废铅酸电池的回收利用已成为铅酸电池行业实现健康持续发展的关键一环.本文采用生命周期评价方法,分析了废铅酸电池回收制取铅合金技术及末端污染控制全过程的环境影响,并与废铅酸电池回收制铅锭再制电池材料和利用原生材料生产电池材料的过程进行了对比研究.结论表明废铅酸电池回收直接制取铅合金过程中铅膏熔炼和合金配制环节在各环境影响指标中的贡献较大(其中全球变暖潜值中占60%和33%,酸化潜值中占33%和54%,人体毒性潜值中占28%和57%),主要为辅助材料及能源动力带来的间接影响;利用原生材料生产电池材料过程的环境影响相对另两个过程更大,归一化的环境影响指标结果中人体毒性潜值、富营养化潜值及酸化潜值最大(分别为2.42×10~(-11)、1.26×10~(-11)和1.08×10~(-11)),其中铅原料生产的贡献比例占绝大部分.废电池回收直接制取再生铅合金与废电池回收制铅锭再制电池材料相比,环境影响表现更优,有利于形成电池生产企业的闭环循环过程,值得应用推广.未来应鼓励以废铅酸电池回收代替相应原生材料生产新电池,同时进一步减少回收过程中使用的资源能源环境影响,以带来更大的环境效益.  相似文献

The lessons learned from CALFED indicate that ingredients important in the long-term resolution of water management issues may not result in short-term “solutions”. The value of this special issue lies in its identification of ingredients that stimulate re-framing of issues, adapting to new knowledge and innovative decisions. But sustainable water management also requires the political patience to sustain those processes as a means of perpetuating the long-term decision-making necessary to anticipate and/or respond to an ever-changing environment.  相似文献

公路运输是我国交通运输领域主要温室气体排放源,新能源汽车行业作为实现交通运输领域“双碳”目标的重要抓手,未来面临大批动力电池报废情况,为量化评估废旧锂电池回收利用行业产生的碳减排效益,从生命周期角度构建废旧三元锂电池回收利用碳足迹核算模型,通过优化电力结构和运输结构,对废旧锂电池回收利用的碳减排潜力作预测评估,此外,使用误差传播方程进行不确定性分析保证碳足迹结果的可靠有效.结果表明,当前中国企业使用湿法技术回收1 kg废旧三元锂电池的碳足迹为-2760.90 g(定向循环工艺)和-3752.78 g(循环再造工艺),碳足迹的不确定性分别为16 %(定向循环工艺)和15 %(循环再造工艺).从碳排放贡献率分析,再生产品阶段是废旧三元锂电池湿法回收利用减碳首要贡献来源,电池获取、拆解和末端处置阶段是增碳主要来源.相比于优化运输结构,通过优化电力结构,可有效实现更大的碳减排潜力,协同优化情景下,相比于优化前可实现14 %~19 %的碳减排,与原生产品相比定向循环工艺和循环再造工艺分别可实现9 %和11 %的减排潜力.  相似文献

This paper investigates the circumstances under which “environmental supply chain dynamics” (ESCD) emerge. ESCD are a phenomenon where environmental innovations diffuse from a customer firm to a supplier firm. Its relevance is based on the argument that systemic approaches are needed to understand the environmental implications of industrial systems, of which supply chains are a key component. Furthermore, buyer–supplier relationships play a critical role in the decision-making processes of most suppliers, which in turn has the potential to stimulate environmental change within the supply chain. Based on case studies in the British and Japanese food retail sector and the British aerospace industry, it will be shown that ESCD emerge if there is a channel leader with sufficient channel power over their suppliers, technical competencies, and are themselves under specific environmental pressure.  相似文献

The EU is presently in a transition phase from environmental policy-making by law towards other governance approaches based upon networking, voluntary commitments, benchmarking and other forms of “soft law”. Those new governance approaches often claim to lead to “better regulation”, while adopting a more consensus-oriented and participatory style, taking economic aspects more seriously into account, allowing for more flexibility and autonomy for the private sector and Member States alike, mobilising a broader knowledge base or adopting more integrated and holistic approaches than previous sectoralised and compartmentalised policies.While the limitations of traditional regulatory approaches are widely accepted and cited, it is far from evident, that “new modes of governance” have greater capacity to solve problems than the old ones. There is an argument, that “better regulation” might by synonymous to a withdrawal and weakening of the regulatory state and hence effectively of the aspirations and objectives of environmental policies.An interesting case for an approach, combining the strengths of the old and the new approaches is the ongoing reform of chemicals policies. While some observers claim, that the proposed directive, “REACH” might belong to the outdated category of overcomplex and bureaucratic regulation, a closer look shows that there are many new forms of governance in REACH. This mixture or old and new may open a more realistic and promising perspective on the reform of European policy-making.In our paper we assess the effects and the interplay of the combination of different modes of governance using the example of REACH. We are particularly concerned with the question in how far the representation of interests may change when new modes of governance are introduced.  相似文献

