ABSTRACT: A mathematical model of agricultural water use and a hydrological and economic simulation model were linked to quantify the economic and hydrological impact of deficit irrigation, increased water application efficiency, and farm storage dams when maintaining an IFR (instream flow requirement) under stochastic water supply conditions. The main finding was that a water conservation policy aimed at reducing the amount of water withdrawn from the river could bring more pressure to bear on stream flow. Water can only be saved if consumptive use is reduced. Increased water application efficiency is detrimental to other users as a result of reduced return flow. The economic cost of maintaining a specific IFR increases with the use of all three strategies as the probability of maintaining the IFR increases. Because of the control that can be exercised over the supply of water, a farm storage dam is the best strategy for minimizing the costs for irrigators. The interaction between water legislation, water policy administration, technology, hydrology, and human value systems necessitates an integrated approach to facilitate water management at catchment level and to formulate policies that will be in the interest of society.  相似文献

ABSTRACT: A modified dynamic programming (DP) approach that is called aggregate state dynamic programming (ASDP) is presented to optimally operate irrigation water delivery systems. ASDP can be applied to multiple reservoir systems without encountering dimensionality problems. In addition, the random nature of water supply and consumptive crop demands can be incorporated into the technique. A case study is presented to display the application of ASDP. Using a sum-of-squared shortages objective, ASDP out performs a traditional separation technique and approaches the theoretical (ideal) optimum. Problem settings that are conducive to the use of ASDP and limitations of the technique are presented.  相似文献

ABSTRACT: An inverse‐simulation approach is used to determine optimal strategies for developing public water‐supply systems in a shallow, coastal aquifer on the outermost arm of the Cape Cod peninsula in Massachusetts. Typically a forward simulation (or “trial and error”) approach is used to find best pumping strategies, but the chances of finding success with this tact diminish as the number of potential options grows large. Well locations and pumping rates are optimized with respect to: (1) providing sufficient water to areas of water‐quality impairment, (2) minimizing impacts to nearby surface waters, (3) preventing saltwater contamination due to overpumping, and (4) minimizing financial cost of well development. Potential well sites and water‐supply scenarios are separated into “politically‐based” and “resource‐based” categories to gain insight into the degree that pre‐existing political boundaries hinder best management practices. The approach provides a promising tool in transboundary water‐resources settings because it allows stakeholders to find solutions that best meet everyone's goals, as opposed to pursuing options that will create conflict, or are less than optimal.  相似文献

ABSTRACT: The possibility of increasing the water supply for irrigation through adoption of more efficient water-application techniques as an alternative to new irrigation projects was studied in an irrigated region of Iran. Excessive water application at the farm level ranks high among the causes of water shortages in the selected region. An empirical analysis of the effect of water-saving technology on the farm operator's net return was made choosing two farms in the region as a case study. The problems facing these farms are common to most farms throughout the country. The results of the budgeting analysis of the selected farms indicated that an improvement in irrigation technique can result in the expansion of water supply and higher marginal value product for water. Comparing the costs of irrigation systems with the net returns resulting from the higher efficiency showed that such an investment is economically feasible.  相似文献

ABSTRACT: A general methodology to study the economics of dual water systems (defined here as a separate distribution system for untreated low quality local surface Water for outdoor municipal water supply) is summarized and the application of the method to a rapidly growing city is presented. In the first step, a cost-benefit criterion for evaluating dual systems is developed. The criterion is then extended to a dynamic case where the population to be served increases with time and where the dual system is allowed to expand. The optimal investment time to introduce the dual water supply project is obtained by maximizing social welfare. The model is applied to the city of West Jordan, Utah, where a dual system is currently being proposed. Model results indicate that for the city as a whole dual supply is not economically feasible. However, when the model is applied to a part of the city, it is found feasible and the optimal time to initiate the project would be in the year 1989.  相似文献

ABSTRACT: Growers in California used several energy and water conservation strategies in response to the drought conditions of 1976 and 1977. The strategies included an increased use of ground water, in creased irrigation efficiencies, and shifts in cropping patterns. Drought-related losses to irrigated agriculture were minimized as a result of these modifications. Some future problems may have been created, however, by obtaining the needed water supplies for 1976–77. These problems include the effects of extensive water pumping on ground water reservoirs and ground subsidence. In addition, reduced water application by less frequent irrigation and changes in irrigation methods may affect the total salt balance for future years. Several conservation strategies that have some potential application in California were identified as: maintaining and augmenting surface water supply, increasing power use efficiencies, and improving irrigation efficiencies. Electricity savings associated with water conservation have been estimated as high as 25 percent. Specific near term actions suggested for facilitating conservation included: an expanded irrigation management system, efficient water deliveries, and a continued effort on the part of the individual growers to use resources during periods of normal rainfall as they were used under drought conditions.  相似文献

