ABSTRACT: Use-oriented benefits and treatment costs analysis has been incorporated into a water quality index to show an economically optimized concentration for the treatment of the pollutants and the resulting water quality. This combined water quality index can be used in decisionmaking at the federal and local government levels. Five major pollutants, i.e., coliforms, nitrogen, phosphorus, suspended solids, and detergent, have been considered for the municipal waste water. With each higher level of improvement the treatment costs increase accordingly and the benefits associated with the reuse of this treated waste water will increase too but not for the nutrient removal in agricultural use. The optimal concentration is determined when the marginal costs equal the marginal benefits. The combined water quality index is the combination of the maximum net benefits and the water quality index of the optimized residual concentrations. This water quality index is zero dollars for the Tucson region in this study. The possible reclaimed use of municipal waste water is for agricultural irrigation and recreational lakes for the Tucson region. 相似文献

ABSTRACT: The Oregon Water Quality Index (OWQI) is a single number that expresses water quality by integrating measurements of eight water quality variables (temperature, dissolved oxygen, biochemical oxygen demand, pH, ammonia+nitrate nitrogen, total phosphorus, total solids, and fecal coliform). Its purpose is to provide a simple and concise method for expressing the ambient water quality of Oregon's streams for general recreational use, including fishing and swimming. The OWQI, originally developed in the 1970s, has been updated based upon improved understanding about water quality behavior. This report describes the historical basis of the OWQI and defines the improved design of the present OWQI. The index allows users to easily interpret data and relate overall water quality variation to variations in specific categories of impairment. This report demonstrates the value of the OWQI in presenting spatial and temporal water quality information. The OWQI improves comprehension of general water quality issues, communicates water quality status, and illustrates the need for and effectiveness of protective practices. 相似文献

ABSTRACT: . Under a watershed based approach being examined by the Quebec Ministry of Agriculture to accelerate the adoption of conservation practices, a study on the impacts of agricultural practices on the St. Esprit watershed was initiated in the fall of 1993. The water quality of this 26 km2 intensive agricultural watershed was studied over an 18 month period. Water samples taken at the outlet of the watershed were analyzed for nitrate, phosphate, suspended sediment, and atrazine. Water quality data were analyzed to establish seasonal trends in pollutant concentration and load in the watercourse. Spring snowmelt was identified as a significant period of pollutant material export. All pollutant materials displayed seasonal variability in the export process. Peak pollutant concentrations were associated with high flow events. Mean observed pollutant concentrations did not exceed drinking water quality standards. 相似文献

ABSTRACT: To assure attainment and maintenance of desired water quality levels in our rivers and streams, systematic monitoring must be performed. A preliminary phase of the design of water quality surveillance systems is the specification of sampling frequencies and station locations throughout the basin; that is, the development of an adequate space/time sampling plan. The purpose of this paper is to present some quantitative methods which have been developed to identify candidate sets of sampling frequencies and station locations, and to establish priorities for implementing the different frequencies and locations. These methods are useful in the cost/effectiveness trade-off analyses in surveillance system design, and are based on the surveillance system objective of pollution abatement in which it is desired to detect violations in state-federal water quality standards. A spatial priority measure is developed which is dependent both on the water quality profile in the stream and on the information obtained from monitoring stations located in other reaches. Also, a temporal sampling priority rating is presented which is a measure of the effectiveness of the surveillance system with respect to its ability to detect the violations in the standards. ABSTRACT: The design of monitoring programs often serves as one of the major sources of error or uncertainty in water quality data. Properly designed programs should minimize uncertainty or at least provide a means by which variability can be partitioned into recognizable components. While the design of sampling programs has received recent attention, commonly employed strategies for limnological sampling of lakes may not be completely appropriate for many reservoirs. Based on NES data, reservoirs are generally larger, deeper, and morphologically more complex than natural lakes. Reservoirs also receive a majority of their inflow from a single tributary located a considerable distance from the point of outflow. The result is the establishment of marked physical, biological, and chemical gradients from headwater to dam. The existence of horizontal as well as vertical gradients, and their importance in water quality sampling design were the subject of intensive transect sampling efforts at DeGray Lake, a U.S. Army Corps of Engineers reservoir in southern Arkansas. Data collected were used to partition Variance, identify areas of similarity, and demonstrate how an equitable sampling program might be designed. 相似文献

