TIM: Assessing the sustainability of agricultural land management   总被引:1,自引:0,他引:1  
TIM (Threat Identification Model) is a framework for the ex ante assessment of agricultural land management sustainability at the land unit scale that identifies sources of unsustainability within agricultural land management systems. The model explicitly links defined hazards to land productivity and environmental integrity, land resource data and information, and land management practice options using expert and local knowledge on land management and its potential effects. The model was tested in the Crystal Creek Subcatchment, a narrow coastal strip of land situated in north Queensland, Australia. This area was chosen due to the expansion of the sugar industry onto increasingly marginal land in the area, which represents a threat to sustainable land use and a requirement for careful land-use planning and land management.TIM may be used in a relational database as a stand alone decision support system for land-management planning. Its usefulness in land-use planning is greatest when it is linked to a Geographic Information System (GIS) as shown in this paper. GIS allows TIM outputs, such as constraints to agriculture and site-specific best-management practices, to be identified in a spatially explicit manner.The main advantages of TIM are that it can be done ex ante, it removes the need to define sustainability assessment criteria and indicators, it utilises current understanding of the causes and effects of land degradation and how different land-management practices influence these, and links this knowledge to definite land-management options.  相似文献

This study presents a method for assessing conservation opportunity on private land based on landholders' socio-economic, behavioral, and farm characteristics. These characteristics include age, gender, education, level of off-farm income, farm size, proportion of remnant native vegetation on-farm, and ecological value of native vegetation on-farm. A sample of landholders who own greater than 2 ha of land in the South Australian Murray-Darling Basin region were sent a mail-based survey about their values and preferences for environmental management (N = 659, 52% response). Cross-tabulations and ANOVA statistical analysis techniques were used to compare the socio-economic attributes across three landholder classes: disengaged, moderately engaged, and highly engaged in native vegetation planting. Results indicate that highly engaged landholders were more likely to be female, formally educated, hobby farmers who managed small parcels of land and have high off-farm incomes, whereas disengaged landholders held significantly stronger farming connections (more farming experience, family have lived on the farm for more generations). Spatial analysis revealed area-specific differences in conservation opportunity and conservation priority. In some areas, properties of high ecological value were managed by highly engaged landholders, but nearby properties of high value were managed by moderately engaged or disengaged landholders. Environmental managers therefore cannot assume areas of high conservation priority will be areas of high conservation opportunity. At the regional scale, the potential for revegetation seems most promising within the moderately engaged landholder group considering the vast amount of land managed by this group in areas of high ecological value, particularly within the less represented Mallee and Coorong and Rangelands sub-regions. We suggest that incentive schemes which purchase conservation need to be targeted at disengaged landholders; mentoring schemes led by commercial farmers highly engaged in native vegetation planting should be directed at moderately engaged landholders, and; awards programs which acknowledge conservation successes should be targeted at highly engaged landholders.  相似文献

Mountain landscapes are undergoing rapid land-use changes. Settlement expansion, the intensification of agricultural land-use practices, and farmland abandonment result in a decline of natural and semi-natural habitats and the related ecosystem services (ES). In this context, spatial planning has emerged as a key instrument for the management of ES provision. To better understand trade-offs and interactions between settlement growth and ES provision in a spatially explicit manner, we present a new modeling framework coupling an agent-based, agro-economic optimization model and a cellular-automata-based settlement growth model. The framework is applied in an inner alpine valley in the Valais, Switzerland, which experienced rapid settlement growth in recent years. Results demonstrate how the model framework allows support of local planning processes. Particularly cooperation among municipalities and an explicit consideration of ES can inform spatially explicit ES trade-off decisions under increasing demand for land. We conclude that better informed spatial planning processes support ES provision.  相似文献

