Traditionally, the criteria used to measure conservation success or failure are based on biological factors. Biological factors include changes in the amount of targeted conserved species, biodiversity, and total area conserved. However, conservation efforts are not simply a matter of biological concern; environmental, political, social, and conflict pressures on different scales (ranging from local to global) also have strong influences on the outcome of conservation. These other factors can either pose threats to or enhance conservation, but are not addressed by current criteria. Using a proposed holistic rubric that includes interdisciplinary fields, this paper examines a set of conservation factors on different scales – ranging from local to global – to determine their importance in conservation. The paper analyses positive factor influences with more successful conservation and negative factor influences with less successful, or failed, conservation attempts. Neutral and non‐applicable factor influences are also identified, defined, and ranked as a standardization mechanism. The determination of success changed when the holistic rubric was applied to conservation projects in Costa Rica, Mekong Valley, and Cameroon. In the Costa Rica case study, conservation success for Guanacaste and Talamanca national parks is rated ‘moderately low’. In the case of Mekong Valley, conservation success is rated ‘low’ for Lower Mekong, ‘moderately low’ for Greater Annamites, and ‘low’ for Phong Nha‐Ke Bang national parks. Cameroon's Congo Basin and Sangha Tri‐National conservation efforts are both rated ‘low’, while Dja Faunal is rated ‘very low’. We conclude that if conservation efforts are to attain a high level of success, the strategy for global conservation must move away from the traditional biological approach, which focuses mainly on biological concerns, and embrace a holistic approach, which in addition to biological concerns, addresses environmental, political, social, and conflict pressures, which have strong influences on the outcomes of conservation.  相似文献

Sweden has led the way in Europe in environmental protection, ecologically based technological innovation and social democracy. As new economic and ethnographic realities impact upon it, it faces challenges to its policies and practices long familiar elsewhere in Europe. We report on a study for the Swedish Research Councils in which we examined the national framework and political strategy for sustainable development, and how the strategy is being implemented in Sweden's three major cities and two case-study municipalities. History and tradition, cultural homogeneity and a strong and shared sense between sectors of 'the public good', emerged as very important. Until recently, these have obviated the need for formal links between the environmental, social and economic agendas. They now appear inadequately developed at all levels of governance. Tensions in policy are being played out at the level of the municipality, to which power is highly devolved, and Local Agenda 21, interpreted as project rather than process, seems unequal to the task of integration. We suggest what lessons may be drawn from the Swedish experience if issues of power and trust, leadership and participatory vs representative democracy are to be resolved.  相似文献

Summary In the United Kingdom there is no obvious connection between the Department of the Environment and the Home Office, nor indeed with the Department of Social Security. Yet crime rates are rising and social surveys reveal a drop in support for the institutions of governance-moral, legal and political. Other evidence clearly shows that the income and security of the very poor are declining in relation to the better off. There may well be a link between environmental deprivation, poverty and social alienation. This is not an area where heretofore any British Government has noticeably directed its energies. The UK response to the Rio Agenda 21 contains a proposal to create a Citizens' Environmental Initiative, designed ostensibly to bring sustainability to the grass roots. It now appears that this is to be a largely cosmetic exercise of grant aid to worthy local causes. It does not appear to have addressed significantly the opportunity of linking environmental and social agendas via the medium of locally promoted sustainable development. Yet the divergence efficiency and equality of treatment lies at the heart of the contemporary environmental debate. Proposals to price resource depletion and polluting emissions penalize the poor in the name of environmental efficiency. Unless there is an explicit intertwining of efficiency and equity doctrines, the cause of sustainability is doomed to self-inflicted defeat. According to their enabling legislation and under the various policies that direct their preservation, resources management planning is required in managing National Park Service Areas. In the Pacific Northwest Region of the National Park Service, a resources management planning procedure has been implemented to provide definitive resource management for each park. A multidisciplinary team of scientists and park personnel was assembled in the park and, under a team captain, followed a methodology evaluating not only the impacts of all proposed planning and development activities but also those of all present or proposed resources management programs. Each proposed action or ongoing activity was compared ecologically with ecosystem components. The park's legislative mandates and management objectives were simultaneously compared. Inadequacies in a park's biologic and physical resources data bases were overcome through the multidisciplinary team effort. Because each team member had expert knowledge of a specific ecosystem component, a thorough evaluation of the impact could be made. Adverse impacts of proposed planning or ongoing resources management activities could be eliminated and acceptable alternatives presented in the Resources Management Plan.This process has led to preparation of a Resources Management Plan that points out deficiencies in the biologic and physical data base and programs research projects to provide this information for future planning activities. The plan also provides a budgeting program for present or proposed resources management activity needs for preserving and maintaining the park ecosystems.  相似文献

This paper addresses the challenge of appropriate governance of complexity and diversity in the Dutch national park of Alde Feanen. The issue is how to enhance ecosystem resilience. Our focus relates to a navigable waterway within the park that affects the natural values of the area. The governance assessment tool is used to assess the governance context of the waterway and ecosystem resilience in the area. The study shows that a lack of a long-term integrated vision makes the governance context less supportive. Such a vision could maximize the focus on the resilience of the park's nature and motivate actors to work towards a common future for a concerned area. However, institutional complexity, combined with institutional inertia, is revealed as a hindrance to the quality of governance and shapes a weak ability to adapt the current situation to move towards resilience.  相似文献

