Since the 1980s, green purchasing/green procurement has increasingly been recognised as an effective means of addressing and reducing negative environmental impacts related to product production and consumption around the world. This paper reviews the procurement practices and policies of five Asian countries and Hong Kong, in the context of an international overview of green purchasing and practices. The extent of government involvement in green procurement is found to directly determine its overall effectiveness, and up-to-date information resources clearly enhance delivery and performance. A case study in Hong Kong demonstrates how public leadership on green procurement has advanced green procurement in the private sector. 相似文献

The use of public procurement to achieve social outcomes is widespread, but detailed information about how it operates is often sketchy and difficult to find. This article is essentially a mapping exercise, describing the history and current use of government contracting as a tool of social regulation, what the author calls the issue of ‘linkage’. The article considers the popularity of linkage in the 19th century in Europe and North America, particularly in dealing with issues of labour standards and unemployment. The use of linkage expanded during the 20th century, initially to include the provision of employment opportunities to disabled workers. During and after World War II, the use of linkage became particularly important in the United States in addressing racial equality, in the requirements for non‐discrimination in contracts, and in affirmative action and set‐asides for minority businesses. Subsequently, the role of procurement spread both in its geographical coverage and in the subject areas of social policy that it was used to promote. The article considers examples of the use of procurement to promote equality on the basis of ethnicity and gender drawn from Malaysia, South Africa, Canada, and the European Community. More recently, procurement has been used as an instrument to promote human rights transnationally, also by international organizations such as the International Labour Organisation. The article includes some reflections on the relationship between ‘green’ procurement, ‘social’ procurement, and sustainable development, and recent attempts to develop the concept of ‘sustainable procurement.’ 相似文献

With increasing environmental issues and depleting resources, the effective application of green government procurement (GGP) is urgently needed and potentially can have greater impacts in the developing world rather than in the developed world. Such an approach can help promote the general goal of sustainable development and address environmental issues through purchasing and facilitating the use of environmentally friendly services and products. This paper addresses this issue by employing a case study on China. We first trace the development of the GGP concept, its spread to Asian countries, and a number of approaches used to expand GGP adoption. We then review current practices in China on GGP, and analyze and identify some of the current barriers and problems in promoting green procurement in the Chinese governmental sector. We finally seek to identify possible appropriate capacity-building solutions, in order to facilitate the application of GGP in China. 相似文献

Review and challenges of policies of environmental protection and sustainable development in China 总被引:9,自引:0,他引:9
China is confronted with the dual task of developing its national economy and protecting its ecological environment. Since the 1980s, China's policies on environmental protection and sustainable development have experienced five changes: (1) progression from the adoption of environmental protection as a basic state policy to the adoption of sustainable development strategy; (2) changing focus from pollution control to ecological conservation equally; (3) shifting from end-of-pipe treatment to source control; (4) moving from point source treatment to regional environmental governance; and (5) a turn away from administrative management-based approaches and towards a legal means and economic instruments-based approach. Since 1992, China has set down sustainable development as a basic national strategy. However, environmental pollution and ecological degradation in China have continued to be serious problems and have inflicted great damage on the economy and quality of life. The beginning of the 21st century is a critical juncture for China's efforts towards sustaining rapid economic development, intensifying environmental protection efforts, and curbing ecological degradation. As the largest developing country, China's policies on environmental protection and sustainable development will be of primary importance not only for China, but also the world. Realizing a completely well-off society by the year 2020 is seen as a crucial task by the Chinese government and an important goal for China's economic development in the new century, however, attaining it would require a four-fold increase over China's year 2000 GDP. Therefore, speeding up economic development is a major mission during the next two decades and doing so will bring great challenges in controlling depletion of natural resources and environmental pollution. By taking a critical look at the development of Chinese environmental policy, we try to determine how best to coordinate the relationship between the environment and the economy in order to improve quality of life and the sustainability of China's resources and environment. Examples of important measures include: adjustment of economic structure, reform of energy policy, development of environmental industry, pollution prevention and ecological conservation, capacity building, and international cooperation and public participation. 相似文献

Consumer pressure is usually considered as one of the major drivers for more environmental friendly products. During the last decade an increasing focus on public procurement has emerged as an important contributor to that pressure. In this paper we focus on the role of municipalities and counties in green public procurement. Based on surveys we investigate to what degree green public procurement is implemented in Norwegian municipalities and counties and which capabilities are critical for successful green procurement. We both investigate to what degree environmental information is requested in call for tenders and also to what degree the information is actually used in the final selection of supplier. The information gathered from the municipalities and counties is compared with information obtained from potential suppliers to see if suppliers and purchasers agree on the importance of environmental demands in the selection of suppliers. 相似文献

