Riparian buffer zones have been incorporated in land and water management policy for England since 1994, when the Ministry of Agriculture, Fisheries and Food introduced a Water Fringe Option (WFO) as part of a broader habitat conservation scheme. Whilst natural scientists have examined the functioning of riparian buffer zones, understanding of farmers' decision making regarding the adoption or non-adoption of voluntary buffer zone policies is very limited. This paper examines the factors influencing the decision making of farmers who were eligible to join the WFO in three river catchments. Quantitative and qualitative information was collected from farmers using semi-structured interviews and was supplemented with in-depth interviews with representatives of public agencies, agricultural groups and independent experts. Data analysis was completed using the 'Framework' analytical approach and the Statistical Package for the Social Sciences 8.0 computer software. The research revealed that decisions to participate in the WFO were influenced by a mix of situational, psychological and sociological characteristics, which suggests that policy makers must attach greater importance to implementation conditions and farmers decision making if riparian buffer zones are to play a more prominent role in the management of land and water in rural catchments. Tightly structured schemes will only appeal to a narrow segment of the farming population and will not lead to widespread re-creation of riparian habitats. A more flexible and collaborative style of policy development is needed in order for riparian buffer zone policies to meet the circumstances and needs of the diverse UK farming community.  相似文献

Local authorities in Great Britain have had the powers to acquire, declare and manage statutory Local Nature Reserves since 1949; these powers were extended to Northern Ireland in 1985. As of March 1997, there are some 564 Local Nature Reserves in England, three in Northern Ireland, 24 in Scotland and 38 in Wales. Local Nature Reserves are important for biodiversity and nature conservation at a local level and can have a special role for local schools. The overall situation in respect of Local Nature Reserves has been recently reviewed by the Urban Forum of the UK Man and the Biosphere Committee. This review will add impetus and purpose to the wide variety of programmesand projects involving Local Nature Reserves. It will add emphasis to their potential not only for nature conservation and environmental education but also for community development.  相似文献

Integrated environmental management (IEM) and related concepts promoting holistic approaches to environmental management have been evolving rapidly over the past few decades. Although considerable research has examined the substantive dimensions of these concepts, practitioners have forged ahead applying IEM without a clear operational model. The authors link elements of ecosystem management and related fields with interaction to offer a new operational definition and practice paradigm. Interaction among stakeholders and with the public generally is the key operational component for IEM. Focusing on stakeholder interactions, the authors analyse the principle communication and conflict resolution tools employed in integrated approaches. Two illustrative cases from the state of Wisconsin demonstrate the application of interaction techniques and tools in pursuing integrated environmental management.  相似文献

The local branches of the Russian Forestry Service, the leskhozy, were known for their efficiency and management skills in the Soviet era and were one of the very few community-based Soviet-type institutions to survive the transition. This article examines the role of the leskhozy in the new market economy. Our analysis is based on data from interviews with informants attached to the forestry sector in the Murmansk area. In some cases their knowledge of the leskhozy stretches back to the emergence of the system in 1947. Our principal finding is that the struggle to survive as a federal body in the current legal and economic climate is forcing the leskhozy to relegate sustainable forestry management, presumably their primary raison dêtre, to the lower portions of their list of priorities. Several consequences result. There is a heightened incidence of illegal logging, and corruption informs the allocation of forest areas to private interests. Stumpage prices have plummeted as timber from subsidized commercial cutting (ostensibly sanitary cutting or thinning) has flooded the markets. The root cause of these tribulations lies with the market-based harvesting permit system. Its introduction in the 1990s did little to eliminate the self-seeking practices of the old Soviet forestry management hierarchies. In the free market, local forestry managers can turn their dual responsibilities to their own advantage inasmuch as they control the allocation of harvesting permits while at the same time controlling logging practices.  相似文献

Local environmental assessment (EA), mandated by five US states, has introduced complex management issues for practitioners and policy makers. Based on a review of statutes, case law, and prior EA evaluations,this paper outlines three key issue areas for local EA: linking comprehensive planning and EA; making the threshold determination process more certain; and balancing mitigation with public participation. The paper argues that all the issues reflect a central tension in environmentalassessment between procedural consistency and the need for contingent responses to conditions that differ among the projects to be reviewed.  相似文献

The paper examines whether environmental issues are taking precedence over socio-economic issues in the UK LA 21 process. A categorization to separate issues which can be considered socio-economic from those which are environmental has been developed and a questionnaire sent to all UK local planning authorities. Results demonstrate that local authorities are indeed giving more emphasis to environmental issues, which is at odds with previous studies and with the concept of sustainability.The research has indicated that the cause may be a tendency to place LA 21 within the remit of environment departments and, whether this is the explanation or not, it implies that a re-emphasis of effort may be required on behalf of the local authorities.  相似文献

