In many coastal resort areas of the world, it is likely that optimal climatic conditions for beach use might occur outside the peak of the tourist season. Investigation of this issue together with associated publicity might help to spread the tourism load and hence reduce undesirable social and environmental effects of extreme seasonality in tourist demand. For this to take place, better knowledge of beach user preferences in terms of climate and bathing water temperature is required. Questionnaire surveys were carried out in Wales, Malta and Turkey to establish the preferences of north European beach users for thermal sensation and bathing water temperature, plus priority levels for other climatic attributes. A user-based beach climate index based on these preferences and priorities was formulated. Linkage was made between the user-generated ratings for various climatic conditions and published climate data to evaluate most major Euro-Mediterranean/Black Sea and a range of other beach tourism areas on a month-by-month basis. Results showed excessively hot thermal sensation in many southern and eastern Mediterranean coastal destinations during July and August, the present peak of the beach tourism season. Highest preference was given to water temperatures rather lower than those found in these areas during late summer. Many long haul coastal destinations popular with north European visitors had similar unpleasant thermal sensations over several months. Uncertainties and deficiencies still exist with the system, but from the point of view of north European beach users the final scores generated in this study may be regarded as good approximations of the quality of resort area climates for sedentary beach use.  相似文献

In Italy, the incapability of the State to implement a national strategy for the sustainable development of coastal areas lead the regional authorities to adopt integrated coastal zone management plans. These initiatives are often relevant, correcting the defiency of the national legislation, but do not assure the implementation of a coherent littoral policy. Thereby, it is to be hoped that the recent developments in international law—and particularly the Mediterranean protocol on integrated coastal zone management recently adopted—will compel the Italian State to make a positive commitment to coastal protection.  相似文献

The Turkish Mediterranean Coast is still the cleanest section in the region. This aspect needs to be strictly controlled and improved to allow for a sound development of touristic activities. Also, the adopted controlling policy should comply with the basic principles of the Mediterranean Action Plan. In Turkey, the regulations issued in connection with the “Water Products Law”; are now implemented to control wastewater discharges. Recently, major efforts were devoted to improve these regulations within the umbrella of the new “Environmental Law”;. The new proposals consider the issue from a much broader framework and provide technical support and criteria for marine outfalls, direct discharges of domestic and industrial sources and pretreatment requirement prior to discharge to the sewerage systems.  相似文献

Detailed analysis of the land cover of the Estonian coastal zone is presented based on Estonian laws on coastal zone management, the CORINE Land Cover (CLC) system, the status of protected areas, and administrative division data of Estonia. By law the coastal zone is defined as a 200-m wide zone landward from the mean sea level line. The length of the Estonian coastline (including the islands) is 3794 km. The 200-m zone of the Estonian coast is very diverse. Out of the 34 CORINE land cover types represented in Estonia 30 are found in the coastal zone. Three dominating land cover types in the coastal zone of Estonia are inland marshes, coniferous forest and semi-natural grassland. Their total share is 47%; the other 27 land cover types represented here cover 53% of the coastal zone. The Estonian coastal zone is generally in a good natural condition. The proportion of artificial surfaces throughout the zone is merely 4.7%, while agricultural landscapes cover only ca. 10%. Land cover data for the coastal zone are also presented by county. Of the 200-m coastal zone 24% is under protection, which is more than twice the value for Estonia as a whole (11%). Legislative protection of the coastal zone is presently satisfactory. The use of the CORINE Land Cover system enables comparisons with other European regions since CLC data have been compiled for most of Europe.  相似文献

