Future global megatrends project a population increase of 2 billion people between 2019 and 2050 and at least 1–2 billion people added to the global middle class between 2016 and 2030. In addition, 68% of the world's population is projected to be living in urban areas by 2050. With these projected large population increases and shifts, demand for food, water, and energy is projected to grow by approximately 35, 40, and 50%, respectively, between 2010 and 2030. In addition, between 1970 and 2014 there was an estimated 60% reduction in the number of wildlife in the world and an estimated net loss of 2.9 billion birds, or 29%, in North America between 1970 and 2018. Loss of species populations and number of species is interconnected with reduced health of biodiversity and ecosystems. Human activity has been the main catalyst for these substantial declines primarily through impacts on habitats. These losses are accelerating. Since a company's supply chain environmental impacts are often as great or greater than its own direct environmental impacts, it may be prudent for companies to engage with their supply chains to protect and enhance habitats and biodiversity and protect rare, threatened, and endangered species. As one example, companies may have opportunities and strategic reasons to include requirements in their supplier codes of conduct and supplier standards for suppliers to protect biodiversity and rare, threatened, and endangered species, as well as additional requirements to expand or enhance habitats and ecosystems to increase biodiversity. This article follows one pathway that companies could pursue further and with greater speed—to engage with their supply chains to strengthen supplier codes of conduct to protect biodiversity and rare, threatened, and endangered species. The importance of forests, private land, and landscape partnerships is discussed as means to protect much more of the planet's biodiversity and rare, threatened, and endangered species. Lastly, the article identifies examples of opportunities for companies to more formally incorporate biodiversity into their business, supply chain, and sustainability strategies.  相似文献

Some believe that provision of private property rights in wildlife on private land provides a powerful economic incentive for nature conservation because it enables property owners to market such wildlife or its attributes. If such marketing is profitable, private landholders will conserve the wildlife concerned and its required habitat. But land is not always most profitably used for exploitation of wildlife, and many economic values of wildlife (such as non-use economic values) cannot be marketed. The mobility of some wildlife adds to the limitations of the private-property approach. While some species may be conserved by this approach, it is suboptimal as a single policy approach to nature conservation. Nevertheless, it is being experimented with, in the Northern Territory of Australia where landholders had a possibility of harvesting on their properties a quota of eggs and chicks of red-tailed black cockatoos for commercial sale. This scheme was expected to provide an incentive to private landholders to retain hollow trees essential for the nesting of these birds but failed. This case and others are analysed. Despite private-property failures, the long-term survival of some wildlife species depends on their ability to use private lands without severe harassment, either for their migration or to supplement their available resources, for example, the Asian elephant. Nature conservation on private land is often a useful, if not essential, supplement to conservation on public lands. Community and public incentives for such conservation are outlined.  相似文献

Natural landscapes produce goods and services, such as fish, wildlife, recreation, climate control, that are not adequately incorporated in their market values. Contingent Valuation (CV) and Energy Analysis (EA) approaches were used to estimate the nonmarket value of forests in Georgia. Both methods yielded similar estimates of approximately $200 ha–1, which was 31% of the total market and nonmarket value of forests. Energy analysis was also used to estimate the nonmarket value of the major land uses in Georgia. Relative contributions of nonmarket value to total value ranged from 0.1% for urban areas to approximately 100% for wetlands. For the state as a whole, nonmarket production of natural and developed ecosystems was estimated at $2.6 billion. This value is comparable to annual marketed agricultural ($2.8 billion) and timber ($4.5 billion) production, both very important industries in Georgia. Changing land use patterns in Georgia and elsewhere are likely to be accompanied by shifts in the relative importances of market and non-market values.  相似文献

The sustainability of wildlife resources in Africa is threatened by poaching for trophies and meat as well as changes in land use. In order to motivate local people for sustainable wildlife management, efforts to transfer decision-making power as well as benefits from central to local level have been made in several countries. Such efforts have not yet been seen in Kilombero Game Controlled Area, which is the area covered by the present study. The paper documents the importance of wildlife to local people, explores local people's perceptions on wildlife management and identifies constraints to sustainable wildlife management. A total of 177 household interviews in 5 villages and 129 interviews of pupils in schools have been conducted. The majority of pupils reported that their latest meal of meat was from a wild animal, and the most common species was buffalo. Apart from availability of cheap wildlife meat, advantages from living close to wildlife include the use of various parts of animals for, e.g. medical and ritual uses, and various plant products from wildlife habitats. Disadvantages include damages to crops, predation on livestock, and injuries to humans. The estimated loss of yield due to raiding by wildlife amounted to 21.9 and 47.8% of the harvest of rice and maize, respectively. Traditional wildlife management in Kilombero includes few rules to avoid resource depletion, because depletion has traditionally not been a problem due to low hunting technology and low human population. Government management includes strict rules, with hunting quotas as the main instrument, but the government has failed to enforce the rules. Ongoing discussions on new approaches to wildlife management like co-management and community-based management were largely unknown to the villagers in the area. Both poaching and agricultural expansion threaten the sustainability of Kilombero Game Controlled Area. It is suggested that transfers of decision-making power and benefits to local people is necessary in order to achieve sustainable management.  相似文献

