Exploitation of natural forests forms expanding frontiers. Simultaneously, protected area frontiers aim at maintaining functional habitat networks. To assess net effects of these frontiers, we examined 16 case study areas on five continents. We (1) mapped protected area instruments, (2) assessed their effectiveness, (3) mapped policy implementation tools, and (4) effects on protected areas originating from their surroundings. Results are given as follows: (1) conservation instruments covered 3–77%, (2) effectiveness of habitat networks depended on representativeness, habitat quality, functional connectivity, resource extraction in protected areas, time for landscape restoration, “paper parks”, “fortress conservation”, and data access, (3) regulatory policy instruments dominated over economic and informational, (4) negative matrix effects dominated over positive ones (protective forests, buffer zones, inaccessibility), which were restricted to former USSR and Costa Rica. The International Union for Conservation of Nature (IUCN) classifies protected areas into six categories, ranging from strict nature reserves to areas where multiple human uses are permitted. In the past, many researchers have questioned the effectiveness of multiple-use areas, fueling an unresolved debate regarding their conservation value. The literature so far has been inconclusive: although several studies have found that strictly protected areas are more effective, others have found the opposite, and yet others that the two types do not differ. To help resolve this debate, we reviewed the literature on protected areas and conducted our own analysis using > 19 000 terrestrial protected areas worldwide. We found that the differences between strictly protected areas and areas in which multiple human uses are permitted are often small and not statistically significant. Disturbance to ecosystems in parks and protected areas from nature-based tourism and recreation is increasing in scale and severity, as are the impacts of climate change—but there is limited research examining the degree to which these anthropogenic disturbances interact. In this perspective paper, we draw on the available literature to expose complex recreation and climate interactions that may alter ecosystems of high conservation value such that important species and processes no longer persist. Our emphasis is on ecosystems in high demand for tourism and recreation that also are increasingly experiencing stress from climate change. We discuss the importance of developing predictive models of direct and indirect effects, including threshold and legacy effects at different levels of biological organization. We present a conceptual model of these interactions to initiate a dialog among researchers and managers so that new research approaches and managerial frameworks are advanced to address this emerging issue.  相似文献

Increasing anthropogenic pressure on the largest remaining tracts of old-growth boreal forest in Europe necessitates additional conservation of ecosystems and biodiversity in northeastern European Russia. In a regional network comprising 8 % of the Nenets Autonomous District and 13.5 % of the Komi Republic, 248 areas have varying protected statuses as state nature reserves (zapovedniks), national parks, reserves/sanctuaries (zakazniks), or natural monuments. Due to increased natural resource extraction in this relatively pristine area, designation of additional protected areas is critical for the protection of key ecological sites. The history of ecological preservation in these regions is herein described, and recent recommendations for incorporating additional ecologically representative areas into the regional network are presented. If the protected area network can be expanded, the overall environmental stability in these globally significant ecosystems may remain intact, and can help Russia meet the 2020 Aichi conservation targets, as set forth by the Convention of Biological Diversity.  相似文献

The growing complexity and global nature of wildlife poaching threaten the survival of many species worldwide and are outpacing conservation efforts. Here, we reviewed proximal and distal factors, both social and ecological, driving illegal killing or poaching of large carnivores at sites where it can potentially occur. Through this review, we developed a conceptual social–ecological system framework that ties together many of the factors influencing large carnivore poaching. Unlike most conservation action models, an important attribute of our framework is the integration of multiple factors related to both human motivations and animal vulnerability into feedbacks. We apply our framework to two case studies, tigers in Laos and wolverines in northern Sweden, to demonstrate its utility in disentangling some of the complex features of carnivore poaching that may have hindered effective responses to the current poaching crisis. Our framework offers a common platform to help guide future research on wildlife poaching feedbacks, which has hitherto been lacking, in order to effectively inform policy making and enforcement.  相似文献

