The Environmental Protection Agency has encouraged voluntary efforts at pollution prevention by facilities through participation in voluntary environmental programs (VEPs) such as the 33/50 program to reduce toxic releases. This paper examines the effectiveness of the 33/50 program in the adoption of pollution prevention practices and disentangles the effect of adoption from that of program participation on releases of 33/50 chemicals. Using facility-specific panel data and controlling for the endogeneity of program participation and pollution prevention adoption, we find that program participants were 38% more likely to adopt pollution prevention practices than non-participants. Program participants who adopted pollution prevention practices reduced their 33/50 releases by 52% compared to facilities that neither participated nor adopted pollution prevention. This indicates that VEPs that emphasize pollution prevention can play a complementary role in reducing toxic releases.  相似文献

The EPA’s new nonpoint source pollution control requirements will soon institutionalize urban erosion and sediment pollution control practices nationwide. The public and private sector costs and social benefits associated with North Carolina’s program (one of the strongest programs in the country in terms of implementation authority, staffing levels, and comprehensiveness of coverage) are examined to provide general policy guidance on questions relating to the likely burden the new best management practices will have on the development industry, the likely costs and benefits of such a program, and the feasibility of running a program on a cost recovery basis. We found that urban erosion and sediment control requirements were not particularly burdensome to the development industry (adding about 4% on average to development costs). Public-sector program costs ranged between $2.4 and $4.8 million in fiscal year 1989. Our contingent valuation survey suggests that urban households in North Carolina are willing to pay somewhere between $7.1 and $14.2 million a year to maintain current levels of sediment pollution control. Our benefit-cost analysis suggests that the overall ratio is likely to be positive, although a definitive figure is elusive. Lastly, we found that several North Carolina localities have cost recovery fee systems that are at least partially self-financing. ABSTRACT: This review of state pollution control programs suggests that states have brought imaginative thought to environmental programs. While manpower and funds have been concentrated in such traditional areas of concern as air and water quality enforcement, many states have attempted to defray the industrial costs of pollution control by increasing public waste treatment facilities, providing tax incentives for pollution control equipment and authorizing pollution control revenue bond financing.  相似文献

Management of Sedimentation in Tropical Watersheds   总被引:2,自引:0,他引:2  
/ The sedimentation of reservoirs is a serious problem throughout the tropics, yet most attempts to control sedimentation in large river basins have not been very successful. Reliable information on erosion rates and sources of sediments has been lacking. In regions where geologically unstable terrain combines with high rainfall, natural erosion rates might be so high that the effects of human activity are limited. Estimates of natural erosion in these situations often have been poor because of the episodic nature of most erosion during large storms and because mass-wasting may supply much of the sediment. The predominance of mass-wasting in some watersheds can result in an unexpectedly high ratio of bedload to suspended load, shifting sedimentation to "live" rather than "dead" storage within reservoirs. Furthermore, the inappropriate use of the Universal Soil Loss Equation to assess the effectiveness of erosion control measures has led to inaccurate estimates of the sediment reduction benefits that could accrue to watershed treatment efforts. Although reducing erosion from cultivated areas is desirable for other reasons, efforts aimed at reducing reservoir sedimentation by controlling agricultural sources of erosion may have limited benefits if the principal sources are of natural origin or are associated with construction of the dams and reservoirs and with rural roads and trails. Finally, the most appropriate locations for watershed rehabilitation depend on the magnitude of temporary storage of colluvium and alluvium within the river basin: Where storage volume is large and residence time of sediment very long, reducing agricultural erosion may have limited impacts on sedimentation within the expected life of a reservoir. Systematic development and analysis of sediment budgets for representative watersheds is needed to address these limitations and thereby improve both the planning of river basin development schemes and the allocation of resources towards reducing sedimentation. When sedimentation of reservoirs is the key issue, sediment budgets must focus especially on channel transport rates and sediment delivery from hillsides. Sediment budgets are especially critical for tropical areas where project funds and technical help are limited. Once sediment budgets are available, watershed managers will be able to direct erosion control programs towards locations where they will be most effective. ABSTRACT: Estimates were made of petroleum hydrocarbon pollution loadings reaching the Delaware Estuary by determining storm event loadings of hydrocarbons from four storm sewers, draining areas of different land uses. Although refinery effluents constituted the largest source of petroleum pollution in 1975, it appears that after completion of currently required treatment processes urban runoff will be the largest remaining source of petroleum pollution. The petroleum in urban runoff resembles used crankcase oil in composition and contains toxic chemicals such as polynuclear hydrocarbons. Further research is clearly desirable. Remedial programs to control such pollution may be warranted on the basis of information now available.  相似文献