The changing face of public concern about pollution in the United States: A case study of New Jersey
National surveys and a survey conducted by the authors in March and April 2004 revealed that the public’s concerns about air,
water and land pollution have declined during the last four years in the United States and more specifically in the State
of New Jersey. In New Jersey pollution remains a major concern of most residents, even during a period of a war, anxiety about
terrorism and the economy. Those most anxious about pollution do not believe that government is doing enough to protect the
environment, want to maintain current environmental laws, and are worried about the future. Disproportionately they are African
and White Americans, middle income, and college graduates, in other words, part of the American mainstream.
Direct attempts to weaken environmental protection are likely to be resisted by this core of the population, which does not
trust current federal, state and local governments to protect the environment. We expect concerns for the environment to continue
and yet change as production processes in the United States continue a trend toward pollution prevention, and we wait for
the public’s mental models to catch up with this evolving reality. 相似文献

The past few years have seen a phenomenal rise in the production and consumption of biofuels and biodiesel at the global level. This development is of special significance to Africa, where about 550 million people (75% of the total population in Sub‐Saharan Africa) depend on traditional biomass (wood, charcoal, cow dung, etc.) and lack access to electricity or any kind of modern energy service. Derived from plants and agricultural crops, biofuels and biodiesel represent modern forms of bioenergy and more efficient use of biomass energy. Beyond efficiency, modern bioenergy offers tremendous opportunities to meet growing household energy demands, increase income, reduce poverty, and mitigate environmental degradation. In the African setting, energy and livelihoods security are indeed inseparable. This paper argues economic, social, and environmental benefits of modern bioenergy can be realized through a strategy that centres on smallholder production and processing schemes and pursuit of a livelihood approach to energy development. Such a scheme opens up new domestic markets, generates new cash incomes, improves social wellbeing, enhances new technology adoption, and lays the ground for rural economic transformation and sustainable land use. The paper concludes by underlining the vital importance of considering sound property rights and strategic planning of sustainable development as tools for sustainable energy and livelihoods security. 相似文献

Internationally and in South Africa, mining companies are increasingly referring to corporate social responsibility (CSR) and partnerships in terms of the business case, or the expectation that being responsible and collaborating with stakeholders is good for profits. Based on a case study of platinum and chrome mining in South Africa, this article argues that the business case is circumscribed by companies’ institutional context. In the past, mining companies’ dominant interpretation of CSR has been in terms of charitable donations and support to good causes. These efforts have not alleviated the contribution of mining companies to growing social problems around the mines, primarily because they have not impacted on core business practices and have not contributed to necessary cross‐sectoral collaboration. Recently, however, there has been an important transition involving the broadening of the interpretation of CSR and increasing commitment to these issues amongst corporate leadership. Though market‐based incentives have contributed to this, the key driver has been the State's legislated transformation programme premised on State sovereignty over mineral resources. Hence, while the interrelationship between companies and their institutional context has, in the past, brought about a vicious cycle of irresponsibility and minimal collaboration, this cycle may be reversed into a virtuous one, driven in particular by the State. The broader implication is that references to a business case for CSR and partnerships cannot be relied upon independently of continued efforts at shaping the public sector context of companies. 相似文献

Environmental assessment is an intriguing policy phenomenon: it is employed in an ever-increasing range of contexts the world-over, yet research indicates it rarely efficiently or effectively achieves its principal purpose of promoting sustainable development. Increasingly, practical limitations in the effectiveness of environmental assessment are attributed to its theoretical shortcomings, particularly in relation to the conception of causation. This research advanced debate on environmental assessment by examining the theoretical implications of an empirical analysis of its causal operation in purposefully selected cases. The causal models derived from the research data illustrate the diversity of mechanisms through which environmental assessment can contribute to sustainability, and provide an insight into the complexity and contextuality of causation in the empirical realm. The research findings also highlight a multiplicity of societal expectations concerning environmental assessment's contribution to sustainable development. It is concluded that the interplay of non-rational variables (such as power, agency, experiences and expectations) necessitates the pursuit of a reflexive accommodation of purposes, methods and context in environmental assessment practices. 相似文献