Wildlife managers are increasingly faced with planning and implementing wildlife management programs in collaboration with local governments, user groups, businesses and citizens. The planning process is inherently political as each group attempts to advance its interests. Current scholarship on the theory and practice of planning for wildlife management falls short of accounting for the politics of these processes. It is hoped that this paper will contribute to a theory of planning that both addresses the actual practices of wildlife planners and serves as a guide for future action. To this end, the dominant conceptualization of wildlife planning will be outlined and the study will draw on empirical and theoretical advances in the fields of adult education, organizational analysis and regional planning to construct a more politically-informed theoretical framework for understanding wildlife planning. This framework asserts that planning involves two types of negotiation of power and interests: (1) substantive negotiations which address procedural aspects of planning and (2) meta-negotiations which address political dynamics of planning. An earlier study will then be re-analyzed to illustrate how substantive and meta-negotiations occurred in a case of suburban deer management in the Northeast United States. It is concluded that accounting for issues of power and interests in wildlife planning theory provides a more complete representation of what wildlife managers actually do when planning programs and provides a guide for future wildlife planning practice. Future analyses of planning processes in wildlife management, or natural resources management more broadly, may reveal new insights if the concepts used to guide the analysis reported here provide an understanding of the politics involved.  相似文献

Multiple-species habitat conservation plans (MSHCPs) are designed to eliminate project-by-project review and minimize species-by-species conflicts; but these one-time, short-term processes invariably compress the divergent expectations of interest groups into an exercise driven by economic, amenity, and aesthetic values rather than scientific values. Participants may define an MSHCP as an exchange of habitat preserves for federal permits to take populations of endangered animals and plants, but the outcome is typically driven by overarching arguments over land development and suburban sprawl. Existing land uses also constrain the size, shape, and linkages among wildlife habitats, leading to a divergence of MSHCPs from the scientific preserve selection and design literature. Problems created by constraints to preserve configuration (e.g., land costs, fragmentation, pre-existing amounts of edge, lack of connectivity) must be resolved by long-term, post facto management. To date, estimates of preserve persistence have not been used in MSHCPs. Rather than focus on map-based exercises of preserve elements, it may be more productive to set goals for the persistence of species (states) and ecosystems (processes) within the preserves-accepting that preserve configurations and arrays will be defined by the landscape and politics of suburban areas and that long-term management will provide the primary means of maintaining biodiversity along the wildland/urban interface.  相似文献

Logging has been a much maligned feature of frontier development in the Amazon. Most discussions ignore the fact that logging can be part of a renewable, environmentally benign, and broadly equitable economic activity in these remote places. We estimate there to be some 4.5 ± 1.35 billion m3 of commercial timber volume in the Brazilian Amazon today, of which 1.2 billion m3 is currently profitable to harvest, with a total potential stumpage value of $15.4 billion. A successful forest sector in the Brazilian Amazon will integrate timber harvesting on private lands and on unprotected and unsettled government lands with timber concessions on public lands. If a legal, productive, timber industry can be established outside of protected areas, it will deliver environmental benefits in synergy with those provided by the region’s network of protected areas, the latter of which we estimate to have an opportunity cost from lost timber revenues of $2.3 billion over 30 years. Indeed, on all land accessible to harvesting, the timber industry could produce an average of more than 16 million m3 per year over a 30-year harvest cycle—entirely outside of current protected areas—providing $4.8 billion in returns to landowners and generating $1.8 billion in sawnwood sales tax revenue. This level of harvest could be profitably complemented with an additional 10% from logging concessions on National Forests. This advance, however, should be realized only through widespread adoption of reduced impact logging techniques.  相似文献

