While debates about sustainable development tend to focus on national- and international-scale problems, sustainability programs and research generally focus on the regional, county, municipal, or even household level. Less research has focused on evaluating the benefits of pairing two cities (i.e., sister city partnerships) with different needs and capabilities to jointly enhance the potential for sustainable practices between the cities. Given shrinking state and federal budgets and the nascent national climate policy, how might US cities use existing resources to achieve greater levels of sustainability? This paper presents a new data-driven mathematical tool—the partnership assessment for intra-regional sustainability—that city planners can use to explore the prospects for improving sustainability practices by leveraging existing resources and establishing synergistic partnerships with neighboring cities. The efficacy of the tool is assessed through the presentation of a Southern California case study and the results of a psychological survey of Southern California residents. Results indicate that cities of different size and scale would benefit from synergistic sustainability programs that pool the resources and needs of both cities. The paper concludes with a discussion of potential societal implications, methodological issues, and barriers to implementation.  相似文献

Ecological footprint of mining can be used as an indicator to monitor and regulate mining operations and ensure long-term environmental sustainability. It can be viewed as a mining footprint, which is surrogate of the environmental impacts of mining. In this paper, a methodological framework is developed to demonstrate how ecological footprint can be used as an indicator of environmental degradation. Nine air quality and 26 soil quality samples are collected from the adjoining area of a mechanized coal mine, located in Raniganj coal mining belt of Burdwan district, West Bengal. Geographical information system is used for data interpolation and preparation of air and soil quality maps. The weights of different air and soil quality parameters are calculated by running principal component analysis. These derived weights are used for preparation of final composite air and soil quality maps. The composite maps show the mining footprints, expressed as land equivalent, around the active mine sites. The impact zones reveal the extent of degradation of the soil and air qualities in the areas near a mine. It is found that the impact zones, with respect to air and soil qualities, extend over areas which are 7.7 and 7.8 times the actual mining areas, that is, the area covered under mining operations, respectively. The results show the extent of degradation of air and soil qualities of the area. At different stages of mining, these footprints can be used as indicators to reveal the areas where soil and air qualities are adversely impacted.  相似文献

The present world is facing problems like rapid depletion of natural resources and undesired environmental changes on a global scale. Manufacturing organisations are realising the importance of mitigating the present crisis and are adopting sustainable manufacturing principles. Since it is important to achieve sustainable manufacturing, sustainability assessment models were developed. Sustainability assessment models have their own drawbacks and may not provide clear scope for complete sustainable development. A system approach has been developed to overcome this shortcoming by integrating various sustainability assessment models that are already in practice. Environmental sustainability practices in universities can play an important role in helping society form a sustainable future. In this study, the roles that Bangladeshi universities play in terms of sustainability practices on their campuses are scrutinized, as well as the challenges these universities face. The existing research on campus sustainability practices in Asia is reviewed, and a new exploratory study is put forth on environmental sustainability practices in the higher education institutions of a developing country—Bangladesh. The Campus Sustainability Assessment Framework used in Canadian universities was taken as basis for determining potential environmental management indicators. Results show that environmental management practices (i.e., environmental education, research, governance and operations) are present only to a very limited extent in higher education institutions in Bangladesh.  相似文献

Throughout the development sector, there is increasing recognition of links between the environment and aspects of development such as poverty alleviation, health, income generation, and agriculture. While furnished with a diverse range of perspectives and approaches, development practice is in need of ways to better conceptualize the interactions between the social, environmental, and economic dimensions of sustainability so that opportunities for simultaneous improvement in human and ecological well-being can be identified more readily. Critical systems thinking is proposed as a way for development practitioners to conceptualize and act toward the integration of these economic, social, and environmental dimensions and, in so doing, support communities to nurture both human and ecosystem well-being. Four desirable attributes of a critical systems thinking approach to development are identified based on development literature, critical systems literature, and the author’s research into sustainability in semi-rural communities in Vietnam. The four attributes are ‘a systems thinking approach;’ ‘an ethical base to action and choices;’ ‘critical reflection permeates processes;’ and ‘appreciation of diverse views and application of diverse approaches.’ These attributes are described and then offered as the basis for further discussion of the ways in which simultaneous improvement of human well-being and ecosystem health can become an integral part of development practice.  相似文献