随着我国新能源汽车产业的快速发展,大批动力电池进入退役期.针对退役动力电池循环利用现状,识别降本减碳协同效应并开展系统优化分析,成为重要研究课题.本文综合采用生命周期评价和生命周期成本方法,分析了当前我国退役三元锂电池循环利用系统的碳足迹和经济成本.结果表明,1GWh容量的退役三元锂电池循环利用系统碳足迹和生命周期成本分别为-2.33×107kgCO2eq和-33613.15万元.结合碳足迹和生命周期成本二维指标开展减碳效率评估和情景分析发现,相对于现实系统,汽车生产商主导的优化情景减碳效率较低,提高梯次利用比例的优化情景具有最优减碳效率.通过提高梯次利用比例和采用先进资源化技术均能够显著提升退役三元锂电池循环利用系统的减碳效率.  相似文献

An ECO-optimized reuse of process liquors addresses the financial gain and the effective use of resources. In processes that have a potential for process liquor recovery, the minimization of both economic and environmental burdens can be realised by an ECO-optimal design of reuse and recycling network (RRN).In this paper, a procedure for synthesizing such an RRN for a metal finishing process is investigated. The simultaneous analysis of environmental impact sensitivity (SAEIS) based on a superstructure approach, combined with multi-objective optimization is performed by mixed-integer nonlinear programming (MINLP). This allows an “eco–eco” trade-off i.e. total annualized cost and environmental impacts are minimized simultaneously. By varying the weighting factor, different RRN alternatives were generated. A replacement of the standard and closed-loop system by these solutions, even for the environmentally friendliest case, yielded a reasonable cost saving on raw material's inputs.  相似文献

探求铅的工业流动规律,寻求环境管理的理论依据.在构建铅酸电池生命周期铅流图基础上,建立了铅酸电池系统与外部环境之间的联系,获得了铅的工业流动基本规律.结果表明,提高铅的生态效率,有助于铅矿资源保护和环境改善.要做到这一点,需要保持较高的铅循环率、较低的铅排放率.提出了铅流状况的评价指标.分析了中国铅酸电池系统中铅的流动.通过与瑞典某铅酸电池系统中铅的流动进行对比,发现由于中国铅的循环率低下、铅的排放率偏高、铅酸电池年产量持续增长等,造成了中国铅酸电池系统中铅的生态效率十分低下.结合中国铅业实况,分析了铅的循环率低下和铅的排放率偏高的成因,提出了改善对策.  相似文献

概述了动力电池流向、回收管理体系和回收模式等管理现状,总结提出了以新能源汽车生产企业、动力电池生产企业、第三方综合利用企业和产业联盟为回收主体的四种动力电池回收模式;考虑建设成本、运行维护成本、收集成本、贮存成本、运输成本、人工成本、税收成本、管理成本等8个构成要素,构建了废旧动力电池回收成本模型;核算了四种回收模式的废旧动力电池回收成本和利润情况.核算数据显示,回收1万t/a的废旧动力电池项目,在年总收益均为8500万元的条件下,四种回收模式的利润区间为-461~401万元.结果与趋势分析表明,我国可优先推广新能源汽车生产企业为回收主体的回收模式,便于迅速布局;市场成熟后以动力电池生产企业和综合利用企业为回收主体的模式将进入市场,专业性和技术性将大幅提升;当市场更加成熟,以产业联盟为主体的回收模式将更具优势,回收成本降到最低.综上,建议从避免重复建设,缩短资金周转周期,探索创新模式,构建绿色供应链以及完善回收法律体系等方面入手,进一步完善我国废旧动力电池回收体系.  相似文献