Researchers attempting to integrate socio-economic data in watershed planning often draw on nationally collected census data. However, there are critical limitations to the usefulness of this type of data for decision makers operating at the watershed scale. In this paper we demonstrate the relevance of spatially referenced socio-economic data collected using mail surveys to random selections of rural landholders. The issue explored was dryland salinity management in two large watersheds in the Murray-Darling Basin of south-eastern Australia. Contrary to the assumptions underlying public policy in Australia, but consistent with the literature on farmer knowledge, comparisons of expert maps and landholder identified salinity sites suggested that landholders in these watersheds had excellent knowledge of the current extent of salinity on their property. Our research also suggested that salinity education was a sound investment by governments. At the same time, the expert maps failed to predict half of the saline affected sites identified by landholders. Accurately mapping the extent of salinity would seem a first step in addressing this nationally significant land degradation issue.  相似文献

Economic approaches to the valuation of ecological services have several limitations. Some of these limitations can be overcome using the multiple attribute decision-making model developed in this paper. The model postulates that a private or public decision-maker selects a site/landscape management plan based on the biophysical and economic attributes of alternative management plans, the decision-maker’s preferences for attributes, and constraints on the selection of a management plan.Two cases are examined. Case A is a watershed consisting of publicly owned land that is managed at the site, management unit and landscape scales. Management is based on the philosophy of ecosystem management. Case B is a watershed composed of several privately owned units that are managed at the site scale by decision-makers whose primary motivation is economic profit. The preferred management plan in both cases is determined using a two-stage procedure. The first stage uses a stochastic programming model to identify the most efficient management plans for a site/landscape. The second stage determines which efficient management plan for a site/landscape is preferred by maximizing an expected utility function that is additive in the attributes and assumes that the decision-maker is risk neutral.Whether a land-management plan results in strongly or weakly sustainable resource conditions is evaluated. Strong sustainability requires the probability of exceeding the minimum acceptable value of an attribute to be greater than or equal to a pre-determined reliability level for each attribute. Weak sustainability requires the same condition except that it applies to a composite index of the attributes rather than each attribute. Bayes theorem is used to evaluate uncertainty about whether the state of a landscape is sustainable.  相似文献

Healthy watersheds provide valuable services to society, including the supply and purification of fresh water. Because these natural ecosystem services lie outside the traditional domain of commercial markets, they are undervalued and underprotected. With population and development pressures leading to the rapid modification of watershed lands, valuable hydrological services are being lost, which poses risks to the quality and cost of drinking water and the reliability of water supplies. Increasing the scale and scope of programmes to protect hydrological services requires policies that harmonize land uses in watersheds with the provision of these important natural services. This article summarizes key attributes of hydrological services and their economic benefits; presents a spectrum of institutional mechanisms for safeguarding those services; discusses programmes in Quito (Ecuador), Costa Rica and New York City; and offers some lessons learned and recommendations for achieving higher levels of watershed protection.  相似文献

A major source of pollution in agricultural landscapes is surface runoff and non-point source pollution generated from agricultural production practices. In-stream, stream bank and riparian conservation/management practices can be implemented to reduce sediment loading solely or in conjunction with upland practices. Survey results from producers in the Fort Cobb Reservoir watershed, a highly erosive watershed in southwest Oklahoma with a history of state and federal conservation programs, provide information required for improving understanding of operators’ likelihood of adoption. Two models of soil and water conservation were estimated, a logit model of likelihood of enrollment and a Poisson model of the total number of practices adopted. Results reinforced previous findings that attitudes, gender and education influence conservation program enrollment. Farming experience, gender and attitudes towards conservation increased the total number of practices adopted.  相似文献

The Cache River of southernmost Illinois is used as a case study for developing and demonstrating an approach to quantitatively link (1) national agricultural policy and global agricultural markets, (2) landowner's decisions on land use, (3) spatial patterns of land use at a watershed scale, and (4) hydrologic impacts, thus providing a basis to predict, under a certain set of circumstances, the environmental consequences of economic and political decisions made at larger spatial scales. The heart of the analysis is an estimation, using logistic regression, of the affect of crop prices and Conservation Reserve Program (CRP) rental rates on farmland owner's decisions whether to reenroll in the CRP or return to crop production. This analysis shows that reasonable ranges for crop prices (80%–150% of 1985–1995 values) and CRP rental rates (0–125% of 1985–1995 rates) result in a range of 3%–92% of CRP lands being returned to crop production, with crop prices having a slightly greater effect than CRP rental rates. Four crop price/CRP rental rate scenarios are used to display resulting land-use patterns, and their effect on sediment loads, a critical environmental quality parameter in this case, using the agricultural non point source (AGNPS) model. These scenarios demonstrate the importance of spatial pattern of land uses on hydrological and ecological processes within watersheds. The approach developed can be adapted for use by local governments and watershed associations whose goals are to improve watershed resources and environmental quality.  相似文献