Comanagement has recently become the most popular approach for reconciling land claims and biodiversity conservation in South
Africa and beyond. Following the resolution of land claims on protected areas in South Africa, comanagement arrangements have
been created between the relevant conservation authorities and the land claimant communities who are legally awarded tenure
rights to the land. However, it is doubtful that these partnerships constitute success for the former land claimants. Using
the case of a “resolved” land claim in Mkambati Nature Reserve, Eastern Cape Province, as well as insights from comanagement
literature, this paper identifies and discusses three key possible reasons for the unimpressive performance of comanagement
in reconciling land restitution and conservation. The first one is the origins of the comanagement idea in the conservation
of high value natural resources (e.g., fisheries, forestry), rather than in or including concerns for resource rights. The
second reason is the neglect of key conditions for successful comanagement, as discussed in the comanagement literature. The
final reason is the ambiguity in settlement agreements, including the use of terminology and concepts that reinforce unequal
power relationships, with the state emerging as the powerful partner. This paper concludes that, unless there is a serious
reassessment of the comanagement idea as a way of reconciling land reform and conservation, and a possible review of settlement
agreements that have relied on comanagement, both the integrity of the “successful land claimant’s rights” and that of conservation

The study presented in this article used a combination of key informant interviews and a review and synthesis of existing country level literature to identify the major sources of land tenure insecurity in six Southern African countries: Botswana, Lesotho, Malawi, Mozambique, South Africa, and Zambia. Findings reveal that the main causes of land tenure insecurity experienced in Southern Africa include lack of land rights of minority groups, unclear or overlapping land rights, overcrowding, land alienation into leasehold, insecurity of farm workers and farm labour tenants, inappropriate and exploitative administrative practices, land encroachment and illegal settlers and limited women's land rights. The article presents a summary of land tenure security related initiatives that the study countries have or are in the process of adopting. Analysis of these initiatives shows that tenure reforms have focused on changing the law and rules but little has been done to translate new laws into implementable programs; capacity building; prioritization of resources to support tenure reform; provision of complementary policies and incentives; addressing HIV/AIDS‐land tenure related problems; and monitoring and evaluation. The paper contends that these policy issues should be addressed in order to ensure realization of land tenure security for all. 相似文献

/ This study aims to investigate the ISO 14001 implementation process and its implications for regional environmental management. The region of Central Japan (known as Chubu in Japanese, which literally means center) was chosen for this case study. The study focuses on selected issues such as the: (1) trends and motives of private firms in the implementation of an ISO 14001-based environmental management system (EMS); (2) obstacles during system implementation; (3) role of the system in enhancing environmental performance within the certified organization; and (4) relation between the major stakeholders, local citizens, governments, and firms after adopting the system. To achieve these objectives, a questionnaire survey was mailed to all certified firms in the region. A 58% response was achieved overall. The results show that the main aims behind the adoption of ISO 14001 by firms in the Chubu region are to improve the environmental aspects within the enterprises and to enhance the employees' environmental awareness and capacity. The results have also shown that the ISO 14001-based EMS has had a great effect on a firm's environmental status as certified firms have claimed that natural resources such as fuel, water, and paper consumption have been more efficiently managed after adopting the system. Implementation of the system causes the firms to consider the role of the local people and the government in more effectively involving the local people in the firm's daily environmental activities. It also helps to enhance the environmental awareness among the local people. Adopting the system also promotes a better relation within the enterprises affiliated to the same group, such as more attention given by the parent firms (head offices) towards other firms working for the same group, or branches-mainly small and medium sized enterprises (SMEs)-in the field of EMS. Finally, the results show that firms give serious consideration to their final products' impacts on the environment. The development of environmental performance policy indicators for public services, and in particular for the defence sector, is an emerging issue. Despite a number of recent initiatives there has been little work done in this area, since the other sectors usually focused on are agriculture, transport, industry, tourism and energy. This type of tool can be an important component for environmental performance evaluation at policy level, when integrated in the general performance assessment system of public missions and activities. The main objective of this research was to develop environmental performance policy indicators for the public sector, specifically applied to the defence sector. Previous research included an assessment of the environmental profile, through the evaluation of how environmental management practices have been adopted in this sector and an assessment of environmental aspects and impacts. This paper builds upon that previous research, developing an indicator framework--SEPI--supported by the selection and construction of environmental performance indicators. Another aim is to discuss how the current environmental indicator framework can be integrated into overall performance management. The Portuguese defence sector is presented and the usefulness of this methodology demonstrated. Feasibility and relevancy criteria are applied to evaluate the set of indicators proposed, allowing indicators to be scored and indicators for the policy level to be obtained. 相似文献

Municipal commonages surround many small towns throughout South Africa, and are an integral component of the national land reform programme. But little is known about their extent, use or value, and most appear to have limited or no management or investment. This paper reports on a survey of randomly selected households in three small towns in the Eastern Cape to ascertain the extent and purpose of use of municipal commonages. Between 27% and 70% of urban households used commonage depending on site. Key resources used were fuelwood, medicinal plants, and grazing of livestock. Typically, commonage using households were poorer and less educated than other urban residents, although the profile of users is unique for each town. Given the extensive use of commonage resources, and their contribution to the livelihoods of the poor, local municipalities need to develop and implement sound management strategies that account for all users of commonages, rather than the oft encountered focus on livestock owners and production. 相似文献