The Amur Tiger (Panthera tigris altaica) is one of the world’s most endangered species. Recently, habitat fragmentation, food scarcity and human hunting have drastically reduced the population size and distribution areas of Amur tigers in the wild, leaving them on the verge of extinction. Presently, they are only found in the north-eastern part of China. In this study, we developed a reference framework using methods and technologies of analytic hierarchy process (AHP), remote sensing (RS), geographic information system (GIS), GAP analysis and Natural Break (Jenks) classification to evaluate the habitat and to set the conservation priorities for Amur tigers in eastern areas of Heilongjiang and Jilin Provinces of northeast China. We proposed a Habitat Suitability Index (HSI) incorporating 7 factors covering natural conditions and human disturbance. Based on the HSI values, the suitability was classified into five levels from the most to not suitable. Finally, according to results of GAP analysis, we identified six conservation priorities and designed a conservation landscape incorporating four new nature reserves, enlarging two existing ones, and creating four linkages for Amur tigers in northeast China. The case study showed that the core habitats (the most suitable and highly suitable habitats) identified for Amur tigers covered 35,547 km2, accounting for approximately 26.71% of the total study area (1,33,093 km2). However, existing nature reserves protected only (7124 km2 or) 20.04% of the identified core habitats. Thus, enlargement of current reserves is necessary and urgent for the tiger’s conservation and restoration. Moreover, the establishment of wildlife corridors linking core habitats will provide an efficient reserve network for tiger conservation to maintain the evolutionary potential of Amur tigers facing environmental changes.  相似文献

Despite intensive efforts over the last century to eradicate bovine tuberculosis (TB) in North America, several hotspots of infected wildlife and livestock remain, raising concerns that the disease will never be eradicated. The stress and frustration for a farmer caused by having a herd test positive for TB or living in an infected region can be substantial. The goal of this study was to investigate the concerns of farmers around Riding Mountain National Park (RMNP) regarding the presence of TB in wildlife and livestock and conduct an exploratory analysis of causal factors. Data were collected from 786 farmers within 50 km of RMNP using a mail-back questionnaire. Overall, farmers indicated a high level of concern toward diseases in both wildlife and cattle relative to other concerns. The spatial variables that had the greatest influence on TB concern were both the distance of farms to the RMNP boundary and distance of farms to previous cases of TB. The most important aspatial factor associated with high TB concern was the frequency with which farmers observed elk on their land. These results underscore the important differences between 'objective' measures of risk, such as epidemiological estimates of disease prevalence, and subjective measures of disease concern, such as risk perception and acceptability of management actions. Written responses suggest that concerns regarding disease may affect how farmers view wildlife on their land and their relationship with neighbouring protected areas. Management activities that reduce the frequency of elk interactions with farms, but also recognize the complex relationship that farmers have with wildlife and protected areas, will be most effective in mitigating farmer concern regarding this important problem.  相似文献

More than one billion South Asians are affected by water scarcity. Pressure on water resources is likely to grow as a result of population growth, urban expansion, and climate change. This paper assesses the impacts of these effects on the historical hydrological baseline, with particular focus on irrigation. A geospatial water balance model was developed for this purpose based on geo‐referenced information available in scientific public domain databases. Annual water supply and demand for a baseline period 1950–2000 were calculated and projected to 2050 using (1) outputs from 19 Global Circulation Models from the Coupled Model Intercomparison Project Phase 5 for a Representative Concentration Pathway 4.5; (2) population projections to 2050; and (3) historical land‐use patterns at the country level. Improvements in water use efficiency and storage capacity were analyzed using the Modified Water Scarcity Index of the baseline and the projected water balance in 2050 at the watershed scale.  相似文献

What resources should be committed to the control of invasive species? This study is based on a survey of nature conservation and forestry authorities, wildlife trusts and private landowners which investigated the extent of the ecological and economic impacts of the invasive non-native plant Rhododendron ponticum in the British Isles. There are data on 52,000 ha of land affected by R. ponticum, more than 30,000 ha of it in nature reserves. For nearly all nature reserves, displacement of native species and habitat changes were both reported. In 2001, respondents controlled 1275 ha of R. ponticum at a cost of pound 670,924. To test the optimality of this, we apply a model of social expenditure. The external costs of R. ponticum control are estimated from the probability that it will spread to contiguous sites and the damage done on invaded sites. These are then used to calculate the socially optimal level of expenditure on R. ponticum control, and the funding gap it identified by comparing the result with current levels of expenditure. The results suggest that a socially optimal level of control effort requires a significant increase in social funding for R. ponticum control, although the size of the increase varies between landholders.  相似文献