Land use change can significantly affect the provision of ecosystem services and the effects could be exacerbated by projected climate change. We quantify ecosystem services of bioenergy‐based land use change and estimate the potential changes of ecosystem services due to climate change projections. We considered 17 bioenergy‐based scenarios with Miscanthus, switchgrass, and corn stover as candidate bioenergy feedstock. Soil and Water Assessment Tool simulations of biomass/grain yield, hydrology, and water quality were used to quantify ecosystem services freshwater provision (FWPI), food (FPI) and fuel provision, erosion regulation (ERI), and flood regulation (FRI). Nine climate projections from Coupled Model Intercomparison Project phase‐3 were used to quantify the potential climate change variability. Overall, ecosystem services of heavily row cropped Wildcat Creek watershed were lower than St. Joseph River watershed which had more forested and perennial pasture lands. The provision of ecosystem services for both study watersheds were improved with bioenergy production scenarios. Miscanthus in marginal lands of Wildcat Creek (9% of total area) increased FWPI by 27% and ERI by 14% and decreased FPI by 12% from the baseline. For St. Joseph watershed, Miscanthus in marginal lands (18% of total area) improved FWPI by 87% and ERI by 23% while decreasing FPI by 46%. The relative impacts of land use change were considerably larger than climate change impacts in this paper. Much has been written about social norms in disciplines such as law and economics but they are less studied in the field of Natural Resource Management (NRM). Although norms are acknowledged to be an influence on decision–making, they are difficult to identify and measure in the field and their role is often implicit or not well understood or articulated. This paper addresses an important knowledge gap by combining social norms theory with the specifics of a particular case study. We examined the influence of social norms on landholder behaviour in a small rural community undergoing demographic change in Australia. Findings from interviews with landholders and government agency personnel indicate that established norms within the farming community are influencing incoming landholders; and that new norms and practices have also emerged as a result of government investment through the local Landcare group. We suggest that a better understanding of social norms in different contexts will give rise to strategies that make NRM interventions more effective.  相似文献

A variety of tools can be employed in support of environmental policy objectives, but achieving preferred outcomes also requires the cooperation of private landholders and others with vested interests in the land. The Land Stewardship project in the state of Victoria, Australia, is an initiative devoted to exploring the ways in which private landholders could be encouraged towards more sustainable land management. Following the view that the success of policy initiatives is contingent on effective stakeholder engagement, a component of the Land Stewardship project involved a dialogue with landholders about policy tools (e.g., regulation, economic instruments) that might be deployed to encourage improved land management practices. This paper provides an account of the views and attitudes of landholders, as revealed in a series of three workshops, which consisted of discussions about the factors influencing agriculture, participants' interpretations of sustainability, and policy methods. The focus of the paper is on what landholders believe to be the strengths and limitations of standard policy tools, and the essential requirements for these tools to deliver the best land management outcomes. One of the main findings of the project was a 'preference hierarchy' in respect of policy methods, according to which the strongest support was expressed for voluntary and education-based tools, followed by market-based instruments, with command-and-control regulation identified as a measure of 'last resort'. In the paper we reflect also on how the views and outlook of landholders should be positioned relative to other inputs in the design of policy interventions.  相似文献

Amenity migration to attractive and accessible non-metropolitan areas changes social and environmental relations with consequences for natural resource management and landscape composition and trajectories. Lifestyler oriented rural landholders are often cast as a problem for land management and extension. Managers and some researchers see them as a cause of landscape and social fragmentation and report difficulties in engaging such landowners on natural resource management issues and responsibilities. In contrast, limited existing research indicates that lifestylers do join and form networks of personal and other contacts for advice and support in land management. We contribute to this research with a survey of rural landholders in southeastern New South Wales (NSW). We explicitly compare the sources of advice for land management for lifestylers with those of farmers. We focus on the types of sources available to rural landholders in Australian regions and their relative importance to these two landholder groups. We find that lifestylers and farmers are different in their sources of advice but that both prefer personal sources rather than sources such as agencies. We reflect on the significance of the differences for engagement with lifestyle oriented rural landowners and for understanding landscape change.  相似文献

