The optimal design of multicontaminant industrial water networks according to several objectives is carried out in this paper. The general formulation of the water allocation problem (WAP) is given as a set of nonlinear equations with binary variables representing the presence of interconnections in the network. For optimization purposes, three antagonist objectives are considered: F(1), the freshwater flow-rate at the network entrance, F(2), the water flow-rate at inlet of regeneration units, and F(3), the number of interconnections in the network. The multiobjective problem is solved via a lexicographic strategy, where a mixed-integer nonlinear programming (MINLP) procedure is used at each step. The approach is illustrated by a numerical example taken from the literature involving five processes, one regeneration unit and three contaminants. The set of potential network solutions is provided in the form of a Pareto front. Finally, the strategy for choosing the best network solution among those given by Pareto fronts is presented. This Multiple Criteria Decision Making (MCDM) problem is tackled by means of two approaches: a classical TOPSIS analysis is first implemented and then an innovative strategy based on the global equivalent cost (GEC) in freshwater that turns out to be more efficient for choosing a good network according to a practical point of view.  相似文献

Water pinch analysis (WPA) is a well-established tool for the design of a maximum water recovery (MWR) network. MWR, which is primarily concerned with water recovery and regeneration, only partly addresses water minimization problem. Strictly speaking, WPA can only lead to maximum water recovery targets as opposed to the minimum water targets as widely claimed by researchers over the years. The minimum water targets can be achieved when all water minimization options including elimination, reduction, reuse/recycling, outsourcing and regeneration have been holistically applied. Even though WPA has been well established for synthesis of MWR network, research towards holistic water minimization has lagged behind. This paper describes a new holistic framework for designing a cost-effective minimum water network (CEMWN) for industry and urban systems. The framework consists of five key steps, i.e. (1) Specify the limiting water data, (2) Determine MWR targets, (3) Screen process changes using water management hierarchy (WMH), (4) Apply Systematic Hierarchical Approach for Resilient Process Screening (SHARPS) strategy, and (5) Design water network. Three key contributions have emerged from this work. First is a hierarchical approach for systematic screening of process changes guided by the WMH. Second is a set of four new heuristics for implementing process changes that considers the interactions among process changes options as well as among equipment and the implications of applying each process change on utility targets. Third is the SHARPS cost-screening technique to customize process changes and ultimately generate a minimum water utilization network that is cost-effective and affordable. The CEMWN holistic framework has been successfully implemented on semiconductor and mosque case studies and yielded results within the designer payback period criterion.  相似文献

Scientists often use mathematical models to assess river water quality. However, the application of the models in environmental management and risk assessment is quite limited because of the difficulty of preparing input data and interpreting model output. This paper presents a study that links ArcIMS, a Web-based Geographic Information System (GIS) software to ROUT, a national and regional scale river model which evolved from the US Environmental Protection Agency's Water Use Improvement and Impairment Model, to create a WWW-GIS-based river simulation model called GIS-ROUT. GIS-ROUT is used to predict chemical concentrations in perennially flowing rivers throughout the continental United States that receive discharges from more than 10,000 publicly owned wastewater treatment plants (WWTPs). The WWTP chemical loadings are calculated from per capita per day disposal of product ingredients and the population served by each plant. Each WWTP, containing data on treatment type and influent and effluent flows, is spatially associated with a specific receiving river segment. Based on user defined treatment-type removal rates for a particular chemical, an effluent concentration for each WWTP is calculated and used as input to the river model. Over 360,000 km of rivers are modeled, incorporating dilution and first order loss of the chemical in each river segment. The integration of spatial data, GIS, the WWW, and modeling in GIS-ROUT makes it possible to organize and analyze data spatially, and view results on interactive maps as well as tables and distribution charts. The integration allows scientists and managers in different locations to coordinate and share their estimations for environmental exposure and risk assessments.  相似文献

