This article examines the views of scientists on intricacies of scientific knowledge that affect science–policy interface
in the Baltic Sea eutrophication governance in Finland. The analysis demonstrates that these intricacies can be divided into
five categories: (1) uncertainty of knowledge concerning ecological processes, (2) heterogeneity of knowledge, (3) societal
and political call for (certain) knowledge, (4) contingency of the knowledge that ends up taken as a baseline for decision
making and further research, and (5) linkages of knowledge production, processing, and communication to particular characteristics
of individual researchers and research societies. By explicating these aspects, this article illustrates the ways in which
scientific knowledge concerning eutrophication is human-bound and susceptible to interpretation, thus adding on to the uncertainty
of the Baltic Sea environmental governance. The aim is, then, to open up perspectives on how ambiguities related to science–policy

Policy and research issues in the framing and qualities of uncertainties in risks are analyzed, based on the assessments of
dioxin-like compounds (DLCs) and other ingredients in Baltic Sea fish, a high-profile case of governance. Risks are framed
broadly, to then focus on dioxins and beneficial fatty acids, fish consumption, human health, and science-management links.
Hierarchies of uncertainty (data, model, decision rule, and epistemic) and ambiguity (of values) are used to identify issues
of scientific and policy contestation and opportunities for resolving them. The associated complexity of risks is illustrated
by risk–benefit analyses of fish consumption and by evaluations of guideline values, highlighting value contents and policy
factors in presumably scientific decision criteria, and arguments used in multi-dimensional risk and benefit comparisons.
These comparisons pose challenges to narrow assessments centered, for e.g., on toxicants or on food benefits, and to more
many-sided and balanced risk communication and management. It is shown that structured and contextualized treatment of uncertainties
and ambiguities in a reflexive approach can inform balances between wide and narrow focus, detail and generality, and evidence

Scientific complexity and uncertainty is a key challenge for environmental risk governance and to understand how risks are
framed and communicated is of utmost importance. The Baltic Sea ecosystem is stressed and exposed to different risks like
eutrophication, overfishing, and hazardous chemicals. Based on an analysis of the Swedish newspaper Dagens Nyheter, this study discusses media representations of these risks. The results show that the reporting on the Baltic Sea has been
fairly stable since the beginning of the 1990s. Many articles acknowledge several risks, but eutrophication receives the most
attention and is also considered the biggest threat. Authorities, experts, organizations, and politicians are the dominating
actors, while citizens and industry representatives are more or less invisible. Eutrophication is not framed in terms of uncertainty
concerning the risk and consequences, but rather in terms of main causes. 相似文献

Accidental Versus Operational Oil Spills from Shipping in the Baltic Sea: Risk Governance and Management Strategies 总被引:2,自引:0,他引:2
Marine governance of oil transportation is complex. Due to difficulties in effectively monitoring procedures on vessels en
voyage, incentives to save costs by not following established regulations on issues such as cleaning of tanks, crew size,
and safe navigation may be substantial. The issue of problem structure is placed in focus, that is, to what degree the specific
characteristics and complexity of intentional versus accidental oil spill risks affect institutional responses. It is shown
that whereas the risk of accidental oil spills primarily has been met by technical requirements on the vessels in combination
with Port State control, attempts have been made to curb intentional pollution by for example increased surveillance and smart
governance mechanisms such as the No-Special-Fee system. It is suggested that environmental safety could be improved by increased
use of smart governance mechanisms tightly adapted to key actors’ incentives to alter behavior in preferable directions. 相似文献

China’s economy is growing explosively with double-digit rates of growth. However, behind the scenes of this economic miracle, a dark underbelly exists. The potential impact of the unsustainable use of land resources is increasing. Each parcel of land has a stationary geographic location, while its utilization is optional. The re-adjustment and optimization of land use patterns ought to be encouraged. Spatial reconstruction refers to the combination of various land elements, which can promote the rational and efficient allocation of land resources through a four-layer action framework: the development of unused land, urban renewal, ecological reconstruction, and spatial displacement. The feasibility and validity of these methods are illustrated by practical cases in different provinces in China. We thus propose that pursuing sustainable development and building an ecological civilization will be necessary for China in future decades. 相似文献

