This paper proposed an inexact reverse logistics model for municipal solid waste management systems (IRWM). Waste managers, suppliers, industries and distributors were involved in strategic planning and operational execution through reverse logistics management. All the parameters were assumed to be intervals to quantify the uncertainties in the optimization process and solutions in IRWM. To solve this model, a piecewise interval programming was developed to deal with Min-Min functions in both objectives and constraints. The application of the model was illustrated through a classical municipal solid waste management case. With different cost parameters for landfill and the WTE, two scenarios were analyzed. The IRWM could reflect the dynamic and uncertain characteristics of MSW management systems, and could facilitate the generation of desired management plans. The model could be further advanced through incorporating methods of stochastic or fuzzy parameters into its framework. Design of multi-waste, multi-echelon, multi-uncertainty reverse logistics model for waste management network would also be preferred.  相似文献

Locating an undesirable facility is a sophisticated problem, for the evaluation procedures involve several objectives and the solution to the problem calls for some compromises to be made between probable conflicting criteria. This paper addresses the problem of undesirable facility location selection using the analytic network process (ANP), a multi-criteria decision-making technique. The ANP technique enables us to consider both qualitative and quantitative criteria as well as the interdependencies and feedbacks. A number of criteria (benefits, opportunities, costs and risks) and their sub-criteria are considered for siting a new facility with which this study has dealt. The questions of what criteria would be considered and what the interdependencies between these criteria and their weights would be were discussed and determined via interviews with some competent authorities of the Istanbul Municipality and of two environmental organizations. Four representative locations were evaluated and the most convenient one was selected. This was followed by the sensitivity analyses of the results.  相似文献

The research reported here characterizes municipal solid waste in terms of the quantity produced as a function of time and pre-sorting as well as post-sorting composition in a municipality with 90,000 inhabitants located in Central Brazil. It pursues the objective of identifying the basic strategy of a municipal solid waste management model specific to household waste. It shows that sorted-waste composition, and not raw waste composition, drives reverse logistics. The household waste production rate is 45 tons per day. The research provides data on the base case of progressive annual tipping rates without a diversion target. It goes on to determine a landfill diversion potential of 67 % of domestic waste produced, based on sorted waste composition data. Annual progress indicators required to reach this potential within a chosen timeframe are detailed. Reverse logistics capacity is identified and found sufficient to remove all inert waste items separated at the source. The necessary logistics for biodegradable matter, based on decentralized composting tests, is outlined. The challenge of the municipal administration is identified as the promotion of source separation, and the funds required for this undertaking are shown to derive from the correspondingly reduced landfill maintenance.  相似文献

The private-sector marketplace has identified the reengineering of the structure and management of the supply chain as a great untapped business opportunity. In traditional supply chains poorly structured operational and financial decision making institutionalized the poor management of material resources. This nonoptimized management process results in the generation of impaired material resources, which leads to solid and hazardous waste, as well as additional operating costs throughout the supply chain. The way in which the marketplace is addressing the issue of impaired material resources is by transferring the ownership and liability of impaired resources from the customer back to the supplier. The marketplace is also implicitly saying that the supplier must redesign its products to eliminate/minimize waste, or if the supplier fails to accomplish this goal, the supplier will be forced to absorb the costs associated with managing impaired material resources. The ramifications of this change are truly of historical proportions. The utility of a material resource to create wealth has throughout the centuries almost always required its ownership. Ownership has also denoted that the owner accept any liabilities created by the material resource. This is now all about to change. To support this change, a vastly expanded infrastructure and new management systems will have to be developed. This article shows how to manage the supply chain and impaired material resources. The new system that will operationally and financially manage these changes as well as create new organizational decision-making drivers is Reverse Logistics Management (RLM).  相似文献