ABSTRACT: Historically, storm water management programs and criteria have focused on quantity issues related to flooding and drainage system design. Traditional designs were based on large rainfall‐runoff events such as those having two‐year to 100‐year return periods. While these are key criteria for management and control of peak flows, detention basin designs based on these criteria may not provide optimal quality treatment of storm runoff. As evidenced by studies performed by numerous public and private organizations, the water quality impacts of storm water runoff are primarily a function of more frequent rainfall‐runoff events rather than the less frequent events that cause peak flooding. Prior to this study there had been no detailed investigations to characterize the variability of the more frequent rainfall events on Guam. Also, there was a need to develop some criteria that could be applied by designers, developers, and agency officials in order to reduce the impact of storm water runoff on the receiving bodies. The objectives of this paper were three‐fold: (1) characterize the hourly rainfall events with respect to volume, frequency, duration, and the time between storm events; (2) evaluate the rainfall‐runoff characteristics with respect to capture volume for water quality treatment; and (3) prepare criteria for sizing and designing of storm water quality management facilities. The rainfall characterization studies have provided insight into the characteristics of rainstorms that are likely to produce non‐point source pollution in storm water runoff. By far the most significant fmdings are the development of a series of design curves that can be used in the actual sizing of storm water detention and treatment facilities. If applied correctly, these design curves could lead to a reduction of non‐point source pollution to Guam's streams, estuaries, and coastal environments. 相似文献

ABSTRACT: Older inland lake communities in Wisconsin are more likely than many areas to have degraded water supplies. Many home sites are on sandy soils with high water tables and have shallow wells close to their own or a neighbor's septic system. Yet unless major rehabilitation is undertaken, these homes are relatively exempt from local codes and regulations. They also are beyond the application of the federal Clean Drinking Water Act. An Extension education program was created in response to the problem. At a community's request, home drinking water “screening tests” are conducted for at least coliform bacteria, chlorides, and nitrate/nitrite-N. Test results, together with explanations and recommendations are reported at a local meeting. Public response has been positive, and a surprising number of wells appear to be contaminated to some degree. 相似文献

ABSTRACT: As part of its overall system for protecting aquatic systems from unnecessary degradation, the State of Florida provides special protection for water bodies of unusual importance. Such water bodies are designated as “Outstanding Florida Waters” (OFW5). New discharges to OFWs are possible only if certain stringent criteria are met. A new point source direct discharge to an OFW is usually not allowed if it would cause any lowering of ambient water quality. A new indirect discharge (upstream from an OFW boundary) may be allowed only if it would not significantly degrade the OFW. To date, the advantages of the OFW system have clearly outweighed the disadvantages, and OFW designations are helping to protect Florida's most valuable waters from additional degradation. Florida's system could be a useful model for other jurisdictions wanting to provide special protection to special water bodies. 相似文献

ABSTRACT: While the quality of rivers has received much attention, the degradation of small streams in upland areas of watersheds has only recently been recognized as a major problem. A major cause of the problem is increases in nonpoint source pollution that accompany urban expansion. A case study is used to examine the potential for storm water detention as a means of controlling water quality in streams of small watersheds. The storm water management basin, which is frequently used to control increases in discharge rates, can also be used to reduce the level of pollutants in inflow to receiving streams. Data collected on a 148-acre site in Maryland shows that a detention basin can trap as much as 98 percent of the pollutant in the inflow. For the 11 water quality parameters, most showed reductions of at least 60 percent, depending on storm characteristics. 相似文献

