ABSTRACT: In 1996, the State of Oregon adopted a water quality standard based on Escherichia coli (E. coli), recognizing E. coli as an indicator of pathogenic potential. The Oregon Department of Environmental Quality (DEQ) began analysis for E. coli that same year. The Oregon DEQ continued collection and analysis of fecal coliform (a prior indicator organism) for data input to bacterial loading models and the Oregon Water Quality Index (OWQI). The OWQI is a primary indicator of general water quality for the Oregon DEQ and the Oregon Progress Board. The objective of this study was to develop a regression relationship between fecal coliform and E. coli. This relationship would fill data gaps and extend water quality models and indicators. Water quality policy is better informed by the ability of these extended water quality models to determine whether water quality meets present or would have met past bacterial standards. Monitoring resources spent on dual bacterial analyses could be conserved. This study also showed that changes to OWQI values (as a result of changing bacterial indicators) were minimal, and corresponded to improved characterization of water quality with respect to pathogenic potential.  相似文献

ABSTRACT: Nine surface water‐quality variables were analyzed for trend at 180 Virginia locations over the 1978 to 1995 period. Median values and seasonal Kendall's tau, a trend indicator statistic, were generated for dissolved oxygen saturation (DO), biochemical oxygen demand (BOD), pH (PH), total residue (TR), nonfilterable residue (NFR), nitrate‐nitrite nitrogen (NN), total Kjeldahl nitrogen (TKN), total phosphorus (TP), and fecal coliform (FC) at each location. Each location was assigned to one of four physiographic regions, and mean state and regional medians and taus were calculated. Widespread BOD and NFR improvements were detected and FC improvements occurred in the state's western regions. TR and TKN exhibited predominantly increasing trends at locations throughout the state. BOD, TKN, NFR, and TR medians were higher at coastal locations than in other regions. NN, TKN, and TR exhibited predominantly increasing trends in regions with high median concentrations, while declining trends predominated in regions with relatively high BOD, FC, and NFR medians. Appalachian locations exhibited the greatest regional water‐quality improvements for BOD, FC, NFR, and TKN. Factors responsible for regional differences appear to include geology, land use, and landscape features; these factors vary regionally.  相似文献

ABSTRACT: Regulatory water quality monitoring has evolved to the point where it is a rather complex system encompassing many monitoring purposes and involving many monitoring activities. Lack of a system's perspective of regulatory monitoring hinders the development of effective and efficient monitoring programs to support water quality management. In this paper the regulatory water quality monitoring system is examined in a total systems context. The purposes of regulatory monitoring are reviewed and categorized according to their legal evolution. The activities of regulatory monitoring are categorized and organized into a system which follows the flow of information through the monitoring program. The monitoring purposes and activities are combined to form a monitoring system matrix - a framework within which the total regulatory water quality monitoring system is defined. The matrix, by defining the regulatory monitoring system and clarifying many interactions within the system, provides a basis upon which a more thorough approach to managing, evaluating, and eventually optimizing regulatory monitoring can be developed.  相似文献

ABSTRACT: Linear programming is the simplest of all the optimization techniques used in regional water quality management studies; but the technique can optimize only one goal. When there are multiple goals with the same or different priorities, goal programming is a useful decisionmaking tool. This paper illustrates the application of goal programming to a regional water quality management problem where the following two goals are considered: (1) minimize the total cost of waste treatment, and (2) maintain the water quality goals (dissolved oxygen) close to the minimum level stated in the stream standards.  相似文献

ABSTRACT. New Jersey, together with other states in the northeast, was stricken with drought during 1961-66. The effect of this drought was most severe in the northern part of the State. The water quality of the Passaic River, which drains the urban, industrialized northeast, perhaps deteriorated the most among the major drainage systems. This river system is used as a raw-water source by 10 water suppliers. The impact of the drought upon the water supply of the Passaic Valley Water Commission, the most downstream of the basin's suppliers, which supplies an average of about 90 million gallons a day to more than 650,000 persons, is evaluated herein. The drought's impact on the raw-water quality is appraised by the comparison of before-and-after qualities of dissolved solids, dissolved oxygen, biochemical-oxygen demand, turbidity, and hardness. For example, at the worst point during the drought, monthly average dissolved-solids content in the raw water were about 210 percent, hardness, about 167 percent, and biochemical-oxygen demand about 270 percent higher than antecedent values. In general, the study concludes that the drought produced a deterioration in both raw and finished water quality, and is estimated to have increased chemical-treatment costs during the drought by about $650,000.  相似文献

