社会主义市场经济体制要求政府职能转变成适合市场经济体制要求的功能,随着产权多元化、企业自主经营为基本内容的经济体制改革促使企业和政府所分离出来的大量社会事务,需要大量的专业人力、物力资源,特殊的运行机制去配置,有大量的工作需要有执行特定社会职能的组织去从事;要实现这一领域里活动的有序进行,需要特定的体制和机制去协调。因此,如何根据社会中介组织的特征把握发展方向,如何对社会中介组织功能进行科学定位,本文进行了论述和研究探索。根据社会中介组织功能定位,发挥其在政府和生产经营单位之间的联结纽带和桥梁的作用。通过研究当前安全生产中介发展过程中存在的现实问题和薄弱环节入手,探寻安全中介技术服务工作的切入点以及有利于安全生产的工作方式和手段,积极推进我国安全生产形势的稳步好转。  相似文献

The research presented in this paper was carried out in four process industry plants in the Netherlands, to identify factors that have the potential to increase safety and reliability while maintaining or improving job satisfaction. The data used were gathered as part of broader trajectories in these firms, aiming at the simultaneous improvement of productivity and safety, while maintaining or improving worker satisfaction. The results show that participative leadership is crucial for combining an increase in safety and reliability with job satisfaction. Participative leadership has a positive effect on job satisfaction and through proper maintenance also on the prevention and absence of disturbances and on the reliability of the production process. The results of this research show the importance of participative leadership for safety, reliability and worker satisfaction, especially during organizational change. Other important factors are operator competences, teamwork, proper handling of variance and disturbances, and proper maintenance. It also confirms that apart from technological factors associated with proper maintenance, people and team related factors are important for increasing safety and reliability in the process industry, especially for being prepared for disturbances and to be able to cope adequately with them.  相似文献

Building on the Job-Strain Theory, we estimated three relationships in a random sample of 201 full-time employed men and women in dual-earner couples interviewed three times over a 2-year period. We first estimated the main effects relationships between change over time in employees' experiences of job demands and job control and change over time in psychological distress. Then we estimated the interaction effects relationship of change in job demands on the relationship between change in job control and change in distress. Finally, we estimated the interaction effects of gender on these relationships. Job control was disaggregated into two conceptually distinct job conditions: skill discretion and decision authority. Controlling for other potentially stressful job conditions such as pay adequacy, job security, and relations with supervisor, as well as trait anxiety (an indicator of negative affectivity), change over time in job demands and skill discretion, but not decision authority, was related to change over time in psychological distress. Equally, for full-time employed women and men in dual-earner couples, if concerns about having to do dull, monotonous work increase over time, distress increases; if concerns about having to work under pressure of time and conflicting demands increase over time, distress increases. Finally, neither average skill discretion nor change over time in skill discretion moderated the relationship between job demands and psychological distress. Thus, at every level of skill discretion, high job demands were related to high distress. © 1997 John Wiley & Sons, Ltd.  相似文献

