Municipal solid waste management strategies in Turkey 总被引:1,自引:0,他引:1
Municipal solid waste (MSW) is a major environmental problem in Turkey, as in many developing countries. Problems associated with municipal solid waste are difficult to address, but efforts towards more efficient collection and transportation and environmentally acceptable waste disposal continue in Turkey. Although strict regulations on the management of solid waste are in place, primitive disposal methods such as open dumping and discharge into surface water have been used in various parts of Turkey. This study presents a brief history of the legislative trends in Turkey for MSW management. The study also presents the MSW responsibility and management structure together with the present situation of generation, composition, recycling, and treatment. The results show that approximately 25 million ton of MSW are generated annually in Turkey. About 77% of the population receives MSW services. In spite of efforts to change open dumping areas into sanitary landfills and to build modern recycling and composting facilities, Turkey still has over 2000 open dumps. 相似文献

The debate on different waste management practices has become an issue of utmost importance as human activities have overloaded the assimilative capacity of the biosphere. Recent Italian law on solid waste management recommends an increase in material recycling and energy recovery, and only foresees landfill disposal for inert materials and residues from recovery and recycling. A correct waste management policy should be based on the principles of sustainable development, according to which our refuse is not simply regarded as something to eliminate but rather as a potential resource. This requires the creation of an integrated waste management plan that makes full use of all available technologies. In this context, eMergy analysis is applied to evaluate three different forms of waste treatment and construct an approach capable of assessing the whole strategy of waste management. The evaluation included how much investment is needed for each type of waste management and how much "utility" is extracted from wastes, through the use of two indicators: Environmental yield ratio (EYR) and Net eMergy. Our results show that landfill is the worst system in terms of eMergy costs and eMergy benefits. Composting is the most efficient system in recovering eMergy (highest EYR) from municipal solid waste (MSW) while incineration is capable of saving the greatest quantity of eMergy per gram of MSW (highest net eMergy). This analysis has made it possible to assess the sustainability and the efficiency of individual options but could also be used to assess a greater environmental strategy for waste management, considering a system that might include landfills, incineration, composting, etc. 相似文献

This study aimed to determine whether the waste management systems, that are presently applied in affluent countries are appropriate solutions for waste management in less developed regions. For this purpose, three cities (Vienna, Damascus and Dhaka) which differ greatly in their gross domestic product and waste management were compared. The criteria for evaluation were economic parameters, and indicators as to whether the goals of waste management (protection of human health and the environment, the conservation of resources) were reached. Based on case studies, it was found that for regions spending 1-10 Euro capita(-1) year(-1) for waste management, the 'waste hierarchy' of prevention, recycling and disposal is not an appropriate strategy. In such regions, the improvement of disposal systems (complete collection, upgrading to sanitary landfilling) is the most cost-effective method to reach the objectives of solid waste management. Concepts that are widely applied in developed countries such as incineration and mechanical waste treatment are not suitable methods to reach waste management goals in countries where people cannot spend more than 10 Euro per person for the collection, treatment and disposal of their waste. It is recommended that each region first determines its economic capacity for waste management and then designs its waste management system according to this capacity and the goals of waste management. 相似文献

A stochastic robust interval linear programming model (IPRO) was developed for supporting municipal solid waste management under uncertainty. The model improves upon the existing stochastic robust optimization (SRO) and interval linear programming (ILP) methods by allowing evaluations of trade-offs among expected costs, cost variability, and risk of violating relax constraints simultaneously, as well as reflections of complex uncertainties through both interval and stochastic theories. A long-term waste management problem was used to demonstrate the applicability of IPRO model. The results indicated that IPRO normally led to interval solutions, where waste-management alternatives could be generated by adjusting the decision-variable values within their intervals. The model could also help waste managers to identify desired policies that under various environmental, economic, system-feasibility and system-reliability constraints. 相似文献

