The city is a growing centre of humanitarian concern. Yet, aid agencies, governments and donors are only beginning to comprehend the scale and, importantly, the complexity of the humanitarian challenge in urban areas. Using the case study of the Kathmandu Valley, Nepal, this paper examines the analytical utility of recent research on complex urban systems in strengthening scholarly understanding of urban disaster risk management, and outlines its operational relevance to disaster preparedness. Drawing on a literature review and 26 interviews with actors from across the Government of Nepal, the International Red Cross and Red Crescent Movement, non‐governmental organisations, United Nations agencies, and at‐risk communities, the study argues that complexity can be seen as a defining feature of urban systems and the risks that confront them. To manage risk in these systems effectively, preparedness efforts must be based on adaptive and agile approaches, incorporating the use of network analysis, partnerships, and new technologies.  相似文献

The adoption of a Climate Disaster Resilience Index in Chennai,India   总被引:1,自引:0,他引:1  
Results derived from the Climate Disaster Resilience Index (CDRI)—consisting of five dimensions (economic, institutional, natural, physical, and social), 25 parameters, and 125 variables—reflect the abilities of people and institutions to respond to potential climate‐related disasters in Chennai, India. The findings of this assessment, applied in the 10 administrative zones of the city, reveal that communities living in the northern and older parts of Chennai have lower overall resilience as compared to the flourishing areas (vis‐à‐vis economic growth and population) along the urban fringes. The higher resilience of communities along the urban fringes suggests that urbanisation may not necessarily lead to a deterioration of basic urban services, such as electricity, housing, and water. This indication is confirmed by a strong statistical correlation between physical resilience and population growth in Chennai. The identification of the resilience of different urban areas of Chennai has the potential to support future planning decisions on the city's scheduled expansion.  相似文献

Humanitarian actors have sought increasingly not only to assist people affected by natural disasters but also to protect them. This paper examines the efforts of international humanitarian actors to protect Haitians affected by the devastating earthquake of 12 January 2010. It begins with an analysis of the particular difficulties of conceptualising and operationalising protection in an urban environment and traces the efforts of international actors on the ground to develop appropriate protection strategies. The particular difficulties of working with camps and spontaneous settlements in urban areas are explored as are the challenges that stemmed from working with different levels of governmental authorities and a multitude of humanitarian actors. The paper concludes by highlighting some of the lessons learned from the successes and failures of international protection efforts in Haiti. It is hoped that these may assist future efforts to protect people living in urban environments.  相似文献

Chronic flooding in the Chalco valley, state of Mexico, Mexico, is the outcome of past and present socio‐environmental changes which have taken place in Mexico City's south‐eastern peri‐urban interface. This flooding is the result of a complex interaction between urbanisation in an ex‐lacustrine area, permanent ecological deterioration and ground subsidence, poor sanitation and inadequate policy responses. Far from solving the flooding problem, short‐term policy responses have created increasingly unsafe conditions for current residents. A socio‐historical analysis of disasters reveals the importance of taking into consideration particular social actors and institutions in hazard generation and flood vulnerability over time. This paper analyses three aspects of this flooding: first, the importance of approaching floods from a socio‐historical perspective; second, the relation between urbanisation, former policies and flood risk generation; and third, current policy responses to and the failure in the risk management of La Compañía Canal.  相似文献

The Israeli–Hezbollah conflict in the summer of 2006, although brief, had a lasting impact on the region and prompted an intense humanitarian response. The conflict raised challenging questions for the United Nations (UN) about how to assist a middle‐income yet extremely vulnerable population in a context where global and local relations are highly politicised. This paper focuses on two key questions that emerged from the humanitarian response. First, how can humanitarian agencies, and particularly the UN, improve the protection of civilians, and was what they did in Lebanon enough? Second, how can humanitarian agencies create partnerships with local actors and still remain true to core humanitarian principles when local actors are fiercely divided along confessional lines and influenced by external actors, and when some, such as Hezbollah, are parties to the conflict? This paper argues that despite the importance of protection and partnerships to the humanitarian response, their role in the UN emergency response still falls short.  相似文献

Members of impoverished households in Greater Khartoum, who have been displaced from their homelands by famine and civil war, gain a livelihood by utilising a wide variety of subsistence activities and sources. These include moonlighting, income diversification and pooling, exchange relations, scavenging, relief supplies from aid agencies and remittances from relatives working in other areas. This finding challenges the widely held view of the displaced as dependent and parasitic on the wider urban community. Several public policies are identified which have a detrimental effect on the livelihood of the displaced.  相似文献