Climate variability and population growth have intensified the search internationally for measures to adapt to fluctuations in water supplies. An example can be found in the lower part of the transboundary Tigris‐Euphrates Basin where water shortages in 2008‐2009 resulted in high economic costs to irrigation farmers. Losses to irrigators in the lower basin have made a compelling case to identify flexible methods to adapt to water shortage. Few published studies have systematically examined ways to enhance the flexibility of water appropriation systems to adapt to water shortage. This article addresses an ongoing challenge in water governance by examining how profitability at both the farm and basin levels is affected by various water appropriation systems. Four water appropriation systems are compared for impacts on farm income under each of three water supply scenarios. Results show that a (1) proportional sharing of water shortages among provinces and (2) unrestricted water trading rank as the top two appropriation systems. The shadow price of water for irrigation rises from zero at a full water supply level to US$93/1,000 m3 when supply falls to 20% of full levels. Similar methods could be used to analyze challenges facing the design or implementation of water appropriation systems in the world's irrigated regions.  相似文献

ABSTRACT: Operation of a storage‐based reservoir modifies the downstream flow usually to a value higher than that of natural flow in dry season. This could be important for irrigation, water supply, or power production as it is like an additional downstream benefit without any additional investment. This study addresses the operation of two proposed reservoirs and the downstream flow augmentation at an irrigation project located at the outlet of the Gandaki River basin in Nepal. The optimal operating policies of the reservoirs were determined using a Stochastic Dynamic Programming (SDP) model considering the maximization of power production. The modified flows downstream of the reservoirs were simulated by a simulation model using the optimal operating policy (for power maximization) and a synthetic long‐term inflow series. Comparing the existing flow (flow in river without reservoir operation) and the modified flow (flow after reservoir operation) at the irrigation project, the additional amount of flow was calculated. The reliability analysis indicated that the supply of irrigation could be increased by 25 to 100 percent of the existing supply over the dry season (January to April) with a reliability of more than 80 percent.  相似文献

Quantifying surface water shortages in arid and semiarid agricultural regions is challenging because limited water supplies are distributed over long distances based on complex water management systems constrained by legal, economic, and social frameworks that evolve with time. In such regions, the water supply is often derived in a climate dramatically different from where the water is diverted to meet agricultural demand. The existing drought indices which rely on local climate do not portray the complexities of the economic and legal constraints on water delivery. Nor do these indices quantify the shortages that occur in drought. Therefore, this research proposes a methodological approach to define surface water shortages in irrigated agricultural systems using a newly developed index termed the Surface Water Delivery Index (SWDI). The SWDI can be used to uniformly quantify surface water deficits/shortages at the end of the irrigation season. Results from the SWDI clearly illustrate how water shortages in droughts identified by the existing indices (e.g., SPI and PDSI) vary strongly both within and between basins. Some surface water entities are much more prone to water shortages than other entities based both on their source of water supply and water right portfolios.  相似文献

The loss of phosphorus (P) from land to water is detrimental to surface water quality in many parts of New Zealand and Australia. Farming, especially pasture-based dairying, can be a source of P loss, but preventing it requires a range of fully costed strategies because little or no subsidies are available and the effectiveness of mitigation strategies varies with different farm management systems, topography, stream density, and climate. This paper reviews the cost-effectiveness of mitigation strategies for New Zealand and Australian dairy farms, grouping strategies into (i) management (e.g., decreasing soil test P, fencing streams off from stock, or applying low-water-soluble P fertilizers), (ii) amendments (e.g., alum or red mud [Bauxite residue]), and (iii) edge-of-field mitigations (e.g., natural or constructed wetlands). In general, on-farm management strategies were the most cost-effective way of mitigating P exports (cost range, $0 to $200 per kg P conserved). Amendments, added to tile drains or directly to surface soil, were often constrained by supply or were labor intensive. Of the amendments examined, red mud was cost effective where cost was offset by improved soil physical properties. Edge-of-field strategies, which remove P from runoff (i.e., wetlands) or prevent runoff (i.e., irrigation runoff recycling systems), were generally the least cost effective, but their benefits in terms of improved overall resource efficiency, especially in times of drought, or their effect on other contaminants like N need to be considered. By presenting a wide range of fully costed strategies, and understanding their mechanisms, a farmer or farm advisor is able to choose those that suit their farm and maintain profitability. Further work should examine the potential for targeting strategies to areas that lose the most P in time and space to maximize the cost-effectiveness of mitigation strategies, quantify the benefits of multiple strategies, and identify changes to land use that optimize overall dairy production, but minimize catchment scale, as versus farm scale, nutrient exports.  相似文献