ABSTRACT: In 1996, the State of Oregon adopted a water quality standard based on Escherichia coli (E. coli), recognizing E. coli as an indicator of pathogenic potential. The Oregon Department of Environmental Quality (DEQ) began analysis for E. coli that same year. The Oregon DEQ continued collection and analysis of fecal coliform (a prior indicator organism) for data input to bacterial loading models and the Oregon Water Quality Index (OWQI). The OWQI is a primary indicator of general water quality for the Oregon DEQ and the Oregon Progress Board. The objective of this study was to develop a regression relationship between fecal coliform and E. coli. This relationship would fill data gaps and extend water quality models and indicators. Water quality policy is better informed by the ability of these extended water quality models to determine whether water quality meets present or would have met past bacterial standards. Monitoring resources spent on dual bacterial analyses could be conserved. This study also showed that changes to OWQI values (as a result of changing bacterial indicators) were minimal, and corresponded to improved characterization of water quality with respect to pathogenic potential. 相似文献

With the pressure from industries and municipalities to reduce the waste water treatment costs associated with the permit limits needed to attain the goals of the Clean Water Act, attention has turned ways of introducing flexibility into the regulations without sacrificing the water quality goals. Wisconsin is the first state to have adopted a variety of options from which dischargers may choose when meeting their water quality requirements. These options were developed for the express purpose of minimizing the costs and maximizing the flexibility of the point source water quality regulations while ensuring that permitted discharge would not violate the water quality standards. This paper presents five options that the state has made available to dischargers, as well as one the state did not adopt. The conclusion is that a mix of options can substantially increase the flexibility and reduce the costs of meeting water quality standards on effluent limited streams. 相似文献

ABSTRACT: A Visual Perception Test, consisting of photographic slides of water sites, was designed to examine laymen's water quality perceptions. The slides were taken at five water sites where the level of visual pollution was artifically altered by the investigator. Analysis of variance indicated that the water sites were evaluated differently for each of five pollution levels. Increases in water discoloration and the quality of litter were viewed as increases in level of pollution. Laymen not only evaluated visually polluted sites lower for uses such as picnicking, but they also evaluated the quality of the actual water lower. Stepwise multiple regression indicated that a combination of water color, scenic beauty appreciation, quality of the surrounding environment and industry as a pollution source explained 73 percent of the variance in predicting Overall Pollution. Application of factor analysis simplified the variables to an Overall Pollution Factor and a Boating Use Factor. 相似文献

ABSTRACT: This paper describes a methodology for the evaluation of water quality plans analogous to procedures used in flood control planning, where flood damage frequency curves provide the basis for determining flood control benefits. The proposed method uses continuous water quality simulation to develop long term information from which water quality frequency curves can be obtained. This frequency information allows the evaluation of the impact of proposed water quality control plans taking into consideration the variable nature of the water resource. Using treatment costs and other economic indicators of water quality, the frequency information can be used to estimate the cost-effectiveness and economic efficiency of alternative plans. The method is demonstrated in a semi-hypothetical environment; real hydrologic and climatic characteristics are assigned to a hypothetical watershed configuration. Alternative management plans are simulated and analyzed for both physical and economic impacts. The advantages of continuous simulation and its use in water quality planning are explored. 相似文献