The concept of a substantive integrator is introduced as a method for integrated resource and environmental management as a means to assimilate different resource values at the operational or field level. A substantive integrator is a strategic management tool for integrating multiple uses into corporate management regimes that traditionally manage for single values. Wildlife habitat management is presented as a substantive integrator for managing vegetation on electric utility power line corridors. A case study from northern British Columbia provides an example of wildlife habitat management as a means to integrate other resource values such as aesthetics, access and subsistence along British Columbia Hydro and Power Authority's transmission rights-of-way.  相似文献

In the period of transition from communism, the countries of central and eastern Europe have made considerable efforts to adopt new environmental legislation and to create new institutions. However, the implementation of these powers, particularly at the level of local government, remains problematic. This article reviews the arguments for developing capacity for taking environmental action at the municipal level, and then examines the actual experience of one such country, the Slovak Republic. While Slovakia displays many of the features of policy making familiar to other transitional countries, it has faced some particular political problems. Recent legislation has given formal competencies in the field of environmental protection to local government, but it remains fragmented and relatively poorly resourced. Nevertheless, there is evidence that, through a combination of mutual support through national associations and the establishment of international links, local authorities are adopting a number of innovative approaches and strategies which should be better able to address the changing character of environmental problems.  相似文献

It is widely believed that improved resource and environmental management outcomes would occur if those responsible took a longer term view, considered whole systems rather than their components in isolation, and co-ordinated and integrated their activities with each other. There has been substantial action in many countries to achieve these ideals but with mixed success. Why has it not been possible to have a more co-ordinated and integrated approach to resource and environmental management (IREM)? We briefly review various conceptual issues regarding the purpose and character of IREM. The core of the paper is analysis of the factors contributing to success or failure, including the requirement that IREM, in practice, must be based on a careful analysis of the need and scope for integration in a given context, the significance of leadership, information access, and the links with other planning and management activities. Obstacles arising from these and other shortcomings, including the focus regarding what IREM involves, bureaucratic resistance, adverse financial arrangements and property rights problems, are also discussed. The paper concludes with five recommendations as to how to enhance integrated resource and environmental management dealing with need, scope and context, best management practice, information accessibility and integration, financial arrangements,and strengthening local and regional planning capacity.  相似文献

This paper assesses the contribution of land-use planning to the objectives of local sustainable development in some of the UK's most urbanized areas. Sustainable development provides the context within which local planning policies are now being prepared, and can be seen to be a potentially important aspect of central government's proposals for modernizing local government. Using the results from a comprehensive survey of development plans in metropolitan authorities, the paper assesses both the strengths and the weaknesses of land-use planning in terms of sustainable development and speculates upon the lessons they may offer to the government's more recent proposals on modernizing local government.  相似文献

Whilst river catchments are axiomatic units to hydrological science, their use as administrative boundaries, even within the water function, is highly dependent upon socio‐political considerations. In moves to accomplish sustainable development, with its emphasis on proactive community procedures, the catchment/basin unit is, however, receiving detailed attention—notably in England/Wales and in Canada. This paper catalogues the patterns and processes of catchment planning on both sides of the Atlantic via case studies in Ontario and southern England (Thames). Conclusions are that scale, tradition (of consultation) and information about land‐use effects on river behaviour are important controls on the rates and styles of implementation.  相似文献

Reflecting a worldwide trend of devolution of power and responsibilities to local authorities, metropolitan local governments in Australia now have a role in protecting and managing native vegetation (bushland). Reporting on questionnaire and interview results for Sydney, Melbourne, Perth, and Adelaide, this research examines the main disturbances in local government bushlands, local governments efforts in bushland conservation, and universality of issues and responses among the cities and between urban and urban–rural local authorities. A number of disturbances in bushlands are common among the cities, with weeds, development impacts, and urban run off perceived to be the most threatening. Management efforts focus on weed control, whereas other main disturbances are receiving less attention. Community involvement in management is prevalent, although regional coordination among local governments is limited. Japan’s national park system constitutes a potentially viable mechanism for securing local community participation and building stakeholder consensus for sustainable park management, although the potential of this system is yet to be fully maximized. This article gives an overview of the system of protecting natural resources in Japan, focusing on the national park system. Parks are managed by zoning and regulation, which is unique in that land is not “set aside” for nature conservation, but designated as national park wherever the need to preserve “scenic beauty” has been recognized, regardless of land ownership or land use. Although resource conservation under this system has been problematic, it has advantages, especially in terms of community participation. This article demonstrates that in order to reach the system’s potential, the park authority must act as coordinator of stakeholders and facilitator of bottom-up approaches to decision-making. In order to do this, steps that must be taken include the following: identifying the various stakeholders in park management and defining the “local community”; clarifying the roles and responsibilities of each stakeholder; and supporting consensus-building among stakeholders regarding the objectives and long-term vision of each park. By taking these steps, it would be possible to build a park management system that overrides government boundaries and involves local communities. This will enable the park authority to address the challenges facing Japan’s complex system of conserving natural resources, and move towards sustainable management of natural resources in Japan.  相似文献