Guidelines for implementation of the National Environmental Policy Act state that environmental impact statements (EISs) shall
use “appropriate graphics.” We examined one component of graphics, typography, identifying applicable criteria from the literature
and applying them to 150 EISs prepared by seven agencies. We found that the EISs ranged widely in typographic quality. The
average EIS met fewer than seven of ten criteria; 12% were considered unreadable. The results suggest that weak typography
may seriously limit public review of EISs. Agencies are encouraged to make typography a serious component of their public

Perspectives on corporate social responsibility in the chemical sector: A comparative analysis of the Mexican and South African cases 总被引:1,自引:0,他引:1
In recent years, the debate on corporate responsibility has shifted from a focus on environmental management towards a broader concept of corporate social responsibility (CSR). This article examines the chemical industry's approach to CSR from the perspective of two emerging economies: Mexico and South Africa. The global chemical industry was one of the first to respond to public concerns about environmental pollution, toxic waste and human health by adopting an industry‐wide code of practice, known as Responsible Care. This article examines the extent to which the chemical industry has responded to the broader debate on CSR. On the basis of a comparative case study, this article argues that the response to social issues by Mexican and South African chemical companies has tended to be limited to the ‘community awareness and emergency response’ (CAER) or community dialogue component of the international voluntary management framework, Responsible Care. Similarities and differences in regulatory and institutional conditions, as well as different levels of civil society engagement, reveal additional limitations for CSR, beyond that of the Responsible Care framework. This article argues that the socio‐political context influences the extent to which companies embrace CSR, especially in emerging economies, and highlights several challenges for the chemical industry in moving forward on CSR: credibility, stakeholder engagement, value‐chain accountability, disclosure and transparency. Reflecting on these challenges, the authors conclude by recommending a renewed focus on: (1) developing a broader set of CSR management practices beyond Responsible Care; (2) institutionalizing stronger accountability measures, such as reporting and verification; and (3) developing multi‐stakeholder partnerships that complement regulation and build public sector regulatory and guidance capacity. 相似文献

This study carried out a contingent ranking experiment to study how smallholder irrigators in South Africa would value potential changes in water rights. Three specific dimensions of water rights, relevant for the South African case, are considered: duration, quality of title, and transferability. Results indicate that smallholder irrigators are prepared to pay considerably higher water prices if improvements are made in the water rights system. This implies that the proposed interventions in the water rights system would improve the efficiency and productivity of the small-scale irrigation sector. The increased willingness to pay could furthermore also assist the South African government to reach the objective of increased cost recovery. 相似文献

The Chinese government has introduced the green credit policy to mitigate the environmental impact of industrialization by reining in credit loans to companies and projects with poor environmental performance. This research investigated the implementation of the green credit policy both at the national and provincial levels. Our results show that the green credit policy is not fully implemented. The wide-ranging impact on high-polluting and high energy-consuming industries, vague policy details unclear implementing standards, and lack of environmental information are the main problems in the implementation of the green credit policy in China. On the other hand, the practice at local level (Jiangsu Province) is more practical by integrating green credit policy with the environmental performance rating system. Finally, suggestions are outlined to improve China's green credit policy. 相似文献

The Great Lakes watershed is home to over 40 million people (Canadian and U.S.) who depend on a healthy Great Lakes ecosystem for economic, societal, and personal vitality. The challenge to policymakers and the public is to balance economic benefits with the need to conserve and replenish regional natural resources in a manner that ensures long term prosperity. Nine critical broad-spectrum stressors of ecological services are identified, which include pollution and contamination, agricultural erosion, non-native species, degraded recreational resources, loss of wetlands habitat, climate change, risk of clean water shortage, vanishing sand dunes, and population overcrowding. Many of these stressors overlap. For example, mining activities alone can create stress in at least five of these categories. The focus groups were conducted to examine the public’s awareness of, concern with, and willingness to expend resources on these stressors. This helped generate a grouping of stressors that the public is especially concerned about, those they care little about, and everything else in between. Stressors that the respondents have direct contact with tend to be the most important to them. This approach of using focus groups is a critical first step in helping natural resource managers such as Trustees and NGOs understand what subsequent steps to take and develop policy measures that are of most interest and value to the public. Skipping or glossing over this key first task could lead to difficulties with respect to survey design and model development in a non-market valuation study. The focus group results show that concern related to pollution and contamination is much higher than for any of the others. It is thus clear that outreach programs may be necessary to educate the public about the severity of some low-ranked stressors including climate change. 相似文献