With 20% of the world’s forests, Russia has global potential in bioeconomy development, biodiversity conservation and climate change mitigation. However, unsustainable forest management based on ‘wood mining’ reduces this potential. Based on document analysis, participant observations and interviews, this article shows how non-state actors—environmental NGOs and forest companies—address forest resource depletion and primary forest loss in Russia. We analyse two key interrelated forest discourses driven by non-state actors in Russia: (1) intensive forest management in secondary forests as a pathway towards sustained yield and primary forest conservation; (2) intact forest landscapes as a priority in primary forest conservation. We illustrate how these discourses have been integrated into policy debates, institutions and practices and discuss their relation to relevant global discourses. Open space areas protected by local communities may augment larger scale preservation efforts and may offer overlooked benefits to biodiversity conservation provided they are in suitable ecological condition. We examine protected areas established by local communities through ballot initiatives, a form of direct democracy, in California, USA. We compare ecological conditions of wooded habitats on local ballot protected sites and on sites protected by a state-level conservation agency. Collectively, we found few differences in ecological conditions on each protected area type. Ballot sites had greater invasive understory cover and larger trees. Community dissimilarity patterns suggested ballot sites protect a complementary set of tree species to those on state lands. Overall, geographic characteristics influenced onsite conditions more than details of how sites were protected. Thus, community-driven conservation efforts contribute to protected area networks by augmenting protection of some species while providing at least some protection to others that might otherwise be missed.Electronic supplementary materialThe online version of this article (10.1007/s13280-020-01469-8) contains supplementary material, which is available to authorized users.  相似文献

In the dry forest of southern Madagascar, a region of global conservation priority, formally protected areas are nearly totally absent. We illustrate how the continued existence of unique forest habitats in the Androy region is directly dependent on informal institutions, taboos, regulating human behavior. Qualitative interviews to map and analyze the social mechanisms underlying forest protection have been combined with vegetation analyses of species diversity and composition. Of 188 forest patches, 93% were classified as protected, and in Southern Androy all remaining forest patches larger than 5 ha were protected. Eight different types of forests, with a gradient of social fencing from open access to almost complete entry prohibitions, were identified. Transgressions were well enforced with strong sanctions of significant economic as well as religious importance. Analyses of species diversity between protected and unprotected forests were complicated because of size differences and access restrictions. However, since, for example, in southern Androy >90% of the total remaining forest cover is protected through taboos, these informal institutions represent an important, and presently the only, mechanism for conservation of the highly endemic forest species. We conclude that social aspects, such as local beliefs and legitimate sanctioning systems, need to be analyzed and incorporated along with biodiversity studies for successful conservation.  相似文献

Globally, conflicts between marine nature conservation and fishery interests are common and increasing, and there is often a glaring lack of dialogue between stakeholders representing these two interests. There is a need for a stronger and enforced coordination between fishing and conservation authorities when establishing marine protected areas for conservation purposes. We propose that an appropriate instrument for such coordination is a broad ecosystem-based marine spatial planning procedure, representing neither nature conservation nor fishery. Strategic environmental assessment for plans and programmes and environmental impact assessment for projects are commonly used tools for assessing the environmental impacts of different human activities, but are seldom used for evaluating the environmental effects of capture fisheries. The diversity of fisheries and the drastic effects of some fisheries on the environment are strong arguments for introducing these procedures as valuable supplements to existing fisheries assessment and management tools and able to provide relevant environmental information for an overall marine spatial planning process. Marine protected areas for nature conservation and for protection of fisheries have different objectives. Therefore, the legal procedure when establishing marine protected areas should depend on whether they are established for nature conservation purposes or as a fisheries resource management tool. Fishing in a marine protected area for conservation purpose should be regulated according to conservation law. Also, we argue that marine protected areas for conservation purposes, in the highest protection category, should primarily be established as fully protected marine national parks and marine reserves.  相似文献