This paper utilizes an inclusive community based sustainability framework with a focus on a resort destination in providing a potential model for more inclusive long-range destination planning and implementation. Four diverse, but interrelated areas of sustainable tourism were specified in this framework for a more comprehensive process including ecological, cultural, economic and socio-community sustainability. In addition a strategic community driven structure, which provides direction, information and practices, serves the purpose of integrating and implementing the framework. The unique tourism destination, Noosa in Australia is used as an example of embracing sustainable tourism as a community and as part of a larger focus on the four key components of sustainability. By viewing sustainable community attributes as assets, all of which are important to manage, enhance and/or conserve, it is expected that the resort community will continue to attract visitors to feel connected and committed to experiencing its lifestyle, sense-of-community and natural features while also contributing to community sustainable stewardship and a strong tourism economy. The assessment of the environmental quality of coastal lagoons is rather difficult as their intrinsic high variability limits the power of analytical chemistry and ecotoxicological approaches. Aim of the present work was to integrate geochemical and biological data which were simultaneously collected from the Pialassa Baiona lagoon (Ravenna, Italy), and evaluate the usefulness of a biomonitoring strategy based on sentinel organisms and biomarkers. Geochemical analysis on suspended, surface, and subsurface sediments were performed at five different sites of the lagoon; moreover the heavy metal bioaccumulation and a battery of biomarkers was evaluated in Mytilus galloprovincialis transplanted in the same sites. Heavy metals appeared to be diffused throughout the lagoon reaching higher levels in the southernmost sites, and mainly concentrated in suspended sediments. Lysosome membrane stability, neutral lipid and lipofuscin accumulation, and metallothionein levels in mussels indicated the development of a stress syndrome in animals exposed to the polluted sites.  相似文献

Using a modified Ecologically Sustainable Development (ESD) framework, this paper assesses progress towards sustainability over time with a case study of the demersal trawl fishery of Oman, which has been transformed and turned into the coastal fishery after the trawl ban. A multi-criteria decision analysis method is used for ranking the years and deciding on the best performing year under five alternative scenarios related to the core components involving humans and the environment. Under the environment component, the year 2001 stood out as the best across all scenarios. The combined results also echoed the same in four out of five scenarios. With reference to progress towards sustainability during the study period, no clear positive year-to-year trend was observed from the overall results. The analysis of the S2 scenario revealed that the closed fishing season during 1998–2001 yielded a positive spill-over effect on the local economy. The results from a comparative analysis indicated that the strengths (weaknesses) of the year 2001 were predominantly associated with the environment (human) component, and thereby, reflecting a comparatively higher conservation outcome in the year 2001. The findings from the comparative analysis would guide fishery managers in designing appropriate strategies for improving weaknesses of the preferred option and reducing the inter-scenario risk by combining positive features of the second-best option. The framework outlined in the present paper can be used to guide the sustainability assessment of other local fisheries (for instance, the lobster, abalone, and shrimp fisheries) including the recently developed coastal fishery.