Hawaii possesses abundant geothermal resources and rare native wildlife. Geothermal energy development has not posed a threat to native wildlife in the past, but development potential has recently reached a level at which concern for native wildlife is warranted.Potential geothermal resource areas in Hawaii intersect important native forest and endangered species habitat. The ability of existing laws to constrain development in these areas is in question. State and federal endangered species and environmental reporting laws have little ability to constrain geothermal development on private land. Hawaii's Land Use Law had been viewed by conservationists as protecting natural areas important to native wildlife, but recent decisions of the state Land Board sharply challenge this view.While this dispute was being resolved in the courts, the state legislature passed the Geothermal Subzone Act of 1983. Wildlife value was assessed in the geothermal subzone designation process mandated by this act, but the subzones designated primarily reflected inappropriate developer influence. All areas in which there was developer interest received subzone designation, and no area in which there was no developer interest was subzoned. This overriding emphasis on developer interest violated the intent of the sub-zone act, and trivialized the importance of other assessment criteria, among them native wildlife values.  相似文献

Drawing from experiences gained from the development and implementation of four approved habitat conservation plans (HCPs), I describe the goals and strategies used by the nine local government members of the Riverside County Habitat Conservation Agency (RCHCA) to reconcile conflicts among a rapidly growing population and the need to conserve the habitat of a number of declining wildlife species in western Riverside County, California. Several important goals have been pursued by RCHCA member governments in their sponsorship of multiple-species habitat conservation plans (MSHCPs), including (1) establishing certainty and control over future uses of land; (2) eliminating project-by-project negotiations with federal and state wildlife agencies; (3) coordinating mitigation obligations under the Endangered Species Act, Clean Water Act, California Environmental Quality Act, and other federal and state laws; (4) reducing conflict and litigation resulting from land development activities; and (5) ensuring that wildlife conservation activities are conducted in a manner that permits local governments to perform those functions necessary to maintain public health, safety, and welfare. I also describe the emergence of strategies by local governments to achieve MSHCP goals, including (1) use of an inclusive planning process that seeks to build consensus among affected interests; (2) extensive involvement of federal and state wildlife agencies in the preparation of MSHCP documents; (3) management of public lands to support MSHCP conservation objectives; (4) encouragement of voluntary conservation by private property owners through incentive programs; and (5) active solicitation of federal and state funding for MSHCP implementation activities.  相似文献

Industrialized agriculture currently substitutes many of the ecological functions of soil micro-organisms, macroinvertebrates, wild plants, and vertebrate animals with high cost inputs of pesticides and fertilizers. Enhanced biological diversity potentially offers agricultural producers a means of reducing the cost of their production. Conservation of biodiversity in agricultural landscapes may be greatly enhanced by the adoption of certain crop management practices, such as reduced pesticide usage or measures to prevent soil erosion. Still, the vast monocultures comprising the crop area in many Canadian agricultural landscapes are often of limited conservation value, thus the inclusion of appropriate wildlife habitat in and around arable lands is a fundamental prerequisite for the integration of wild species within agricultural landscapes. This review of current literature considers the potential for non-crop areas within agricultural landscapes to be reservoirs of agronomically beneficial organisms including plants, invertebrates, and vertebrate species. Non-crop habitats adjacent to crop land have been identified as significant for the maintenance of plant species diversity, for the conservation of beneficial pollinating and predatory insects, and as essential habitat for birds. A key component for enhancement of biodiversity is the reintroduction of landscape heterogeneity by (1) protection and enhancement of key non-crop areas, (2) smaller fields and farms, and (3) a greater mixture of crops, through rotation, intercropping and regional diversification. The benefits of increased biodiversity within arable lands are reviewed for various species groups. In the Canadian context, any serious attempt to derive significant agronomic benefit from increased biodiversity will require considerable changes in the agricultural programs and policies which shape mainstream industrialized agriculture. The problems of crop depredation by vertebrate species, weed and insect competition, which still represent significant impediments to the creation and proper management of wildlife habitat, are also discussed.  相似文献