Understanding the relationship between biodiversity conservation and ecosystem services concepts is essential for evidence-based policy development. We used text mining augmented by topic modelling to analyse abstracts of 15 310 peer-reviewed papers (from 2000 to 2020). We identified nine major topics; “Research & Policy”, “Urban and Spatial Planning”, “Economics & Conservation”, “Diversity & Plants”, “Species & Climate change”, “Agriculture”, “Conservation and Distribution”, “Carbon & Soil & Forestry”, “Hydro-& Microbiology”. The topic “Research & Policy” performed highly, considering number of publications and citation rate, while in the case of other topics, the “best” performances varied, depending on the indicator applied. Topics with human, policy or economic dimensions had higher performances than the ones with ‘pure’ biodiversity and science. Agriculture dominated over forestry and fishery sectors, while some elements of biodiversity and ecosystem services were under-represented. Ecological interactions between crops and wild animals frequently result in increases or declines in crop yield. Yet, positive and negative interactions have mostly been treated independently, owing partly to disciplinary silos in ecological and agricultural sciences. We advocate a new integrated research paradigm that explicitly recognizes cost-benefit trade-offs among animal activities and acknowledges that these activities occur within social-ecological contexts. Support for this paradigm is presented in an evidence-based conceptual model structured around five evidence statements highlighting emerging trends applicable to sustainable agriculture. The full range of benefits and costs associated with animal activities in agroecosystems cannot be quantified by focusing on single species groups, crops, or systems. Management of productive agroecosystems should sustain cycles of ecological interactions between crops and wild animals, not isolate these cycles from the system. Advancing this paradigm will therefore require integrated studies that determine net returns of animal activity in agroecosystems.

Nature-based solutions (NBS), understood as actions that use ecosystem processes to address societal needs, can play important roles to future-proof river landscape development for people and nature. However, knowledge gaps exist how NBS can be planned and implemented at landscape scales. This Special Issue brings together insights and experiences from studies of assessing, planning, and implementing NBS in river landscapes in Europe and beyond. It addresses three research fields: (i) NBS effects, looking at the effectiveness of NBS to achieve ecological, social, and/or economic outcomes, (ii) NBS planning, focusing on approaches for planning and designing NBS, and (iii) NBS governance, relating to governance and business models for implementation. The twelve contributions deliver evidence on how NBS outperform conventional, rather technical solutions, provide guidance and tools to operationalize the NBS concept into practice, and showcase successful governance models of NBS in different contexts. Uncertain future payoffs and irreversible costs characterize investment in climate change adaptation and mitigation. Under these conditions, it is relevant to analyze investment decisions in a real options framework, as this approach takes into account the economic value associated with investment time flexibility. In this paper, we provide an overview of the literature adopting a real option approach to analyze investment in climate change adaptation and mitigation, and examine how the uncertain impacts of climate change on the condition of the human environment, risk preferences, and strategic interactions among decisions-makers have been modeled. We found that the complex nature of uncertainties associated with climate change is typically only partially taken into account and that the analysis is usually limited to decisions taken by individual risk neutral profit maximizers. Rebuilding collapsed fisheries is a multifaceted problem, requiring a holistic governance approach rather than technical management fixes. Using the Northern Gulf cod case study in eastern Canada, we illustrate how a “fish chain” framework, drawn from the interactive governance perspective, is particularly helpful in analyzing rebuilding challenges. The analysis demonstrates that factors limiting rebuilding exist along the entire fish chain, i.e., the pre-harvest, harvest, and post-harvest stages. These challenges are embedded in both the ecological and social systems associated with the Northern Gulf cod fisheries, as well as in the governing systems. A comparative analysis of the pre- and post-collapse of the cod fisheries also reveals governance opportunities in rebuilding, which lie in policy interventions such as integrated and ecosystem-based management, livelihood transitional programs, and cross-scale institutional arrangements. Lessons from the Northern Gulf cod case study, especially the missed opportunities to explore alternative governing options during the transition, are valuable for rebuilding other collapsed fisheries. 相似文献

