In this paper we examine the issues associated with the temporary sheltering and housing of victims after natural disasters in the United States. Specific topics addressed include differential access to shelter and housing aid according to social class, ethnicity and related demographic factors; the relationship between post-disaster shelter and housing and long-term recovery; the role of social support networks in the sheltering of victims; and the implications of the research for the provision of shelter and housing aid after disasters.  相似文献

This paper examines the implications of contemporary conceptions of distributive justice for post-disaster recovery programmes. The question asked in this paper is essentially theoretical: what does a concern with distributive justice entail when developing and evaluating post-disaster recovery programmes? Housing recovery programmes are employed to provide a contextual grounding for the discussion. We present a review of the disaster recovery literature and recent programmes of post-disaster housing recovery to map the ways in which distributive justice have been theorized, interpreted, debated and put into practice. We reflect on what different principles of distributive justice imply for post-disaster recovery programmes in terms of their impact on opportunities for individuals and communities to recover from disasters, and also on their realizing possibilities of advancing justice in the post-disaster society. The paper concludes by outlining a number of dimensions of a pluralist account of distributive justice. Using these dimensions and taking into account tensions within and between them, we attempt to offer a framework for reflecting on and assessing distributive arrangements of disaster recovery programmes.  相似文献

In April 2013, a 7.0?Mw earthquake struck in Lushan County, Sichuan Province, China, causing serious housing damage. Housing reconstruction is a crucial part of disaster recovery, and resident participation has been recognized as a key part of reconstruction success. This paper examined housing reconstruction resident participation in the post-Lushan earthquake period as a multi-stage problem based on multi-stakeholder collaborative perspectives, which covered emergency shelter, temporary housing and permanent housing stages. Multi-stage field research was conducted in the affected areas, and the residents were found to be fully involved in the reconstruction with a ‘high – medium – high' distribution across the three stages. Resident participation experiences were summarized in terms of previous earthquake education, NGO participation and community-based organization functions, and the reasons discussed, such as civic awareness and civic rights. Problems regarding improper reconstruction and cultural conflicts were also examined and valuable suggestions given.  相似文献

The humanitarian sector is increasingly aware of the role that good quality evidence plays in the underpinning of effective and accountable practice. This review addresses the need for reliable evidence by evaluating current knowledge about the intersection of two key outcome targets of post-disaster shelter response: supporting shelter self-recovery and building back safer. Evidence about post-disaster shelter programmes that aim to improve hazard resistance while supporting shelter self-recovery has been systematically analysed and evaluated. Technical support, especially training in safer construction techniques, was found to be a central programme feature, but the impact of this and other programme attributes on building safety was largely not ascertainable. Programme reports and studies lack sufficient detail, especially on the hazard resistance of repaired houses. Accounts of shelter programmes need to include more reliable reporting of key activities and assessment of outcomes, in order to contribute to the growing evidence base in this field.  相似文献

The Indian Ocean tsunami of 2004 galvanized world attention like no other natural disaster before. Unprecedented amounts of aid were given and a record number of international aid agencies were involved in relief and recovery operations. Major reviews of the response to the disaster have suggested that the immediate relief effort was better than expected. However, weaknesses in the longer term recovery work were identified within months of the disaster and yet the same weaknesses were being confirmed four and five years later. Even though many studies have been published on the tsunami disaster there are still many lessons to be learnt, particularly in relation to social recovery as distinct from the restoration of destroyed or damaged infrastructure. This paper presents an overview of the findings of a study that was conducted over a period of four years across five different tsunami-affected local areas of Sri Lanka and southern India. The study focused on lessons to be learnt in relation to rebuilding community, restoring livelihoods, recreating an appropriate tourism industry and providing relevant housing and planned settlements for disaster survivors. The paper argues that ‘build back better’ is possible, but only if ‘asset replacement’ strategies are replaced by integrated physical and social planning to address local needs in culturally appropriate ways. Much of what the authors advocate may seem to be little more than ‘common sense’ and many of our findings echo those of many other post-tsunami evaluations. Yet patient and well-integrated approaches to disaster recovery are all too rare in a world that is experiencing so many natural disasters. Because the 2004 tsunami evoked an unprecedented global response it is important to ensure that the lessons of the recovery effort are clearly learnt and this paper aims to convert research findings into a clear strategy for long-term social recovery.  相似文献