Despite the fact that all successful, documented cases of industrial symbiosis to this day have been self-organizing, some authors and development officials have suggested that increased public planning might deliver better results in this respect than spontaneously evolved market coordination. This paper takes an historical approach to suggest that comprehensive planning is unlikely to live up to the expectations of its proponents.The essay is structured as follows. The first section provides short case studies of industrial symbiosis in highly different economic and institutional settings, the essentially free-market regime of Victorian England and communist Hungary (1948–1989). The available evidence suggests that market coordination proved much more favorable to the emergence of industrial symbiosis, despite the elaboration of a comprehensive policy to that effect in Hungary. Insights derived from the so-called “Austrian” critique of central planning are then used to explain this paradox. The analysis presented suggests that the Hungarian planners’ failure was not so much the result of the bad implementation of sound policies, but the logical outcome of a top-down approach’s shortcomings. Policy implications for the public planning of industrial symbiosis in a mixed economy are then derived and the case for self-organization is found more compelling. The creation of more innovative institutions that will force firms to “internalize their externalities” while leaving them the necessary freedom to innovate is viewed as an urgently needed and promising path towards increased, sustainable reuse of industrial by-products.  相似文献

电子废弃物是京津冀区域重要的"城市矿山"之一,全面系统地评估该地区电子废弃物产生量及其回收利用的资源环境效益,可为该区域通过电子废弃物协同精准管理来解决资源环境问题提供科学依据和方法支撑.基于改进的保有量系数法、物料系数法、市场价值法及污染系数法,通过估算废弃电视、电冰箱、空调、洗衣机和计算机5类主要产品("四机一脑")的产生量、资源可回收量、资源回收价值及资源环境效益等,对2010~2025年京津冀电子废弃物的回收利用潜力及环境效益进行预测和评估.结果表明, 2010~2025年京津冀废弃"四机一脑"产生量不断增加, 2010~2018年期间年均增长率为7.75%,此后预计将以年均3.07%的速度递增, 2025年废弃"四机一脑"总量将达到1 861.74万台,可回收普通金属27.19万t、塑料12.75万t和贵金属19.45 t. 2019~2025年期间,废弃空调和计算机的资源回收经济价值较高,二者之和占年回收总价值的77.22%;铜和金的回收经济价值贡献比分别为43.37%和19.82%,显著高于其他资源.预计2025年资源回收总价值达50.24亿元,是2010年的3.13倍,...  相似文献

分析了各类废电池的资源化,安再生利用价值由高到低顺序依次为铅酸蓄电池、镍镉、镍氢电池、普通干电池。电池中含有的主要污染物质包括重金属以及酸、碱等电解质溶液。对环境和人体健康危害较大的废电池类别主要为:(1)含汞电池,指氧化汞电池,部分汞含量较高的锌锰和碱锰干电池;(2)铅酸蓄电池;(3)含镉电池,主要是Ni-Cd电池。废电池中化学物质释放进入环境过程是在电池包壳破损后发生的,或者是电池包壳本身发生浸蚀作用。普通家用干电池中的污染物质大多呈固态,由电池内部迁移到环境中是一种缓慢的过程。文中还分析了废电池污染环境的主要途径、采用各种不同处理、处置方式管理废电池可能引起的环境污染。  相似文献

The application of ecological concepts to the industrial setting has been touched upon by literature across several disciplines. Two emerging ecological planning approaches, landscape ecology and industrial ecology, are applied here to look at alternative ways of planning industrial parks. As an emerging field, landscape ecology provides different viewpoints from the traditional approach of natural conservation, which mainly focuses on the protection of nature. The approach of landscape ecology regards the environment as a land mosaic, a mixture of natural and urban environment, which concerns a manageable human-scale environment across one or two human generations. Industrial ecology, on the other hand, goes beyond the traditional “end of pipe” idea of pollution control and learns from the ecosystem concept. The current paper is an attempt to reconcile these two fields as an integrated approach to the planning of industrial areas. Using a case study of Singapore’s Jurong Island industrial park, two fundamental issues behind the idea of landscape ecology and industrial ecology are raised. If raw materials, energy and by-products are more easily replaced or reused by technology and management, then research on industrial ecology and related knowledge will be crucial for developing natural resource substitution by innovative technology and new ways of environmental management. Where it is difficult to substitute natural resources, the skills of planning and managing natural resources will take priority over other strategies. In this situation, the knowledge of landscape ecology needs to be applied to the prediction, design and evaluation of ecologically optimum resource uses, patterns and processes in the mixture of natural, urban and industrial environment. A new concept, “nurtured landscape”, is proposed for mediating between the natural ecosystem and the urban/industrial environment. The nurtured landscape provides a basis for the development of new ecological technology using landscape to ameliorate the polluting effects of the urban/industrial neighbourhood. The planning of Singapore’s Jurong Island industrial park provides a test of applying the principles of landscape ecology and industrial ecology to the possible transformation of an industrial area.  相似文献