Background, aim, and scope  The Yunnan snub-nosed monkey is one of the most endangered primates in the world. It is experiencing a range of ongoing threats and the persisting effects of past disturbances. The prospects for this species are not very optimistic because habitat corridors are severely damaged by logging, grazing, and mining. Each group of the monkeys in different areas is facing a unique variety of threats. Based on genetic analysis, Rhinopithecus bieti should be separated into three management units for conservation, of which the Mt. Laojun management unit involves the most endangered primates. Despite the fact that the vegetation on Mt. Laojun is in a relatively pristine state, only two groups of monkeys, of a total of fewer than 300, survive in the area. With this paper, we aimed to address the capacity of the monkeys’ habitat at the study site and the possible reasons for the small populations. Materials and methods  Rapid ecological assessment based on a SPOT 5 image and field survey was used to simulate the vegetation of the whole area based on reference ecological factors of the GIS system. The vegetation map of the site was thus derived from this simulation. Based on the previous studies, the three vegetation types were identified as the suitable habitat of the monkeys. The confusion matrix-based field GPS points were applied to analyze the precision of the habitat map. Based on the map of suitable habitat of the monkeys, the utilization of the habitat and the carrying capacity were analyzed in the GIS. Results  The confusion matrix-based field GPS points were applied to the habitat analysis process, and it was found that the habitat map was 81.3% precise. Then, with the current habitat map, we found that the mixed forest currently used by the monkeys is only a very small fraction (2.65%) of the overall potential habitat of the population, while the dark conifer forest is 4.09%. Discussion  Poaching is the greatest short-term threat to this species, particularly in the southern range where local residents have a strong tradition of hunting. Quite a few individual monkeys are still trapped accidentally due to the high density of traps. These problems are hard to mitigate because it is difficult to enforce laws due to the extremely rugged terrain. Conclusions  The results show that there is a great ecological capacity of the area for the monkey’s survival and a great potential for an expansion of the monkey population at the site. Based on the current population and its geographical range, it can be estimated that the suitable habitat area defined by this study can support more monkeys, about many times the current population. Thus, at least in the Mt. Laojun Area, poaching pressure is the main factor to be responsible for the low density of Yunnan snub-nosed monkeys instead of habitat alteration. Recommendations and perspectives  Based on these results, some suggestions relating to conservation can be made: Focus conservation efforts on the current distribution area of the monkeys and create a 20 km buffer zone; design a long-term plan for the suitable habitat outside the buffer zone to set up a wildlife corridor in the long run; establish an association for the local hunters exploiting, their knowledge on the animals to promote monkey conservation and stop poaching. Also, the map derived from the study helps managers to allocate conservation resources more efficiently and enhances the overall outcomes of conservation measures.  相似文献

We analyze the role of urban green areas managed by local user groups in their potential for supporting biodiversity and ecosystem services in growing city-regions, with focus on allotment areas, domestic gardens, and golf courses. Using Stockholm, Sweden, as an example cityregion, we compile GIS data of its spatial characteristics and relate these data to GIS data for protected areas and "green wedges" prioritized in biodiversity conservation. Results reveal that the three land uses cover 18% of the studied land area of metropolitan Stockholm, which corresponds to more than twice the land set aside as protected areas. We review the literature to identify ecosystem functions and services provided by the three green areas and discuss their potential in urban ecosystem management. We conclude that the incorporation of locally managed lands, and their stewards and institutions, into comanagement designs holds potential for improving conditions for urban biodiversity, reducing transaction costs in ecosystem management, and realizing local Agenda 21.  相似文献