The paper describes an approach towards optimal allocation of surface and ground water resources to three agricultural areas in the Jordan Valley under conditions of scarce water supply. The optimizing model allocates water from three main rivers, each with reservoir storage, and from two ground water sources to three irrigation regions. Productivity of irrigation water, expressed as the net present value of the regional agricultural output, but allowing for crop water deficits, is first maximized using nonlinear programming. The allocation process then adopts techniques of linear programming to determine the least cost alternative based on the unit cost of water from each resource at each destination, as it varies with time.  相似文献

We compared two methods of estimating crop water consumption to assess whether remote sensing techniques provide consumptive use (CU) estimates commensurate with conventional methods. Using available historical satellite and meteorological data, we applied Mapping EvapoTranspiration at high Resolution using Internalized Calibration (METRIC) to 317,455 ha in the South Platte basin, in northeastern Colorado, for the 2001 irrigation season. We then compared these derived CU estimates with values calculated by using the Colorado Water Conservation Board's South Platte Decision Support System StateCU model. Evaluating the data by irrigation ditch service area, we disaggregated the output to allow for comparison by service area size, crop type, irrigation method, water supply source, and water availability. We concluded that METRIC is a suitable alternative to StateCU in the South Platte basin and could help to identify areas with inhibited crop growth or deficit irrigation practices. In addition, METRIC could be used as a complement to StateCU to refine StateCU model parameters, allowing for more accurate estimates of crop water shortages and groundwater recharge associated with irrigation delivery and application.  相似文献

There is an increasing need to strategize and plan irrigation systems under varied climatic conditions to support efficient irrigation practices while maintaining and improving the sustainability of groundwater systems. This study was undertaken to simulate the growth and production of soybean [Glycine max (L.)] under different irrigation scenarios. The objectives of this study were to calibrate and validate the CROPGRO‐Soybean model under Texas High Plains’ (THP) climatic conditions and to apply the calibrated model to simulate the impacts of different irrigation levels and triggers on soybean production. The methodology involved combining short‐term experimental data with long‐term historical weather data (1951–2012), and use of mechanistic crop growth simulation algorithms to determine optimum irrigation management strategies. Irrigation was scheduled based on five different plant extractable water levels (irrigation threshold [ITHR]) set at 20%, 35%, 50%, 65%, and 80%. The calibrated model was able to satisfactorily reproduce measured leaf area index, biomass, and evapotranspiration for soybean, indicating it can be used for investigating different strategies for irrigating soybean in the THP. Calculations of crop water productivity for biomass and yield along with irrigation water use efficiency indicated soybean can be irrigated at ITHR set at 50% or 65% with minimal yield loss as compared to 80% ITHR, thus conserving water and contributing toward lower groundwater withdrawals. ABSTRACT: Current policies for correcting the problem of irrigation return flow pollution tend to attack the symptoms of the problem, rather than its cause. The present institutional arrangement for allocating irrigation water is seen as the source of the problem. This paper examines the water quality benefits of altering the institutional arrangement to allow for irrigation water transfers through a rental market. It is conceptualized that by creating a water rental market an opportunity cost would be associated with the use of irrigation water such that profit maximizing farmers would be induced to use his water supply more efficiently and rent the surplus to other irrigators, thus reducing return flow pollution. It is shown that a water rental market could increase water quality in the Yakima River in southcentral Washington by 31 percent as well as increase farm incomes and crop production.  相似文献

Participatory irrigation management (PIM) was adopted in Thailand in 2004 to encourage the sustainable use of water in the agricultural sector. The research presented in this paper sought to understand the relationships between public participation, learning, and the implementation of more sustainable water practices through PIM in Thailand. Data was collected through document reviews, observation, informal meetings, and a total of 55 semi‐structured face‐to‐face interviews of local irrigators from two case study regions around the Krasiew Reservoir. Results showed that participating in PIM activities facilitated both instrumental (e.g., water supply and demand data, benefits of on‐time water delivery) and communicative (e.g., reasons for past PIM failure, expectations of fellow farmers) learning among PIM participants. Findings also revealed that social action is fostered through the recognition of human dignity and compassionate communication that instils a sense of ownership and solidarity among irrigators. Sustainable water practices among local farmers were spurred further through learning that the reservoir is a finite water source.  相似文献