Increasing land pressure during the past three to four decades has transformed farming systems in the mid-altitude zone of East Africa. Traditional millet-, cotton-, sugarcane- and/or banana-based farming systems with an important fallow and/or grazing component have evolved into continuously cultivated cassava or cassava/maize-based systems. Within three to four decades, cassava cultivation increased from 1–11 to 16–55% of cropped fields in our six study sites. Declining soil fertility, and not labour or food shortage, was apparently the primary trigger for this transformation. The land use changes have increased nutrient offtakes and reduced nutrient recycling rates. Cassava and maize now account for 50–90% of nutrient removal. Whereas single-season fallows were the most important source of nutrient recycling on cropped fields in the past, currently cassava litterfall and maize stover contribute roughly 70% of nutrient recycling, with 50–70% of N, P and K recycled in cassava litterfall. This may explain why many farmers reason that cassava ‘rests’ the soil. With increasing land use pressure farmers progressively use cassava as an ‘imitation fallow’ throughout their farm. Farmers increasingly target cassava to poor fertility fields characterized by low pH and available P. High cassava intensities are nonetheless maintained on more fertile fields, probably to guarantee regeneration of soil fertility on all fields. Once cassava is targeted to poor fertility soils, farmers have run out of low-input management options and need to intensify management to maintain system productivity. As cassava is now used by more farmers and on a larger acreage than fallowing in the studied farming systems, cassava cropping could perhaps serve as an excellent entry point to strengthen system sustainability.  相似文献

Combined heat and power (CHP) as well as intermittent renewable energy sources (RES) are key elements in future cleaner electricity production systems. This article presents solutions which will integrate fluctuating renewable electricity supplies, such as wind power, into electricity systems using small and medium-sized combined heat and power plants (CHP). Such solutions call for a new organisational setup of partnerships and software tools. The software tools will allow the new partnerships to offer services which are currently only offered by big power plants to electricity markets. The article presents recent results of the development and implementation of such partnerships and focuses on the methodologies and computer tools necessary in order to allow the partnerships to optimise their behaviour on the market. The use of such tools and methodologies makes groups of small CHP plants able to replace large power stations and, at the same time, allows for the integration of a higher share of RES in the electricity supply, resulting in a decrease in both fossil fuels and CO2 emissions.  相似文献

就废铅蓄电池的回收利用 ,提出一种用废铅蓄电池生产再生铅 ,同时生产黄丹红丹的湿法—火法联合冶金工艺 ,此工艺中加入氧化剂 ,反应效率高。同时降低了原料消耗 ,产品优质稳定 ,大大减轻了劳动强度 ,除尘效果好。红丹连续氧化炉及整个生产红丹的其它操作装置全部密封 ,减小了环境污染 ,既节约能源 ,又经济可靠。  相似文献

锂电池以其优异的性能得到了广泛的应用,其废弃量也在逐步增加.如果不对其进行有效的处理回收,不仅给环境保护带来巨大的压力,而且也会造成钴、锂、镍和锰等有价金属的极大浪费.综述了国内外对废旧锂电池回收技术的研究现状,比较了不同回收途径的优缺点,讨论了回收技术的发展方向,着重介绍了共沉淀法在废旧锂电池有价金属回收中的应用.此外,随着锂离子电池生产技术的发展,新的电极材料将会出现并取代过渡金属氧化物,同时也需要相应的电解液与之匹配,这将向废旧锂电池回收技术提出了新的要求.  相似文献

Eco-efficiency emerged in the 1990s as a measure of “the efficiency with which ecological resources are used to meet human needs.” Eco-efficiency indicators as tools for regional sustainability policy were demonstrated in a Life-Environment project, ECOREG, in the Finnish region of Kymenlaakso. A participatory approach was utilised to produce indicators that are relevant for regional decision-makers and that will actually be used. The approach established a system through which decision-makers are able to monitor changes using several economic-environmental ratio indicators, and at the same time obtain information on the social progress taking place in the region. In the future, there will be a need for an ongoing dialogue among the different actors in the region in order to ensure that the indicators are indeed used to promote sustainable development.  相似文献