The increasing scale of international intervention in conflict is generating new pressures on the humanitarian community. Increased expenditure on emergency relief, static levels of overseas development aid and subsequent lack of funds for development are dictating that agencies design relief projects that positively effect developmental reconstruction.
This paper examines the provision of shelter for refugees and displaced persons in the Republic of Croatia and identifies ways in which it has encouraged and discouraged sustainable reconstruction. It argues that to promote lasting reconstruction, programmes must focus on saving livelihoods as well as lives, thus minimising the long-term psychological and physical impacts of aid on refugees, displaced persons and host communities.  相似文献

This paper focusses on the housing conditions of the displaced people who were forced to move to West Beirut due to the conflict in Lebanon which started in 1975. With the lack of any emergency housing provision, people have adopted two ways to shelter their families; either by occupying vacant buildings or by squatting on unused land (land squatting).
The study is based on fieldwork undertaken in order to gain a deeper insight into the displaced people's housing conditions. The results of the survey analysis are believed to be common to other displaced people, as has been verified by comparison with the available information in newspaper reports, unpublished documents, and other accounts.
The paper concludes with a reconstruction strategy, composed of two policies. First, a short-term policy which deals with the urgent needs of the people in the place of refuge. Thus mitigation and risk reduction are the aims of this policy. Second, a long-term policy which concentrates on future housing reconstruction; in which economic development, social integration and cultural identity are the basic features.  相似文献

How should one measure the recovery of a locale from a disaster? The measurement is crucial from a public policy and administration standpoint to determine which places should receive disaster assistance, and it affects the performance evaluation of disaster recovery programmes. This paper compares two approaches to measuring recovery: (i) bouncing back to pre‐disaster conditions; and (ii) attaining the counterfactual state. The former centres on returning to normalcy following disaster‐induced losses, whereas the latter focuses on attaining the state, using quasi‐experimental design, which would have existed if the disaster had not occurred. Both are employed here to assess two housing recovery indicators (total new units and their valuations) in Hurricane Katrina‐affected counties (rural and urban). The examination reveals significantly different outcomes for the two approaches: counties have not returned to their pre‐disaster housing conditions, but they do exhibit counterfactual recovery. Moreover, rural counties may not be as vulnerable as assumed in the disaster recovery literature.  相似文献

Temporary housing programmes suffer from excessively high cost, late delivery, poor location, improper unit designs and other inherent issues. These issues can be attributed in part to a prevalence of ad hoc tactical planning, rather than pre-disaster strategic planning, for reconstruction undertaken by governments and non-governmental organisations (NGOs) in the chaotic post-disaster environment. An analysis of the process and outcomes from six case studies of temporary housing programmes after disasters in Turkey and Colombia in 1999, Japan in 1995, Greece in 1986, Mexico in 1985, and Italy in 1976 yields information about the extent to which strategic planning is employed in temporary housing programmes, as well as common issues in temporary housing. Based on an understanding of these common issues, this paper proposes a framework for strategic planning for temporary housing that identifies organisational designs and available resources for temporary housing before the disaster, but allows modifications to fit the specific post-disaster situation.  相似文献

Quantitative assessment of post‐disaster housing recovery is critical to enhancing understanding of the process and improving the decisions that shape it. Nevertheless, few comprehensive empirical evaluations of post‐disaster housing recovery have been conducted, and no standard measurement methods exist. This paper presents a quantitative assessment of housing recovery in Punta Gorda, Florida, United States, following Hurricane Charley of August 2004, including an overview of the phases of housing recovery, progression of recovery over time, alternative trajectories of recovery, differential recovery, incorporation of mitigation, and effect on property sales. The assessment is grounded in a conceptual framework that considers the recovery of both people and place, and that emphasises recovery as a process, not as an endpoint. Several data sources are integrated into the assessment—including building permits, remotely sensed imagery, and property appraiser data—and their strengths and limitations are discussed with a view to developing a standardised method for measuring and monitoring housing recovery.  相似文献