The Lower Rio Grande Valley (LRGV or Valley) in Texas, facing the big waste management challenge along the US-Mexico border today, is at the crossroads as a result of the rapid population growth, the scarcity of landfill space, the bi-nation's trade impacts, and the illusive goal of environmental sustainability. This paper offers a unique municipal solid waste investigation with regard to both physical and chemical characteristics leading to illuminate the necessary management policies with greater regional relevancy. With multiple sampling campaigns conducted during the spring of 2005, this study holistically summarizes the composition of solid waste, the statistical distribution patterns of key recyclable items, and the heating value in an uncertain environment. Research findings indicate that high fractions of plastics and paper in the waste stream imply a strong potential for energy recovery. Incineration options are thus bolstered by mildly high heating values across 10 cities in this region, which may lead to save land resources required for final disposal and increase electricity generation in the long run. Additional regression analyses further identify the correlation between recyclable items and heating value, which show that current recycling programs permit no obvious negative impacts on the incineration option. Final statistical hypothesis tests for both the Brownsville-Harlingen-San Benito and the McAllen-Edinburg-Mission metropolitan regions help foster consistent management strategies across the Valley regardless of the trivial differences of waste characteristics in between. 相似文献

Between 1996 and 2002, the Swedish import of so-called yellow waste for energy recovery increased. The import mainly consisted of separated wood waste and mixes of used wood and paper and/or plastics that was combusted in district heat production plants (DHPPs). Some mixed waste was imported to waste incineration plants for energy recovery (10% of the import of yellow waste for energy recovery in 2002). The import came primarily from Germany, the Netherlands, Norway, Denmark and Finland. We identified six underlying driving forces for this recent increase of imported waste which are outlined and their interactive issues discussed. --The energy system infrastructure, which enables high energy recovery in Sweden. --The energy taxation, where high Swedish taxes on fossil fuels make relatively expensive solid biofuels the main alternative for base load production of district heat. --The quality of the waste-derived fuels, which has been higher in the exporting countries than in Sweden. --The bans on landfilling within Europe and the shortage of waste treatment capacity. --Taxes on waste management in Europe. --Gate fee differences between exporting countries and Sweden. In the future, the overall strength of these driving forces will probably be weakened. A Swedish tax on waste incineration is being investigated. In other European countries, the ambition to reach the Kyoto targets and increase the renewable electricity production could improve the competitiveness of waste-derived fuels in comparison with fossil fuels. Swedish DHPPs using waste-derived fuels will experience higher costs after the Waste Incineration Directive is fully implemented. The uncertainty about European waste generation and treatment capacity, however, might have a large influence on the future gate fees and thus also on the yellow waste import into Sweden. 相似文献

The paper summarises a literature review into waste management practices across Africa as part of a study to assess methods to reduce carbon emissions. Research shows that the average organic content for urban Municipal Solid Waste in Africa is around 56% and its degradation is a major contributor to greenhouse gas emissions. The paper concludes that the most practical and economic way to manage waste in the majority of urban communities in Africa and therefore reduce carbon emissions is to separate waste at collection points to remove dry recyclables by door to door collection, compost the remaining biogenic carbon waste in windrows, using the maturated compost as a substitute fertilizer and dispose the remaining fossil carbon waste in controlled landfills. 相似文献

Composition and quantity per person of municipal solid waste (MSW) have been analyzed in six municipalities in southern Sweden with similar socio-economic conditions but with different collection systems. Samples of residual waste have been sorted, classified and weighed in 21 categories during 26 analyses that took place from 1998-2004. Collection data of the total waste flow, including source sorted recycling materials, in the same area have been compiled and compared. Multivariate data analyses have been applied. Weight-based billing reduced delivered amounts of residual household waste by 50%, but it is unknown to what extent improper material paths had developed. With curbside collection more metal, plastic and paper packaging was separated and left to recycling. When separate collection of biodegradables was included in the curbside system, the overall sorting of dry recyclables increased. The large uncertainty associated with waste composition analyses makes it difficult to draw strong conclusions regarding the effects on specific recyclables or the changes in the composition of the residual waste. 相似文献

Climate change has become an important political priority in the environmental field, and beyond. To revert the increase in the Earth’s temperature, developed country parties to the Kyoto Protocol committed to limit their greenhouse gas emissions. The 15 Member States that made up the European Community in 1997 have a combined reduction target of 8% in CO2-equivalent emissions in the period 2008–2012 compared to 1990. The role of soil, both as a source and a sink for carbon, is particularly important. How can soil organic matter be maintained or increased? There is no single answer, and a broad range of options need to be explored. Among the different measures proposed, the promotion of organic input on arable land (crop residues, cover crops, farm yard manure, compost, sewage sludge) has been mentioned. The challenge is to ensure that organic wastes of good quality are used to increase soil organic matter in carbon depleted soils and that appropriate monitoring is established. On the waste management front, the European Commission intends to produce guidance for Member States on the management of biowaste that will take into account all related environmental issues, including soil aspects. As for monitoring, the European Commission has put forward legislation according to which Member States would have to identify the areas at risk of soil organic matter decline in their national territory. Such legislation should be regarded as a major step forward for Europe, as it would ensure a high level of soil protection across the Community. This development will have the potential to enable the kind of estimation, measurement or modelling of crop or grazing land management needed for accounting under Article 3.4 of the Kyoto Protocol. 相似文献