The aims of this study are to review the current situation of the Israeli Mediterranean coastal sand dunes, to examine the causes for this situation, and to propose options for future conservation and management of the protected dune areas based on ecological, environmental, landscape and recreational demands and interests. The coastal dunes of Israel are characterized by diverse plant communities, with 173 plant species occurring on sand (8.2% of the total flora of Israel) including many endemic species (26% of all endemic species in Israel). Most of the species are annuals. The importance of the coastal strip as a centre of floral and faunal speciation is also manifested in the existing sand-bound animals. However, many species are rare. This is mainly due to the extensive industrial and urban development along the coastal plain and the direct and indirect destruction of the remaining open dune areas by tourism, recreation and sand mining. Only ca. 17% of the Israeli coastal dunes are still of good or reasonable ecological value, while < 5% of this area has been designated as protected area. Management policies differ from place to place and depend on local objectives. These objectives derive mainly from the knowledge and data that exist for each location, and its statutory status. Since 1995 several projects, which aim to develop integrated management tools for nature conservation and recreation uses for all coastal sand dunes in Israel have been conducted. The coastal stretch of north-eastern Mediterranean Morocco holds vitally important ecological, social, and economic functions. The implementation of large-scale luxury tourism resorts shall push socio-economic development and facilitate the shift from a mainly agrarian to a service economy. Sufficient water availability and intact beaches are among the key requirements for the successful realization of regional development plans. The water situation is already critical, additional water-intense sectors could overstrain the capacity of water resources. Further, coastal erosion caused by sea-level rise is projected. Regional climate change is observable, and must be included in regional water management. Long-term climate trends are assessed for the larger region (Moulouya basin) and for the near-coastal zone at Saidia. The amount of additional water demand is assessed for the large-dimensioned Saidia resort; including the monthly, seasonal and annual tourist per capita water need under inclusion of irrigated golf courses and garden areas. A shift of climate patterns is observed, a lengthening of the dry summer season, and as well a significant decline of annual precipitation. Thus, current water scarcity is mainly human-induced; however, climate change will aggravate the situation. As a consequence, severe environmental damage due to water scarcity is likely and could impinge on the quality of local tourism. The re-adjustment of current management routines is therefore essential. Possible adjustments are discussed and the analysis concludes with management recommendations for innovative regional water management of tourism facilities.  相似文献

Integrated Coastal Zone Management as a strategy for achieving conservation and sustainable multiple use of the coastal zone includes various types of management initiatives. Due to natural phenomena such as tides and winds and to social and economic activities, coastal areas undergo transformation. Coastal erosion and the disappearance of beaches as a result of wrong planning decisions and lack of effective legislation are among the most damaging effects and to reverse them requires application of a series of engineering techniques. Beach nourishment projects as a way towards shore protection and utilization through recreational purposes in the Spanish and Italian coasts are noteworthy in this respect. In beach nourishment projects, the roles of various entities, both public and private, should be clearly indicated and in the evaluation and execution stage a series of questions should be answered for the successful completion of any nourishment project. Past projects in the Mediterranean and experiences from recent Italian projects in Anzio and Nettuno confirm this. For example, dredging of the entrance channel of the port of Anzio enabled middle-sized ferryboats once again to enter the port (which had not been possible before). This will in turn increase the tourism potential of the town. Nourishment of two beaches at these sites prevented further erosion and provided more area for recreational purposes. Expected economic contribution of beach nourishments to the regional authority was estimated for Nettuno and Anzio; the resulting theoretical payback period was found to be 3 yr for the former and 15 yr for the latter.  相似文献

Monitoring agricultural products requires the periodic determination of land cover and the production of land use policies in an optimum way. The hazelnut is one of the important Turkish agricultural exports and Turkey provides 77% of the world's hazelnuts. In Turkey, hazelnut production exceeds the demand; new regulations have been enacted to create new land use policies. By putting into practice regulations restricting hazelnut plantation areas, a more efficient and productive hazelnut harvest policy could be created. Therefore, more information on existing land cover is required to determine optimum (or ideal) potential hazelnut areas (PHA) and to forecast future crop production. The principle aim of this study is to create a methodology for determining existing PHA, using Geographic information system (GIS) and remote sensing (RS) techniques regarding to support hazelnut policy developers and economists. This study was basically carried out in the province of Trabzon, which is one of the most important hazelnut production areas in Turkey. Landsat ETM+ image was used to generate a current land cover classification. Using the supervised classification method, overall accuracy was determined to be 84.7%. Suitable hazelnut areas were determined according to criteria settled by government regulations.  相似文献

During recent decades the northern shores of the Mediterranean have experienced a rapid transformation; mainly due to touristic development. At present, more than 25% of the worldÕs hotel accommodation is found in the Mediterranean. This paper presents some figures illustrating the related growth of different sectors of coastal economy, such as housing, tourism, industry and traffic. A better control of these developments is urgently needed. To this end a spatial planning policy should be elaborated which fully incorporates environmental issues. The concept of integrated coastal (zone) management has only recently been introduced in regional and national policies. A classification of spatial dynamics including settlement-environment relationships can stimulate the implementation of integrated planning policies in the coastal belt of the Mediterranean region.  相似文献