Housing is not only a structure, but also a process tied up with social, cultural, psychological and economic attributes. Following Cyclone Sidr, the Government of Bangladesh has been using ‘build back better’ as a colloquial slogan to push forward the idea of resilience in post-disaster interventions, especially with regard to rebuilding houses. This paper examines how and whether the idea is reflected through the government's post-Sidr housing project at Gabtola. It problematizes the slogan from the accounts of community participation, local practicalities, culture, weather and potential future risks. Based on eight months of ethnographic fieldwork at Gabtola, this research found that the basic attributes of the ‘build back better’ slogan are absent with regard to the housing scheme's cost efficiency, management, livelihoods, public health aspects and tolerance against a super-cyclone. These findings will provide valuable insights into the problems associated with the implementation of post-cyclone public housing programmes in Bangladesh. Such insights can assist public authorities and other relevant organizations and donor agencies in revising and improving their post-disaster housing programmes in the wake of future disasters.  相似文献

The 1994 Northridge, California earthquake has proven to be one of the most costly disasters in United States history. Federal and state assistance programmes received some 681,000 applications from victims for various forms of relief. In spite of the flow of US$11 billion in federal assistance into Los Angeles and Ventura counties, many victims have failed to obtain adequate relief. These unmet needs relate to the vulnerability of particular class and ethnic groups. In response to unmet needs, a number of non-governmental organisations (NGOs) have become involved in the recovery process. This paper, based on evidence collected from hundreds of in-depth interviews with the people involved, examines the activities of several community-based organisations (CBOs) and other NGOs as they have attempted to assist vulnerable people with unmet post-disaster needs. We discuss two small ethnically diverse communities in Ventura County, on the periphery of the Los Angeles metropolitan region. The earthquake and resultant disaster declaration provided an opportunity for local government and NGOs to acquire federal resources not normally available for economic development. At the same time the earthquake created political openings in which longer-term issues of community development could be addressed by various local stakeholders. A key issue in recovery has been the availability of affordable housing for those on low incomes, particularly Latinos, the elderly and farm workers. We discuss the successes and limitations of CBOs and NGOs as mechanisms for dealing with vulnerable populations, unmet needs and recovery issues in the two communities.  相似文献

Participation has long been considered important for post‐disaster recovery. Establishing what constitutes participation in post‐disaster shelter projects, however, has remained elusive, and the links between different types of participation and shelter programme outcomes are not well understood. Furthermore, recent case studies suggest that misguided participation strategies may be to blame for failures. This study analysed 19 shelter projects implemented in the Philippines following Typhoon Haiyan in November 2013 to identify the forms of participation employed. Using fuzzy‐set qualitative comparative analysis, it assessed how household participation in the planning, design, and construction phases of shelter reconstruction led to outcomes of household satisfaction and safe shelter design. Participation was operationalised via eight central project tasks, revealing that the involvement of households in the early planning stages of projects and in construction activities were important for satisfaction and design outcomes, whereas engagement during the design phase of projects had little impact on the selected outcomes.  相似文献

The widespread destruction that follows large‐scale natural disasters, such as Hurricane Katrina in August 2005, challenges the efficacy of traditional temporary housing methods in providing adequate solutions to housing needs. Recognising these housing challenges, the Congress of the United States allocated, in 2006, USD 400 million to the Department of Homeland Security to support Alternative Housing Pilot Programs, which are intended to explore the possibilities of providing permanent and affordable housing to displaced families instead of traditional temporary housing. This paper presents a new methodology and optimisation model to identify the optimal configurations of post‐shelter housing arrangements to maximise the overall net socioeconomic benefit. The model is capable of quantifying and optimising the impacts of substituting temporary housing with alternative housing on the social and economic welfare of displaced families as well as the required additional costs of doing so. An application example is presented to illustrate the use of the model and its capabilities.  相似文献