Local level waste authorities and their officials directly interact and serve the people on behalf of higher governments. Given the influential positions they have on the quality of life of the citizens, these local waste authorities deserve more attention from researchers. This study throws light on the factors related to local waste management and administrators that have caused waste management failures in three mainland Chinese cities. Based on a survey conducted in 2002-2003, it was found that waste administrators in these cities are not professionally competent in their jobs and they are also not confident in using economic instruments to address waste management issues in their cities. These local waste authorities are generally under-funded, and funding politics has to some extent eroded the incentives to carry out the instructions of higher waste authorities. The community at large also does not respect local waste management work. The residents frequently litter, are unobservant of waste collection times and are unwilling to pay for waste collection service. During the past few decades, construction and demolition (C&D) waste has received increasing attention from construction practitioners and researchers worldwide. A plethora of research regarding C&D waste management has been published in various academic journals. However, it has been determined that existing studies with respect to C&D waste reduction are mainly carried out from a static perspective, without considering the dynamic and interdependent nature of the whole waste reduction system. This might lead to misunderstanding about the actual effect of implementing any waste reduction strategies. Therefore, this research proposes a model that can serve as a decision support tool for projecting C&D waste reduction in line with the waste management situation of a given construction project, and more importantly, as a platform for simulating effects of various management strategies on C&D waste reduction. The research is conducted using system dynamics methodology, which is a systematic approach that deals with the complexity - interrelationships and dynamics - of any social, economic and managerial system. The dynamic model integrates major variables that affect C&D waste reduction. In this paper, seven causal loop diagrams that can deepen understanding about the feedback relationships underlying C&D waste reduction system are firstly presented. Then a stock-flow diagram is formulated by using software for system dynamics modeling. Finally, a case study is used to illustrate the validation and application of the proposed model. Results of the case study not only built confidence in the model so that it can be used for quantitative analysis, but also assessed and compared the effect of three designed policy scenarios on C&D waste reduction. One major contribution of this study is the development of a dynamic model for evaluating C&D waste reduction strategies under various scenarios, so that best management strategies could be identified before being implemented in practice. 相似文献

The concept ‘waste' was assessed, and redefined as ‘an emerged quality of a substance'. A substance or object is qualified a waste when it is not used to its full potential'. Under this paradigm, any process can be used for the transformation of waste to remove this quality label, and the necessity of a systemic approach to the resource and waste management becomes obvious. Any substance, labelled waste or resource, is part of at least one material cycle. Material cycle modelling provides a convenient method of abstraction to present the system alternatives to decision-makers and emphasises the interdependence between the availability and fate of all atomic elements in primary production and waste management. The rearrangement and closing of material cycles, for example, opens the way to eliminate landfills of harmful residues and contributes to the conservation of resources. While the adoption of the new paradigm may lead to dramatic technological development, the consideration, appreciation and adoption of such integrated resource and waste systems by decision-makers must be adequately supported by the apt supply of accessible information on system structure, technology options and effects. To determine the scope of the decision support tool, four images of 2030's waste infrastructure were constructed. Public awareness and attitude were identified as the main parameters that determine the future context, apart from technological development, resource scarcity and final abatement of waste processing residues. 相似文献

This paper identifies six broad groups of drivers for development in waste management. Public health led to the emergence of formalized waste collection systems in the nineteenth century, and remains a key driver in developing countries. Environmental protection came to the forefront in the 1970s, with an initial focus on eliminating uncontrolled disposal, followed by the systematic increasing of technical standards. Today, developing countries seem still to be struggling with these first steps; while climate change is also emerging as a key driver. The resource value of waste, which allows people to make a living from discarded materials, was an important driver historically, and remains so in developing countries today. A current trend in developed countries is closing the loop, moving from the concept of 'end-of-pipe' waste management towards a more holistic resource management. Two underpinning groups of drivers are institutional and responsibility issues, and public awareness. There is no, one single driver for development in waste management: the balance between these six groups of drivers has varied over time, and will vary between countries depending on local circumstances, and between stakeholders depending on their perspective. The next appropriate steps towards developing a sustainable, integrated waste management system will also vary in each local situation. 相似文献

