This paper argues that there is much to be gained when we view struggles to cultivate food in the city through the lens of Henri Lefebvre's concept of the right to the city. Lefebvre's idea helps us better perceive the radical political and ecological potential of those struggles. And in the empirical details of the struggles we can see concretely the key action in Lefebvre's concept, an action that is only abstract in his work: urban inhabitants becoming active and producing and managing space for themselves. 相似文献

East European food self-provisioning (FSP) has fascinated scholars of post-socialism ever since the early 1990s. In keeping with its predominantly economic and cultural conceptualisations, much of this research has been concerned with FSP’s role in household economy and with the social profile of its practitioners. In contrast to western conceptualisations of FSP as an opportunity to expand food activism and foster social justice and environmental sustainability, post-socialist FSP has rarely been considered as such. In Czechia, FSP is practised by 43% of citizens and many of them do so in a relatively environmentally friendly way. Yet, most food-related campaigns run by environmental NGOs (ENGOs) pay little attention to FSP and focus on market-based ethical consumerism and alternative food networks instead. Using insights from actor-network theory, this paper discusses how Czech ENGO activists engage with FSP through discourse and in practice. Based on ethnographic fieldwork and interviews with leading activists, we show that FSP does figure in non-food-related campaigns and that the FSP practised by activists themselves or the FSP carried out by relatives and relatives’ friends are not the same as the FSP on which they are reluctant to campaign. These differences, which include controllability and the time-consuming nature of practising FSP according to some of the activists’ ideals, help this paper to come to an initial understanding of why Czech ENGOs do not run campaigns explicitly focused on FSP at the moment and shed some light on how this could change in the future. 相似文献

The literature on guerrilla gardening is developing rapidly. The majority of these accounts currently derive from North America, with little academic exploration apparent beyond this context: they focus explicitly on the grass-roots gardeners and show little regard for those surrounding the action's location. Guerrilla gardeners often colonise land not only without the permission from authorities, but also with little regard for those who surround the space; transforming areas without consulting with the local communities. This paper explores those affected by guerrilla gardening; grounding our argument in evidence gathered from the activities of three guerrilla groups. In doing so, we investigate the public's views of several informal gardening projects, questioning their value and impact on the surrounding areas. The emerging responses are very mixed, ranging from positive comments about improving aesthetics, to negative remarks surrounding the practices of some groups. Ultimately, this paper demonstrates how, although often promoted and perceived to be a constructive activity, guerrilla gardening can result in adverse impacts on those who surround colonised sites. 相似文献

Public parks are important to urban environments, residents, and visitors. Among other functions, they provide environmental services, such as air and water purification, and they increase both recreational opportunities and the attractiveness of the urban environment. Because of their importance, urban parks serve as public spaces that provide visitors and urban residents with rights to the city. This paper identifies the dearth of urban public parks in Accra-Tema city-region as worrying. The Accra Plan 1958 underscored the significance of green spaces and designated the coastal strip for parks development but the areas have been lost to various urban uses. We argue that the continual neglect of public parks within urban planning and community development schemes in the Accra-Tema city-region is a major concern because it is depriving the citizens a right to the city and its public spaces. A number of factors have worked adversely against the provision of public parks and green spaces in the city-region. These include development pressures, undue political interference, a complex land delivery system, and ad hoc planning. The paper concludes by offering policy suggestions as to how to resolve the dearth of parks and green spaces in the city-region. 相似文献

With the decline of wildlife due to, among other things, agricultural intensification, gardening for wildlife has an increasingly recognized role in the conservation of biodiversity and habitats. The United Kingdom (UK) Wildlife Trusts have a key role in the promotion of awareness and best practice of wildlife gardening. In spring 2001, a survey of all 46 United Kingdom County Wildlife Trusts was carried out, focussing on their level of awareness of the issue, whether they actively promoted it, and what literature they employ, and whether they form partnerships in implementing this project.The survey achieved an 83 percent reply rate. The Trusts carried out a wide variety of promotional activities, although its importance as an issue varied from Trust to Trust. Some Trusts have developed excellent promotional literature and strategies, but there could be a greater degree of sharing of ideas and cross fertilization to avoid reinventing the wheel. Few Trusts had developed partnerships, although local government was the most frequent partner. 相似文献

涉核邻避事件表明,民用核能利用决策中公众参与的法律供给并不能有效满足现实的权利需求。民用核能利用公众参与权利分解为知情权、参与权和监督权,发挥着认知、沟通、认同、示助的功能,但也存在公众知识与能力有限、自利动机等局限性。本文认为,应理性对待公众参与权利,以防出现公众参与的效力过高或过低的情形。现行法中,我国民用核能利用公众参与呈现形式化保护到权利性保护的立法趋势,但权利内容并未达到完整表达,权利的实现途径和效力平衡的规定并不充分。因此,建议全面确立公众知情权;增强公众参与权的权能,包括保障公众的程序进入权、意见表达权,构建公众获得回应权和合理意见获得采纳权的保障机制;拓补公众监督权。 相似文献