Although transformational leadership has been investigated in connection with change at higher levels of organizations, less is known about its “in‐the‐trenches” impact. We examined relations among transformational leadership, explicit change reactions (i.e., relationship quality), change frequency, and change consequences (i.e., task performance and organizational citizenship behavior (OCB)) during continuous incremental organizational change at lower hierarchical levels. In a sample of 251 employees and their 78 managers, analyses revealed that the quality of relationships between leaders and employees mediated the influence of transformational leadership on employee task performance and OCB. We also found that change frequency moderated the positive association of relationship quality with task performance and OCB, such that associations were stronger when change frequency was high. I tested hypotheses derived from the agent–system model of justice specifying that, among the different types of justice, interpersonal and informational justice explain the most unique variance in counterproductive work behavior (CWB) directed toward one's supervisor, and procedural justice explains the most unique variance in CWB directed toward one's organization. I also tested whether individuals' desires for revenge against one's supervisor and one's organization mediate certain justice–CWB relationships. Results (N = 424) provided considerable support for the study hypotheses, showing that employees tend to direct their CWB toward the source of perceived mistreatment, and that desires for revenge explain part, but not all, of the relationships between some types of injustice and CWB. Building on the premises of the conservation of resources theory, the aim of this study was to investigate long‐term effects of job resources on vigor among native and immigrant employees in Israel. More specifically, we investigated the effects of baseline and change in job control and supervisor support on change in vigor levels, as well as the degree to which these effects differ among educated native and immigrant employees in Israel. We surveyed 235 white‐collar Eastern European and Russian immigrants and 235 white‐collar native Israelis matched on occupational and demographic characteristics at two points of measurement with a 30‐month time lag. Latent change score modeling revealed that among both immigrants and natives, change in job control was related to change in vigor. Multiple group analyses further revealed that among immigrant employees only, baseline levels of supervisor support were associated with change in vigor. In conclusion, these findings suggest that the utilization of resources as a means of acquiring new resources may be influenced by immigrant background. Managerial implications are discussed. We investigated the effect of financial incentives on performance in a professional organization. Whereas agency theory treats tangible rewards such as money as a potentially powerful motivator for improving performance, the professional control perspective posits that the motivational effects of financial incentives will depend on the intended recipients attitudes toward the incentives relative to their professional values. The study setting was a large network of physician practices that adopted a financial incentive program to improve physician performance in the management of diabetic patients. Consistent with agency theory, performance did improve following the introduction of the incentive. However, consistent with the professional control perspective, physicians' psychologically based attitudes toward the incentive program regarding its impact on their own work autonomy and the importance of the performance goals moderated the effect of the incentive on performance. Study findings indicate that agency theory and professional control are complementary theoretical perspectives for understanding how professionals will respond to the imposition of performance‐related financial incentives. In terms of practice, pay‐for‐performance programs aimed at professional organizations should be designed to take into account the values and goals of an organization's professionals to maximize the effect of financial incentives on performance. Abstract

Objective: The introduction of integrated safety technologies in new car models calls for an improved understanding of the human occupant response in precrash situations. The aim of this article is to extensively study occupant muscle activation in vehicle maneuvers potentially occurring in precrash situations with different seat belt configurations.

Methods: Front seat male passengers wearing a 3-point seat belt with either standard or pre-pretensioning functionality were exposed to multiple autonomously carried out lane change and lane change with braking maneuvers while traveling at 73?km/h. This article focuses on muscle activation data (surface electromyography [EMG] normalized using maximum voluntary contraction [MVC] data) obtained from 38 muscles in the neck, upper extremities, the torso, and lower extremities. The raw EMG data were filtered, rectified, and smoothed. All muscle activations were presented in corridors of mean?±?one standard deviation. Separate Wilcoxon signed ranks tests were performed on volunteers’ muscle activation onset and amplitude considering 2 paired samples with the belt configuration as an independent factor.

Results: In normal driving conditions prior to any of the evasive maneuvers, activity levels were low (<2% MVC) in all muscles except for the lumbar extensors (3–5.5% MVC). During the lane change maneuver, selective muscles were activated and these activations restricted the sideway motions due to inertial loading. Averaged muscle activity, predominantly in the neck, lumbar extensor, and abdominal muscles, increased up to 24% MVC soon after the vehicle accelerated in lateral direction for all volunteers. Differences in activation time and amplitude between muscles in the right and left sides of the body were observed relative to the vehicle’s lateral motion. For specific muscles, lane changes with the pre-pretensioner belt were associated with earlier muscle activation onsets and significantly smaller activation amplitudes than for the standard belt (P?<?.05).

Conclusions: Applying a pre-pretensioner belt affected muscle activations; that is, amplitude and onset time. The present muscle activation data complement the results in a preceding publication, the volunteers’ kinematics and the boundary conditions from the same data set. An effect of belt configuration was also seen on previously published volunteers’ kinematics with lower lateral and forward displacements for head and upper torso using the pre-pretensioner belt versus the standard belt. The data provided in this article can be used for validation and further improvement of active human body models with active musculature in both sagittal and lateral loading scenarios intended for simulation of some evasive maneuvers that potentially occur prior to a crash.  相似文献