In many low‐ and middle‐income countries informal communities—also termed slum and squatter areas—have become a dominant and distinct form of urban settlement, with ever increasing populations. Such communities are often located in areas of high hazard exposure and frequently affected by disasters. While often recognised as one of the highest ‘at risk’ populations, this paper will argue that informal settlers have been directly and indirectly excluded from many formal mechanisms, thereby increasing their vulnerability to disaster events. Household surveys were conducted across several frequently flooded informal coastal communities in Metro Manila, the Philippines, following a major typhoon and storm surge disaster. The study revealed a large level of diversity in socio‐economic vulnerability, although all households faced similar levels of physical exposure and physical vulnerability. Disaster risk reduction policies and responses need to better integrate informal settlement areas and recognise the diversity within these communities.  相似文献

The internal displacement of populations in Burma is not a new phenomenon. Displacement is caused by numerous factors. Not all of it is due to outright violence, but much is a consequence of misguided social and economic development initiatives. Efforts to consolidate the state by assimilating populations in government-controlled areas by military authorities on the one hand, while brokering cease-fires with non-state actors on the other, has uprooted civilian populations throughout the country. Very few areas in which internally displaced persons (IDPs) are found are not facing social turmoil within a climate of impunity. Humanitarian access to IDP populations remains extremely problematic. While relatively little information has been collected, assistance has been focused on targeting accessible groups. International concern within Burma has couched the problems of displacement within general development modalities, while international attention along its borders has sought to contain displacement. With the exception of several recent initiatives, few approaches have gone beyond assistance and engaged in the prevention or protection of the displaced.  相似文献

Based on the Institutional Collective Action framework, this research tests the impact of two competing hypotheses—bonding and bridging—on enhancing organisational resiliency. The bonding hypothesis posits that organisational resiliency can be achieved if an organisation works closely with others, whereas the bridging hypothesis argues that such a structure places considerable stress on an organisation and advocates for an organisation to position itself as a central actor to gain access to novel resources from a diverse set of entities to achieve resiliency. The paper analyses data gathered from semi‐structured interviews with 44 public, private, and non‐profit organisations serving communities affected by the Great Floods of 2011 in the Thai capital, Bangkok (urban), and in Pathum Thani (suburban) and Ayutthaya (rural) provinces. The findings suggest that: organisational resiliency was associated with the bridging effect; organisations in the rural province were more resilient than those in the suburban and urban centres; and private and non‐governmental organisations generally were more resilient than public sector organisations. The findings highlight the importance of fostering multi‐sector partnerships to enhance organisational resiliency for disaster response.  相似文献

The rise in the number of interventions by faith-based organisations in the humanitarian field has reignited debate about the role of religion in the public sphere. This paper presents a nuanced examination of the part played by religious institutions and networks in the strategies of forced migrants in urban contexts. Furthermore, it considers how such organisations work to integrate displaced populations into their new surroundings. Drawing on two case studies and ethnographic fieldwork and in-depth interviews with Iraqi refugees and refugee service providers in Damascus, Syria, carried out between March 2010 and March 2011, it evaluates how Iraqi refugees, as active social agents, utilise religious institutions and networks in conjunction with established international humanitarian organisations to produce a distinctive geography of exile. In addition, it draws attention to how the Syrian state exerts influence over religious actors and how ultimately this affects the decision-making of forced migrants.  相似文献

Implementation of urban heat island (UHI) mitigation strategies such as increased vegetative cover and higher-albedo surface materials can reduce the impacts of biophysical hazards in cities, including heat stress related to elevated temperatures, air pollution and associated public health effects. Such strategies also can lower the demand for air-conditioning-related energy production. Since local impacts of global climate change may be intensified in areas with UHIs, mitigation strategies could play an increasingly important role as individuals and communities adapt to climate change. We use CITYgreen, a GIS-based modeling application, to estimate the potential benefits of urban vegetation and reflective roofs as UHI mitigation strategies for case study sites in and around Newark and Camden, New Jersey.