This paper evaluates the feasibility of establishing a multiple-use marine protected area. The methodology was applied to evaluate three proposed sites in Chile with diverse conservation needs, social stress and poverty levels, and different economic activities (small-scale fishing, heavy industry, and mining activities). We use two broad categories for the evaluation: socio-economic and political–institutional. The methodology uses a combination of secondary data with personal interviews, workshops, and focus groups with stakeholders (e.g., fishermen, unions, politicians, social organizations) from different political, social, and economic backgrounds to characterize current and potential natural and social resources and to evaluate in an ordinal scale the feasibility of establishing the protected area. The methodology allows us to correctly identify the challenges faced in each site and can be used to develop appropriate strategies for balancing economic, social, and environmental objectives. This methodology can be replicated to evaluate the feasibility of other marine or terrestrial protected areas.  相似文献

Protected areas are powerful instruments to tackle the biodiversity crises. However, local communities believe that protected areas generate downsides for which they should be compensated. We reviewed (1) problem evolution, (2) the idea of compensation schemes, and (3) practical considerations. We found that compensations for conservation-related losses are insufficiently considered when protected areas are established. Schemes include controversial resettlements of human populations, traditional reimbursements, and recently favored incentive payments to encourage local communities to conserve biodiversity on their lands. The compensation process is typically composed of the verification of losses/facts, estimation of costs, and delivery of payments. Compensation schemes promote tolerance and awareness, and responsibility of the broader society while minimizing confrontations. They have the power to mainstream concern about human welfare in protected area management, and are therefore a key to successful conservation. Verifying the impact of compensations on achievement of conservation goals remains, however, difficult to prove.  相似文献

The human-driven loss of biodiversity has numerous ecological, social, and economic impacts at the local and global levels, threatening important ecological functions and jeopardizing human well-being. In this perspective, we present an overview of how tropical defaunation—defined as the disappearance of fauna as a result of anthropogenic drivers such as hunting and habitat alteration in tropical forest ecosystems—is interlinked with four selected Sustainable Development Goals (SDGs). We discuss tropical defaunation related to nutrition and zero hunger (SDG 2), good health and well-being (SDG 3), climate action (SDG 13), and life on land (SDG 15). We propose a range of options on how to study defaunation in future research and how to address the ongoing tropical defaunation crisis, including but not limited to recent insights from policy, conservation management, and development practice.  相似文献

When spatial fishing data is fed into systematic conservation planning processes the cost to a fishery could be ensured to be minimal in the zoning of marine protected areas. We used vessel monitoring system (VMS) data to map the distribution of prawn trawling and calculate fishing intensity for 1-ha grid cells, in the Kosterhavet National Park (Sweden). We then used the software Marxan to generate cost-efficient reserve networks that represented every biotope in the Park. We asked what were the potential gains and losses in terms of fishing effort and species conservation of different planning scenarios. Given a conservation target of 10 % representation of each biotope, the fishery need not lose more than 20 % of its fishing grounds to give way to cost-efficient conservation of benthic diversity. No additional reserved area was needed to achieve conservation targets while minimizing fishing costs. We discuss the benefits of using VMS data for conservation planning.  相似文献

Managing protected areas effectively requires information about patterns of visitor use, but these data are often limited. We explore how geotagged photos on Flickr, a popular photo-sharing social-media site, can generate hotspot maps and distribution models of temporal and spatial patterns of use in two mountain-protected areas of high conservation value. In Aconcagua Provincial Park (Argentina), two routes to the summit of Aconcagua were used in summer, but most visitors stayed close to the main road, using formal and informal walking trails and the Visitor Centre, while in winter, there was very limited visitation. In Kosciuszko National Park (Australia), alpine walking trails were popular in summer, but in winter, most visitors stayed in the lower altitude ski resorts and ski trails. Results demonstrate the usefulness of social-media data alone as well as a complement for visitor monitoring, providing spatial and temporal information for site-specific and park-level management of visitors and potential impacts in conservation areas.  相似文献