The use of post-consumer materials is directly related to reducing the cost of production and extraction of natural resources. Non-recyclable materials are randomly disposed in the environment. Brazil is one of the largest consumers of PET (polyethylene terephthalate) bottles. The purpose of this paper is to describe the opportunities and challenges of the logistics model for post-consumer PET bottle recycling in Brazil, while providing knowledge of its practices along the recycling chain. The results describe the need to educate those directly and indirectly involved in the process; to reduce consumption in order to reduce the amount of waste generated; to structure the post-consumer reverse chain and engage industrial sectors and government, through public policies, to support cleaner technologies along the PET bottle production chain.  相似文献

Although environmental management in Turkey is evolving, its performance needs to be assessed in terms of the extent to which polluters and dischargers are complying with their legal obligations. In spite of this necessity, however, not a single study evaluating the effectiveness of command-and-control strategy of environmental management has been conducted. It is for this reason that it was decided to conduct an analysis of the impact of environmental legislation on a major industrial area in Turkey. Accordingly, Turkish environmental legislation was analyzed, and all relevant obligations and responsibilities of industry are identified. Based upon this appraisal, a questionnaire was prepared and used to conduct interviews in Tuzla, Istanbul. From the results, it can be concluded that environmental compliance performance of industry is low. The total of 92 parameters has been questioned. Fifty-three parameters have been found as satisfactory compliance, whereas 26 parameters have been classified as partial compliance and 13 as unsatisfactory compliance. The most important reason for inadequate performance is the lack of an effective national and local environmental compliance management system. The other leading reasons are found to be low-level environmental consciousness of the people, absence of environmental management system at the sites, inadequacies in environmental subsidies, and insufficiencies in public environmental infrastructure. Four recommendations are made to increase the effectiveness of compliance management: establishing an effective environmental compliance management system, accelerating public investment for environmental infrastructure, developing financial subsidies and incentive schemes for environmental investments, and encouraging voluntary initiatives.  相似文献

How an economically affordable, environmentally effective and socially acceptable municipal solid waste management system can be developed is currently unclear. Considerable research has been carried out on the practical aspects of municipal waste management (i.e. transport, treatment and disposal) and how citizens feel about source separation, recycling, incineration and landfill but the perspective of the waste manager within the context of long term planning is often ignored. In this study, waste managers from 11 different leading-edge European municipal solid waste programs in nine different countries were interviewed. The economic, social, political, environmental, legal and technical factors of their specific programs were explored and analyzed. The transition of municipal solid waste management to urban resources management was observed and key ‘system drivers’ for more sustainable waste management practices were identified. Programs visited were: Brescia (I), Copenhagen (DK), Hampshire (UK), Helsinki (FI), Lahn-Dill-Kreis (D), Malmö (SE), Pamplona (E), Prato (I), Saarbrücken (D), Vienna (A), and Zürich (CH).  相似文献

This study investigated the hospital waste management practices used by eight randomly selected hospitals located in Damanhour City of El-Beheira Governorate and determined the total daily generation rate of their wastes. Physico-chemical characteristics of hospital wastes were determined according to standard methods. A survey was conducted using a questionnaire to collect information about the practices related to waste segregation, collection procedures, the type of temporary storage containers, on-site transport and central storage area, treatment of wastes, off-site transport, and final disposal options. This study indicated that the quantity of medical waste generated by these hospitals was 1.249 tons/day. Almost two-thirds was waste similar to domestic waste. The remainder (38.9%) was considered to be hazardous waste. The survey results showed that segregation of all wastes was not conducted according to consistent rules and standards where some quantity of medical waste was disposed of with domestic wastes. The most frequently used treatment method for solid medical waste was incineration which is not accepted at the current time due to the risks associated with it. Only one of the hospitals was equipped with an incinerator which is devoid of any air pollution control system. Autoclaving was also used in only one of the selected hospitals. As for the liquid medical waste, the survey results indicated that nearly all of the surveyed hospitals were discharging it in the municipal sewerage system without any treatment. It was concluded that the inadequacies in the current hospital waste management practices in Damanhour City were mainly related to ineffective segregation at the source, inappropriate collection methods, unsafe storage of waste, insufficient financial and human resources for proper management, and poor control of waste disposal. The other issues that need to be considered are a lack of appropriate protective equipment and lack of training and clear lines of responsibilities between the departments involved in hospital waste management. Effective medical waste management programs are multisectoral and require cooperation between all levels of implementation, from national and local governments to hospital staff and private businesses.  相似文献