The idea of pre-impact recovery planning has recently been promoted by researchers and practitioners, but very little research has been done to evaluate its effects on disaster recovery. This study compared two jurisdictions — the city of Los Angeles, California and Taichung county in Taiwan — in their recovery from earthquakes. Although the two cases also differ with respect to variables other than the presence of pre-impact recovery plans, the available data suggest that having a pre-impact recovery plan facilitates housing reconstruction and allows local officials to make more effective use of the window of opportunity after disaster to integrate hazard mitigation into the recovery process.  相似文献

This paper documents the culture‐specific understanding of social capital among Haitians and examines its benefits and downsides in post‐disaster shelter recovery following the 12 January 2010 earthquake. The case study of shelter recovery processes in three socioeconomically diverse communities (Pétion‐Ville, Delmas and Canapé Vert) in Port‐au‐Prince suggests that social capital plays dual roles in post‐disaster shelter recovery of the displaced population in Haiti. On the one hand, it provides enhanced access to shelter‐related resources for those with connections. On the other hand, it accentuates pre‐existing inequalities or creates new inequalities among displaced Haitians. In some cases, such inequalities lead to tensions between the have and have‐nots and instigate violence among the displaced.  相似文献

A number of recent studies on disaster reconstruction have focused on the concept of community resilience and its importance in the recovery of communities from collective trauma. This article reviews the contributions the anthropological literature and the ethnographic case studies of two post‐Hurricane Mitch housing reconstruction sites make to the theorising of community and resilience in post‐disaster reconstruction. Specifically, the article demonstrates that communities are not static or neatly bounded entities that remain constant before, during and after a disaster; rather, communities take on shape and qualities depending on the relationships in which they engage with government agencies and aid organisations before and after disasters. Consequently, the article argues that definitions of community resilience and disaster mitigation programmes must take the emergent and relational nature of communities into account in order to address the long‐term causes and impacts of disasters.  相似文献

Many cities in developing nations have experienced an influx of poor migrants in search of work. This population influx has often been accommodated through land squatting, irregular construction and unauthorised housing. For the urban poor, this has resulted in immediate affordable housing; however, this housing frequently has long-term vulnerability to natural hazards. This article examines the ways in which squatters in Istanbul, Turkey, understand the seismic vulnerability of their unauthorised housing. Distrust of professional engineers and contractors has led Istanbul squatters to believe that self-built housing will not only be less costly but also safer than commercially built housing. The impact of residents' risk perceptions on their vulnerability to natural hazards is examined through a comparison of social attitudes regarding safe housing and the quality of unauthorised construction. This comparison highlights how squatters' risk perceptions necessitate innovative means of reducing vulnerability in unauthorised neighbourhoods of developing cities.  相似文献

The provision of humanitarian aid at times of disaster in multi-ethnic community settings may lead to conflict, tension and even the widening of the distance between various ethnic groups. That aid agencies distribute humanitarian aid directly to affected communities, to speed up recovery, may often lead to chaos and the intensification of ethnic sentiments. The new distribution mechanisms introduced for the delivery of tsunami aid in Ampara District, Sri Lanka, did not recognise local networks and the culture of the ethnically mixed community setting. This paper analyses post-tsunami aid distribution in Ampara and shows how such an extemporised effort in an ethnically cognisant context increased ethnic division, inequality and disorder, while marginalising the poor segments of the affected population. It recommends the inclusion of local networks in aid dissemination as a measure for improving ethnic neutrality and social harmony in disaster-hit multi-ethnic communities.  相似文献

Sustainable redevelopment following disasters has been a main policy objective of post-disaster recovery efforts over the past few decades. Yet, nine years after the 1999 Marmara earthquake in Turkey, the redevelopment of risky housing areas is still a point of debate on the urban planning and disaster mitigation agenda. However, planning studies on mildly and moderately damaged areas located in the centre of Istanbul are ongoing. This article presents the evidence of a pilot project undertaken by Zeytinburnu Municipality, Istanbul, four years after the Marmara earthquake. 2 The aim is to generate a debate on the preconditions required for a sustainable urban regeneration approach in the post-disaster recovery phase. The results of the pilot project underline the importance of capacity building in sustaining social capital, strengthening the legal framework, restructuring planning regulations, and managing the housing redevelopment process by taking advantage of a window of opportunity afforded by the disaster recovery period.  相似文献
