Summary This paper draws the attention to the major threats to nature conservation in Nigeria, and reviews critically the measures adopted for the protection of wildlife. The major problems include habitat degradation (through uncontrolled logging, agricultural projects, industrial plantations, highway and urban development, and exploitation for fuelwood), over-hunting and poachingSteps taken so far to protect wildlife include the creation of one national park and eighteen game reserves, enactment of wildlife laws, signing of international treaties, and manpower development. These measures have however failed to produce the desired effect owing largely to public apathy, low level of funding, inadequate game laws and weak enforcement of existing legal provisions.It is suggested that the Federal Government should intervene more positively in favour of conservation by creating more national parks and assuming joint responsibility with the states for formulating wildlife laws. Furthermore, the role of non-governmental organizations in influencing conservation policies and mobilizing public opinion will be crucial in the difficult years ahead.Dr. P. A. The forests of Nepal, which in the past were at least nominally under the direct control of the state, are today increasingly entrusted to local people in the name of community forestry (CF). CF is considered a successful endeavour in managing forest resources, conserving biodiversity and supplying people with basic economic needs. In order to assess to what extent the two goals of biodiversity conservation and meeting economic needs of people have been integrated through CF, four community forestry user groups (CFUGs) were studied in the Mid-hills ecological zone. Based on a participatory survey and a critical review of the statutes and operational plans of these CFUGs, it was found that integration of biodiversity conservation was still insufficient, and that improvements in the policy and management regimes of CF are necessary to achieve a balance between biodiversity conservation and economic use of the forest resources.  相似文献

Developing nature-based tourism in private lands calls for new mechanisms to consolidate the interests of the tourism industry, visitors, and landowners. This choice experiment study elaborates on the heterogeneity of visitors’ preferences and willingness to pay (WTP) for enhanced forest amenities and ecosystem services. The survey, targeting domestic and foreign tourists visiting the Ruka-Kuusamo area in Finland, considered four attributes: landscape quality, outdoor routes, forest biodiversity, and carbon sequestration. For observed heterogeneity, the visitors were grouped by their attitudes towards forest management. Unobserved heterogeneity in visitors’ choice behaviour and WTP was examined with the latent class model. While most visitors had environmentally friendly attitudes and were willing to pay, especially for enhanced landscape quality and biodiversity, considerable heterogeneity was revealed in terms of three segments with distinctive attitudes, choice behaviour and WTP. The variation in WTP has important implications for the design of a scheme of payments for environmental management.  相似文献

Forests represent more than just a livelihood to many people in developing countries. In Bangladesh, for example, overwhelming poverty and socio-economic pressures have resulted in an unstable situation where intensive pressure on forest resources is having increasingly negative consequences for the population. Some studies have evaluated the benefits of people-oriented forestry activities from an investment, as well as a participant, point of view. In the study area located in the Tangail Forest Division, a total of 11,854 ha of woodlot, 2704 ha of agroforestry and 945 km of strip plantations have been raised in a benefit-sharing program that is inclusive of land encroachers and other economically disadvantaged people. Since 2000-2001, a total of 3716 ha of woodlot, 890 ha of agroforestry and 163 km of strip plantations have been harvested to the benefit of 6326 individuals. Investment analysis indicates that woodlot plantation is not financially viable but agroforestry is the most profitable. These results were somewhat unexpected since initial analysis suggested that the woodlot plantation profit would be greater than, or at least equal to, that of the agroforestry plantation if the number of planted seedlings per unit area was taken into account. The per unit area net present value (NPV) was highest in the agroforestry plantation ($1662) and negative in the woodlot plantation (-$397). The benefit cost ratio (BCR) was also highest in the agroforestry plantation (1.64) and lowest in the woodlot plantation (0.86). This study also showed that some individuals who were formally classified as encroachers have now become vital stakeholders. On average, participants received $800, $1866 and $1327 over the course of 13 years from strip, agroforestry and woodlot plantations, respectively. Average annual return per participant was $62, $144 and $102, respectively, which was in addition to each individual's yearly income. This added income is a significant contribution to monetary resources and improves socio-economic conditions at a grass roots level. Overall then this program can be considered a financial success as a plantation raising strategy. However, despite this financial progress, the program cannot be considered a true form of participatory people-oriented forestry because it shows serious deviations from the original concept or model for participatory people-oriented forestry that is outlined in the project document. These discrepancies are especially notable with regard to (i) beneficiary selection, (ii) gender equity, (iii) professional attitude and corruption, (iv) funding and (v) program approach. However, other countries faced with similar challenges of forest overuse and degradation may adopt this practice for achieving self-reliance and environmental stability.  相似文献