We employed the contingent valuation method to estimate the willingness to pay of the respondents to improve the waste collection system in Dhaka city, Bangladesh. Our objective was to estimate how WTP differs between respondents who received or did not receive door to door waste collection. The methodology consisted of asking people directly about their willingness to pay an additional waste collection service charge to cover the costs of a new waste management project. The mean value of WTP for areas that received waste collection service areas was higher than for residents of areas that did not but the difference was not statistically significant. The aggregate value of WTP of the respondents in Dhaka city was 7.6 million Taka (USD0.1 million).  相似文献

This paper presents an examination of MSW generation and composition in China, providing an overview of the current state of MSW management, an analysis of existing problems in MSW collection, separation, recycling and disposal, and some suggestions for improving MSW systems in the future. In China, along with urbanization, population growth and industrialization, the quantity of municipal solid waste (MSW) generation has been increasing rapidly. The total MSW amount increased from 31.3 million tonnes in 1980 to 212 million tonnes in 2006, and the waste generation rate increased from 0.50 kg/capita/day in 1980 to 0.98 kg/capita/year in 2006. Currently, waste composition in China is dominated by a high organic and moisture content, since the concentration of kitchen waste in urban solid waste makes up the highest proportion (at approximately 60%) of the waste stream. The total amount of MSW collected and transported was 148 million tonnes in 2006, of which 91.4% was landfilled, 6.4% was incinerated and 2.2% was composted. The overall MSW treatment rate in China was approximately 62% in 2007. In 2007, there were 460 facilities, including 366 landfill sites, 17 composing plants, and 66 incineration plants. This paper also considers the challenges faced and opportunities for MSW management in China, and a number of recommendations are made aimed at improving the MSW management system.  相似文献

This paper analyses some potential security risks, concerning terrorism or more mundane forms of crime, such as fraud, in management of nuclear waste using a PEST scan (of political, economic, social and technical issues) and some insights of criminologists on crime prevention. Nuclear waste arises as spent fuel from ongoing energy generation or other nuclear operations, operational contamination or emissions, and decommissioning of obsolescent facilities. In international and EU political contexts, nuclear waste management is a sensitive issue, regulated specifically as part of the nuclear industry as well as in terms of hazardous waste policies. The industry involves state, commercial and mixed public–private bodies. The social and cultural dimensions – risk, uncertainty, and future generations – resonate more deeply here than in any other aspect of waste management. The paper argues that certain tendencies in regulation of the industry, claimed to be justified on security grounds, are decreasing transparency and veracity of reporting, opening up invisible spaces for management frauds, and in doing allowing a culture of impunity in which more serious criminal or terrorist risks could arise. What is needed is analysis of this ‘exceptional’ industry in terms of the normal cannons of risk assessment – a task that this paper begins.  相似文献

Contributing elements toward the development of a sustainable solid waste management system in Tucumán, Argentina, are described. Changes in the working environment for the wastepickers have been instrumental in providing a livable wage and diminished health and environmental risks to the wastepickers and to neighboring residents. Income levels to the wastepickers are now approximately 1.75 times minimum wages in Tucumán and are being driven almost entirely by the recycling of plastics. Educational improvements in Tucumán, which are assisting sustainability of the solid waste system, are being significantly improved by the operation of a pilot scale project, by demonstrating opportunities to government officials and school children. Improved financial sustainability to the solid waste management system is also potentially available from carbon credit trading opportunities, presenting the opportunity for 1.2 times the income available from recycling efforts.  相似文献

