As businesses strive to reduce costs and become more competitive, environmental costs and potential future liability issues continue to raise overhead expenses. The decision process is further challenged by the various interpretations of existing laws and the uncertainty of future applicable regulations and their interpretation. To make more informed business decisions and bridge the gap between the environmental and business perspective, organizations need to be able to see the overall environmental picture and how it affects the current and future business operation. This article presents a systematic approach to developing an organization's integrated baseline “environmental portfolio” with various business risk levels and expected costs. Utilizing computer simulation, sensitivity iterations are performed to show the results of different scenarios. These scenarios can include various probabilities of cost levels, permitting strategies, and litigation, as well as the success of new technologies. Management can then focus attention on the main driving factors and avoid spending too much attention on lesser items. An additional benefit to this process is that communication between the various segments of an organization are enhanced since their perspectives are clearly articulated as part of the analysis. Sensitivity analysis also provides the framework for a sanity check of the process and results. Are projected levels of success reasonable? What levels would be required to change the decision, and how likely are they to occur? What level of overall business risk associated with environmental issues is prudent? In addition this article shows how computer modeling and simulation can bring a valuable perspective to the decision-making process.  相似文献

Federal and many state agencies are required to perform environmental justice analyses of their policies prior to implementing them to prevent undue impacts on low income and minority populations. However, little academic attention has been paid to the quality of these ex-ante environmental justice analyses. This investigation evaluates the methods used to perform environmental justice analyses during siting and permitting processes. The study uses both the California Energy Commission guidelines for environmental justice analyses and a method that geographically maps air pollution to perform ex-ante environmental justice analyses of three power plants. The objective is to see if results from using these two analysis methods differ substantially. Findings indicate that the mapping technique employed represents a substantial improvement over defining the impacted population using proximity methods because it accounts for the geographical distribution of the hazard. Furthermore, using multiple comparison benchmarks to determine whether the impacted population constitutes an environmental justice population improves upon existing methods by accounting for the spatial distribution of minority and low income populations and for the possibility that there is a relatively high or relatively low percentage of low income and minority persons in both the impacted and comparison regions.  相似文献

US government actions undertaken in Antarctica are subject to the requirements of both the Protocol and the US National Environmental Policy Act (NEPA). There are differences in the scope and intent of the Protocol and NEPA; however, both require environmental impact assessment (EIA) as part of the planning process for proposed actions that have the potential for environmental impacts. In this paper we describe the two instruments and highlight key similarities and differences with particular attention to EIA. Through this comparison of the EIA requirements of NEPA and the Protocol, we show how the requirements of each can be used in concert to provide enhanced environmental protection for the antarctic environment. NEPA applies only to actions of the US government; therefore, because NEPA includes certain desirable attributes that have been refined and clarified through numerous court cases, and because the Protocol is just entering implementation internationally, some recommendations are made for strengthening the procedural requirements of the Protocol for activities undertaken by all Parties in Antarctica. The Protocol gives clear and strong guidance for protection of specific, valued antarctic environmental resources including intrinsic wilderness and aesthetic values, and the value of Antarctica as an area for scientific research. That guidance requires a higher standard of environmental protection for Antarctica than is required in other parts of the world. This paper shows that taken together NEPA and the Protocol call for closer examination of proposed actions and a more rigorous consideration of environmental impacts than either would alone. Three areas are identified where the EIA provisions of the Protocol could be strengthened to improve its effectiveness. First, the thresholds defined by the Protocol need to be clarified. Specifically, the meanings of the terms “minor” and “transitory” are not clear in the context of the Protocol. The use of “or” in the phrase “minor or transitory” further confuses the meaning. Second, cumulative impact assessment is called for by the Protocol but is not defined. A clear definition could reduce the chance that cumulative impacts would be given inadequate consideration. Finally, the public has limited opportunities to comment on or influence the preparation of initial or comprehensive environmental evaluations. Experience has shown that public input to environmental documents has a considerable influence on agency decision making and the quality of EIA that agencies perform.  相似文献