People living in the area just south of the Sahara Desert in Africa face their 3rd major drought since 1900. This drought brings about famine. Drought and famine are only manifestations of more profound problems: soil erosion and degradation. They diminish land productivity which aggravates the population's poverty. Yet soil erosion and degradation occur due to an expanding population. Continued pressures on the land and soil degradation results in desertification. The UN Environment Programme's Assessment of the Status and Trend of Desertification shows that between 1978-84 desertification spread. Expanding deserts now endanger 35% of the world's land and 20% of the population. In the thorn bush savanna zone, most people are subsistence farmers or herdsmen and rely on the soils, forests, and rangelands. Even though the mean population density in the Sahel is low, it is overpopulated since people concentrate in areas where water is available. These areas tend to be cities where near or total deforestation has already occurred. Between 1959-84, the population in the Sahel doubled so farmers have extended cultivation into marginal areas which are vulnerable to desertification. The livestock populations have also grown tremendously resulting in overgrazing and deforestation. People must cook their food which involves cutting down trees for fuelwood. Mismanagement of the land is the key cause for desertification, but the growing poor populations have no choice but to eke out an existence on increasingly marginal lands. Long fallow periods would allow the land to regain its fertility, but with the ever-increasing population this is almost impossible. Humans caused desertification. We can improve land use and farming methods to stop it.  相似文献

Conservation of living resources is no longer parochial in scope; it is a global challenge. Ecological, social, political, and business interests operate in a network that reaches across seas, continents, and nations. Industries, including the electric utility industry, are diversifying in products and expanding into international markets. They soon discover that, while all nations have common goals for their peoples, conservation and environmental issues in less-developed nations have different dimensions and norms than are encountered in Western, affluent societies. In developing countries, survival is more of an issue than quality of life, and burgeoning human numbers have put tremendous pressures on resources including wildlife and its habitats. Human population, urbanization of society, changes in single-species to ecosystem and landscape levels of management, and protectionists and animal rights philosophies are influences with which conservation of resources and the environment must contend. The human condition and conservation efforts are inextricably linked. Examples to demonstrate this fact are given for Project Tiger in India, the jaguar in Latin America, and the Serengeti ecosystem in Kenya and Tanzania.  相似文献

An alternative method of estimating relative demand among nonconsumptive uses of wildlife and among wildlife species is proposed. A demand intensity score (DIS), derived from the relative extent of an individual's involvement in outdoor recreation and conservation activities, is used as a weighting device to adjust the importance of preference rankings for wildlife uses and wildlife species relative to other members of a survey population. These adjusted preference rankings were considered to reflect relative demand levels (RDLs) for wildlife uses and for species by the survey population. This technique may be useful where it is not possible or desirable to estimate demand using traditional economic means. In one of the findings from a survey of municipal conservation commission members in Massachusetts, presented as an illustration of this methodology, poisonous snakes were ranked third in preference among five groups of reptiles. The relative demand level for poisonous snakes, however, was last among the five groups.  相似文献

Military and civilian aircraft overflights are an issue that may impact the quality of life for millions of United States residents. Aircraft noise annoys many people worldwide and is generally thought to adversely affect some wildlife species. In light of increasing demands being placed on airspace, and because of technological improvements in acoustical testing, there is a need to reexamine the effects of aircraft noise exposure on humans and wildlife. This paper reviews past research, current laws and legislation, and presents an argument for the need to revisit the effects of aircraft noise on humans and wildlife. Some evidence suggests that noise may adversely impact wildlife and humans, however, many of the past studies were inconclusive and based on relatively small sample sizes. Given that aircraft noise abatement legislation has been enacted and because of the recent promulgation of community-based noise awareness programs, future studies should be conducted to resolve public policy problems and debates associated with aircraft noise. The need to further study the effects of aircraft noise on humans and wildlife is critical for creating sustainable land use policies near aircraft installations. Data derived from these studies will be used to create sound public policies that enhance the operational capacity of military and civilian aircraft while reducing the opportunity for human and wildlife exposure to aircraft noise.  相似文献

ABSTRACT. The Bureau of Reclamation was created to implement the Reclamation Act of 1902 and subsequent legislation to conserve and develop the water resources of the western states for maximum efficient use. This has been accomplished by the planning and construction of major multiple use projects which now supply water to approximately eight million acres of land which annually produce 52 million tons of food and fiber with a gross crop value of approximately $2 billion. Fifteen million people are served with municipal and industrial water supplies and hydroelectric power from Bureau projects now returns $160 million annually to the Treasury. Flood control, recreation, and fish and wildlife enhancement are other major benefits. The Bureau of Reclamation is now undertaking a Westwide Survey of water resources and of the needs of the future which is more far-reaching than anything heretofore accomplished. The information accumulated during this ten-year survey will determine whether there is a necessity for consideration of major interbasin transfer of water supply.  相似文献
