Summary This paper compares two forms of public participation in the assessment of appropriate energy technologies: a centralised top- down approach, and an approach based on grass roots empowerment. The example chosen to demonstrate the former is the Community Based Technology Assessment Program in the United States, and examples of the latter are drawn from efforts at assessing biogas technologies in Korea, Thailand and Papua New Guinea. The analysis includes the assessment of each case study in terms of conditions for public participation derived from the literature. Findings point to the need for empowered technology assessment groups and institutional support for program implementation, or "software", for future efforts at diffusing alternative energy technologies to rural settlements in developing countries. In addition, a role for women in technology assessment is recommended.Mr Subbakrishna has been involved with rural development processes in Nigeria, Kenya and India. With a background in the Earth Sciences from the Indian Institute of Technology, Kharagpur, his current specialisation is in natural resource management and energy policy. She holds a PhD in Geography from the University of Canterbury, New Zealand. This study explores electricity pricing as a demand-side management (DSM) strategy, looking to the developed country experience for insights into the types of approaches currently used, their effects, and the direction in which electricity pricing is headed. The discussion should be especially useful for electric utilities in developing countries that are exploring alternatives to capacity expansion to meet current and future electric power demand. For these electric utilities, demand-side options are especially important under today's conditions in which the capital cost of new generating capacity is increasing rapidly, international funds for expanding power sectors are not expected to be sufficient for meeting projected capacity needs and environmental concerns over fossil fuel emissions have raised new questions about constructing thermal power plants.  相似文献

The 1990s have seen a dramatic shift in capital flows into the developing world. Despite pledges made at the 1992 UNCED Conference in Rio de Janeiro, official development aid has declined in real terms. At the same time, private direct investment and lending to developing countries has risen from $44 billion at the beginning of this decade to $256 billion in 1997, supporting a record economic boom in the developing world. Developing countries have become significant sources of capital, as well as hosts to transnational corporations.
Cases illustrating the negative impacts of large investments under environmentally lax conditions are contrasted with the rise of environmental screening of funds by commercial entities, such as banks, insurance companies and investors. Although the new inflows of foreign capital may have brought the spread of Western consumerism, this new economic potential has also contributed cutting-edge environmental technologies, that may assist developing countries leapfrog over the most damaging phases of industrialization.
The article discusses the role of public lending agencies, international organizations and NGOs in setting the investment climate that determines the effects of foreign capital on the natural resources base, communities and the environment. Various mechanisms for defining environmental standards are discussed, and a more active role for governments and the United Nations is advocated.  相似文献

Summary To solve environmental problems a vast amount of manpower, material and financial resources has been spent. Some people consider that this is necessary, and a reasonable price which human beings must pay for development, especially industrialisation. Maybe it is true. But can people solve the environmental problems of developing countries better when they have learned the experiences and lessons of developed countries? One possible way is proposed in this paper, which makes a special reference to the real situation in China. The fundamental idea is to develop and apply appropriate technologies in the phase of national industrialisation. This will help developing countries to achieve desired environmental effects more economically. The appropriate technologies mentioned in the paper are of two kinds: appropriate industrial production technologies and appropriate environmental technologies. The development of the former will help to reduce environmental pollution and other problems caused by industrialisation. The development of the latter will enable developing countries to keep an acceptable environmental quality within a controlled cost. In the paper the definition of appropriate technologies is clarified, and the criteria for the selection and evaluation of appropriate technologies are proposed. The possibility of a realisation of developing the economy and protecting the environment at same time is then analysed. The conclusion is that development and application of appropriate technologies is an optimal strategy when the real conditions of developing countries like China are considered. The development of environmental performance policy indicators for public services, and in particular for the defence sector, is an emerging issue. Despite a number of recent initiatives there has been little work done in this area, since the other sectors usually focused on are agriculture, transport, industry, tourism and energy. This type of tool can be an important component for environmental performance evaluation at policy level, when integrated in the general performance assessment system of public missions and activities. The main objective of this research was to develop environmental performance policy indicators for the public sector, specifically applied to the defence sector. Previous research included an assessment of the environmental profile, through the evaluation of how environmental management practices have been adopted in this sector and an assessment of environmental aspects and impacts. This paper builds upon that previous research, developing an indicator framework--SEPI--supported by the selection and construction of environmental performance indicators. Another aim is to discuss how the current environmental indicator framework can be integrated into overall performance management. The Portuguese defence sector is presented and the usefulness of this methodology demonstrated. Feasibility and relevancy criteria are applied to evaluate the set of indicators proposed, allowing indicators to be scored and indicators for the policy level to be obtained.  相似文献