This is the second of three articles prepared to explain the Teller County growth management process. As part of an ongoing growth management process in Teller County, Colorado, opportunities and constraints for development and conservation were identified. The scenic mountain county faces a number of issues because of growth. The recognition of those issues has resulted in the goal to direct future growth to the most appropriate and cost-effective places. To determine those places that are best for new development, thorough ecological inventories were conducted for the entire county as well as for the City of Woodland Park area. From these inventories, environmentally sensitive areas were identified. The environmentally sensitive areas were considered constraints in conducting suitability analyses for a variety of potential land uses. The suitability analyses resulted in the identification of opportunities for future growth in Teller County generally as well as the more specific Woodland Park planning area. This is a critical examination of some of the basic concepts that have guided management of parks and related reserves, often termed wildlands. Study is focussed on Rondeau Provincial Park, Ontario, and on concepts such as wilderness, primeval forest, and the Carolinian forest. Deer culling and other management policies and practices have been based upon the idea that the highly valued sassafras, tulip, and other species of the Carolinian forest are decreasing due to browsing. Field mapping and analysis of historic vegetation records indicate that this trend is not in fact occurring. Historic research also reveals difficulties in defining the Carolinian or other perceived types of forest for management purposes. A major reassessment of ideology and management policy and practice seem to be required in Rondeau and other wildlands. Vague or general concepts such as wilderness or preservation should be strongly complemented and supported by more precise statements of objectives, a learning attitude, and experimentation and research. As a result of the technical uncertainties and value judgments frequently involved, management should also be based upon the expressed preferences and continuing involvement of citizens.  相似文献

Maintaining national parks is an integral policy tool to conserve rare habitats. However, because national parks are funded by taxpayers, they must also serve the needs of the general public. Increasingly, and thanks to today's diverse society, there is evidence that this creates challenges for park managers who are pulled in two opposing directions: to conserve nature on the one hand and to meet different visitor expectations on the other. This tension was explored in the Peak District National Park, a rural landscape dominated by heather moorland and sheep farming in Northern England where research was conducted to determine how social class and ethnicity shaped perceptions of the park. Results uncovered that social class played a very strong role in shaping perceptions of this region with 'middle class' respondents reacting far more favourably to the park than people from more working class backgrounds. We observed ethnicity playing a similar role, though our results are less significantly different.  相似文献

This paper examines the assessment of cumulative environmental impacts and the implementation of integrated coastal management within the harbour of Xiamen, China, an urban region in which the coastal zone is under increasing pressure as a result of very rapid economic growth. The first stage of analysis incorporates components of a cumulative effects assessment, including (a) identification of sources of environmental impacts, notably industrial expansion, port development, shipping, waste disposal, aquaculture and coastal construction, (b) selection of a set of valued ecosystem components, focusing on circulation and siltation, water quality, sediment, the benthic community, and mangrove forests, and (c) use of a set of key indicators to examine cumulative impacts arising from the aggregate of human activities. In the second stage of analysis, the paper describes and assesses the development of an institutional framework for integrated coastal management in Xiamen, one that combines policy and planning (including legislative and enforcement mechanisms) with scientific and monitoring mechanisms (including an innovative 'marine functional zoning' system). The paper concludes that the integrated coastal management framework in Xiamen has met all relevant requirements for 'integration' as laid out in the literature, and has explicitly incorporated consideration of cumulative impacts within its management and monitoring processes.  相似文献

This paper examines household livelihoods in highland and lowland communities of the Kali-Khola agricultural watershed in western Nepal on the basis of economic, ecological and social security indicators. Significant differences were found in soil fertility status, pests and diseases management, risk and uncertainties, use of agrochemicals and access to social services. No remarkable variations were found in crop diversification, annual agricultural income and food sufficiency. However, uncertainty and risk in agricultural production is relatively low in highland communities. The findings reveal that agriculture production alone is not a viable livelihood option for agricultural watershed communities in Nepal. The households growing crops with hired labour have relatively sustainable livelihoods in Nepal's agricultural watersheds. Insufficient agricultural land, insufficient working manpower within a family, and lack of access to ecological agricultural services are prime factors in being livelihood insecure in agricultural watershed communities. Therefore, long-term policies and plans need to be developed for the empowerment of local farmers and to support rural livelihoods with adaptable and flexible income-generating strategies, resilient resource management institutions and enhancement of knowledge, skills and social capital.  相似文献

This article presents a new approach to the analysis and management of large-scale societal problems with complex ecological, economic, and social dimensions. The approach is based on the theory of self-organizing systems—complex, open, far-from-equilibrium systems with nonlinear dynamics. A brief overview and comparison of different self-organization theories (synergetics, self-organization theory, hypercycles, and autopoiesis) is presented in order to isolate the key characteristics of such systems.The approach is used to develop an analysis of the landuse controversy in the South Moresby area of the Queen Charlotte Islands, British Columbia, Canada. Critical variables are identified for each subsystem and classified by spatial and temporal scale, and discussed in terms of information content and internal/external origin. Eradication of sea otters, introduction of black-tailed deer, impacts of large-scale clearcut logging, sustainability of the coastal forest industry, and changing relations between native peoples and governments are discussed in detail to illustrate the system dynamics of the South Moresby sociobiophysical system. Finally, implications of the self-organizing sociobiophysical system view for regional analysis and management are identified.  相似文献