Over the course of Australia's Millennium Drought, urban water managers gained more appreciation of householders' willingness and capacities to respond to water shortages and restrictions, including by installing rainwater tanks (RWTs) for watering gardens. How urban water managers regard tanks and tank users gives insight into their understandings of social sustainability, as found in interviews conducted in 2006 and 2010. These also revealed a growing distance between policymakers and water providers pursuing a broader approach to sustainability in their communities. The RWT is considered here as a limit case for paradigms of urban water management: it challenges conventional distinctions (such as provider/consumer) and heralds a new hydropolitics. These challenges are discussed as seven kinds of trouble with tanks: (1) incompatibility with the management model and vision of modernity enshrined in the ideal of centralised provision in control of accredited water experts; (2) anxieties about control and risk aroused by these private on-site facilities and their non-expert users; (3) equivocation over their environmental effects, normally assessed in hydrological terms that downplay the benefits of green streetscapes; (4) inexplicability of their popularity within dominant economically rationalist models of customers; (5) educational effects that exceed rationalist, individualist models of learning and require more socially realistic, culturally intelligent and practice-oriented approaches; (6) generation of enthusiasms that are spurned as threats to rationality instead of harnessed to energise the sustainability journey and (7) community-building effects that are unthinkable within the neoliberal customer paradigm but graspable to water managers through lay concepts like “dinner table conversations”. 相似文献

以可持续发展理论为指导,结合南充生态城市建设的要求,对南充城市生态环境进行定量评价并提出改进对策。采用城市空气污染指数API等23个指标,应用层次分析法对四川省第二座大城市南充的生态环境质量进行定量评价,2010年南充城市的生态质量综合值P为0.67,达到Ⅲ级标准,城市生态可持续发展水平状况良好。伴随着快速的城市化和人口激增,南充城市生态问题日益突出。主要问题表现为:老城区交通拥堵、绿地面积小、建筑屋间距不够,城市环境指数低,工业园区建设与城市房地产开发占用较多土地,城市原生态的生态-地貌景观被人为过度的破坏与改造,城市经济有待进一步发展。 相似文献

Urban gardens are often heralded as places for building social, physical, and environmental health. Yet they are also sites of significant conflict based on competing political, economic, and ecological projects. These projects range from radical re-envisionings of liberatory urban spaces, reformist aesthetic and sanitary improvement programmes, to underwriting the production of the neo-liberal city. These projects are based on divergent visions of the garden ground itself, in particular, whether this is soil (the fertile and living source for growing food and social values) or dirt (an inert and even problematic substrate to be removed or built upon for development purposes). These are not fixed or mutually exclusive categories, but are unstable as soil/dirt moves in discursive and material ways over time and space. Contaminants such as lead in the soil contribute to this instability, reframing fertile soil as dangerous dirt. To understand this discursive and material movement of soil/dirt over time and space, a dynamic spatial politics framework is needed that encompasses three scalar concepts: location, duration, and interconnection. This paper applies this dynamic spatial politics framework to interpret the 30-year conflict over the fate of an urban garden in Sacramento, California, that began as a countercultural space and was eventually transformed into a manicured amenity for a gentrifying neighbourhood, and the role of soil lead contamination in this narrative. 相似文献

The environmental impact of rising motorised travel has become a key issue regarding low-carbon development in China. Drastic urban expansion under the current rapid urbanisation process tends to worsen these impacts. This paper examines the impacts of the patterns of urban development on motorised travel in the case of Beijing. By using household survey data, the analysis finds that the patterns of urban development on the urban fringe have a significant impact on workers' car use for their journeys to work when their socio-economic characteristics, household preferences for housing location and level of public transport accessibility are taken into account. Sprawling industrial and real estate development, characterised by a low degree of self-contained development and low-density land use, tends to increase the need to drive. The findings suggest that growth management to control sprawling development would play an important role in containing the motorised travel demand in China where transport policies are usually focused on huge and expensive transport projects. Urban growth management can have significant implications for achieving the objectives of creating a low-carbon city in China in the current process of rapid urbanisation. 相似文献

This paper explores the spatial distribution of soil sealing in a compact and mono-centric urban region of southern Europe through multivariate statistics and spatial analysis. The study demonstrates how simple indicators developed at the local scale can provide insight in the analysis of urbanisation-driven soil sealing. Based on a high-resolution land-use map, a ‘sealing profile’ was determined for each municipality of the Athens’ urban region, by analysing the distribution of land occupied by 22 classes of imperviousness using a Principal Components Analysis. Four indicators of soil sealing have been developed (percentage of pervious land, per capita sealed land, soil sealing intensity and diversity in soil sealing intensity) and the investigated municipalities classified accordingly. All indicators were found correlated to the distance from the city centre of Athens. Three groups of municipalities (strictly urban, suburban and rural municipalities) have been identified based on the four sealing indicators and the distance from the inner city. Results suggest that the spatial distribution of soil sealing in Athens reflects the transition from a mono-centric and compact urban form to a polycentric and dispersed agglomeration, with implications for urban containment policies. 相似文献