The analysis showed that urban vegetation can reduce health hazards associated with the UHI effect by removing pollutants from the air. Less affluent, inner-city neighborhoods are the ones in which the hazard potential of the UHI effect is shown to be greatest. However, these neighborhoods have less available open space for tree planting and therefore a lower maximum potential benefit. As the climate warms, these neighborhoods may face greater consequences due to interactions between the UHI effect and global climate change. Results also show that urban vegetation is an effective and economically efficient way to reduce energy consumption and costs at the sites.  相似文献

These partnerships, however, are neither available nor affordable in most highly exposed developing countries. In this paper we examine recent innovations in financial risk management that extend traditional public–private partnerships to include NGOs, international financial institutions and other donors. Importantly, these partnerships provide secure financial arrangements to low-income communities before disasters strike and thus relieve the uncertainty and anxiety of depending on ad hoc post-disaster aid for recovery and even survival. This paper focuses on the emergence and modus operandi of Muslim faith-based aid organisations from the West, particularly those from the United Kingdom. Through case studies of Islamic Relief Worldwide and Muslim Hands, it examines the actual and potential added value generated by these humanitarian players in Muslim-majority contexts at times when aid actors from or associated with the West are being perceived by some as instrumental to the political agendas of Western powers, or are being confronted with the consequences thereof. The study analyses Muslim faith-based aid organisations' transnational networks, their implementing partnerships with local faith-based non-governmental organisations (NGOs), and their security position within and their access to insecure contexts, drawing on field examples and opinion from Central Asia, Iraq and Pakistan. It thereby argues that there is ground for an expansion of the role of Muslim aid actors, because of the existence of social and political realities in the field that cannot be always effectively tackled by the dominant international development approaches.  相似文献

Disaster education outcomes are highly dependent on the political context of that education. Based on a rich, in‐depth case study of the creation of community monitors in a landslide and flood‐prone city in southeast Brazil, this paper demonstrates how developmental and political environments add much additional nuance to existing theories of behaviourist and transformative education for disaster preparedness and mitigation. Beyond identifying the benefits of education, it argues that disaster risk reduction outcomes are reliant on governance frameworks that alter over time. The study reveals the political complexity associated with programme implementation and cites the perspectives of a number of participants. Disaster education is shown to be the necessary yet underappreciated twin of the militarised and technical approaches that dominate disaster response in Brazil. Understated, however, is education's situatedness: how it can become an arena of conflict between government and civil actors over matters of state and society in increasingly hazardous urbanisation settings in Latin America.  相似文献

The paper seeks to link contemporary thinking on urban shelter in the humanitarian sector to debates in the field of 'critical urban theory'. It argues that current humanitarian thinking on urban shelter shares many common concerns with critical urban theory, but that these concerns are rarely translated effectively into humanitarian practice. It attributes this disconnect not only to weaknesses in implementation capacity, but also to the need to reorient humanitarian action to address more definitively questions of power and justice. Humanitarian actors need to step back from product-delivery approaches and find ways of integrating into their analytical, planning, implementation and monitoring tools questions about access, exclusion and the historically specific ways in which these aspects converge in particular urban spaces. By doing so, the humanitarian community would benefit from a more explicit, systematic and sustained engagement with the catalytic theoretical resources that critical urban theory has to offer.  相似文献

Fuelled by terrorist attacks on urban areas, emergency planning responses to manmade disasters is a growing area of critical debate within the field of urban management. The response of a major British city--Manchester--to the 1996 bombing of its commercial core, is examined in this paper. It focuses on the transformation of the emergency planning response from dealing with the immediate crisis during the first week, to a stage of controlled recovery that still continues. The response to the devastation caused by the bomb was co-ordinated by the city council, which developed a range of short- and long-term initiatives, but the re-opening of the city centre could not have happened so quickly had the council not worked in collaboration with other key organisations and agencies. Working partnerships were crucial to the immediate response and subsequent recovery, with such capacity for organisational learning built upon existing co-operative arrangements within the city, which had developed over the previous decade.  相似文献

Humanitarian governance is usually understood according to the classic, Dunantist paradigm that accords central importance to international humanitarian agencies. However, this is increasingly paralleled by ‘resilience humanitarianism’ that focuses, among other things, on including national actors in humanitarian governance. This article views humanitarian governance as emerging through interactions between authorities, implementing agencies and communities. It is based on interactive ethnography in five countries by Partners for Resilience (PfR). Using the Theory of Change (ToC) tool, it analyses the various interpretations and priorities of actors involved in humanitarian problems, solutions and programme governance. For example, PfR had a ‘software’ focus, aiming to unlock communities’ potential for resilience, whereas communities and authorities preferred to receive tangible ‘hardware’ support. The findings highlight the crucial role of local authorities in shaping humanitarian aid. This is especially pertinent in view of the international agenda to localise aid, which requires the understanding and support of national actors in order to responsibly protect the vulnerable.  相似文献
