve goal conflicts and to prioritize between different objectives. Social learning is a process suited to developing understanding and concerted action to tackle complex resource dilemmas, such as freshwater management. Research has begun to recognise that in practice social learning encounters a variety of institutional challenges from the shared habits and routines of stakeholders (organised by rules, norms and strategies) that are embedded in organisational structures and norms of professional behaviour. These institutional habits and routines influence the degree of willingness to engage with stakeholders, and expectations of behaviours in social learning processes. Considering this, there has been a call to understand how institutions influence social learning and emergent outcomes. We addresses this by presenting a heuristic for implementing social learning cognisant of institutional context to answer three questions: (i) How institutional influences impact implementation of social learning design; (ii) how implementation of social learning design modifies institutions influencing social learning; and (iii) how these changes in design and institutions together shape social learning outcomes? To answer these questions a freshwater planning exercise was designed, implemented and evaluated as a social learning process with community groups in two New Zealand catchments. Incorporating participatory reflection enabled the project team to modify social learning design to manage institutional influences hindering progress toward outcomes. Findings emphasise that social learning is underpinned by participants’ changing assumptions about what constitutes the institution of learning itself—from instruction to a dynamic, collective and emergent process. Reflecting on these assumptions also challenged participants’ expectations about their own and others’ behaviours and roles in freshwater planning.  相似文献

Learning that transcends participation processes is critical if public engagement is to translate into a legacy of enhanced environmental citizenship. However, a lack of empirical evidence has limited discussion to date to largely ‘aspirational’ claims. This paper offers the first rigorous examination of whether public participation does generate beyond-process social learning. Initially we review the literature on public participation and environmental citizenship to identify the key dimensions of social learning. We then re-visit a well-worked case study of an innovative public engagement process on the Hampshire waste strategy from the 1990s. Approximately one third of the original participants have been interviewed to identify whether and how the experience had a lasting effect on them. Key methodological difficulties are discussed, not least the analytical difficulties of attributing learning to a process that happened ten years previously. However, we argue that there is evidence that both instrumental and communicative learning have taken place, and conclude by identifying key areas that require further research.  相似文献

Many cities throughout the world are adopting green infrastructure techniques to reduce stormwater and sewer overflows into waterways, which is particularly problematic for places experiencing more frequent and severe rain events. Governance of green stormwater implementation is proving to be as important as the techniques themselves. Building on the climate and sustainability governance literature, we argue that effective governance requires planning across city departments, experimentation and a strategy for organisational learning. We employ a case study of Philadelphia, the first city in the United States to attempt an entirely green approach to meeting federal regulations to examine issues of governance that emerged and how they were addressed. The case study draws on interviews with fourteen public and private sector actors involved in implementation, a site visit to observe the installations and to discuss the approach with a key planner, and grey literature. We find that silos can be broken down and that if open communications and a willingness to change practices are present, obstacles cited in the literature can be overcome. The key implication is that the three elements of governance need to be built into the green infrastructure planning process. While the analysis focuses on a US city, the departments involved and the governance needs of green stormwater infrastructure are similar in cities in much of the world.  相似文献

Adaptation takes place in both private and public sectors, or as an interrelation between the two, and often under the realm of public regulation. Thispaper uses the Swedish and the Norwegian electricity grid sector, as providers of a vital public good under strict public regulation, to analyse reforms' effects on adaptive capacity in this area. The paper shows that transformational changes in both sectors during the 1990s shifted both the formal organisational structure (rules and regulations), as well as the organisational culture, in the direction of economic efficiency. These two dimensions individually reduced adaptive capacity to climate change, although differently in the two countries. However, the formal structure and organisational culture also yielded substantial influence on each other. This leads to the conclusion that when designing public regulations and implementing reforms, organisational culture must be considered in the design. Also the paper contests previous findings in the literature by showing that under given conditions there exist some substitution between the two dimensions in influencing adaptive capacity, implying that both dimensions should be included when analysing adaptation since analysing them in isolation is likely to lead to wrong conclusions.  相似文献