Ecology-based tourism, which is integrated with nature, developed in environmentally conscious areas and enriched by different cultures, has become more important in the direction of extending tourism throughout the year. While the landscape values of the area are important functions for tourism activities to be carried out in natural characteristics, the preferences of the users are also important. Ecology-based tourism, which develops in connection with the concepts of intacteness, the protection-use balance and sustainability, and the demands and expectations of tourists, constitute the basis of our study. For this purpose, the study was carried out in Kumyaka, a small coastal neighborhood (village) of the county of Mudanya in the province Bursa, Turkey with important natural, historical and cultural assets. Fieldwork, field analysis, literature search, interviews with tourists coming to the field, interviews with the day trippers and survey work were conducted in the study. While evaluating the ecology-based tourism potential of the area, the demands and expectations of tourists have been taken into account together with the available area data. According to the results of the survey, tourists are mostly interested in having the most scenic value and quietness when choosing the area. The types of tourism that tourists most wanted to experience in the field were 42.38% culture tourism and 32.32% nature tourism. As a result of tourists’ demands and expectations, the tourism activities to be carried out in accordance with the possibilities of the area were examined and ecology based planning proposals and holistic planning approaches were developed.  相似文献

Two Special Features on integrated coastal zone management, especially along the Mediterranean Sea, result from a MeDCOAST conference held in Hammamet (Tunisia). 20–25 October 2001. In this first Special Feature some papers are presented on ecological and biological research related to integrated coastal zone management. All over Europe coastal environments are threatened by human activities such as urbanization, industrial development, fisheries, aquaculture, recreation and tourism. Research has to be developed that can be applied to similar case studies in different countries. Methods of monitoring are necessary and baseline data have to be available in order to judge the significance of changes in the abjotic and biotic environment. Examples of studies included in this Special Feature are mainly from southern banks of the Mediterranean Sea but there is also an example from Estonia and one from the Canary Islands.  相似文献

Deltas, as macro and micro biological systems at high productive levels, are the natural reserve areas of the world. Those in Turkey present the international importance landscapes as to the various ecosystem characteristics and land use patterns. Nevertheless, these areas are currently facing many problems such as biodiversity loss and environmental degradation owing to coastal settlements and pollution factors. This paper describes the factors responsible for the main features and degradation types of the Deltaic landscapes and their impact for future land use. It also deals with : an overview of the Kizilirmak Delta, one of the most important Deltas along the central part of Black Sea Region (Turkey); presents major ecosystem of it; identifies land use pattern and discusses the threats by environmental and human induced disturbances. The most considering feature of this Delta is to show the largest and most significant wetland area of Turkey which has been able to protect its natural beauties on the Black Sea Coasts. A Delta plain of 56000 hectares extends through the area at the north of the Samsun-Sinop highway. The ecological system of the Delta is extremely rich in terms of its biological variety as well as its fauna (especially number of bird species). But, the Delta including terrestrial areas close to the water resources and the vegetation between aquatic and terrestrial systems, has been constantly modified by human activities. The article presents the main ancient marine sites of the Holy Land, points the endangered sites and the needed preservation activities. The ancient cultural heritage existing on the Mediterranean shores reflect important events in the history of humanity. It represents numerous important cultures, religions and traditions. This coastal and underwater heritage is rapidly eroded due to sea level rise, global changes and rapid coastal development. Actions taken by the state of Israel to rescue, protect and preserve the marine cultural heritage include: underwater rescue surveys, coastal erosion monitoring, risk assessment surveys and pilot projects for protecting and preserving the sea front of the antique sites at Akko, Apollonia and Ashkelon. Israel proposes that the Mediterranean and European countries will establish a collaborative project aimed at mapping the cultural recourses and establishing master plans for the protection and preservation of the marine and coastal cultural heritage of the Mediterranean.  相似文献