It seems inevitable that the ongoing and rapid changes in the physical environment of the marine Arctic will push components
of the region’s existing social-ecological systems—small and large—beyond tipping points and into new regimes. Ongoing changes
include warming, freshening, acidification, and alterations to food web structure. In anticipation we pose three distinct
but interrelated challenges: (1) to explore existing connectivities within components of the marine system; (2) to seek indicators
(if they exist) of approaching regime change through observation and modeling; and (3) to build functional resilience into
existing systems through adaptation-oriented policy and to have in hand transformative options when tipping points are crossed
and new development trajectories are required. Each of the above challenges is scale dependent, and each requires a much deeper
understanding than we currently have of connectivity within existing systems and their response to external forcing. Here,
we argue from a global perspective the need to understand the Arctic’s role in an increasingly nonlinear world; then describe
emerging evidence from new observations on the connectivity of processes and system components from the Canada Basin and subarctic
seas surrounding northern North America; and finally posit an approach founded in “resilience thinking” to allow northern
residents living in small coastal communities to participate in the observation, adaption and—if necessary—transformation

Understanding and managing ecosystems affected by several anthropogenic stressors require methods that enable analyzing the joint effects of different factors in one framework. Further, as scientific knowledge about natural systems is loaded with uncertainty, it is essential that analyses are based on a probabilistic approach. We describe in this article about building a Bayesian decision model, which includes three stressors present in the Gulf of Finland. The outcome of the integrative model is a set of probability distributions for future nutrient concentrations, herring stock biomass, and achieving the water quality targets set by HELCOM Baltic Sea Action Plan. These distributions can then be used to derive the probability of reaching the management targets for each alternative combination of management actions. 相似文献

This review integrates knowledge on the removal of metals and metalloids from contaminated waters in constructed wetlands and offers insight into future R&D priorities. Metal removal processes in wetlands are described. Based on 21 papers, the roles and impacts on efficiency of plants in constructed wetlands are discussed. The effects of plant ecotypes and class (monocots, dicots) and of system size on metal removal are addressed. Metal removal rates in wetlands depend on the type of element (Hg > Mn > Fe = Cd > Pb = Cr > Zn = Cu > Al > Ni > As), their ionic forms, substrate conditions, season, and plant species. Standardized procedures and data are lacking for efficiently comparing properties of plants and substrates. We propose a new index, the relative treatment efficiency index (RTEI), to quantify treatment impacts on metal removal in constructed wetlands. Further research is needed on key components, such as effects of differences in plant ecotypes and microbial communities, in order to enhance metal removal efficiency. 相似文献

Three ex situ collections of poplar clones from natural populations of Populus alba and P. nigra growing in northern Italy were assessed for their genetic dissimilarity (GD) by means of amplified fragment length polymorphism (AFLP). The high GD evidenced within populations was exploited for screening 168 clones in a field trial on heavy metal-polluted soil. After one growth season, clonal differences in plant survival and growth were observed. On the basis of performance, six clones were singled out, and used to evaluate copper and zinc accumulation in different organs. Clonal differences in metal concentrations were most evident for leaves and stems; one clone of P. alba (AL35) had a distinctly higher concentration of both metals in the roots. Leaf polyamine (putrescine, spermidine, spermine) profiles correlated with tissue metal concentrations, depending on the clone, plant organ and metal. In particular, the high metal-accumulating clone AL35 exhibited a dramatically higher concentration of free and conjugated putrescine. Overall, the results indicate that, given the high GD of Populus even within populations, it is possible to identify genotypes best suited for soil clean-up, and useful also for investigating physiological markers associated with high metal accumulation/tolerance 相似文献