Geographically‐related information is needed for several elements of an integrated ground water quality management programme, including ground water monitoring planning, prioritization of pollution sources, usage of permits and inspections for source control, and planning and completion of remedial actions. Geographic Information Systems (GISs) can be used to support these elements along with delineating wellhead protection areas (WHPAs), prioritizing existing contaminant sources and evaluating proposed changes in land usage in such areas. Eight case studies of the use of GISs in wellhead protection programmes are summarized, including examples from Rhode Island, Mississippi, New Jersey, New York, Pennsylvania, Kansas, Massachusetts and Texas. Six additional examples are mentioned relative to the use of GISs for evaluating ground water pollution potential, facilitating data analysis for environmental restoration of a large area with numerous waste sites, evaluating trends in ground water nitrate contamination, establishing a national database for ground water vulnerability to agricultural chemicals, simulating water table altitudes from stream and drainage basin locations, and selecting radioactive waste dump sites. The applicability of GISs and their associated advantages in wellhead protection and other ground water management studies are demonstrated via the case studies. The GIS technology provides a unique opportunity for analysing and visualizing spatial data. Contaminant and source prioritization within WHPAs is needed for both extant conditions and in the evaluation of proposed land use changes. The coupling of a GIS with contaminant/source prioritization would provide a strategic tool which could be used to plan targeted ground water monitoring programmes, to identify appropriate management or mitigation measures, minimize introduction of contaminants from existing sources into the subsurface environment, and to evaluate the potential of proposed land use activities for causing ground water contamination. GISs can be useful in providing current information for policy makers, planners and managers engaged in ground water quality decision making.  相似文献

Typical tasks of a river monitoring network design include the selection of the water quality parameters, selection of sampling and measurement methods for these parameters, identification of the locations of sampling stations and determination of the sampling frequencies. These primary design considerations may require a variety of objectives, constraints and solutions. In this study we focus on the optimal river water quality monitoring network design aspect of the overall monitoring program and propose a novel methodology for the analysis of this problem. In the proposed analysis, the locations of sampling sites are determined such that the contaminant detection time is minimized for the river network while achieving maximum reliability for the monitoring system performance. Altamaha river system in the State of Georgia, USA is chosen as an example to demonstrate the proposed methodology. The results show that the proposed model can be effectively used for the optimal design of monitoring networks in river systems.  相似文献

A simple model predicting bathing water concentrations of Escherichia coli from livestock in the Irvine catchment in SW Scotland has been adapted for intestinal enterococci (IE). This has been used to predict risk of bather illness by extrapolation of published data on bather IE exposure vs incidence of gastro-enteritis. Simulated reduction in the risk of illness by reduced faecal loading was multiplied by a willingness to pay for risk reduction to estimate the annual benefits of mitigation. Health benefits of reducing loading by 75% at Irvine Beach were estimated by a willingness to pay method to be about pound 276k pa. Estimated annualised costs of diffuse pollution mitigation measures across the catchment were higher (> pound 1m), and it is very unlikely that 75% mitigation is achievable with current stocking rates. Further work should explore the influence of uncertainty of model parameters, and use emerging epidemiological information on specific zoonotic pathogens such as E. coli O157 and Cryptosporidium. Other components of the value of clean water should also be included to obtain a complete estimate of the cost:benefit of mitigation.  相似文献

Progress toward the goal of restoring integrity to the waters in the United States has been difficult to assess. This difficulty may arise from the type of regulatory policy that has been traditionally used. With the advent of widespread wastewater treatment, the use of a planning approach employing receiving water impact standards may offer a more practical and direct means of defining and assessing integrity. Biological community response is shown to offer an integrated approach to implementing and evaluating water quality management policy. The state of Maine (USA) has revised its water quality law by utilizing biological community response to assess integrity. This law is presented as a model that employs impact measures and a planning approach for the implementation of water quality management policy.  相似文献

Illinois has been operating an ambient water quality network of almost 600 stations for several years. In 1977 changes in program emphasis toward intensive monitoring, the need for improved procedures and quality control in monitoring operations, and the desire to create a single data base of all Illinois State monitoring data, resulted in a redesign of the ambient monitoring program.A unique cooperative program between the Illinois Environmental Protection Agency and the US Geological Survey provides for their monitoring a portion of the network. The Survey provides flow data at most network stations as well as extensive manpower training, equipment, data processing, and program quality control. Informal agreements with other agencies have permitted a great reduction in the monitoring effort required by the Illinois Environmental Protection Agency.  相似文献

Global Earth Observation (GEO) is one of the most important sources of information for environmental resource management and disaster prevention. With budgets for GEO increasingly under pressure, it is becoming important to be able to quantify the returns to informational investments. For this, a clear analytical framework is lacking. By combining Bayesian decision theory with an empirical, stakeholder-oriented approach, this paper attempts to develop such a framework. The analysis focuses on the use of satellite observations for Dutch water quality management in the North Sea. Dutch water quality management currently relies on information from 'in situ' measurements but is considering extending and deepening its information base with satellite observations. To estimate returns to additional investments in satellite observation, we analyze the added value of an extended monitoring system for the management of eutrophication, potentially harmful algal blooms and suspended sediment and turbidity in the North Sea. First, we develop a model to make the potential contribution of information to welfare explicit. Second, we use this model to develop a questionnaire and interpret the results. The results indicate that the expected welfare impact of investing in satellite observation is positive, but that outcomes strongly depend on the accuracy of the information system and the range of informational benefits perceived.  相似文献

