Abstract:  The identification of conservation areas based on systematic reserve-selection algorithms requires decisions related to both spatial and ecological scale. These decisions may affect the distribution and number of sites considered priorities for conservation within a region. We explored the sensitivity of systematic reserve selection by altering values of three essential variables. We used a 1:20,000–scale terrestrial ecosystem map and habitat suitability data for 29 threatened vertebrate species in the Okanagan region of British Columbia, Canada. To these data we applied a reserve-selection algorithm to select conservation sites while altering selection unit size and shape, features of biodiversity (i.e., vertebrate species), and area conservation targets for each biodiversity feature. The spatial similarity, or percentage overlap, of selected sets of conservation sites identified (1) with different selection units was ≤40%, (2) with different biodiversity features was 59%, and (3) with different conservation targets was ≥94%. Because any selected set of sites is only one of many possible sets, we also compared the conservation value (irreplaceability) of all sites in the region for each variation of the data. The correlations of irreplaceability were weak for different selection units (0.23 ≤ r ≤ 0.67), strong for different biodiversity features ( r = 0.84), and mixed for different conservation targets ( r = 0.16; 0.16; 1.00). Because of the low congruence of selected sites and weak correlations of irreplaceability for different selection units, recommendations from studies that have been applied at only one spatial scale must be considered cautiously.  相似文献

Abstract:  Optimization of resource use is necessary for efficient conservation planning. Many reserve-selection algorithms aim to identify representative but inexpensive networks, which may lead to selecting small sites due to their lower costs and collectively higher species richness. Nevertheless, larger sites would be preferable regarding species' long-term persistence. An area-based refinement can be used to overcome this problem. We used a reserve-planning framework in which continuous benefit functions valued representation (numbers of populations), and differential species weights were based on a species' local rarity and threatened status. We introduced a refinement based on the species-area relationship that provides relatively higher values for larger sites. We applied the proposed method to rich fen vegetation in southern Finland. The species-area refinement resulted in a network of significantly larger sites with minor trade-offs with representation (numbers of populations). Giving endangered species higher weights ensured that the trade-off occurred mostly between site size and representation of low-priority species. We recommend using a species-area refinement for practical, maximum-coverage conservation planning.  相似文献

Abstract:  Selecting suitable nature reserves is a continuing challenge in conservation, particularly for target groups that are time-consuming to survey, species rich, and extinction prone. One such group is the parasitoid Hymenoptera, which have been excluded from conservation planning. If basic characteristics of habitats or vegetation could be used as reliable surrogates of specific target taxa, this would greatly facilitate appropriate reserve selection. We identified a range of potential habitat indicators of the species richness of pimpline parasitoid communities (Hymenoptera: Ichneumonidae: Pimplinae, Diacritinae, Poemeniinae) and tested their efficiency at capturing the observed diversity in a group of small woodlands in the agricultural landscape of the Vale of York (United Kingdom). Eight of the 18 vegetation-based reserve-selection strategies were significantly better at parasitoid species inclusion than random selection of areas. The best strategy maximized richness of tree species over the entire reserve network through complementarity. This strategy omitted only 2–3 species more (out of 38 captured in the landscape as a whole) than selections derived from the parasitoid survey data. In general, strategies worked equally well at capturing species richness and rarity. Our results suggest that vegetation data as a surrogate for species richness could prove an informative tool in parasitoid conservation, but further work is needed to test how broadly applicable these indicators may be.  相似文献

Abstract:  Reserve selection often concerns the design of reserve networks for the long-term maintenance of biodiversity. We considered uncertainty in the context of three common reserve-selection formulations, the expected number of populations, proportional coverage of land-cover types, and the probability of having at least one population. By uncertainty, we mean variance in the outcome of any probability-based reserve selection formulation. A typical reserve-selection formulation might ask for the least expensive set of sites that contains n populations per species. It is implicit here that this requirement concerns the expected number of populations, which actually is obtained only with a 50% chance. If the requirement is changed to select the least expensive set of sites that gives n populations per species with a 95% probability, the number of sites required in the solution increases and the identity of the sites is changed toward sites that have high probabilities of persistence (or occurrence) and low associated binomial variance. Anthropogenic threat is one factor that may cause probabilistic uncertainty in the context of proportional area coverage.  相似文献