ABSTRACT. A general planning model for simulation of water quality in streams and canals is formulated and verified. The model simulates the temporal and spatial variations in conservative and nonconservative constituents. The nitrogen cycle and its interaction with other nutrients and the dissolved oxygen resources of the stream are included. A fully implicit finite difference approximation is used to solve the mass transport equations describing variations in constituent concentrations throughout the stream systems. The model is applied to the Truckee River in northern California. Results indicate the applicability of the model for assessing the impact of alternative water quality management strategies on the stream system.  相似文献

: This paper presents solutions to the one-dimensional, transient conservation of mass equations for the coupled biochemical oxygen demand-dissolved oxygen (BOD-DO) reactions, based on the principle of superposition, for continuously discharging plane sources. The solutions are applied within the framework of a continuous simulation model to allow the derivation of water quality frequency curves and frequency histograms of consecutive hourly dissolved oxygen violations, for any desired standard. Receiving water response is determined for waste inputs from urban wet weather, dry weather, and upstream sources. An application to Des Moines, Iowa, and Des Moines River indicated that urban storm water impacts on the stream can be masked in the cumulative frequency curve representation, but the benefits of storm water control are clearly shown in frequency histograms of the duration of consecutive stream standard violations.  相似文献

ABSTRACT The problem of estimating missing values in water quality data using linear interpolation and harmonic analysis is studied to see which one of these two methods yields better estimates for the missing values. The data used in this study consisted of midnight values of dissolved oxygen from the Ohio River collected over a period of one year at Stratton station. Various hypothetical cases of missing data are considered and the two methods of supplementing missing values are evaluated using statistical tests. The results indicate that when the percentage of missed data points exceeded ten percent of the total number in the original sample, harmonic analysis usually yielded better estimates for both the regularly and irregularly missed cases. For data that exhibit cyclic variation, examples of which are dissolved oxygen concentration and water temperature, harmonic analysis as a data generation technique appears to be superior to linear interpolation.  相似文献

ABSTRACT: Municipalities will be implementing structural best management practices at increasing rates in their effort to comply with Phase II of the National Pollutant Discharge Elimination System (NPDES). However, there is evidence that structural best management practices (BMPs) by themselves may be insufficient to attain desired water quality standards. This paper reports on an analysis of the median removal efficiencies of structural BMPs and compares them to removal efficiencies estimated as being necessary to attain water quality standards in the Rouge River in Detroit, Michigan. Eight water quality parameters are reviewed using data collected from 1994 to 1999 in the Rouge River. Currently, five of the eight parameters in the Rouge River including bacteria, biochemical oxygen demand, and total suspended solids (TSS) exceed the required water quality standards. The reported analysis of structural BMP efficiencies reveals that structural BMPs appear capable of reducing only some of the pollutants of concern to acceptable levels.  相似文献

The estimation of the value of recreation benefits resulting from improved water quality is required for many purposes. In particular, the Water Pollution Control Act of 1980 requires the consideration of the reasonableness of costs of reducing water pollution in relation to benefits to be derived from establishing effluent standards (Clean Water Act of 1977). Recreation is often the most important benefit resulting from water quality improvement. Current methods used to calculate recreation benefits are either not site-specific or are expensive and controversial. This paper presents a relatively simple, inexpensive, and less controversial method of calculating site-specific recreation benefits resulting from improved water quality. It does this by producing an upper bound estimate which often is adequate for the relevant decision. The upper bound estimates is based on two assumptions: 1) there are alternative equivalent substitute sites for the newly augmented water quality site, and 2) the new augmented recreation opportunities at the site will be used to their maximum supply capacity. Clearly, if an upper bound benefit estimate in a cost-benefit ratio does not produce a favorable ratio, no other benefit estimate will. In cases where this estimate produces an ambiguous result resort must be had to other more precise methods of estimation.  相似文献