Collaboration is an increasingly important approach to dealing with complex environmental challenges. Participation of diverse actors in collaborative processes necessitates attention to the use of different forms of knowledge. We use a multi-case study of governance for water in New Brunswick, Canada, to explore knowledge-related concerns that are prominent in collaborative processes. As is common in other contexts, local or lay (experiential) forms of knowledge appeared to play complementary but ultimately subordinate roles to expert technical and scientific knowledge in the cases. Importantly, we found that the distinction between ‘expert’ and ‘local’ knowledge was not at all clear for the many participants. This study reinforces the importance of designing reflexive and flexible processes for encouraging the active engagement and use of knowledge in collaboration.  相似文献

Water is a critical issue in China for a variety of reasons. China is poor of water resources with 2300m(3) of per capita availability, which is less than 13 of the world average. This is exacerbated by regional differences; e.g. North China's water availability is only about 271m(3) of per capita value, which is only 125 of the world's average. Furthermore, pollution contributes to water scarcity and is a major source for diseases, particularly for the poor. The Ministry of Hydrology [1997. China's Regional Water Bullets. Water Resource and Hydro-power Publishing House, Beijing, China] reports that about 65-80% of rivers in North China no longer support any economic activities. Previous studies have emphasized the amount of water withdrawn but rarely take water quality into consideration. The quality of the return flows usually changes; the water quality being lower than the water flows that entered the production process initially. It is especially important to measure the impacts of wastewater to the hydro-ecosystem. Thus, water consumption should not only account for the amount of water inputs but also the amount of water contaminated in the hydro-ecosystem by the discharged wastewater. In this paper we present a new accounting and analytical approach based on economic input-output modelling combined with a mass balanced hydrological model that links interactions in the economic system with interactions in the hydrological system. We thus follow the tradition of integrated economic-ecologic input-output modelling. Our hydro-economic accounting framework and analysis tool allows tracking water consumption on the input side, water pollution leaving the economic system and water flows passing through the hydrological system thus enabling us to deal with water resources of different qualities. Following this method, the results illustrate that North China requires 96% of its annual available water, including both water inputs for the economy and contaminated water that is ineligible for any uses.  相似文献

Fisheries management is increasingly transitioning towards collaborative governance. Collaborative systems depend on stakeholders’ capacity to design and implement legitimate and scientifically robust management plans within collective action arenas. Here we propose that collaborative governance outcomes, in fisheries management, will benefit from using structured participatory decision making frameworks that enhance deliberative thinking among stakeholders. We tested our approach in the artisanal fishery of Chile, an important producer of marine resources. Recently in 2013, Chile made important changes to fisheries policies by creating multi-sectorial management committees to manage de facto open access fishing areas. We applied a structured decision making framework to inform the restructuring of a management plan within a committee. As a result, we identified goals,objectives and indicators, including social, economic, biological and ecological dimensions; we explored tradeoffs, assessing the relative importance of the objectives; finally, we created scenarios and prioritized alternatives, reflecting on the interplay between self-regulation and government control. Members of the management committee were able to rationalize the different steps of the framework and identify ways forward which highlighted the importance of self-regulation in comparison to central authorities’ control. We concluded that structured decision making promotes spaces for rational analysis of alternatives costs and benefits. Promoting deliberative thinking in fisheries management can improve equity, legitimacy and sustainability of collaborative governance.  相似文献

Water quality modeling is an ideal tool for simulating physical, chemical, and biological changes in aquatic systems. It has been utilized in a number of GIS-based water quality management and analysis applications. However, there is considerable need for a decision-making process to translate the modeling result into an understandable form and thereby help users to make relevant judgments and decisions. This paper introduces a water quality index termed QUAL2E water quality loading index (QWQLI). This new WQI is based on water quality modeling by QUAL2E, which is a popular steady-state model for the water quality of rivers and streams. An experiment applying the index to the Sapgyo River in Korea was implemented. Unlike other WQIs, the proposed index is specifically used for simulated water quality using QUAL2E to mainly reflect pollutant loading levels. Based on the index, an iterative modeling-judgment process was designed to make decisions to decrease input pollutants from pollutant sources. Furthermore, an indexing and decision analysis can be performed in a GIS framework, which can provide various spatial analyses. This can facilitate the decision-making process under various scenarios considering spatial variability. The result shows that the index can evaluate and classify the simulation results using QUAL2E and that it can effectively identify the elements that should be improved in the decision-making process. In addition, the results imply that further study should be carried out to automate algorithms and subsidiary programs supporting the decision-making process.  相似文献