During the last decade, forest certification has gained momentum as a market-based conservation strategy in tropical forest countries. Certification has been promoted to enhance forest management in countries where governance capacities are insufficient to adequately manage natural resources and enforce pertinent regulations, given that certification relies largely on non-governmental organisations and private businesses. However, at present there are few tropical countries with large areas of certified forests. In this study, we conducted semi-structured stakeholder interviews in Ecuador and Bolivia to identify key framework conditions that influence the costs and benefits for companies to switch from conventional to certified forestry operations. Bolivia has a much greater relative area under certified forest management than Ecuador and also significantly more certified producers. The difference in the success of certification between both countries is particularly notable because Bolivia is a poorer country with more widespread corruption, and is landlocked with less access to export routes. Despite these factors, several characteristics of the Bolivian forest industry contribute to lower additional costs of certified forest management compared to Ecuador. Bolivia has stronger government enforcement of forestry regulations a fact that increases the cost of illegal logging, management units are larger, and vertical integration in the process chain from timber extraction to markets is higher. Moreover, forestry laws in Bolivia are highly compatible with certification requirements, and the government provides significant tax benefits to certified producers. Results from this study suggest that certification can be successful in countries where governments have limited governance capacity. However, the economic incentives for certification do not only arise from favourable market conditions. Certification is likely to be more successful where governments enforce forestry laws, provide financial incentives for certified forestry, and provide land tenure security, and where large-scale and vertically integrated forestry operations are commercially feasible. For this reason, at present, there are few developing countries where forest certification is likely to achieve widespread success.  相似文献

Land-use planning using geographic information systems (GIS) commonly emphasizes biophysical spatial data; however planning can be improved by integrating spatial sets of socioeconomic data into the GIS. As an example, we compared a traditional GIS-aided forestry planning protocol that considered only biophysical suitability, with an integrated GIS-aided approach that incorporated both biophysical and socioeconomic suitability. The analyses were conducted for the planning of plantation investments in the Kyaukpadaung Township in the dry zone of central Myanmar. The traditional approach used three biophysical layers for suitability: land use, slope, and accessibility. In contrast, the integrated GIS approach included biophysical suitability data, perceptions and preferences of local villagers towards forestry (social suitability), and quantitative socioeconomic data. The results indicated that the integrated approach provided two principal benefits over the traditional method. First, the integrated method resulted in a more precise idea of suitable sites for plantation investment that could benefit more rural people and also lead to greater investment efficiency. Second, incorporating social preference into the GIS takes into account the crucial element of social capital (viz., social preference), which should lead to higher levels of community acceptance of plantation projects because those plantations would be established on socially suitable land. A second GIS exercise showed how conservation investment decisions could be informed using the integrated method. The results of this study support the idea that GIS-aided planning activities can be enhanced through the incorporation of social data into the analysis. When applicable, spatial data collection efforts for GIS-based planning exercises should incorporate spatial socioeconomic data.  相似文献