This study was set to examine factors influencing agroforestry upscaling, inter-plot natural fertilizer transfer and inter-plot income flow in Arsamma watershed. A semi-structured questionnaire was used to gather necessary information. Contingency table, chi-square, Phi and Cramer's V were used to analyze the data. Access to seedlings was the most important determinant of agroforestry upscaling; and farmers' production orientation, farm size and wealth status ranked, respectively, second, third and fourth. Inter-plot natural fertilizer transfer was primarily influenced by participation in agricultural extension. Wealth status and livestock size ranked, respectively, second and third in influencing inter-plot natural fertilizer transfer. The study indicated a geographic concept of spatial land-use integration for soil fertility management and key factors influencing agroforestry-based land-use integration. Agroforestry-centered diversified small-scale agricultural commercialization, tree-crop-livestock integration, agricultural extension services promotion and multi-purpose tree species supply are the way out to upscale agroforestry and agroforestry-based spatial land-use integration.  相似文献

The article presents the platform “Pimp your landscape” (PYL), which aims firstly at the support of planners by simulating alternative land-use scenarios and by an evaluation of benefits or risks for regionally important ecosystem services. Second, PYL supports an integration of information on environmental and landscape conditions into impact assessment. Third, PYL supports the integration of impacts of planning measures on ecosystem services. PYL is a modified 2-D cellular automaton with GIS features. The cells have the major attribute “land-use type” and can be supplemented with additional information, such as specifics regarding geology, topography and climate. The GIS features support the delineation of non-cellular infrastructural elements, such as roads or water bodies. An evaluation matrix represents the core element of the system. In this matrix, values in a relative scale from 0 (lowest value) to 100 (highest value) are assigned to the land-use types and infrastructural elements depending on their effect on ecosystem services. The option to configure rules for describing the impact of environmental attributes and proximity effects on cell values and land-use transition probabilities is of particular importance. User interface and usage of the platform are demonstrated by an application case. Constraints and limits of the recent version are discussed, including the need to consider in the evaluation, landscape-structure aspects such as patch size, fragmentation and spatial connectivity. Regarding the further development, it is planned to include the impact of land management practices to support climate change adaptation and mitigation strategies in regional planning.  相似文献

ABSTRACT: We investigated spatial and temporal relationships among surface and subsurface watershed attributes and stream nutrient concentrations in urbanizing Johnson Creek watershed in northern Oregon. We sampled stream water at eight urban and five nonurban locations from March 1998 through December 1999. We sampled eight wells distributed over the two primary aquifers in the watershed. Using a Geographic Information System (GIS), percentages of landuse attributes within a radius of 30, 91, and 152 m from each sample site were quantified. We analyzed relationships between (1) nutrient concentrations and percentage cover of different landuse attributes, and (2) nutrient concentrations and underlying hydrologic units. We did not find a significant relationship between ground water chemistry and stream water chemistry. We found elevated levels of phosphorus (P) concentrations correlated with urban landuse, while higher nitrogen (N) concentrations were correlated with nonurban (primarily agricultural) landuse. We concluded that elevated levels of N in nonurban areas of Johnson Creek watershed were associated with agricultural practices. We further concluded that urban development factors such as increases in storm drains, dry wells, and impermeable surfaces may be responsible for higher input of P to the stream in urbanizing areas of the Johnson Creek watershed.  相似文献