ABSTRACT: A model is proposed for allocation of water shortages among competing water uses in the Svarta River basin in Sweden. The three major competing uses in the basin are hydroelectricity generation, irrigation water supply, and urban water supply. Minor uses that impact upon the allocation are minimum river flow requirements for fishlife and for dilution of treated wastewater, and storage level restrictions for recreation purposes in the main storage facility, Lake Sommen. Analysis of the competing demands on the water are modeled through the method-of-weights multiobjective technique using a deterministic mixed-integer optimization formulation. The (0–1) variables in the formulation are required to synthesize the restricted validity of permits for withdrawal of irrigation water from the river and to simulate the complex operating rules of the major regulation facility on the river. Due to the deterministic nature of the formulation, the model is used on a hydrologic scenario basis. Use of the model is demonstrated by application to the Svarta River.  相似文献

Abstract: Agricultural runoff, such as dissolved mineral salts and selenium, creates pronounced downstream impacts to agricultural producers and to wildlife. The ability to manage these problems efficiently depends critically on the institutional pricing structure of irrigation water delivery agencies. An important characteristic of irrigation water delivery is whether irrigators pay per unit of water received or make one payment regardless of the quantity of water received. In this study we compare the effectiveness of agricultural runoff reduction policies in two regions that employ these different water pricing structures. We find that reduction policy is more effective and can be achieved at a lower cost when water is priced on a per unit basis and that growers have greater incentive to act on their own to reduce runoff problems. Operating under a per unit pricing system encourages water conservation and runoff reduction, which creates public benefits that are not achieved under the single-payment, fixed allotment method of irrigation water delivery.  相似文献

ABSTRACT Providing adequate water supplies of good quality is becoming a serious problem in many areas of the United States. Some of the alternatives proposed for meeting the growing shortage of clean-water or cheap-water are reallocation, reuse, and importation. This paper outlines a methodology to assess all of these water supply alternatives by examining the amount and time-staging for development of water sources. In conceptualizing the problem, sources of supply are classified in three categories: primary or base supplies, secondary or effluent supplies, and supplementary or imported supplies. A model of the water system is formulated as a “transportation problem” in linear programming depicting the possible sources of supply which can be used to satisfy the requirements of various water users. The optimizing objective in the model is to minimize the cost of water under various assumptions for operating the system. A case study of the Salt Lake Qty, Utah, area is used to illustrate the application of the model in obtaining optimal water supply allocations for projected future demands. Assessment of alternatives in the study include redistribution of supplies, time-staging of supplies and related treatment facilities, and sensitivity of allocations to changes in costs.  相似文献

ABSTRACT: In this paper a new methodology for estimating conveyance efficiency within irrigation systems is presented. Based on statistical analysis of daily water releases from the source of supply and deliveries to the farmers in an irrigation district in Mexico, a linear model is obtained for estimating conveyance efficiency and two component factors. One of these factors points out the relative importance of the operational losses (i.e., losses due to water management), and the second shows the importance of the fixed losses which can be attributed to the average flow through the canal network without variations. In the last part of this paper, an analysis of the expected benefits and costs accruing from system improvement permits derivation of a decision rule which may be used for analyzing the economic feasibility of lining in-place canals.  相似文献

Irrigation water management is crucial for agricultural production and livelihood security in Morocco as in many other parts of the world. For the implementation of an effective water management, knowledge about farmers' demand for irrigation water is crucial to assess reactions to water pricing policy, to establish a cost-benefit analysis of water supply investments or to determine the optimal water allocation between different users. Previously used econometric methods providing this information often have prohibitive data requirements. In this paper, the Contingent Valuation Method (CVM) is adjusted to derive a demand function for irrigation water along farmers' willingness to pay for one additional unit of surface water or groundwater. An application in the Middle Draa Valley in Morocco shows that the method provides reasonable results in an environment with limited data availability. For analysing the censored survey data, the Least Absolute Deviation estimator was found to be a more suitable alternative to the Tobit model as errors are heteroscedastic and non-normally distributed. The adjusted CVM to derive demand functions is especially attractive for water scarce countries under limited data availability.  相似文献