Since the United Nations Conference on Environment and Development (UNCED) [1992, Agenda 21: programme of action for sustainable development. United Nations Conference on Environment and Development (UNCED), 3-14 June 1992. Rio de Janeiro, Brazil, 294pp.], the management of information has become central to the management of forest resources. In the cases of North America and Europe, similar issues have been challenging policy makers as they determine the information suitable for monitoring progress towards sustainable forest management (SFM). Using an 'online' survey, this research explored multiple stakeholder perspectives on monitoring and information reporting for SFM in different jurisdictions. The research was based on the premise that an analysis of the variation in stakeholder observations across a range of SFM 'issue areas' could provide valuable insight into the perceived need for SFM-related monitoring and information reporting in the regions of Europe, Canada and the USA. Despite the traditional limitations associated with exploratory survey research, the results indicate a demand for more information on SFM-related issues. The results also highlight the degree to which the perceptions of a sample of stakeholders can differ between Europe, USA and Canada. While these results cannot be generalized beyond the present study, they do suggest that further studies are needed to understand stakeholder perspectives on forestry-related monitoring and information reporting in different jurisdictions.  相似文献

This work reports runoff and soil loss from each of 14 sub-watersheds in a secondary rain forest in south-western Nigeria. The impact of methods of land clearing and post-clearing management on runoff and soil erosion under the secondary forest is evaluated. These data were acquired eighteen years after the deforestation of primary vegetation during the ‘ West bank’ project of the International Institute for Tropical Agriculture (IITA). These data are presented separately for each season; however, statistical analyses for replicates were not conducted due to differences in their past management. Soil erosion was affected by land clearing and tillage methods. The maximum soil erosion was observed on sub-watersheds that were mechanically cleared with tree-pusher/root-rake attachments and tilled conventionally. A high rate of erosion was observed even when graded-channel terraces were constructed to minimize soil erosion. In general there was much less soil erosion on manually cleared than on mechanically cleared sub-watersheds (2.5 t ha−1 yr−1 versus 13.8 t ha−1 yr−1) and from the application of no-tillage methods than from conventionally plowed areas (6.5 t ha−1 yr−1 versus 12.1 t ha−1 yr−1). The data indicate that tillage methods and appropriate management of soils and crops play an important role in soil and water conservation and in decreasing the rate of decline of soil quality.  相似文献

Summary This study examines the organic matter and nutrient levels in soils under a 26-year old cocoa plantation and shifting cultivation farmlands cropped with cassava and maize, in Nigeria. The characteristics of soils under the two contrasting agricultural modes were compared with those of soils under rain forest, in order to infer the differential effects. Relative to the forest levels, the soil organic matter and nutrient levels were not substantially reduced in soils under plantations of cocoa. This is largely because cocoa plantations replicate forest conditions. In contrast, organic matter and nutrient levels were much lower in shifting cultivation farmlands. This is attributable to the fact that the crops of cassava and maize have a low ground cover, they generate relatively small amounts of litter and so do not replicate forest conditions. Measures which might be adopted to conserve soil organic matter and nutrient status during shifting cultivation methods are discussed.Dr A.O. The effectiveness of different conservation policies is debated, but the policies are rarely evaluated quantitatively. A voluntary or 'soft' policy based mainly on education provides information about ecosystems and effects of land use, to encourage conservation action. Swedish forestry relies mainly on soft policy, with substantial resources for education and advice to more than 200,000 forest owners, while legal regulation is weak. Increased retention of broadleaved trees at clear-cutting, with environmental benefits in the conifer-dominated forestry, is important in the policy. We used the Swedish National Forest Inventory to analyse this policy for young forests in southern Sweden. Between 1983-1987 and 1998-2002 the policy had no positive effect on saplings (1.3m tall to 4.9 cm dbh) of birch, oak, beech and other species that mostly decreased in density, due to planting of conifers and browsing by ungulates. However, broadleaved conservation trees (>or=15 cm dbh) increased in density, e.g. to about one oak and six birches per ha in young coniferous forest in 1998-2002. The relative increase in density was higher for large (>or=20 cm dbh) than for small trees (15-20 cm dbh). The density of conservation trees was higher on forestland of high than of low productivity. Thus, the soft conservation policy did not influence regeneration of saplings in this type of forestry system, but large broadleaved trees were increasingly saved at 'clear-cuttings'. Advice and educational programmes probably contributed to this result. A continued increase in conservation trees at harvest may require economical support to forest owners.  相似文献