Summary The Government of Nigeria is increasingly aware of problems emanating from poor environmental sanitation. This awareness has led to various edicts both at the national and state levels on environmental sanitation with particular reference to solid waste management. Such an edict was critically examined for the Kwara State of Nigeria. At a glance, the edict looks impressive and timely, but a closer study reveals many loopholes some of which are outlined. Most important of these, is a failure to consider adequately the full requirements of the population. Many of the facilities needed for effective implementation are also grossly inadequate. Water Quality in Drinking Water Reservoirs of a Megacity, Istanbul   总被引:2,自引:0,他引:2  
Providing clean water at relevant quality and quantity is a challenge that regulatory authorities have to face in metropolitan cities that seem to develop at their limits of sustainability. Istanbul strives to face such a challenge for its population of over 10 million, through six surface water resources. Two approaches of classification for the reservoirs are presented, one based on current regulations and an alternative based on a more detailed classification. The results have shown that nutrient control is the primary issue, and one of the reservoirs has already exceeded the limits of being eutrophic, one is at mesotrophic conditions, and the remaining four are at the limit of being eutrophic, indicating the significance of making the correct decision and taking pertinent measures for management and control. It has been observed that the only mesotrophic resource, which also has the best general quality class, has no industry and a very low population density, whereas the one that is already eutrophic is also the one with the lowest quality class, has the highest population density, and has the greatest percentage of urban land use within its watershed.  相似文献

In the past few decades, solid waste management systems in Europe have involved complex and multi-faceted trade-offs among a plethora of technological alternatives, economic instruments, and regulatory frameworks. These changes resulted in various environmental, economic, social, and regulatory impacts in waste management practices which not only complicate regional policy analysis, but also reshape the paradigm of global sustainable development. Systems analysis, a discipline that harmonizes these integrated solid waste management strategies, has been uniquely providing interdisciplinary support for decision making in this area. Systems engineering models and system assessment tools, both of which enrich the analytical framework of waste management, were designed specifically to handle particular types of problems. Though how to smooth out the barriers toward achieving appropriate systems synthesis and integration of these models and tools to aid in the solid waste management schemes prevalent in European countries still remains somewhat uncertain. This paper conducts a thorough literature review of models and tools illuminating possible overlapped boundaries in waste management practices in European countries and encompassing the pros and cons of waste management practices in each member state of the European Union. Whereas the Southern European Union (EU) countries need to develop further measures to implement more integrated solid waste management and reach EU directives, the Central EU countries need models and tools with which to rationalize their technological choices and management strategies. Nevertheless, considering systems analysis models and tools in a synergistic way would certainly provide opportunities to develop better solid waste management strategies leading to conformity with current standards and foster future perspectives for both the waste management industry and government agencies in European Union.  相似文献

In this study, an interval-parameter fuzzy-robust programming (IFRP) model is developed and applied to the planning of solid waste management systems under uncertainty. As an extension of the existing fuzzy-robust programming and interval-parameter linear programming methods, the IFRP can explicitly address system uncertainties with complex presentations. Parameters in the IFRP model can be represented as interval numbers and/or fuzzy membership functions, such that the uncertainties can be directly communicated into the optimization process and resulting solution. Furthermore, highly uncertain information for the lower and upper bounds of interval parameters that exist due to the complexity of the real world can be effectively handled through introducing the concept of fuzzy boundary interval. Consequently, robustness of the optimization process and solution can be enhanced. Results of the case study indicate that useful solutions for planning municipal solid waste management practices can be generated. They reflect a compromise between optimality and stability of the study system. Willingness to pay higher costs will guarantee the system stability; however, a desire to reduce the costs will run the risk of potential instability of the system. The results also suggest that the proposed hybrid methodology is applicable to practical problems that are associated with highly complex and uncertain information.  相似文献