Coal is the major primary energy which fuels the economic growth in China. The Soviet-style institution of the coal sector was adopted after the People’s Republic was founded in 1949. But since the end of 1970s there have been major changes: the market mechanism was introduced to the coal sector and the Major State Coal mines were transferred from central to local governments. This paper explains these market-oriented and decentralized reforms and explores their implications for the power sector, now the largest single consumer of coal. The argument of this paper is that the market-oriented and decentralized reforms in the coal sector were influenced by the changes in state energy investment priority as well as the relationship between the central and local governments in the context of broader reforms within China’s economy. However, these market-oriented and decentralized reforms have not equally influenced the power sector. Even though initial coal sector reform spurred power generation, the subsequent fragmented reforms raise concern about electricity shortages.  相似文献

For much of the 1980s refining has been unprofitable. The continued operation of small refineries in oil-importing developing countries has therefore come under intense scrutiny, especially by the international financial institutions concerned with high levels of external debt. This paper examines the specific case of Morocco. Even though refining may be unprofitable at the world's export refineries, refining may still be part of the least-cost solution to meeting developing country petroleum demands as a result of transport differentials. Unlike some other refineries in Africa, those of Morocco are well run, and closure is unwarranted. Rather the need is for regulatory and pricing reform, such that refiners can respond more flexibly to changes in world markets.  相似文献

This paper examines the variation in the properties of surface soils from the rural, through sub-urban, to the urban zones of Ibadan metropolitan area, south-west Nigeria. Soils were sampled at 0–20 cm depth in the northern part of the metropolis. Statistical techniques were used to compare the data obtained in the three zones. The results of the analyses clearly show that the mean values of nine out of the eighteen soil properties analysed differed significantly between the three zones. In particular, the concentration of two of the three heavy metals analysed in the study, that is, zinc and lead were higher in the urban zone than in the other two zones. The accumulation of heavy metals in the soils of the urban environment of developing countries requires urgent attention from environmentalists and urban development planners. It is important to prevent such heavy metals leaching into the underground water supply, and, to minimise the health risks to both humans and animals that depend solely on this source of water supply.  相似文献

Soil erosion is the single most important environmental degradation problem in the developing world. Despite the plethora of literature that exists on the incidence, causes and impacts of soil erosion, a concrete understanding of this complex problem is lacking. This paper examines the soil erosion problem in developing countries in order to understand the complex inter-relationships between population pressure, poverty and environmental-institutional dynamics. Two recent theoretical developments, namely Boserup's theory on population pressure, poverty and soil erosion and Lopez's theory on environmental and institutional dynamics have been reviewed. The analysis reveals that negative impacts of technical change, inappropriate government policies and poor institutions are largely responsible for the continued soil erosion in developing countries. On the other hand, potential for market-based approaches to mitigate the problem is also low due to the negative externalities involved. A deeper appreciation of institutional and environmental dynamics and policy reforms to strengthen weak institutions may help mitigate the problem.  相似文献

Soil erosion is accelerating in developing countries of Asia, Africa, and Latin America. It has threatened the livelihood of millions of peasants, for agriculture is their economic mainstay. A probe into the forces causing erosion reveals that the elite’s resolve to accumulate ever more wealth and to maintain, consolidate, or expand their sociopolitical power and the necessity of the poor to fulfill their requirements of food, fuelwood, and fodder are the two major factors accelerating soil erosion. Unless the vast masses of poor people are integrated into the national mainstream through the implementation of equitable and redistributive development policies, it is impossible to control the accelerating rate of soil erosion and thus to achieve the objective of sustainable development. In this article, the phenomenon “soil erosion” is studied with the sol e focus on causation through anthropogenic factors.  相似文献