The central message of this paper is that natural forests have multiple uses and multiple users. The paper describes the crisis in Asian forestry and four failures which lie behind the crisis. The first failure is related to economic policy which has consistently underpriced timber, not accounting for the true cost of replacing the felled trees or the value of non-timber goods and services (including environmental services). The second failure stems from the lack of community involvement in managing forests. The third failure is that of forestry institutions which have not been able to adapt to changes required to meet new challenges — away from timber extraction towards environmental services and social forestry. The fourth failure arises from technological constraints, including difficulties in carrying out long-term research (to cover the 20–40 year time horizon in the forestry sector) and ineffective application of research results. A number of specific suggestions for moving toward sustained yield management in Asia are presented. The sustainable management of forests in Asia is crucial not only for indigenous peoples, the environment and economies of the countries of Asia, but also for the biodiversity and health of the global environment.  相似文献

The potential for off-farm employment (OFE) to contribute significantly to forest conservation in the tropics is a widely held logic among donors, governments, and social scientists. While an aggregate level examination of OFE cases can support this logic, there is disagreement as to the operative aspects of specific linkages and assumptions. This study examines the case of the tea industry in western Uganda, and uses a combination of fieldwork and remote sensing to pursue a more nuanced examination of the role of migration and non-monetary aspects of OFE on forest conservation in both a national park and unprotected forest contexts. Results indicate that the tea industry does serve as an off-farm employer to a limited number of local smallholders but these benefits are offset by the industry's overwhelming dependence on migrant labor which sees OFE as temporary, then seeks to settle locally. There is also evidence that the tea industry is contributing to conservation efforts of Kibale National Park by unintentionally serving as a physical buffer zone, which inhibits both human encroachment on the park and wildlife encroachment on smallholder crops. The latter represents a site-specific phenomenon that holds much potential for future management plans of the area and exemplifies the importance of considering the site-specific circumstances associated with OFE development.  相似文献

International forestry governance is an integral part of the global policy debates on how to prevent deforestation, illicit extraction, and unsustainable timber practices. Africa is an important producer of timber, yet the region is beset by a lack of capacity and other governance challenges in the management of its forestry sector. We employ a network governance analysis to examine the extent to which the evolution and operation of the Forest Stewardship Council (FSC) and la Commission des Forêts d'Afrique Centrale (COMIFAC) have addressed governance challenges. We assess the strengths and weaknesses of these two leading examples of international forestry governance by introducing recent evidence and insights from Africa. We conclude with a policy‐relevant discussion of how the FSC and COMIFAC might enhance authority, legitimacy, and effectiveness and improve forestry governance in Africa and other parts of the world.  相似文献

Summary Ilorin is a city in which there is a great deal of construction work currently taking place. Vast amounts of sand and gravel are transported from the suburbs into the city daily. Lack of planning has led to a misuse of the land, the consequence of which is sediment redistribution. Road surfaces and drains have become buried under sediment. There appears to be a fundamental conflict between the natural drainage network and the artificial drainage system.Over 90 percent of the people in Ilorin are aware of the problem, but they have not, as yet, urged any action, probably because the consequences of sediment redistribution and deposition are comparatively less disastrous than other natural hazards. However, water treatment costs are increasing and regular street maintenance is becoming impossible. There is a general deterioration of the city environment. The Ilorin sediment pollution has even resulted in traffic accidents, especially at T-junctions.This paper examines some of the sources and causes of the sediment and proposes possible solutions to the problem.Dr. R.