Although many studies on municipal solid waste management (MSW management) were conducted under uncertain conditions of fuzzy, stochastic, and interval coexistence, the solution to the conventional linear programming problems of integrating fuzzy method with the other two was inefficient. In this study, a fuzzy-stochastic-interval linear programming (FSILP) method is developed by integrating Nguyen's method with conventional linear programming for supporting municipal solid waste management. The Nguyen's method was used to convert the fuzzy and fuzzy-stochastic linear programming problems into the conventional linear programs, by measuring the attainment values of fuzzy numbers and/or fuzzy random variables, as well as superiority and inferiority between triangular fuzzy numbers/triangular fuzzy-stochastic variables. The developed method can effectively tackle uncertainties described in terms of probability density functions, fuzzy membership functions, and discrete intervals. Moreover, the method can also improve upon the conventional interval fuzzy programming and two-stage stochastic programming approaches, with advantageous capabilities that are easily achieved with fewer constraints and significantly reduces consumption time. The developed model was applied to a case study of municipal solid waste management system in a city. The results indicated that reasonable solutions had been generated. The solution can help quantify the relationship between the change of system cost and the uncertainties, which could support further analysis of tradeoffs between the waste management cost and the system failure risk.  相似文献

Local governments in Australia, especially in large urban areas, have faced a challenge of the growing quantity of waste generated and the diminishing space for waste disposal in recent years. The central government has demonstrated the importance of developing strategies to make full environmental costs and impacts of waste disposal and material recovery accountable for waste management decision-making. However, research into this field is limited. This paper investigates environmental accounting practices in local government waste management. From a survey conducted with local government authorities in New South Wales (NSW) Australia, it is found that overall the level of direct waste flow and activity accounting is higher than the level of hidden and external environmental cost accounting, though local governments tend to identify and use more physical information associated with waste flows and activities than relevant monetary information. External environmental impacts of waste disposal are often overlooked and show the lowest level of practices. The survey results also indicate that urban local governments have taken more environmental information into account than rural local governments, but such difference is not significant between local governments of different sizes. The complexity of waste technical services and operations is confirmed to have a positive and significant effect on the level of environmental accounting for waste management across local governments surveyed.  相似文献

A susceptibility indexing method was developed based on vulnerability and quality indices. The contamination susceptibility index (SI) at a given location was calculated by taking the product of the vulnerability index (VI) and the quality index (QI): SI = VI × QI. This method incorporates both hydrogeological and hydrochemical data for a comprehensive index mapping. The DRASTIC index methodology was used for the hydrogeological data evaluations. The quality index calculation procedure based on a water quality classification scheme was introduced to evaluate hydrochemical data. The suggested susceptibility indexing method was applied to the Küçük Menderes river basin located in western Turkey. The susceptibility index map shows both hydrogeological and hydrochemical data related to the contamination problem including areas that should be taken into consideration during water management planning. The index map indicates that the most susceptible groundwater is located along the river channel between Kiraz and Tire towns, in the Selçuk area and along the Fertek stream channel to the north of Torbal? town. The results indicate that the incorporation of both hydrogeological and hydrochemical datasets enables more realistic evaluations than those of an individual dataset to estimate the groundwater contamination susceptibility of an aquifer. The numerical procedure applied could be extended further by including other parameters such as retardation, potential contaminant sources, etc. that affect the water quality in a given basin.  相似文献

Solid waste management in urban areas in Tanzania is examined from a governance point of view. Capitalising on the case of the Dar es Salaam City Council, governance is seen in terms of central–local government relationship and the relationship between local government and international, national, and community institutions and stakeholders. Major impediments to waste management in urban Tanzania include corruption, poor relations between the politicians and the general population, politics of privatisation, and political apathy. Lack of resources is seen as the least important of all the impediments. An evaluation of the governance of waste management with respect to public participation, privatisation, citizen-rights, accountability and transparency and financial efficiency is discussed. Management of solid wastes in Dar es Salaam and other urban centres in Tanzania should shift from command-and-control approaches to systems of partnerships between the public authorities and the various stakeholders on the urban scene. A community-based solid waste management approach is suggested for wider adoption. The strategic approach to this non-conventional method should be carried out through four steps: elaboration, trial, evaluation and extension to other neighbourhoods.  相似文献