The courts have provided the traditional battleground for conflicts between environmental interest groups and those whose actions in some way have an adverse impact on the environment The judicial process is a time-consuming one in which all sides usually must concede to some points. Environmental disputes involve complex scientific issues which the court system is not set up to comprehend, so that the process gives the parties to a dispute the sense of having lost control of their own destinies. An increasing number of parties to environmental disputes are turning to negotiation, or mediation, as an alternative in which they can be active parties in the settlement-making process rather than the victims of a court-imposed solution When do the parties to a dispute choose a negotiated settlement over a court battle? To what extent does each party make the concessions necessary to reach an agreement? These questions can be answered by the game theory that provides a model for analyzing the negotiation process. The ability of Section 404 of the Clean Water Act to act as an effective, efficient, and equitable land-use planning tool was assessed through a survey of Section 404 permits in Wisconsin. In a six-month period of permitting, the 404 program reduced wetland losses in the state by 15%. Several factors were examined that may affect permit decisions; these factors are water dependency, alternatives, project type, wetland type, and public or agency comments. Only the water dependency of the project had a statistically significant effect on permit decisions, although development projects that were perceived to provide public good were more likely to be permitted. Environmental impacts of a proposed fill project were not adequately assessed in any of the permit decisions. Because of the way Section 404 is interpreted and administered by the US Army Corps of Engineers, increasing net benefits and achieving an equitable distribution of those benefits is difficult. The corps does not perform any functional evaluations of wetlands nor do they attempt to measure economic value and environmental impacts. In addition, the 404 review process is, in effect, inaccessible to the public. The de facto interpretations of the Section 404 regulations and a lack of program funding and trained personnel all contribute to the program's ineffectiveness.  相似文献

This paper analyzes the United Nations Organization's Kyoto Protocol nations to address two questions. First, what are the environmental production efficiency rankings of these nations? Second, is there a relationship between a nation's ratification status and its environmental production efficiency ranking? Our findings suggest that the nations that have ratified the Kyoto Protocol are more likely to be environmentally production efficient as compared to the nations that have not ratified the Protocol.  相似文献

Routine application of significance tests does not extract the maximum information from environmental data and can lead to misleading conclusions. Reasons leading to this are: a significant result can often be reached merely by collecting enough samples; a statistically significant result is not necessarily practically significant; and reports of the presence or absence of statistically significant differences for multiple tests are not comparable unless identical sample sizes are used. These problems are demonstrated by application to pH data for grazed and retired fields, and by discussion of significance tests used in recent US regulations for groundwater quality. The advantages of equivalence tests, where the tester must state the difference of practical difference, are discussed and applied to the field pH problem. We recommend that environmental managers and scientists pay more attention to statistical power and decide on what is a practical difference. Confidence intervals for the size of the differences, accompanied where necessary by equivalence tests, are the preferred means of addressing the question: “is there a difference of practical significance?”  相似文献

However, if we do not understand the long‐term characteristics of hydroclimatic processes, how does one find the prudent and reasonable course needed for water management? We consider this question in light of three aspects of existing and unresolved issues affecting hydroclimatic variability and statistical inference: Hurst‐Kolmogorov phenomena; the complications long‐term persistence introduces with respect to statistical understanding; and the dependence of process understanding on arbitrary sampling choices. These problems are not easily addressed. In such circumstances, humility may be more important than physics; a simple model with well‐understood flaws may be preferable to a sophisticated model whose correspondence to reality is uncertain.  相似文献

This study examined the relationship between environmental concern and ratings of acceptability of environmental impacts among visitors at two national park settings. Based on the concept of a social ecological paradigm shift, it was hypothesized that individuals with greater levels of environmental concern are less accepting of environmental impacts in national parks than individuals with lesser degrees of concern. Sample data came from Cape Lookout National Seashore (N=392) and Moores Creek National Battlefield (N=236), two national park units in the south-eastern U.S.A. Environmental concern was measured by the New Ecological Paradigm scale. Acceptability was measured by visitor responses to 25 items covering different types of environmental park impacts. Analysis of variance and Tukey's means comparison procedure were used to test for differences between groups defined by levels of environmental concern on impact acceptability. Significant relationships were found between environmental concern and 15 of the 25 specific impacts in the Cape Lookout sample and 13 significant relationships were found in the Moores Creek sample. However, the relationships between environmental concern and acceptability varied somewhat across the two samples. These findings suggested that individuals with greater environmental concern were less accepting (or tolerant) of certain types of park impacts, while individuals with lesser degrees of environmental concern were more accepting of certain park impacts. Differences across the study settings were attributed to the different orientations of park visitors between the two national park units and recency effects. While the data reported are preliminary, they should be informative for park management purposes, particularly in the determination of standards for park impacts.  相似文献

While collaborative governance has many benefits for environmental planning and management, those benefits are not politically feasible if they impact on process efficiency. This study assesses collaboration's effect on the duration of water permitting processes, specifically the United States’ Federal Energy Regulatory Commission's hydropower relicensing process. Collaboration was measured using a survey of participants in 24 recent hydropower relicensing processes. A Cox proportional hazards model with mixed effects assessed the relationship between collaboration, regulatory framework, hydropower facility characteristics, and relicensing process duration. Collaboration was not associated with time to license. Instead, process duration depended on the regulatory framework (especially the switch to the Integrated Licensing Process and presence of endangered species) and facility characteristics (generating capacity and facility type). The results suggest that agencies should consider engaging collaboratively during planning and permitting, given that collaboration's benefits to decision quality do not incur a cost on overall process time.  相似文献