ABSTRACT: The spatial and temporal variability of dissolved oxygen (DO), biochemical oxygen demand (BOD), nitrate concentration and total coliform (TC) were investigated at nine sampling stations distributed along the main rivers of the Piracicaba River Basin, a 12,400 km2 catchment located in São Paulo State, one of the most developed regions of Brazil. Spatially, a downstream impoverishment of water quality conditions was observed, as seen by the decrease of DO, and increase of BOD, nitrate, and TC. These changes were probably caused by accumulating downstream discharge of domestic and industrial sewage. Temporal evaluation of 18 years of data showed that DO decreased with time for the majority of the sampling stations, while BOD, nitrate, and TC increased. A law, approved at the end of 1991, proposed a new water tax for river water extraction for industrial and agricultural use. The amount of this tax is determined according to the water quality of the extracted water. Therefore, the evaluation of the water quality status in this basin is a first step to help resources managers to determine the values for this tax.  相似文献

ABSTRACT: Use-oriented benefits and treatment costs analysis has been incorporated into a water quality index to show an economically optimized concentration for the treatment of the pollutants and the resulting water quality. This combined water quality index can be used in decisionmaking at the federal and local government levels. Five major pollutants, i.e., coliforms, nitrogen, phosphorus, suspended solids, and detergent, have been considered for the municipal waste water. With each higher level of improvement the treatment costs increase accordingly and the benefits associated with the reuse of this treated waste water will increase too but not for the nutrient removal in agricultural use. The optimal concentration is determined when the marginal costs equal the marginal benefits. The combined water quality index is the combination of the maximum net benefits and the water quality index of the optimized residual concentrations. This water quality index is zero dollars for the Tucson region in this study. The possible reclaimed use of municipal waste water is for agricultural irrigation and recreational lakes for the Tucson region.  相似文献

ABSTRACT: In developing water quality models for lakes and reservoirs, the assumptions of one-dimensionality (i.e., water quality changes are significant only in one dimension – usually depth), as well as two-dimensionality (considering the length and depth of the water body), have been utilized to predict water quality. In both caws, the assumption of lateral homogeneity is made. A field study was undertaken to determine the change of water quality in the lateral dimension. The main study reservoir was Center Hill Lake in Middle Tennessee. Data were also obtained for Cherokee Lake in East Tennessee. Several water quality parameters (temperature, dissolved oxygen, pH, conductivity, and oxidation reduction potential) were analyzed over the length, breadth, and depth of these reservoirs from pre-stratification through post-stratification. The statistical and theoretical three-dimensional analysis showed the expected variation for each water quality parameter in each direction. The influence of the lateral dimension on water quality management and modeling was found to be negligible.  相似文献

ABSTRACT: Water quality monitoring cannot address every information need through one data collection procedure. This paper discusses the goals and related procedures for designing water quality monitoring programs. The discussion focuses on the broad information needs of those agencies operating water quality networks. These information needs include the ability to assess trends and environmental impacts, determine compliance with objectives or standards, estimate mass transport, and perform general surveillance. Each of these information needs has different data requirements. This paper outlines these goals and discusses factors to consider in developing a monitoring plan on a site by site basis.  相似文献

ABSTRACT: The concentrations of iron and sulfate in community water supplies are a concern for a number of areas in southwestern Minnesota. This study used the contingent valuation method to determine how much consumers would be willing to pay to improve their drinking water quality. On average, individuals were willing to pay US$5.25 per month (in 1995 U.S. dollars) to reduce the level of iron and US$4.33 per month to reduce the level of sulfate in their water to the USEPA's secondary standards for drinking water quality. Respondents with negative perceptions of their drinking water quality were willing to pay more to improve water quality. The aggregate annual willingness to pay (WTP) for all consumers in community water systems in southwestern Minnesota that were out of compliance with water quality standards were estimated to be US$2.4 million and US$2.0 million (in 1995 dollars) for reducing the levels of iron and sulfate, respectively. Yet the total WTP of consumers who use small community water systems may not be enough to pay the full cost of providing improved water in those systems. Economies of scale in water treatment and difficulties in financing improvements mean that technical innovation, government assistance, or institutional changes may be needed to improve water quality in these areas.  相似文献