ABSTRACT: The hypothesis of this paper is that regulatory systems for the control of effluent released to the environment can be, if improperly designed, inadequate for both the establishment of effective pollution control policy and the assessment of the biological significance of violations. This inadequacy may stem from several factors: first, the use of single point standards which delineate the boundary between legally acceptable and unacceptable pollutant discharges; and second, the existence of significant weaknesses in the frequency and design of monitoring programs. In order to be effective, pollution standards must reflect the impact of pollutants on the ecosystem. To achieve this goal, three critical pieces of information are required: measurement of ambient levels of released pollutants, frequency distributions derived from these data, and estimates of biological damage functions. Illustrating the above three requirements with data drawn from research in British Columbia, the authors recommended a restructuring of environmental policy to provide regulatory agencies with an effective mechanism for the analysis and control of environmental degradation.  相似文献

In South Asian countries such as Nepal, India, and Bangladesh, pollution of rivers is more severe and critical near urban stretches due to huge amounts of pollution load discharged by urban activities. The Bagmati River in the Kathmandu valley, the Yamuna River at Delhi, and peripheral rivers (mainly Buriganga River) of Dhaka suffer from severe pollution these days. The observed dry season average of biochemical oxygen demand (BOD) in all these rivers is in the range of 20–30 mg/liter and total coliform are as high as 104–105 MPN/100 ml. Per capita pollution load discharge of urban areas has been estimated to be about 31, 19, and 25 gBOD/capita/day in Bagmati, Yamuna, and the rivers of Dhaka, respectively. Regression analysis reveals pollution loads steadily increasing nearly in step with the trend in urbanization. The dissolved oxygen (DO) level of the Bagmati and Buriganga rivers is declining at an average annual rate of nearly 0.3 mg/liter/year. Unplanned urbanization and industrialization occurring in these cities may be largely responsible for this grave situation. Inadequate sewerage, on-site sanitation, and wastewater treatment facilities in one hand, and lack of effective pollution control measures and their strict enforcement on the other are the major causes of rampant discharge of pollutants in the aquatic systems.  相似文献

ABSTRACT: The watershed model GAMES is used for the evaluation of a targeting approach to control fluvial sedimentation arising from soil erosion in agricultural areas. The data considered for the analysis consists of output from the application of the model to existing and hypothetical soil and crop management systems in two small watersheds of southern Ontario, one in the rolling uplands and the other in a very flat lowland area. The model output includes estimates of spring sediment yield from field-size cells to the stream outlet for existing agricultural management conditions, and estimates of sediment yield resulting from the successive implementation of two levels of soil erosion controls under four remedial measures strategies. The results reveal that, for the rolling upland watershed exhibiting a wide range of soil erosion and sediment yield rates, targeted control programs can be expected to provide an extremely effective approach to sediment control. For flat lowland watersheds, exhibiting relatively uniform soil erosion and sediment yield rates, the strategy of targeting controls may be somewhat more effective than a random approach to control, but not as efficient as in the case of watersheds in more rolling terrain. It is evident from the study that a screening model such as GAMES provides a very useful tool for the planning and evaluation of erosion and sediment control programs.  相似文献

A system study was conducted on the use of a large number of small reservoirs dispersed throughout an urban community as a means of storm water pollution control. The study was based on an area within the “new city” of Columbia, Maryland. Water collected and stored in the reservoirs is treated for release or use in meeting sub-potable and potable water demands in the community. Design and performance criteria were developed for such a system. A simulation model and a computerized evaluation technique were used to select the optimal locations and system configurations. The results of this study indicated that such a system would be less expensive than a conventional engineering approach to storm water pollution control. Further, the benefits derived from use of the storm water as a water supply can offset a portion of the cost of pollution control. Several secondary benefits also result from this concept including erosion and sediment control, storm flow dampening, and recreational facilities. A program is now underway to demonstrate this concept in Columbia, Maryland.  相似文献

During the past three decades, numerous government programs have encouraged Lake Erie basin farmers to adopt practices that reduce water pollution. The first section of this paper summarizes these state and federal government agricultural pollution abatement programs in watersheds of two prominent Lake Erie tributaries, the Maumee River and Sandusky River. Expenditures are summarized for each program, total expenditures in each county are estimated, and cost effectiveness of program expenditures (i.e., cost per metric ton of soil saved) are analyzed. Farmers received nearly $143 million as incentive payments to implement agricultural nonpoint source pollution abatement programs in the Maumee and Sandusky River watersheds from 1987 to 1997. About 95% of these funds was from federal sources. On average, these payments totaled about $7000 per farm or about $30 per farm acre (annualized equivalent of $2 per acre) within the watersheds. Our analysis raises questions about how efficiently these incentive payments were allocated. The majority of Agricultural Conservation Program (ACP) funds appear to have been spent on less cost-effective practices. Also, geographic areas with relatively low (high) soil erosion rates received relatively large (small) funding.  相似文献

