Recent concerns surrounding the growth of mobility and associated increases in journey length and number of motorised journeys for an increasingly diverse pattern of trips have placed demands on the planning system in terms of the need to consider the land use-transport interaction. This paper first provides a review of relevant national planning policy in Scotland in particular. It then goes on to report findings from a recent survey which highlights the attitudes held by Scottish planning professionals to managing transport demand through land-use planning. The paper outlines the trade-offs encountered in practice between competing policy objectives. In Scotland there is no planning guidance equivalent to Planning Policy Guidance Note 13, which applies to England and Wales, around which there has been much debate on its impact on development control decisions and planning strategy. Draft guidance for Scotland was produced in 1996 for consultation and again in 1998, but at the time of writing has yet to be finalised. The findings from this study are timely in that they enable an assessment of the extent to which the planning system is being used to manage transport demand. Recent local government reorganisation in Scotland has resulted in significant changes to ways in which strategic planning and development control policy are likely to proceed. The paper focuses on the extent to which local authority policy emphasises the need to reduce travel through planning.  相似文献

Rapid changes are occurring in the rhetoric and practice of transport planning in the UK. Driven by ever increasing road congestion and growing awareness of the impact of road transport on the environment, a consensus is said to be emerging over the implementation of a new approach to UK transport planning centred on managing the demand for road travel rather than catering for it. This paper explores the depth and breadth of the penetration of this new consensus in relation to policy making in central government and in three local case-study areas. The paper charts the factors that have shifted transport policy direction and are contributing to and inhibiting the adoption of a new demand management approach. It concludes by stating that whilst definitive shifts in transport-planning rhetoric and practice have occurred in recent times, shifts toward demand management have been slow due in particular to local cultural and political difficulties. These persist in many localities and in similar policy areas and an awareness of these is useful in highlighting difficulties in the adoption of environmental sustainability agendas in other policy fields.  相似文献

Eucalyptus albens (White Box) woodlands are among the most poorly conserved and threatened communities in Australia. Remnants are under further threat from stock grazing, deteriorating soil conditions, weed invasion, and salinity. There is an urgent need to restore degraded White Box and other woodland ecosystems to improve landscape function. However, there is still a poor understanding of the ecology of degraded woodland ecosystems in fragmented agricultural landscapes, and consequently a lack of precise scientific guidelines to manage these ecosystems in a conservation context. State and Transition Models (STMs) have received a great deal of attention, mainly in rangeland applications, as a suitable framework for understanding the ecology of complex ecosystems and to guide management. We have developed a STM for endangered White Box woodlands and discuss the merits of using this approach for land managers of other endangered ecosystems. An STM approach provides a greater understanding of the range of states, transitions, and thresholds possible in an ecosystem, and provides a summary of processes driving the system. Importantly, our proposed STM could be used to clarify the level of “intactness” of degraded White Box woodland sites, and provide the impetus to manage different states in complementary ways, rather than attempting to restore ecosystems to one pristine stable state. We suggest that this approach has considerable potential to integrate researcher and land manager knowledge, focus future experimental studies, and ultimately serve as a decision support tool in setting realistic and achievable conservation and restoration goals.  相似文献

Management of water supply in Britain is increasingly facing up to the problems posed by supply-led strategies. Although the eradication of water stress has traditionally been viewed as a techno-managerial problem, with supply being increased to meet rising demand, this is no longer possible as a general solution. Pressures both from government and from voluntary bodies are leading to approaches which manage the level of demand, and which recognize that water may, for various reasons, be in relatively short supply. The issues are illustrated by a case study of a recent tourist development, in which demand side management measures were extensively utilized.  相似文献

从生态系统服务价值的角度对从化市土地利用总体规划(1997-2010年)实施的生态效应进行了定量评价。结果表明,1996-2005年从化市土地利用变化的总体趋势是耕地、林地、牧草地和未利用地面积在减少,园地、建设用地和水域面积在增加;从化市生态系统服务总价值增加了0.0690亿元,增加率为0.21%。从化市土地利用总体规划(1997-2010年)基本可行,其实施虽然取得了一定的生态效应,但与规划预期目标相比尚有一段差距。  相似文献

土地利用总体规划是国民经济和社会发展规划的重要组成部分,是统筹城乡建设、加强土地管理的基础,是实现世界上最严格的耕地保护制度的基本手段。在新一轮土地利用总体规划修编之际,对上轮规划存在的主要问题从宏观层面上进行了分析与探讨,有助于新一轮规划的科学编制和有效实施。简要介绍了规划修编的背景,并对本轮规划修编的网上调查结果进行了分析。通过回顾和分析上一轮土地利用总体规划实施过程中存在的主要问题,提出本轮规划修编应以统筹城乡发展、加强部门协调、促进节约集约、合理增加弹性、提高公众参与等为理念,并就本轮规划的重点与难点方面提出了建设性的意见和建议。  相似文献

Management strategies to control invasive species need information about dispersal distances to predict establishment potential. Fraxinus pennsylvanica is a North American anemochorous tree species that is invasive in many Central European floodplain forests. To predict seed-dispersal potential, the stochastic model WaldStat was used, which enables different options for directionality (isotropic and anisotropic) to be simulated. In this article, we (1) show empirical results of fructification and seed dispersal for this tree species. The model predicts approximately 250,000 seeds for one F. pennsylvanica tree. These results were used to (2) calculate species-specific dispersal distances and effects of wind direction. To consider the influence of wind on dispersal potential of the tree species, long-distance dispersal (LDD [95th percentile dispersal distance]) was calculated. Mean dispersal distances varied between 47 and 66 m. LDD values modelled along the main wind direction ranged from 60 to 150 m. Seed production, dispersal distance, and direction data were (3) incorporated into theoretical management scenarios for forest ecosystems. Finally (4), we discuss management options and the practical relevance of model scenarios in relation to the accuracy of spatial dispersal predictions. Further analyses should be focused on possible, well-adapted management concepts at stand level that could restrict the potential spread of invasive species.  相似文献

The Norwegian Integrated Land Use and Transport Planning Scheme TP10 was launched in 1991 as a responseto growing concern about the environmental effects of road transport in Norway's largest cities. Its main goal was to develop transport and land use policies leading to reductions in the growth of car use and transport demand. The purpose of this paper is to explain and discuss why the scheme on the whole failed to produce the intended policies. One reason was that the planning process in the scheme was dominated by the traditional transport planning and implementation authorities. The scheme was also linked to the national roads planning process in a way which diverted TP10 from its stated environmental goals. The paper concludes that radical changes in existing policies should be accompanied by institutional reform.  相似文献

This paper assesses the contribution of land-use planning to the objectives of local sustainable development in some of the UK's most urbanized areas. Sustainable development provides the context within which local planning policies are now being prepared, and can be seen to be a potentially important aspect of central government's proposals for modernizing local government. Using the results from a comprehensive survey of development plans in metropolitan authorities, the paper assesses both the strengths and the weaknesses of land-use planning in terms of sustainable development and speculates upon the lessons they may offer to the government's more recent proposals on modernizing local government.  相似文献

The heuristic value of the ecological footprint (EF) conceptual device has met with considerable political and civic buy-in at national, regional and local levels. It is seen as particularly valuable for visualizing ecological overshoot but debates about methodological soundness have undermined this potential. This paper examines the emerging opportunities for advanced footprinting approaches that use input-output analysis to test 'what if?' policy scenarios and hence turn EF into a proactive driver for sustainability-oriented policy development.