Abstract: Including both economic costs and biological benefits of sites in systematic reserve selection greatly increases cost‐efficiency. Nevertheless, limited funding generally forces conservation planners to choose which data to focus the most resources on; therefore, the relative importance of different types of data must be carefully assessed. We investigated the relative importance of including information about costs and benefits for 3 different commonly used conservation goals: 2 in which biological benefits were measured per site (species number and conservation value scores) and 1 in which benefits were measured on the basis of site complementarity (total species number in the reserve network). For each goal, we used site‐selection models with data on benefits only, costs only, and benefits and costs together, and we compared the efficiency of each model. Costs were more important to include than benefits for the goals in which benefits were measured per site. By contrast, for the complementarity‐based goal, benefits were more important to include. To understand this pattern, we compared the variability in benefits and in costs for each goal. By comparing the best and the worst possible selection of sites with regard to costs alone and benefits alone for each conservation goal, we introduced a simple and consistent variability measure that is applicable to all kinds of reserve‐selection situations. In our study, benefit variability depended strongly on how the conservation goal was formulated and was largest for the complementarity‐based conservation goal. We argue that from a cost‐efficiency point of view, most resources should be spent on collecting the most variable type of data for the conservation goal at hand.  相似文献

Abstract:  Aggregation of reserve networks is generally considered desirable for biological and economic reasons: aggregation reduces negative edge effects and facilitates metapopulation dynamics, which plausibly leads to improved persistence of species. Economically, aggregated networks are less expensive to manage than fragmented ones. Therefore, many reserve-design methods use qualitative heuristics, such as distance-based criteria or boundary-length penalties to induce reserve aggregation. We devised a quantitative method that introduces aggregation into reserve networks. We call the method the boundary-quality penalty (BQP) because the biological value of a land unit (grid cell) is penalized when the unit occurs close enough to the edge of a reserve such that a fragmentation or edge effect would reduce population densities in the reserved cell. The BQP can be estimated for any habitat model that includes neighborhood (connectivity) effects, and it can be introduced into reserve selection software in a standardized manner. We used the BQP in a reserve-design case study of the Hunter Valley of southeastern Australia. The BQP resulted in a more highly aggregated reserve network structure. The degree of aggregation required was specified by observed (albeit modeled) biological responses to fragmentation. Estimating the effects of fragmentation on individual species and incorporating estimated effects in the objective function of reserve-selection algorithms is a coherent and defensible way to select aggregated reserves. We implemented the BQP in the context of the Zonation method, but it could as well be implemented into any other spatially explicit reserve-planning framework .  相似文献

Abstract:  The limited availability of resources for conservation has led to the development of many quantitative methods for selecting reserves that aim to maximize the biodiversity value of reserve networks. In published analyses, species are often considered equal, although some are in much greater need of protection than others. Furthermore, representation is usually treated as a threshold: a species is either represented or not, but varying levels of representation over or under a given target level are not valued differently. We propose that a higher representation level should also have higher value. We introduce a framework for reserve selection that includes species weights and benefit functions for under- and overrepresentation (number of locations for each species). We applied the method to conservation planning for herb-rich forests in southern Finland. Our use of benefit functions and weighting changed the identity of about 50% of the selected sites at different funding levels and improved the representation of rare and threatened species. We also identified a small area of additional land that would substantially enhance the existing reserve network. We suggest that benefit functions and species weighting should be considered as standard options in reserve-selection applications.  相似文献

Abstract:   Ecologists have paid increasing attention to the design of marine protected areas (MPAs), and their design advice consistently recommends representing all habitat types within MPAs or MPA networks as a means to provide protection to all parts of the natural ocean system. Recent developments of new habitat-mapping techniques make this advice more achievable, but the success of such an approach depends largely on our ability to define habitat types in a way that is ecologically relevant. We devised and tested the ecological relevance of a set of habitat-type definitions through our participation in a stakeholder-driven process to design a network of MPAs, focusing on no-take marine reserves in the Seaflower Biosphere Reserve, San Andrés Archipelago, Colombia. A priori definitions of habitat types were ecologically relevant, in that our habitat-type definitions corresponded to identifiable and unique characteristics in the ecological communities found there. The identification of ecological pathways and connectivity among habitats also helped in designing ecologically relevant reserve boundaries. Our findings contributed to the overall design process, along with our summary of other general principles of marine reserve design. Extensive stakeholder input provided information concerning the resources and their patterns of use. These inputs also contributed to the reserve design process. We anticipate success for the Seaflower Biosphere Reserve at achieving conservation and social goals because its zoning process includes detailed yet flexible scientific advice and the participation of stakeholders at every step .  相似文献