This research demonstrates the predictive modeling capabilities of a geographic information system (GIS)-based soil erosion potential model to assess the effects of implementing land use change within a tropical watershed. The Revised Universal Soil Loss Equation (RUSLE) was integrated with a GIS to produce an Erosion Prediction Information System (EPIS) and modified to reflect conditions found in the mountainous tropics. Research was conducted in the Zenzontia subcatchment of the Río Ayuquíla, located within the Sierra de Manantlán Biosphere Reserve (SMBR), México. Expanding agricultural activities within this area will accentuate the already high rate of soil erosion and resultant sediment loading occurring in the Río Ayuquíla. Two land-use change scenarios are modeled with the EPIS: (1) implementation of soil conservation practices in erosion prone locations; and (2) selection of sites for agricultural expansion which minimize potential soil loss. Confronted with limited financial resources and the necessity for expedient action, managers of the SMBR can draw upon the predictive capacity of the EPIS to facilitate rapid and informed land-use planning decisions.  相似文献

It is important to adopt proper water and soil conservation and land-use planning in a watershed for lowering adverse impacts on reservoir water quality. Although reservoir watersheds occupy a large amount of land in Taiwan, high population density has exerted development pressures on such land. Therefore, the priority ranking of land-use restrictions for the subdivisions with different degrees of environmental vulnerability is necessary in watershed management. Since there are several criteria for evaluating the potential environmental impact from the subdivisions, multi-criteria analysis was applied as a technique for solving these problems in this study. The VIKOR method was applied to determine the best feasible solution according to the selected criteria, including geographical and meteorological factors. The objective of this study was to establish the priority ranking of land-use restrictions in the Tseng-Wen reservoir wastershed in southern Taiwan. The results show that subdivisions close to the outlet or reservoir area should have the priority of land-use restrictions.  相似文献

Sustainable agriculture refers to farming systems with economic, social, and environmental viability that must respond to citizens’ interests and concerns. However, European citizens are not satisfied with the Common Agricultural Policy (CAP) due to misinterpretation of their preferences. Because of this, the European agricultural model’s long-term viability is being questioned, especially after the European Commission’s CAP proposals in 2011. This paper examines European agriculture’s potential sustainability with regard to citizens’ preferences. First, focus groups and the Analytic Hierarchy Process are used to identify and quantify southern Spanish citizens’ preferences for farming. Second, socio-demographic features and opinions that determine preferences towards agriculture are studied by a multinomial logit model and a cluster analysis. A comparison is made between citizens’ preferences and the CAP aims because the CAP aims address all European farming. The main results indicate that agricultural economic, environmental, and social functions are equally important to the respondents in our study, even though the CAP prioritizes the economic ones. However, some citizen groups agree with the agricultural model designed by the CAP.  相似文献

Multifunctional rural landscapes are often characterised by contrasting values, land uses and land management practices of rural property owners. It seems these trends are, in part, an expression of rural landholder's identification as farmers. Existing typologies of rural landholders seldom take into account occupational identity. Research discussed in this paper addresses that gap. The objective was to apply the collective occupational identity construct to address the challenges of profiling rural landholders and test its effectiveness at distinguishing between different types of landholders. A 12-item scale was used to explore the extent rural landholders in south-eastern Australia held an agricultural producer identity. Cluster analysis resulted in the creation of four clusters of rural landholders with distinctive characteristics, suggesting the approach can provide researchers with a theoretically sound construct and practitioners with a useful tool as they attempt to better understand and engage rural landholders in sustainable agriculture.  相似文献

The use of landholder typologies to aid the development, implementation, and monitoring natural-resource management (NRM) policies and programs has increased considerably during the past decade. This article explores the potential for using such typologies for a variety of NRM and rural and regional development applications. Review of typology use further suggests that there is potential to refine the way that typologies are developed and applied to better aid NRM, farming systems analyses, and rural and regional development. Before typologies will be adopted more widely, a number of theoretical and methodologic issues must be addressed. These include the following questions: (1) Which criteria and methods should or can be used to classify landholders? (2) How should studies across spatial and temporal scales be integrated? (3) How should multiple and single industry studies be integrated to gain the most value from research? We argue that quantitative research techniques are well suited to provide an underlying structure for landholder typologies, and qualitative research techniques are useful for developing understanding of the nature of variation within and between landholder types. We argued further that because of the potential utility and breadth for the application of landholder typologies, a nested set of landholder typologies could be developed that are coordinated at the national, regional, and local geographic levels, with repeated measures used to track the evolution with time of landholder practices, management values, and socioeconomic characteristics.  相似文献