ABSTRACT: Activities such as agriculture, silviculture, and mining contribute nonpoint pollution to Alabama's streams through polluted runoff and excessive sedimentation. Highly erodible soils characteristic of the Choctawhatchee‐Pea Rivers watershed, combined with intense rainfall and land use practices, contribute large amounts of sediment to streams. Biological monitoring can reflect the acute impacts of pollutants as well as prolonged effects of habitat alteration, and development of biological criteria is important for the establishment of enforceable laws regarding nonpoint source pollution. Macroinvertebrates were collected from 49 randomly selected sites from first through sixth‐order streams in the Choctawhatchee‐Pea Rivers watershed and were identified to genus level. Thirty‐eight candidate metrics were examined, and an invertebrate community index (ICI) was calibrated by eliminating metrics that failed to separate impaired from unimpaired streams. Each site was scored with those metrics, and narrative scores were assigned based on ICI scores. Least impacted sites scored significantly lower than sites impacted by row crop agriculture, cattle, and urban land uses. Conditions in the watershed suggest that the entire area has experienced degradation through past and current land use practices. An initial validation of the index was performed and is described. ABSTRACT: In 1996, the Big Thompson Watershed Forum (BTWF) was formed “to assess and protect the quality of water” in the Big Thompson Watershed in northern Colorado. However, until 1999, water quality monitoring in the watershed was performed by many state, local, and federal agencies with no coordination among programs and with few efforts toward efficiency, data comparability, or information exchange. To better meet the needs of its stakeholders, the BTWF since 1999 has been actively pursuing the design and implementation of a cooperative water quality monitoring program. The program design involved consensus building among the funding participants, primarily drinking water providers. The final design included 38 parameters to be sampled 15 times per year at 24 stream and canal locations plus two reservoirs. Although the collaborative consensus based approach has been successful for the BTWF, this approach has its drawbacks; most notable among these are the time and labor this approach requires. Also, the BTWF struggled with achieving equal representation of all interests, since those agencies that provided funding had the greatest voice in the final product. While a collaborative approach may not always be best for monitoring program design, it should be appropriate for many watershed organizations that face the common problem of severe financial constraints. 相似文献

ABSTRACT. The objective of this investigation was to determine the selectivity of withdrawal which is possible in southwestern reservoirs. Two stratified flow solutions were examined to test their applicability under field conditions. Although both appeared capable of accurate prediction of the outflow velocity profile, the Bohan-Grace solution, which required less input data, was utilized to predict the chemical constituents of single and simultaneous releases from several southwestern impoundments. Prediction of outflow water quality was within fifteen percent for southwestern reservoirs as shallow as fifty-five feet. The withdrawal layer thickness for the subject Texas impoundments included the entire hypolimnion or epilmnion depending on outlet location. The sensitivity of the velocity profile to seasonal changes, reservoir discharge rate and withdrawal port dimensions also is illustrated. 相似文献

ABSTRACT: Information on raw water quality, treatment process removal efficiency, and distribution system monitoring is essential to the proper management and operation of a water utility system. Microcomputer hardware and software systems using commercially available data base management systems (DBMS) have emerged within the last few years as an effective means of managing, analyzing, and displaying water quality data. Understanding hardware, software, and training requirements is essential to the proper use of these systems. Three types of data base design are common: relational, hierarchical, and network. Only the relational type of data base architecture is widely implemented on microcomputer DBMS. In this paper two examples of the application of DBMS to water utility problems are presented. One example deals with collection and analysis of data concerning the water quality of the Mississippi River. The second example deals with the DBMS as a means of analyzing water quality data in the North Penn Water Authority (NPWA) distribution system. 相似文献

ABSTRACT: Urban runoff contributes to nonpoint source pollution, but there is little understanding of the way that pattern and extent of urbanization contributes to this problem. Indicators of type and density of urbanization and access to municipal services were examined in six urban watersheds in Durham, North Carolina. Principal components analysis (PCA) was used to identify patterns in the distribution of these variables across the urban landscape. While spatial variation in urban environments is not perfectly captured by any one variable, the results suggest that most of the variation can be explained using several variables related to the extent and distribution of urban development. Multiple linear regression models were fit to relate these urbanization indicators to total phosphorus, total kjeldahl nitrogen, total suspended solids, and fecal coliforms. Development density was correlated to decreased water quality in each of the models. Indicators of urbanization type such as the house age, amount of contiguous impervious surface, and stormwater connectivity explained additional variation. In the nutrient models, access to city services was also an important factor. The results indicate that while urbanization density is important in predicting water quality, indicators of urbanization type and access to city services help explain additional variation in the models. 相似文献