ABSTRACT: Recently, Congress designated irrigated agriculture under the “nonpoint source” category, covered by Section 208 of P.L. 92-500 and involves the use of “best management practices.” Generally, the most appropriate solutions for pollution abatement from irrigated agriculture involve the delivery and use of water rather than the treatment of irrigation return flows. 1. Technological alternatives should be utilized that are sensitive to local conditions and acceptable to the farmers. 2. Informational and educational programs to assist farm operators individually and collectively must be instituted prior to the start of the project; imaginatively conceived, and continuously modified and upgraded if motivation for change is to be encouraged. 3. Technical assistance personnel should be given short courses in skills needed for working effectively with irrigators. 4. Communication techniques used for working with farmers as individuals and groups should be designed into the implementation program and evaluated. 5. Credibility and trustworthiness of Federal and state agencies in the eyes of the irrigators provide the important final ingredient in effectively implementing change and reducing nonpoint source pollution from irrigated agriculture.  相似文献

ABSTRACT: Non-technological factors related to the behavior and characteristics of organizations involved in pollution control are explored here as to their importance as determinants or indicators of the level of pollution control effectiveness. Methods of evaluating the existing level of effectiveness are developed and tested using the response of a selected set of industrial establishments to state water pollution abatement action in the New York Region from 1966 to 1971. The compliance of 209 manufacturing establishments to state abatement orders in the New York Region is evaluated with respect to selected organizational and industrial characteristics and characteristics of the firms'socioeconomic environment. The influence of state policies arid programs is also discussed. It was found that the degree of compliance to state abatement action by industry in the Region is positively related to organization size, the extent of waste generation, the wealth and size of the town in which the firm is located, and the availability of waste treatment facilities in the town. The age of the firm was not related to compliance. The structure of state abatement scheduling also influences the degree of compliance. The methods of analysis used here provide a basis for a comprehensive analysis of the effectiveness of pollution control as an alternative to the case by case approach that is currently being used.  相似文献

n integrated approach coupling water quality computer simulation modeling with a geographic information system (GIS) was used to delineate critical areas of nonpoint source (NPS) pollution at the watershed level. Two simplified pollutant export models were integrated with the Virginia Geographic Information System (VirGIS) to estimate soil erosion, sediment yield, and phosphorus (P) loading from the Nomini Creek watershed located in Westmoreland County, Virginia. On the basis of selected criteria for soil erosion rate, sediment yield, and P loading, model outputs were used to identily watershed areas which exhibit three categories (low, medium, high) of non-point source pollution potentials. The percentage of the watershed area in each category, and the land area with critical pollution problems were also identified. For the 1505-ha Nomini Creek watershed, about 15, 16, and 21 percent of the watershed area were delineated as sources of critical soil erosion, sediment, and phosphorus pollution problems, respectively. In general, the study demonstrated the usefulness of integrating GIS with simulation modeling for nonpoint source pollution control and planning. Such techniques can facilitate making priorities and targeting nonpoint source pollution control programs.  相似文献

At present, many rural enterprises in China's mountainous areas are developing rapidly, and due to poor planning and improper management, in an uncontrolled manner. These small enterprises are making atmospheric pollution far more serious and more difficult to control than before. Thus, as is the case with most developing countries, China is facing the challenge of managing the increased environmental pollution that is accompanying its economic development. This paper examines the case of cement dust pollution in the town of Wenquan in Sichuan province in order to determine how to adjust the relationship between development of rural enterprises and atmospheric environmental pollution in mountainous areas. Using the single objective linear programming method, and based on the principle of overall optimization, an optimal control plan for different pollution sources was worked out and an economic assessment on reclamation of cement dust was completed. According to our analysis, after implementation of this plan for four years, two months, the concentrations of suspended particles in Wenquan will achieve the requirement of the national third-order ambient air quality standard; the current serious dust pollution will be completely controlled; and the reclamation of cement dust will totally compensate for the cost of dust control and will result in 92,000 yuan of pure profit per year. At that time, the economy and environment will be in harmony.  相似文献

Current US regulatory air quality monitoring networks measure ambient levels of pollutants and cannot capture the effects of mobile sources at the micro-scale. Despite the fact that overall air quality has been getting better, more vulnerable populations (children, the elderly, minorities and the poor) continue to suffer from traffic-related air pollution. As development intensifies in urban areas, more people are exposed to road-related air pollution. However, the only consideration given to air quality, if any, is based on ambient measures. This paper uses an inexpensive, portable Particle Soot Absorption Photometer (PSAP) to measure Black Carbon (BC) emissions, a surrogate for diesel fuels emissions, in Seattle's International District. With the aid of a GPS receiver, street-level BC data were geocoded in real space-time. It was found that pollution levels differed substantially across the study area. The results show the need for street-level air pollution monitoring, revisions in current land use and transportation policies, and air quality planning practice.  相似文献

The central assumption of nonpoint source pollution control efforts in agricultural watersheds is that traditional erosion control programs are sufficient to insure high quality water resources. We outline the inadequacies of that assumption, especially as they relate to the goal of attaining ecological integrity. The declining biotic integrity of our water resources over the past two decades is not exclusively due to water quality (physical/chemical) degradation. Improvement in many aspects of the quality of our water resources must be approached with a much broader perspective than improvement of physical/chemical conditions. Other deficiencies in nonpoint pollution control programs are discussed and a new approach to the problem is outlined.  相似文献