Global urban development is increasingly becoming an aspect of focus as nations fight sustainability challenges. A review of the current literature on urban sustainability suggests that research on development of cities, in both developed and developing countries, is growing fast, with an emphasis on sustainable development. However, very little of this research contains an integrated framework to systematically identify and examine the various dimensions of urban sustainability and to measure and evaluate them appropriately. Cities are more than the sum of their sectors, and are complex and interdependent systems on whose dynamics the quality of life of millions of human beings and a good part of the economy depend. Environmental, economic, social and governance problems can create formidable barriers to urban sustainability. Governance remains a critically important dimension of urban sustainability, especially when discussing urbanization in developing countries, given rapid population movements and imbalances in socio-economic development. Understanding how cities function is fundamental to resolving these imbalances. The aim of this paper is to provide a review and analysis of the concept of urban sustainability and to propose the development of a holistic framework through integration of environmental, economic, social, and governance dimensions of sustainability. Such a review would make it possible to understand the complex dynamics of the four dimensions and to assess the progress and challenges in moving towards urban sustainability, taking the case of Nairobi, Kenya, as an example. The paper argues that, for urban sustainability in developing countries, more emphasis should be placed on the governance dimension, because this is where the biggest challenge exists, with increasing needs for immediate management of rapid urbanization.  相似文献

Sustainable agricultural development is a necessity for sustainable economic growth and social development in Africa. Sustainable agriculture largely depends on how effective natural and environmental resources are managed and utilized; it also depends on the security of continuous access to such resources. This research was aimed to look into trends in agricultural productivity, examine the persistence of the environmental insecurity, analyze the relationship between the two, and explore their links to the national development policies. The results are discussed in the context of relevance to national development policies and their implications on the sustainability of agriculture and rural livelihoods security. Literature survey, records collection from the stakeholders, village level participatory assessments (PAs), observations and questionnaire survey were tools used for data collection. The study shows significant (P < 0.01) declines in cereal crop yields, cattle milk yield and cattle calving rate, and increasing cattle mortality rate. Elements of environmental insecurity were found to account for decline in agricultural productivity; significant (P < 0.01) proportion (68%), of 266 households interviewed, reported land resources deterioration, declining soil fertility, and increasing drought frequencies as the causes of their low productivity. Declined fertilizer consumption and increasing variability in rainfall amount significantly (P < 0.01) accounted for 59% and 39%, respectively, of the variations observed in total annual production of rice and maize, which are major cereals in the study area. This study recommends measures to improve soil productivity such as improved fertilizer application and use of organic manures along with mineral fertilizers for maintaining soil productivity; education of farmers on sustainable use and management of land resources; and pro-poor rural policies in agricultural development and environmental governance. Assessing the sustainability of complex development processes requires multi-causal and integrated analyses. We develop a system-based methodology, rooted in interdisciplinary discussion and consensus building between 15 experts, to construct a multi-causal diagram which examines the sustainability of the Argentine Pampas′ process of agriculturization. The resulting diagram includes 25 factors and provides a big-picture of the multiple dimensions and interrelations affecting sustainability. According to this examination, the increasing concentration of production and the incorporation of technological innovations, triggered by economic and institutional factors, are the cause of environmental distresses and social changes, whose consequences for sustainability are still highly disputed. Nevertheless, the symptoms of both environmental and social unsustainability are more evident in the case of the extra-Pampean regions than in the Pampas. This suggests that the Pampean agriculture model should not be transferred to these regions without substantial modifications. The experts did not reach consensus on whether the agriculturization process is overall sustainable or unsustainable. Lack of consensus revolved mainly around opposing perspectives regarding the significance of the threats to environmental sustainability. The magnitude of socio-distributive unbalance and loss of rural jobs were also contentious. Yet, the paper shows how the exercise of building a joint causal diagram was undoubtedly helpful for linking piece-meal disciplinary facts, brought in from all fronts, into a comprehensive and coherent picture. 环境规制是实现农业面源污染减排的重要手段,而科学合理地划分环境管理权力是夯实环境规制减排绩效的制度基础。厘清环境分权、环境规制与农业面源污染三者之间的关系对优化环境管理体制和促进农业绿色发展具有重要的理论与现实意义。鉴于此,文章将环境规制、环境分权和农业面源污染纳入同一分析框架,基于2005—2017年省际面板数据,构建动态面板模型和面板门槛模型,实证考察了环境分权、环境规制与农业面源污染的内在联系。研究结果显示:①环境规制是抑制农业面源污染的重要手段;环境分权、环境监察分权和环境监测分权对农业面源污染具有显著的正向作用,环境行政分权对农业面源污染则表现为负向作用。②环境事务管理权力的下放将恶化环境规制的农业面源污染减排效应,引发“绿色悖论”效应,其中环境监察分权和环境监测分权的影响尤为突出。③从区域层面来看,中西部地区环境事务管理权力下放引发的“绿色悖论”效应显著,而东部地区则不显著。④环境规制对农业面源污染的影响随环境分权程度的变化呈现出门槛特征。伴随环境分权程度的提高,环境规制对农业面源污染的影响由“援助之手”转为“攫取之手”。因此,为解决日益严重的农业面源污染,应制定差异化的环境分权策略。一方面,环境行政权力应适当下放,而环境监察和环境监测权力要逐步上移;另一方面,进一步压缩中西部地区环境政策自由裁量空间,加大农业环境考核与监督力度。同时,建立长期动态农业面源污染监测体系,形成联防联控治理格局。  相似文献