ABSTRACT: Routine data collection currently consumes a large amount of the total resources devoted to water quality management. All too often data collection becomes an end in itself, with little thought given to the purpose of the data collection. The problem generally stems from a lack of proper routine surveillance system design and a failure on the part of the designers to initially identify the data needs of the management program. This study attempts, in a general way, to delineate the data needs of a water quality management program. This first required an identification of the activities involved in water quality management. The activities were then discussed in terms of the types of information needed to successfully complete their assigned tasks. Several detailed examples are given. The results of the discussion are summarized and several strategies are proposed to relate the results to surveillance system design.  相似文献

ABSTRACT: Urban runoff as well as industrial and agricultural discharges have seriously affected the water quality of the Skudai River, Malaysia. A water quality model is developed for simulating BOD and oxygen relationship. The simulated values agree relatively well with survey data taken during low flow conditions. Survey and simulated values show that a pollution abatement program is needed to prevent further deterioration of the river from organic discharges. A systems approach, involving complete analysis of water quality models and environmental control procedures, considering various water use patterns, water quality criteria, and waste input, is essential for solution.  相似文献

ABSTRACT: Personal interviews were conducted with eighty campers in each of three Minnesota state parks to investigate the water quality perception of the recreationist. At the same time, water quality factors were measured or observed as an indication of conditions experienced by the interviewees. Most respondents perceived water pollution strictly on a visual basis. Sewage, public carelessness, industry, and farm fertilizers were “first choice selections” among major causes of water pollution in Minnesota. Seventy percent felt their recreational activities did not contribute to water pollution. Sixty-two percent said their life had not been affected by water pollution, while over two-thirds of the remaining thirty-eight percent listed curtailment of recreation as the primary result. Many mentioned an algal bloom at one park and the strong odor of rotten fish at a second park. On the basis of the senior author's observations, supported by the measurements taken, it was concluded that thèk were the only major problems in the three parks. Some incipient problems, such as nutrient enrichment and the presence of coliform bacteria, were indicated by the measurements. The type and degree of pollution identified by the recreationist could be important through its influence on user evaluations and space preferences. The establishment of relationships between water quality parameters and the perception of the recreationist will provide the manager with a tool to assist in evaluating participation in water-related outdoor recreation in terms of both user satisfaction and water quality.  相似文献

ABSTRACT: A Visual Perception Test, consisting of photographic slides of water sites, was designed to examine laymen's water quality perceptions. The slides were taken at five water sites where the level of visual pollution was artifically altered by the investigator. Analysis of variance indicated that the water sites were evaluated differently for each of five pollution levels. Increases in water discoloration and the quality of litter were viewed as increases in level of pollution. Laymen not only evaluated visually polluted sites lower for uses such as picnicking, but they also evaluated the quality of the actual water lower. Stepwise multiple regression indicated that a combination of water color, scenic beauty appreciation, quality of the surrounding environment and industry as a pollution source explained 73 percent of the variance in predicting Overall Pollution. Application of factor analysis simplified the variables to an Overall Pollution Factor and a Boating Use Factor.  相似文献

ABSTRACT: An application of the receiving water block of the EPA Storm Water management Model (SWMM) is presented to quantify water quality impacts and evaluated control alternatives for a 208 areawide waste water management plan in Volusia Country, Florida. The water quality impact analyses were conducted for dry-and wet-weather conditions to simulate dissolved oxygen (DO), chlorides, total nitrogen (TN), and total phosphorus (TP) in the Halifax Rivers, Florida, a 40-kilometer-long tidal estuary located on the Atlantic coast of Florida near Daytona Beach. Dry-weather analysis was performed using conventional 7-day, 10-year low flow conditions to determine a set of unit transfer coefficients which estimate the pollutant concentration transferred to any point in the estuary from a constant unit discharge of pollutants at the existing waste water treatment plant outfall locations. Wet-weather analysis was performed by continuous simulation of a typical three-month summer wet season in Florida. Three-month cumulative duration curves of DO, TN and TP concentrations were constructed to estimate the relative value of controlling urban runoff of waste water treatment plant effluent on the Halifax River. The three-month continuous simulation indicated that the greatest change in DO, TN, and TP duration curves is possible by abatement of waste water treatment plant pollution.  相似文献