Increasing political effort to improve water quality across the UK and Europe has led to water and sewerage companies investing heavily in high-tech wastewater treatment plants capable of producing high quality effluents. Consequently, amounts of bought-in electricity used for wastewater treatment has and will continue to increase significantly over coming years, while greater provision of enhanced sewage treatment also produces greater volumes of sewage sludge requiring treatment and disposal. Over the same period, tougher controls on the quality of biosolids applied to agricultural land have also been introduced, while there has been an international attempt to reduce the use of fossil-fuel derived power sources because of concerns over global warming. The latter has brought about the introduction of financial instruments, such as the Climate Change Levy, to curb energy use, promote energy efficiency and encourage the development of renewable energy technologies. These factors are set to drive-up the costs of providing adequate sewage treatment services, while at the same time, a tough regulatory line taken to control profits on regional monopolies held by the UK water companies will significantly reduce their revenues over the period 2000-05. The result is that, financially, UK water and sewerage companies face their most challenging period since privatisation in 1989. This paper briefly outlines the current regulations relating to water quality and energy use that will affect water company operations over coming years.  相似文献

To achieve water quality goals and wastewater treatment cost optimisation in a river basin, a water quality management model has been developed through the integration of a genetic algorithm (GA) and a mathematical water quality model. The developed model has been applied to the Youngsan River, where water quality has decreased due to heavy pollutant loads from Kwangju City and surrounding areas. Pollution source, land use, geographic features and measured water quality data of the river basin were incorporated into the Arc/View geographic information system database. With the database, the management model calculated treatment type and treatment cost for each wastewater treatment plant in the river basin. Until now, wastewater treatment policy for polluted rivers in Korea has been, first of all, to construct secondary treatment plants for untreated areas, and secondarily, to construct advanced treatment plants for the river sections whose water quality is impaired and for which the water quality goal of the Ministry of Environment is not met. Four scenarios that do not use the GA were proposed and they were compared with the results of the management model using the GA. It became clear that the results based on the GA were much better than those for the other four scenarios from the viewpoint of the achievement of water quality goals and cost optimisation.  相似文献

Thermal water quality trading is an emerging policy tool that allows thermal polluters to comply with effluent restrictions by paying landowners to plant shade trees. A simulation game was created to help participants understand the structure, dynamics, benefits, and drawbacks of thermal water quality trading markets. Simulation participants negotiate to make trades, and their decisions are entered into a system dynamics model that simulates tree growth and water temperature. A debriefing session allows the participants to discuss outcomes and strategies. The exercise has been performed twice and has proven to be a useful teaching tool. These simulations provided valuable insight into decision-making strategies in thermal water quality trading markets, suggesting decision rules that the researchers used for subsequent model development.  相似文献

Even though there is a global proliferation of cases of ecosystem breakdown under stress, little attention has been given to the development of practical and efficient means for cross-referencing similar cases. It seems essential that a more systematic approach be adopted for the efficient analysis of options in environmental management. This paper presents a frame work for identifying ecosystem dysfunctions and proposes a classification based on stresses and responses, a procedure which does not require a mechanistic knowledge of the causal pathways that lead to environmental degradation. By examining the techniques used in classifying disorders in human medicine, insight is derived, allowing one to treat the ecosystem as a patient. All attempts at distinguishing between pathological and natural response, whether in human or ecosystem medicine, must ultimately be based on context; the significance of a particular condition and appropriate remedial actions must always be viewed in relation to a specific patient.  相似文献

Some of the greatest challenges for managing residential development occur at the interface between the terrestrial and aquatic ecosystems--in a lake's riparian area. Land use planners need a framework they can use to identify development hotspots, areas were the next push for development will most likely occur. Lake riparian development profiles provide a framework for linking ecological and social factors important to development. In a test of this framework in northern Minnesota, researchers identified seven constructs influencing riparian area development: current general development, current housing development, and availability, accessibility, suitability, aesthetics, and proximity to services. Profiles display a lake's value for each construct relative to the range of values for all lakes in the county. Maps, developed using indicators for several constructs, allow us to identify how the factors interact and are dispersed across the landscape. These profiles help policy makers, planners, and managers identify lakes that are potential development hotspots so they can take timely steps to manage development or control the impacts of development.  相似文献