/ Current private and public regulatory systems may not provide an optimal degree of regulation for labels bearing environmental information, and established institutions may detract from efforts to provide for better environmental management. The advent of ISO 14000 offers new opportunities for making eco-labeling a meaningful tool to encourage environmental stewardship. While new federal legislation offers the best vehicle to introduce these standards into US law, the slow pace of the legislative process may recommend an alternative system. A method is presented which combines environmental indices and estimates of inputs from various land uses to aid in environmental impact assessments. Unweighted pair/group cluster analyses are used to obtain relationships between easily observable environmental indices, such as vegetation types, soils, and geology, based on their mutual recurrence. These relationships are shown by using an ordination technique which shows the nature of complex impacts on a natural system. Results are used to develop anenvironmental effects sequence diagram based on known scientific and engineering principles and observed natural relationships. The diagram may be used in conjunction with land use data to estimate the possible magnitude of impacts on the pre-existing system which may result from such land use. Several examples are developed which quantify inputs from various land uses and which compare them with environmental inputs including point source and non-point source liquid and atmospheric emmissions, land modifications, and resource consumption. Known average values are used and a separate comparison is made in describing the vast differences between the project phases of construction versus longterm operation. A hypothetical environmental impact assessment is given for a small residential development in Chambers County, Texas, U.S. of A.  相似文献

The author uses two publications, Fighting Poverty in the US and Europe (Alesina and Glaeser) and Poetry magazine, to underscore the important role that educational institutions play in developing a person’s political philosophy and imagination. European nations, for instance, have better funded social welfare programs than the US because their system of public education incorporates more liberal or left-leaning teachings into their standard curricula. The author sees implications for a more intentional approach to education in the US for those who are interested in changing the food system. If American educational institutions viewed their role as producing food competent citizens, he argues, then we would be more successful in addressing obesity, promoting a more sustainable food system, and even reducing poverty. Food system activists, dieticians and nutritionists, parents, and elected officials should take a more aggressive position with educational institutions to develop programs, services, and curricula capable of achieving these ends.  相似文献

Socially Responsible Investing (SRI) has carved out a niche in the financial world, and each year a large number of shareholder proposals are filed at public companies in the US related to issues of corporate social responsibility (CSR). While the primary interests of CSR activists remain distinct from those of traditional corporate governance (CG) activists, the two groups do share an interest in minimizing the risk of negative environmental or social impacts from the operations of the corporation. They also share the objective of achieving transparency and accountability in corporate decision‐making. In relation to this latter objective, they both face similar challenges concerning conflicts of interest among key institutional shareholders. This article examines the record of shareholder proposal filing and voting from 2000–2003 for 81 large US public corporations to determine the relative prominence of CSR shareholder activism and the prospects for effective CSR shareholder activism on key environmental issues. The analysis of these data finds that nearly half (45%) of all shareholder resolutions are related to CSR, and that those resolutions which combine issues of CSR with traditional CG activism appeal to slightly more shareholders than issues of CSR alone. The article also examines shareholder activism at the micro level with a case study of the voting record at ExxonMobil. The article finds that CSR‐related shareholder activism represents the majority of shareholder activism within that firm and that resolutions targeted at climate change are particularly well supported. These resolutions draw a connection between environmental risk and risk to shareholder value. While numerous challenges remain for both CG and CSR activists, the article concludes that reforms that strengthen shareholder rights and corporate governance more generally will also benefit CSR activists and the environmental policies they promote in particular. The article ends with some proposed solutions for addressing the perceived conflicts of interest in corporate governance and the shareholder voting process.  相似文献

Is Amsterdam the “ideal city?” Many of the social, economic, and environmental problems facing Amsterdam are considerably less than those in cities in the USA, and in most cases, Western Europe. Amsterdam, at this moment in history, might be the world's greatest city because of its ability to ensure basic necessities, freedom, and creativity. Tolerance of drugs, sexual freedom, along with the integration of different races helps reduce many of the “social problems” faced by most cities. We have compared, on a per capita basis, differences between Amsterdam/Holland and the USA. The Netherlands is a tiny country, and comparisons are made on a city and per capita numbers at the national level. Our data show that Amsterdam has lower crime, murder, rape, drug usage (cocaine, marijuana), teenage pregnancy, diabetes, obesity, suicide, abortion rates, infant mortality, dependence on fossil fuels, and homelessness, and racial segregation is considerably less. People live longer because of Amsterdam's walkability and bike usage and access to parks. Indeed, the Netherlands leads both Western European and the USA in the proportion of trips made walking and bicycling, with significantly reduced car dependency. Ghettos are nearly non-existent compared with the segregation in the 1940s/1950s. Quality housing is supplied to everyone that gives pride of place compared with the stark, cold, and institutional “projects” provided by the US federal government. Amsterdam leads Western Europe by 35% in social housing, compared with runner-up UK, which has significantly less. The modernism of the 1960s where the poor were warehoused is nearly all gone. People living in Amsterdam seem more tolerant, secure, happier, and healthier compared with citizens in the USA. Great cities provide opportunities for all citizens to enhance their lives and ensure an unrivalled level of freedom. We demonstrate that social and environmental justice are tied together. Amsterdam is by no means perfect, but in comparison with many other democratic industrial cities, it is a far better place for citizens of all races, religions, and incomes.  相似文献