The Jain tradition of ecological awareness and sustainability has been well documented over the last 25 years, although its roots lie deep in Indian history, specifically in texts such as the Tattvārtha Sūtra and ācārā?ga Sūtra. This traditional body of knowledge includes a long-standing theory and practice of personal, social and environmental sustainability, addressing such views as the interconnectedness of humans and the laws of nature, the interdependence of everything in the universe, the responsibility of humans to conserve and preserve natural resources, the avoidance of wanton and unnecessary waste generation, and a general aversion to mistreating or abusing the environment. These views encapsulate the lifestyles of some ten million people, including both mendicants and laity. Similarly, Maharishi Vedic Science, the systematic exploration and practical application of the Veda and Vedic Literature as taught by Maharishi Mahesh Yogi, makes a compelling case for establishing the unity of human life with nature and for promoting actions which guarantee both the protection of nature and protection by it. The purpose of this paper is to examine the relationship between the principles of sustainability in Jainism and the corresponding viewpoint of Maharishi Vedic Science, including supporting scientific evidence of its application, and to posit their contribution to a sustainable world future.  相似文献

During the past six decades, agriculture as a main sector in Iran’s economy has been affected by economic development, land-use policies, and population growth and its pressures. From the 1940s until 2010, the percentage of the total urban population of Iran increased from about 21?% to around 72?%. Urbanization, industrialization, and intensive cultivation have dramatically affected soil and water resources. The exploitation of groundwater has been increased around fourfold from the 1970s to the mid-2000s. Total water resources per capita reduced around 23?% from 1956 to 2008. The average annual decrease in the groundwater table in Iran during the last two decades is 0.51?m. In 2008, the groundwater table fell around ?1.14?m in average in Iran. The average use of chemical fertilizers increased from around 2.1?million tons in 1990s to about 3.7?million tons in 2009. During that period, fertilizer use efficiency decreased from around 28?% to around 21?%. Approximately 77?% of the agricultural land under irrigation suffers from different levels of salinity. According to the quantification of four indices, such as soil erosion, fall in groundwater levels, salinity, and use of chemical fertilizer, that are directly related to agricultural land use, the results show that agricultural management in Iran needs special attention to reach sustainable conditions. The total cost of soil and water degradation and use of fertilizers in agriculture are estimated around than US $12.8?billion (about 157,000?billion IRRials)—approximately 4?% of the total gross domestic product (GDP) and approximately 35?% of the GDP of the agricultural sector in Iran.  相似文献

Interdisciplinary research collaborations are fraught with challenges, including the need to overcome paradigmatic differences. The current study sought to understand how 25 faculty members involved in an interdisciplinary endeavor related to sustainability experienced these differences. Using Biglan’s classification and Becher and Trowler’s conceptualizations, the study found issues related to disciplinary status and hierarchy between the soft and hard scientists involved in the project.  相似文献