Local people's perceptions of planning and management issues were investigated in Prespes Lakes National Park in north-western Greece, 24 years after designation. Ensued conflicts due to lack of local community participation in the designation procedure and in the decision-making process thereafter necessitated this research. Knowledge of the park and its aims, source of information about aims, necessity for works and facilities, attitudes toward certain policies, and effectiveness of administration and management scheme, were studied by means of a questionnaire survey. Respondents were contacted by systematic sampling, which resulted in 201 cases for analysis. Poor knowledge of aims associated with education of people was revealed and the managing authority (the Forest Service) as source of information was mentioned in only one case. Forest recreation facilities and improvement of accessibility were considered of high priority, as means of possible tourism development of the area. A policy of non-intensive agriculture with compensation for loss of income, if the wetlands of the park were in danger, seems acceptable, younger ages accepting it more easily. The need for a new administration and management scheme with the participation of local communities in the decision-making process was revealed, supported mainly by the younger age groups. Finally, the results indicated that the information derived from such research could help managers of protected areas to resolve arising conflicts.  相似文献

Adaptive management is an approach to recurrent decision making in which uncertainty about the decision is reduced over time through comparison of outcomes predicted by competing models against observed values of those outcomes. The National Wildlife Refuge System (NWRS) of the U.S. Fish and Wildlife Service is a large land management program charged with making natural resource management decisions, which often are made under considerable uncertainty, severe operational constraints, and conditions that limit ability to precisely carry out actions as intended. The NWRS presents outstanding opportunities for the application of adaptive management, but also difficult challenges. We describe two cooperative programs between the Fish and Wildlife Service and the U.S. Geological Survey to implement adaptive management at scales ranging from small, single refuge applications to large, multi-refuge, multi-region projects. Our experience to date suggests three important attributes common to successful implementation: a vigorous multi-partner collaboration, practical and informative decision framework components, and a sustained commitment to the process. Administrators in both agencies should consider these attributes when developing programs to promote the use and acceptance of adaptive management in the NWRS.  相似文献

Public visits to parks and protected areas continue to increase and may threaten the integrity of natural and cultural resources and the quality of the visitor experience. Scientists and managers have adopted the concept of carrying capacity to address the impacts of visitor use. In the context of outdoor recreation, the social component of carrying capacity refers to the level of visitor use that can be accommodated in parks and protected areas without diminishing the quality of the visitor experience to an unacceptable degree. This study expands and illustrates the use of computer simulation modeling as a tool for proactive monitoring and adaptive management of social carrying capacity at Arches National Park. A travel simulation model of daily visitor use throughout the Park's road and trail network and at selected attraction sites was developed, and simulations were conducted to estimate a daily social carrying capacity for Delicate Arch, an attraction site in Arches National Park, and for the Park as a whole. Further, a series of simulations were conducted to estimate the effect of a mandatory shuttle bus system on daily social carrying capacity of Delicate Arch to illustrate how computer simulation modeling can be used as a tool to facilitate adaptive management of social carrying capacity.  相似文献

We developed a comprehensive coupling framework with a multi-objective optimization that bridges a water balance model (WBM) and a wetland service model (WSM) to supporting wetland management. The framework was tested for management in Tram Chim National Park (with four wetland zones) where hydro-economic optimization was needed. The framework used (1) a model coupling process bridging WBM and WSM to create a modular hydro-economic model (MHEM), (2) a multi-objective optimization, and (3) an anneal scheduling for scenario optimization. The framework demonstrated its competency in identifying cause–effect/interaction flows (bridges) between WBM and WSM to design MHEM to simulate optimized scenarios; for the case study, the multi-objective optimization was met for all wetland zones. Results suggested a flexible consideration of management scales for optimization, i.e. hydrologic optimization at a zone level and net benefit optimization at a Park level. Our framework is applicable to supporting complex wetland decisions considering multiple objectives.  相似文献

我国正逐步完善以国家公园为主体的自然保护地体系的顶层设计,将国家公园定义为具有国家代表性的"陆域或海域"。但与国外相比,我国现有海洋类自然保护地单个及总体面积都不大,管理上也存在碎块化的问题,没有地域广阔、覆盖更完整生物链的国家海洋公园,离实现海洋生态系统性保护的目标尚有距离。而事实上,我国已经具备相关制度供给,既拥有国际规范支撑,也积累了本国海洋类自然保护地建设的法治成果,只是仍存在一些制度障碍需要克服,需进一步优化、整合原有的海洋类自然保护地体系以匹配新体制。建议明确国家海洋公园的国家公园属性,调整国家公园的监管主体,统筹陆海不同的功能分区,构建中国特色的国家海洋公园管理体制。  相似文献