Overexploitation is the second biggest driver of global plant extinction. Meanwhile, useful plant species are vital to livelihoods across the world, with global conservation efforts increasingly applying the concept of ‘conservation-through-use.’ However, successfully balancing conservation and biodiversity use remains challenging. We reviewed literature on the sustainability of wild-collected plant use across the countries of Colombia, Ecuador, Peru, and Bolivia—a region of global importance for its biological and cultural richness. After applying defined search terms and a two-stage screening process, 68 articles were reviewed. The numbers which reported sustainable, unsustainable, or context-dependent outcomes were relatively even, but national differences emerged. Through narrative synthesis, we identified five key, reoccurring themes: plant biology; land tenure; knowledge, resource, and capacity; economics and market pressures; and institutional structures, policy, and legislation. Our results show the need for flexible, context-specific approaches and the importance of collaboration, with bottom-up management and conservation methods involving local communities and traditional ecological knowledge often proving most effective. Many threats to biodiversity can be predicted and are well mapped but others are uncertain in their extent, impact on biodiversity, and ability for conservation efforts to address, making them more difficult to account for in spatial conservation planning efforts, and as a result, they are often ignored. Here, we use a spatial prioritisation analysis to evaluate the consequences of considering only relatively well-mapped threats to biodiversity and compare this with planning scenarios that also account for more uncertain threats (in this case mining and armed conflict) under different management strategies. We evaluate three management strategies to address these more uncertain threats: 1. to ignore them; 2. avoid them; or 3. specifically target actions towards them, first individually and then simultaneously to assess the impact of their inclusion in spatial prioritisations. We apply our approach to the eastern Democratic Republic of the Congo (DRC) and identify priority areas for conserving biodiversity and carbon sequestration services. We found that a strategy that avoids addressing threats of mining and armed conflict more often misses important opportunities for biodiversity conservation, compared to a strategy that targets action towards areas under threat (assuming a biodiversity benefit is possible). We found that considering mining and armed conflict threats to biodiversity independently rather than simultaneously results in 13 800–14 800 km2 and 15 700–25 100 km2 of potential missed conservation opportunities when undertaking threat-avoiding and threat-targeting management strategies, respectively. Marine protected areas (MPAs) are being promoted in Tanzania to mitigate the drivers of ecosystem change such as overfishing and other anthropogenic impacts on marine resources. The effectiveness of MPAs in managing those drivers was assessed in three ecological zones, seafront, mangrove, and riverine of Mnazi Bay Marine Park, using Participatory Community Analysis techniques, questionnaire survey, checklist and fishery resource assessment methods. Eleven major drivers of ecosystem change were identified. Resource dependence had a major effect in all ecological zones of the park. The results indicated that the park’s legislations/regulations, management procedures, and conservation efforts are reasonably effective in managing its resources. The positive signs accrued from conservation efforts have been realized by the communities in terms of increased catch/income, awareness and compliance. However, some natural and anthropogenic drivers continued to threaten the park’s sustainability. Furthermore, implementation of resource use and benefit sharing mechanisms still remained a considerable challenge to be addressed.  相似文献

Marine protected areas (MPAs) are critical to the well-being of threatened ecosystems and thus can be highly beneficial to humans, especially to those residing nearby. We explore the qualities of 117 MPAs in the Mediterranean basin and develop a taxonomy of their characteristics. We relate the spatial distribution of the MPAs to the various characteristics of the taxonomy (size, distance from shore, protection levels, management regimes, etc.) and to areas of high human impact and influence levels. To do this we use information on biogeographic regions and information from two different human influence models; one model developed for the marine environment and one covering the littoral terrestrial environment. Our analysis provides insights to planners and managers working in a regional capacity and trying to build MPA networks. Generally, current MPAs have not been established in high impact areas despite their being close to shores containing intense human activity. Decision-makers wishing to design and establish new MPAs may seek out areas of high cumulative human impacts (near the marine-terrestrial interface) or avoid them depending on marine conservation objectives, including the desire to vary types of MPAs within a network. Limitations of our analysis and methodology indicate areas for further research.  相似文献