/ Achieving successful and well-integrated environmental management depends on principled and orderly assignment of responsibilities within and between public sector organizations. Guidelines for making these assignments can be found by considering different modes of public response in light of a framework based on some distinguishable patterns in the complexity they exhibit. The basic dimensions of environmental problems can be used to identify these patterns. In this article, we compare the LA21 processes of two cities, Helsingborg in Sweden and Vienna in Austria, to seek insight into the varying implementation approaches of common international political commitments. Our focus of analysis is on the social organisation of the two processes, the way local residents are integrated into LA21 work, and especially the political images of citizens—which we call 'imagined citizens'—that different actor groups hold. The results of the study illustrate two almost diametrically opposed organisational forms of local sustainability governance, the Swedish process relying on a more expert-led, technocratic model of implementation and the Austrian process strongly building on deliberative forms of citizen participation.  相似文献

This study explores the implications of improved access to national rail and road infrastructure for urban planning and land use in two small Swedish towns. The promotion of sustainable mobility is considered a strategic objective at the municipal level, yet the study questions the extent to which national investments, and increased access to regional labour markets, support local efforts to increase sustainable mobility. The results indicate that municipalities struggle to adopt coherent approaches to increasing sustainable mobility and continue to develop physical plans that induce use of motor vehicles, a trend reinforced by national investments in road infrastructure in peri-urban areas.  相似文献

Bicycle use is potentially part of a new policy aimed at reducing automobile dependence and its social and environmental consequences. The Rio experience was influenced by the Dutch example, especially the Amsterdam achievements. The process of building this cycling infrastructure is also a political and cultural one, sometimes encountering tough resistance from some sectors of the city government and the public, hostile to an investment they consider futile. However, opinion polls conducted in Rio have shown impressive support for bike networking. Employing in-depth, elite interviews, this empirical research contributes to understanding the dynamics among policy windows, policy change, and organizational learning. First, although much of the research on agenda setting—how issues attract enough attention that action is taken to address them—has been conducted at the national scale, this work explores the subnational, regional scale. With decentralization, regional-scale environmental decision-making has become increasingly important. Second, this research highlights the role of policy windows and instances of related organizational learning identified by natural resources managers. Having practitioners identify focusing events contrasts with the more typical approach of the researcher identifying a particular focusing event or events to investigate. A focusing event is a sudden, exceptional experience that, because of how it leads to harm or exposes the prospect for great devastation, is perceived as the impetus for policy change.  相似文献

Recent years have witnessed a proliferation of studies on public perceptions of carbon capture and storage (CCS), accompanied by efforts to translate such knowledge into toolkits for public engagement and communication. At the same time, both literature and toolkits have paid little attention to the organisational dynamics and views of project implementers with regard to public engagement. Here we investigate the views of project development consortia employees in five European CCS projects, focusing on their experience of organisational norms and structures relating to engagement. Finding that planning for this engagement has, in several cases, been hampered by a lack of shared internal vision on engagement and communication within the project consortia, at least initially, we draw upon the socio-technical approach to technology embedment and new institutional theory, to observe that internal organisational alignment is crucial in multi-organisational projects when seeking effective public engagement and communication. We observe that this aspect of internal organisation is not yet reflected in the toolkits and guidelines designed to aid engagement in CCS projects. Engagement guides need to direct the attention of project implementers not only in specific outward directions, but also towards reflexively considering their own internal structures, perspectives, motivations, expectations and aims in relation to engagement and communication practice.  相似文献

The ability of an organisation to recognise the value of new external information, acquire it, assimilate it, transform, and exploit it, namely its absorptive capacity (AC), has been much researched in the context of commercial organisations and even applied to national innovation. This paper considers four key AC-related concepts and their relevance to public sector organisations with mandates to manage and conserve freshwater ecosystems for the common good. The concepts are the importance of in-house prior related knowledge, the importance of informal knowledge transfer, the need for motivation and intensity of effort, and the importance of gatekeepers. These concepts are used to synthesise guidance for a way forward in respect of such freshwater management and conservation, using the imminent release of a specific scientific conservation planning and management tool in South Africa as a case study. The tool comprises a comprehensive series of maps that depict national freshwater ecosystem priority areas for South Africa. Insights for implementing agencies relate to maintaining an internal science, rather than research capacity; making unpublished and especially tacit knowledge available through informal knowledge transfer; not underestimating the importance of intensity of effort required to create AC, driven by focussed motivation; and the potential use of a gatekeeper at national level (external to the implementing organisations), possibly playing a more general ‘bridging’ role, and multiple internal (organisational) gatekeepers playing the more limited role of ‘knowledge translators’. The role of AC as a unifying framework is also proposed.  相似文献