Environmental life cycle assessment (LCA) developed rapidly during the 1990s and has reached a certain level of harmonisation and standardisation. LCA has mainly been developed for analysing material products, but can also be applied to services, e.g. treatment of a particular amount of solid waste. This paper discusses some methodological issues which come into focus when LCAs are applied to solid waste management systems. The following five issues are discussed. (1) Upstream and downstream system boundaries: where is the ‘cradle’ and where is the ‘grave’ in the analysed system? (2) Open-loop recycling allocation: besides taking care of a certain amount of solid waste, many treatment processes also provide additional functions, e.g. energy or materials which are recycled into other products. Two important questions which arise are if an allocation between the different functions should be made (and if so how), or if system boundaries should be expanded to include several functions. (3) Multi-input allocation: in waste treatment processes, different materials and products are usually mixed. In many applications there is a need to allocate environmental interventions from the treatment processes to the different input materials. The question is how this should be done. (4) Time: emissions from landfills will continue for a long time. An important issue to resolve is the length of time emissions from the landfill should be considered. (5) Life cycle impact assessment: are there any aspects of solid waste systems (e.g. the time horizon) that may require specific attention for the impact assessment element of an LCA? Although the discussion centres around LCA it is expected that many of these issues are also relevant for other types of systems analyses.  相似文献

随着快速工业化发展,尤其是新建工业项目"入园进区"的推进,工业园区水污染防治越来越成为工业污染防治的重中之重。本文通过从园区准入、适用标准、管理体系等方面对当前工业园区水污染防治中的问题的梳理,对工业园区系统化的工业园区环境行政管理体系进行探讨,研究建议:在园区设立时,应突出区域上资源、能源、环境三元优化与统一,园区企业入园突出环境准入尤其是有利于园区的生态化与循环化改造;在园区企业水污染防治中,应探索园区企业协同治污的差异化排放标准,建立全过程控制水污染防治路线;在环境管理体制创新中,应以排污许可管理为主线,构建园区环境管理相关方协同的系统管理机制。  相似文献

This research compares environmental volunteering among students in South Korea and the US (n = 3612). Given differing environmental histories of these countries, we explore whether and to what extent volunteer proclivity and intensity varies, and potential factors that explain existing variation. Findings suggest that American students are more likely to volunteer for, and devote time to, environmental causes, while South Korean students differ on socio-economic correlates of such behaviour. In a global society, understanding determinants of environmental volunteer participation is critical to the management of environmental NGOs that are involved in broad-based and participatory planning, educating stakeholders and legitimising environmental advocacy.  相似文献

The European Environment Agency (EEA) is the European Union body dedicated to providing sound, independent information on the environment. It is a major information source for those involved in developing, adopting, implementing and evaluating environmental policy in Europe, and also for the general public. In line with its mandate, the EEA has developed — focused around a set of policy relevant questions — a set of indicators to assess progress in Europe in integrating environmental considerations into the energy sector. Each question is answered through one or more indicators describing the development of the sector in Europe, implications for the environment and links to policy actions. The indicators cover not only the current situation, but also trends and prospects and, most importantly, point to the conditions for change that are needed for progress towards a more sustainable energy policy that benefits the environment. The results of the most recent assessment are presented in this article and show that in many areas of environmental integration there have been some successes, but overall progress to date has been insufficient. Substantial additional action will therefore be required in the future if the European Union is going to move towards a more environmentally sustainable energy system.  相似文献

The method of flow analysis, which is similar to economic input-output analysis, is presented as a means of making flow models of ecological systems more useful to environmental managers. This paper considers as an illustration the extent to which nitrogen fertilizer added toSpartina salt marsh sediments can enhance shellfish growth. Nitrogen flow models of both the Barataria Bay salt marsh complex of coastal Louisiana and the Sippewissett Marsh of western Cape Cod are analyzed. The analysis shows the transfer of added nitrogen to shellfish growth viaSpartina growth, decomposition, and detrital feeding to be considerably less efficient than its transfer toSpartina growth itself. These results are similar for both marsh systems, despite their great physical differences and despite the inclusion of considerably more microbial processing of nitrogen in the Barataria Bay model than in the Sippewissett models. The results suggest that the most efficient mechanism by which added nitrogen could enhance shellfish growth in salt marshes may have to bypass the route through theSpartina life cycle.  相似文献