On a small island such as Malta where many developers and policy makers place a large emphasis on social use and develoment values, which encourages recreational/industrial development, it is often hard to promote the monetary value of coastal conservation due to strong competition with the large tourism industry. An assessment of the ecological (conservation) and economic (use/development) values of four popular Maltese bathing areas (Mellieha, St. George’s, Ramla and Ghajn Tuffieha Bay) was carried out by evaluating their ability to provide a number of functions. This is dependent on the environments’ inherent characteristics within the context of locally applicable time and space functions. Function Analysis is an innovative technique able to provide a means for assessing changes in environmental quality of an area and evaluating the sustainability of applied management regimes. This paper is a first example of an application of the Functional Analysis approach in Malta. Local application of this technique indicates a need for additional refinement in application to coastal areas. Analysis showed that St. George’s, had the lowest conservation value, Ramla and Ghajn Tuffieha bay had the highest conservation values, Mellieha Bay had high conservation value and use/development potential. In this context, conservation value is understood to reflect values of biodiversity, information/knowledge and environmental quality.  相似文献

Low-elevation coastal areas and their populations are at risk during and after the appearance of a storm surge event. Coastal flooding as a result of storm surge events is investigated in this paper for a number of areas around the north-eastern (NE) Mediterranean coastal zone (Adriatic, Aegean and north Levantine seas). The sea level rise (SLR) due to storm surge events is examined for the period 2000?C2004. Wind data, atmospheric pressure and wave data for this period as well as in situ sea elevation measurements (from stations around the Mediterranean coasts) were used. Potential inundation zones were then identified using a 90-m horizontal resolution digital elevation model (DEM). At these zones, the sea surface elevations were calculated for the study period, using the collected data and a 2D storm surge simulation model (1/10o??1/10o) output, examining the sea level alteration in specific coastal areas, where in situ measurements are absent and are characterised as ??risky?? in inundation areas, due to their topography. In order to determine the level of storm track implication on major SLR incidents, the trajectories of the respective storm events were computed. The aim of this paper is to investigate the major storm surge events that appeared during the study period, identify the major ??risky?? costal regions along the north-eastern Mediterranean coast and determine their hazard level due to inundation caused by storm surge phenomena. The combination of the risk level determination of an area and the calculation of sea level alteration is an important tool in terms of predicting and protecting the coastal area from extreme meteorological incidents.  相似文献

This paper examines existing measures taken to protect the coastal zones of the Mediterranean Sea and assesses their success. A summary of the main pressures facing this region is given, followed by an analysis of the legislation covering coastal zone development in ten countries: Algeria, Croatia, Egypt, France, Israel, Italy, Malta, Spain, Tunisia and Turkey. The paper finds that not all of these States have legislation specifically covering coastal zones, but there is concern in all areas that existing legislation is not working. The costs and benefits of controlling coastal development are examined. Firstly, a literature review of valuation studies identifies a range of values placed on the developed and undeveloped coastline for both users and local property owners. These values were then used in a model to evaluate policy options to control development of a stretch of coastline. The model indicates that a stricter control regime of coastal development may provide significant benefits.

Originally developed within the Mediterranean, a tested coastal management and planning tool was applied outside the region to evaluate its international scope, with particular reference to a less developed country. Seven coastal sites in Pakistan were investigated for their scenic values through a 26 item checklist grouped as physical and human parameters analysed though weighted parameters and fuzzy logic matrices. With respect to a five-class evaluation system, results indicated: Jiwani, Miani Hor and Pasni-Astola Island as extremely attractive natural sites with very high landscape value (classified as Class 1 sites); Mubarak village as an attractive natural site with high landscape value (classified as a Class 2 site); Kaka pir village, Harjana village and Keti Bandar as having little outstanding landscape features or with urban environment and classified as Class 3 sites. Rural and/or urban environmental influences were observed to be critical factors which influenced major human parameters that ultimately affect sites’ scenic classification. However, notwithstanding natural attraction, unless political and social development barriers are tackled in conjunction with recognising areas that possess inherent tourism potential, economic potential is unlikely to be realised.  相似文献

The 26 December 2004 tsunamis around the Indian Ocean exposed the vulnerability of many coastal communities, including those serving tourists. To draw conclusions regarding disaster risk reduction for tourism in coastal areas, this study surveyed international tourists who survived the tsunami regarding their perceptions and experiences of the disaster. Semi-structured interviews were completed between January and June 2005 of 55 primary interviewees who were international tourists in locations affected by the tsunami. The qualitative data from the interviews yielded commonalities across four main themes with relevance to disaster risk reduction: information and awareness, warning systems, personal preparation, and livelihoods. Three areas are suggested as topics to highlight for further investigation: the connections between sustainable tourism and disaster vulnerability, the role of tourists in disasters, and disaster risk reduction education.  相似文献