This paper discusses actions aimed at sustainable management of healthcare wastes (HCW) in China, taking into account the current national situation in this field, as well as the requirements deriving from the Stockholm Convention on Persistent Organic Pollutants and the WHO recommendations. By the end of 2005, there were 149 low-standard HCW disposal facilities in operation in China, distributed throughout different areas. According to the National Hazardous Waste and Healthcare Waste Disposal Facility Construction Plan, 331 modern, high-standard, centralized facilities will be built up in China in municipal level cities. Although incineration is still the main technical option for HCW disposal in China, it is expected that, especially for medium and small size facilities, non-incineration technologies will develop quickly and will soon become the main technical option. The basic management needs – both from the point of view of pollution control and final disposal – have been defined, and a system of technical and environmental standards has been formulated and implemented; however, there are still some shortages. This is particularly true when considering the best available techniques and best environmental practices developed under the Stockholm Convention, with which the present technological and managing situations are not completely compliant. In this framework, the lifecycle (from generation to final disposal of wastes) of HCW and holistic approaches (technology verification, facilities operation, environmental supervision, environmental monitoring, training system, financial mechanism, etc.) towards HCW management are the most important criteria for the sustainable and reliable management of HCW in China. 相似文献

The aim of this study is to compare, from an environmental point of view, different alternatives for the management of municipal solid waste generated in the town of Castellón de la Plana (Spain). This town currently produces 207 ton of waste per day and the waste management system employed today involves the collection of paper/cardboard, glass and light packaging from materials banks and of rest waste at street-side containers.The proposed alternative scenarios were based on a combination of the following elements: selective collection targets to be accomplished by the year 2015 as specified in the Spanish National Waste Plan (assuming they are reached to an extent of 50% and 100%), different collection models implemented nationally, and diverse treatments of both the separated biodegradable fraction and the rest waste to be disposed of on landfills.This resulted in 24 scenarios, whose environmental behaviour was studied by applying the life cycle assessment methodology. In accordance with the ISO 14040-44 (2006) standard, an inventory model was developed for the following stages of the waste management life cycle: pre-collection (bags and containers), collection, transport, pre-treatment (waste separation) and treatment/disposal (recycling, composting, biogasification + composting, landfill with/without energy recovery). Environmental indicators were obtained for different impact categories, which made it possible to identify the key variables in the waste management system and the scenario that offers the best environmental behaviour. Although the 2Rs (reduce and reuse) are considered high-priority approaches, there has not been enough quantitative research on effective 2R management. The purpose of this paper is to provide information obtained through the International Workshop in Kyoto, Japan, on 11–13 November 2015, which included invited experts and researchers in several countries who were in charge of 3R policies, and an additional review of 245 previous studies. It was found that, regarding policy development, the decoupling between environmental pressures and economy growth was recognized as an essential step towards a sustainable society. 3R and resource management policies, including waste prevention, will play a crucial role. Approaches using material/substance flow analyses have become sophisticated enough to describe the fate of resources and/or hazardous substances based on human activity and the environment, including the final sink. Life-cycle assessment has also been developed to evaluate waste prevention activities. Regarding target products for waste prevention, food loss is one of the waste fractions with the highest priority because its countermeasures have significant upstream and downstream effects. Persistent organic pollutants and hazardous compounds should also be taken into account in the situation where recycling activities are globally widespread for the promotion of a material-cycling society. 相似文献

A small desk survey was conducted in the spring of 2004 to get an overview on the development of waste research. The survey targeted the last 10 years of waste research at Swedish academic institutions trying to identify the total amount of research and trends over time with regard to issues, volume and distribution over academic disciplines. In the survey, only the theses written at major Swedish universities were considered. All post-graduate theses from major Swedish universities were reviewed. Data were obtained from the homepages and search engines of the various libraries as of May 13 2004. Altogether 90 theses were identified from nine universities, i.e., an average of 1 thesis per University per year. The results of the survey indicate that: (1) the academic waste research is very small in comparison to the R&D performed by the industry; there seems to be a lack of interaction between industry and academia; (2) waste research is slowly getting into established academic environments and gains in quantity and diversion over time; (3) in addition to being driven by environmental protection legislation, there also seems to be emerging more industry interest from a production perspective. 相似文献