Abstract: Conservation biologists have developed powerful tools for reserve selection and design over the past two decades, yet seldom are protected areas actually designed on scientific grounds. Using fundamental biological and socioeconomic principles of conservation science, we designed a new protected area and its multiple-use zone on the Masoala Peninsula in the humid forest zone of Madagascar. The explicit design criteria determined the data gathered for the work, which included (1) spatial distribution and quality of habitat, (2) the areas and species at greatest risk, (3) the relationship between environmental gradients and species distributions, (4) current and predicted human settlement and land and resource use, and (5) the economic potential of natural forest management as an alternative to deforestation. We used a geographic information system to integrate these data layers and applied the design criteria to develop a park proposal that balanced human and wildlife needs. The proposal won the approval of local residents, and a national decree in 1997 designated 2100 km2 of rainforest and three satellite marine reserves as the Masoala National Park, with a surrounding multiple-use zone of approximately 1000 km2. The new park is Madagascar's largest protected area and protects more lowland (<400 m) humid forest habitat than the entire reserve system combined, a significant step forward in conserving a globally important ecoregion. Consideration of local needs and the national economy was a key element in gaining approval for the Masoala Park. Such an approach toward reserve design could be applied elsewhere to improve chances of establishing and maintaining protected areas over the long term.  相似文献

Arrow and Chang (J. Econom. Environ. Manag.9, 1–10 (1982) analyze an exploration-extraction model with uncertainty about the distribution of deposits. Reserve prices do not exhibit any rising trend when the unexplored land area is big but, in order to know what happens when the unexplored area is smaller, “a probabilistic analysis not yet performed” (ibid. p. 10) is required. Their conjecture of a rising trend at less than the discount rate is confirmed. However, land prices can be expected to grow faster than reserve prices, which helps discriminate between Arrow and Chang's, and other rationalizations of the failure of resource prices to rise at the discount rate.  相似文献

Abstract. Many developing countries with high primate diversity are still forming wildlife reserves. However, financial resources for conservation in these countries are often limited. In this paper we show that the biology of reserve design in terms of island biogeography and minimum viable populations can be compatible with measures that minimize maintenance costs, namely perimeter surveillance. Large protected areas have substantially less perimeter to patrol than many small reserves of the same total area. Likewise, circular reserves have less perimeter than square or rectangular ones. Generally, countries with high primate diversity are using desirable strategies in design of nature reserves in terms of both finances and conservation; they have relatively large reserves and large amounts of area protected in relation to country size. However, some key primate-containing countries, such as Madagascar, Indonesia, and southeastern Brazil, require many small reserves to insure preservation of endemic taxa.  相似文献

Animals can respond to temperature change by the following means: using physiological flexibility (including acclimation); or adapting; or migrating, with acclimation proposed as the major mechanism dictating prospects for survival in marine groups. In this study, 6 species of Antarctic invertebrate covering 4 phyla, Echinodermata, Mollusca, Brachiopoda and Crustacea were subjected to acclimation trials at 3°C for 60 days. Using acute upper lethal temperatures as a metric of ability to acclimate, only one species (Marseniopsis mollis) increased its acute upper limit. Furthermore, analysis of oxygen consumption on the urchin Sterechinus neumayeri and the amphipod Paraceradocus gibber showed their metabolic rates were also not compensated over the 60-day exposure period. Thus, 5 out of 6 species failed to acclimate to temperatures only 3.5°C above the annual average and 1–2°C above current summer maximum values. We discuss the proposal that the abilities of Antarctic marine species to adjust to elevated environmental temperatures are as limited, if not more so, than tropical species.  相似文献

Why Poor Logging Practices Persist in the Tropics   总被引:5,自引:0,他引:5  
Abstract: Despite abundant evidence that both the environmental damage and the financial costs of logging can be reduced substantially by training workers, pre-planning skid trails, practicing directional felling, and carrying out a variety of other well-known forestry practices, destructive logging is still common in the tropics. Based on our collective experience with loggers in tropical forests, we discuss seven possible reasons for this seemingly irrational behavior. The principal reason poor logging practices persist is apparently that the widely heralded cost savings associated with reduced-impact logging relative to unplanned logging by untrained crews may not be realized under some conditions. In particular, where compliance with logging guidelines restricts access to steep slopes or prohibits ground-based timber yarding on wet ground, reduced-impact logging may be synonymous with reduced-income logging. Given that under such conditions loggers may not adopt reduced-impact logging methods out of self-interest, fiscal mechanisms for promoting sustainable forest management may be needed.  相似文献