The chemical industry has been pivotal to the rapid economic expansion and high standards of living in China. As an important carrier of the chemical industry, China has designated as many as 723 chemical industrial parks (CIPs). Unfortunately, safety concerns have become an obstacle to the sustainability of China's CIPs. Ever since the two devastating hazardous chemical accidents, namely “Tianjin Port 8·12 Explosion” and “Jiangsu 3·21 Explosion,” which occurred in 2015 and 2019 respectively, China has prioritized the safety of CIPs. The smart chemical industrial parks (SCIPs) are considered the optimal strategies toward the goal of sustainable development in China's CIPs. However, there has been a lack of research and subsequent discussion on the role of SCIPs in the forthcoming years. The period between 2020 and 2025 is considered a crucial period for the future development of CIPs and SCIPs in China mainly because the country has released a series of important government documents and national standards (such as “Fourteenth Five-Year (2020–2025) Plan for Hazardous Chemical Safety” and “Guidelines of SCIPs construction”) to promote hazardous chemical safety. With the aim of analyzing the future sustainable development for the construction of SCIPs in China, this paper proposes a systematic methodology in order to conduct an integrated and in-depth review on the standardization construction status (framework with Chinese characteristics, key events, spatial features, and national pilots), future tasks, problems, and sustainable development pathways of China's SCIPs. The method is implemented in accordance with the current scenarios of hazardous chemical safety in China and the latest government documents, regulations, and standards. Furthermore, this study provides basic data and a basis for future studies associated with the safety and sustainability of the SCIPs construction and chemical industry, both within China and in other countries.  相似文献

Abstract

Objective: A test track study was conducted to quantify patterns of adult front seat passenger head motion during abrupt vehicle maneuvers.

Method: Eighty-seven men and women with a wide range of body sizes and ages participated in data collection on a closed test track in a passenger sedan under manual control by a test driver. Because a primary goal of the study was to gather “unaware” data, the participants were instructed that the study was concerned with vehicle dynamics and they were required to read from a questionnaire taped to the top of their thighs as the drive began. The first event was a hard brake (approximately 1 g) to a stop from 35?mph (56 kph). Within the space of approximately 5?min the participants also experienced an aggressive lane change, a sharp right turn with simultaneous hard braking, and a second hard braking event. A Microsoft Kinect v2 sensor was positioned to view the area around the front passenger seat. Head location was tracked using the Kinect data with a novel methodology that fit 3D head scan data to the depth data acquired in the vehicle.

Result: The mean (standard deviation) forward excursion of the estimated head center of gravity (CG) location in the first braking event was 135 (62) mm. The forward head CG excursion in the second braking event of 115 (51) mm was significantly less than that in the first, but the difference was small relative to the within-condition variance. Head excursion on the second braking trial was less than that on the first trial for 69% of participants. The mean maximum inboard head excursion in lane-change maneuvers was 118 (40) mm. Forward head excursions in braking were significantly smaller for older passengers and those with higher body mass index, but the combined factors accounted for less than 25% of the variance. Inboard head excursion in the lane-change event was significantly related to stature, but only about 7% of variance was related to body size. Head excursions for men and women did not differ significantly after accounting for body size.

Discussion: This is the first quantitative occupant dynamics study to use a large, diverse sample of passengers, enabling the exploration of the effects of covariates such as age and body size.

Conclusions: The data demonstrate that a relatively large range of head positions can be expected to result from abrupt vehicle maneuvers. The data do not support simple scaling of excursions based on body size.  相似文献

Abstract

Objective: There are a plethora of child bicycle safety education programs worldwide. However, the content and durations vary widely from program to program and no gold standard has been established. The main objective of this project was to create an inventory of youth bicycle safety education programs and their content, approaches, and age and developmental considerations.

Methods: Methods used to gather program information included web and online database searches, extraction from personal lists, and a widely distributed online survey. A total of 89 programs met inclusion criteria and were reviewed (78 from the United States and 11 from other countries).

Results: Over half (56.2%) of the included programs were not explicitly age specific, meaning that the content was not appropriately designated by age and developmental cut points. Many programs had target age groups, but these were often very wide age ranges (e.g., all elementary school–age children) resulting in content too advanced for the youngest children. Only 12.4% of included programs had published program evaluations and their scientific rigor varied widely. Main results from this inventory revealed a weak evidence base for program effectiveness due to lack of program evaluations. Results also highlighted a need for age, development, and skill-level considerations in youth bicycle education programs.

Conclusions: This study provides a comprehensive list of program components and approaches that can be used as a foundation upon which child bicycle education standards can be evaluated and built, with the long-term goal of increased childhood safety.  相似文献