The purpose of this paper is to share our ideas and experience of developing and applying stakeholder analysis to natural resource management, and to stimulate further development of its concepts and methodologies. Stakeholder analysis emerged in response to the perceived deficiency of conventional economic and social approaches for assessing and designing projects and policies. It is emphasized, however, that it is intended to complement rather than replace existing methods. The paper sets out the principles of stakeholder analysis (SA) and provides indicative guidelines for conducting SA in different situations. SA is an approach and procedure for gaining an understanding of a system by means of identifying the key actors or stakeholders in the system, and assessing their respective economic interests in that system. It is shown to have particular advantages for getting to the heart of many natural resource problems and for understanding the conflicts of interest and trade offs that may threaten the success of a project or policy. The paper discusses the origins of SA, the contexts of its application, how one goes about it, and quotes examples from northern Thailand .  相似文献

A supply-oriented strategy which accepts current projections of development energy demands, and seeks to satisfy them, based on acquiring capital-intensive technologies requiring imported fuels is doomed to failure. Developing countries which follow such a strategy will be unable to meet either their energy needs or the basic development needs of their people. To the extent that their energy needs are thus met, it will be at horrendous cost of capital desperately needed for economic and social improvement in non-energy sectors and with tragic environmental consequences to the developing countries and to the world [17]. The opposite of a supply-oriented strategy is a demand-control one. Commercially available or near commercial energy efficient technologies will permit the developing countries to raise the standard of living of their people with only a modest increase in per capita energy consumption.  相似文献

In certain locations, the combination of meteorological conditions and topography are such that persistent fogs cover coastal or interior mountains. The droplets from these fogs are collected by trees or other tall vegetation. They can also be collected by appropriately designed man-made collectors, to provide large volumes of water for domestic, agriculture or forestry uses. The largest project to date has provided, since March 1992, an average of 11 000 litres of water per day (*****l/d) to a village of 330 people in the arid coastal desert of northern Chile. This project and others are reviewed. The impact of the deforestation of high elevation areas, and the subsequent loss of fog water input in a watershed are discussed, as are guidelines for water planners.  相似文献

Energy planners in developing countries have traditionally sought to meet their nations' growing electricity demands by adding more generation and transmission capacity. But as the foreign investment situation became critical in the 1980s, private investment and system efficiency improvement programmes began to garner interest. One of the most promising system efficiency improvement options is load management, which uses a variety of techniques to utilize the electricity system's existing capacity more efficiently. However, to date, only three countries have seriously considered implementing large load management programmes: Pakistan, Peru and Costa Rica. This paper describes a 1987-89 load control demonstration programme in Costa Rica, sponsored by the US Agency for International Development (AID), in which participating industries were able to reduce their peak demand by 14%.  相似文献

The central message of this paper is that natural forests have multiple uses and multiple users. The paper describes the crisis in Asian forestry and four failures which lie behind the crisis. The first failure is related to economic policy which has consistently underpriced timber, not accounting for the true cost of replacing the felled trees or the value of non-timber goods and services (including environmental services). The second failure stems from the lack of community involvement in managing forests. The third failure is that of forestry institutions which have not been able to adapt to changes required to meet new challenges — away from timber extraction towards environmental services and social forestry. The fourth failure arises from technological constraints, including difficulties in carrying out long-term research (to cover the 20–40 year time horizon in the forestry sector) and ineffective application of research results. A number of specific suggestions for moving toward sustained yield management in Asia are presented. The sustainable management of forests in Asia is crucial not only for indigenous peoples, the environment and economies of the countries of Asia, but also for the biodiversity and health of the global environment.  相似文献
