Tropical montane cloud forests (TMCF) are among the most threatened ecosystems globally in spite of their high strategic value for sustainable development due to the key role played by these forests in hydrological cycle maintenance and as reservoirs of endemic biodiversity. Resources for effective conservation and management programs are rarely sufficient, and criteria must be applied to prioritize TMCF for conservation action. This paper reports a priority analysis of the 13 main regions of TMCF distribution in Mexico, based on four criteria: (1) forest quality, (2) threats to forest permanence, (3) threats to forest integrity, and (4) opportunities for conservation. Due to the diverse socio-environmental conditions of the local communities living in Mexican TMCF regions, their associated social characteristics were also evaluated to provide a background for the planning of conservation actions. A set of indicators was defined for the measurement of each criterion. To assign priority values for subregions within each main region, an international team of 40 participants evaluated all the indicators using multicriteria decision-making analysis. This procedure enabled the identification of 15 subregions of critical priority, 17 of high priority, and 10 of medium priority; three more were not analysed due to lack of information. The evaluation revealed a number of subjects that had hitherto been undetected and that may prove useful for prioritization efforts in other regions where TMCF is similarly documented and faces equally severe threats. Based on this analysis, key recommendations are outlined to advance conservation objectives in those TMCF areas that are subjected to high pressure on forest resources.  相似文献

Several multicriteria evaluation techniques have been developed since the 1970s. The need to compare different territorial policies has justified their introduction into environmental research. These methods are based on the numerical manipulation of heterogeneous information, which varies in terms of reference scale and type of measure (continuous, ordinal, qualitative, binary, etc.). During recent years, diverse investigations have focused on general conditions on Salina, the “green island” of the Aeolian archipelago. Such studies, within an interdisciplinary project, aimed to explore the possibility of implementing conservation strategies that are compatible with human needs, landscape preservation, and sustainable economic development. Three different evaluation techniques are applied, namely multicriteria weighted concordance and discordance analysis and a qualitative procedure. They are used to compare four alternative plans for the socioeconomic development of Salina Island. These plans lie between extreme alternatives: total protection of natural resources and maximizing economic development based on tourism. The plans are compared to each other on the basis of 14 criteria that reflect the socioenvironmental perception of Salina's inhabitants. The approach used in this research seems particularly fruitful because of its flexibility: it offers decision makers the chance to manage heterogeneous data and information that is not easily quantifiable. Such “soft” information helps to evaluate environmental conditions more precisely, and to make a less damaging choice among alternative development plans.  相似文献

Initial decision analysis (IDA) is a microcomputer based decision-making technique that is organized so that a rational, step-by-step, procedure can be followed to use existing knowledge to develop resource policies. The IDA process provides a systematic way for participants to define their own problem and to explore jointly alternative solutions. IDA is particularly suited to resolving complex problems involving many groups with conflicting interests. IDA is illustrated with data from the US Forest Service's Draft Environmental Impact Statement for the 1985 to 2030 Resource Planning Act Program for the United States. Four policy options are evaluated: maximization of timber production, of grazing, and of wilderness, and a dominant use policy that concentrates timber management on productive sites. Policies were evaluated using a new mathematical satisficing procedure. Mathematical satisficing of simulated policy consequences showed that, for selected performance standards, current RPA policies are superior to the four alternative policies examined.  相似文献

Adaptive management is an approach to recurrent decision making in which uncertainty about the decision is reduced over time through comparison of outcomes predicted by competing models against observed values of those outcomes. The National Wildlife Refuge System (NWRS) of the U.S. Fish and Wildlife Service is a large land management program charged with making natural resource management decisions, which often are made under considerable uncertainty, severe operational constraints, and conditions that limit ability to precisely carry out actions as intended. The NWRS presents outstanding opportunities for the application of adaptive management, but also difficult challenges. We describe two cooperative programs between the Fish and Wildlife Service and the U.S. Geological Survey to implement adaptive management at scales ranging from small, single refuge applications to large, multi-refuge, multi-region projects. Our experience to date suggests three important attributes common to successful implementation: a vigorous multi-partner collaboration, practical and informative decision framework components, and a sustained commitment to the process. Administrators in both agencies should consider these attributes when developing programs to promote the use and acceptance of adaptive management in the NWRS.  相似文献

Evaluation of conservation education programs can: (1) provide accountability in demonstrating a program's worth, (2) offer an opportunity for receiving feedback and improving programs, (3) further our understanding of the process of program development, and (4) promote conservation education by substantiating claims about its benefits. The Planning-Process-Product systems evaluation model provides feedback needed for making decisions about the development, implementation, and outcome of a program. Planning evaluation was useful in assessing the needs, goals, opportunities, and constraints of a number of programs in Costa Rica and Belize, such as a forestry education project and a zoo outreach program. It provided a basis for making planning decisions incorporating specific objectives, such as the reforestation of a region or a change in knowledge and attitudes in program participants. Process evaluation provided a Costa Rican sustainable development program with feedback during its implementation and enabled it to modify and improve its newsletter for local farmers and its ecology classes for school children. Product evaluation assessed project accomplishments, such as the $700,000 raised by the Children's Rainforest group and the 20 miles of riparian land under conservation management as part of the Belize Community Baboon Sanctuary project. Outcomes are compared with the programs original monetary or land management objectives to determine the success of the programs and to provide feedback for improvement.  相似文献

The effectiveness of a decision-support tool created to identify protected-area potential within the Nova Forest Alliance (NFA) of Nova Scotia, Canada is assessed from the perspective of a public participatory geographic information system (PPGIS) approach. The application sought to create an integrated GIS-based decision-support tool for community-focused communication and conservation assessment among NFA partners (including private woodland owners, government agencies, forest companies, and non-government organizations) and potential application within other model forests in Canada. The application illustrated that the GIS-based tool, once set up and populated with the necessary data, was able to generate effective visual alternatives to support decision making within the NFA community and elsewhere. However, from a PPGIS perspective, the application faced challenges that influenced the efficacy of its implementation: (1) limitations arose around data quality, use and sharing policies; (2) although opportunities for participation by the NFA partnership were initiated, these proved insufficient to achieve adequate engagement, buy in and support for the process and outcomes; and (3) the expert-grounded GIS-based tool requires a greater degree of expertise than may currently be present in the community. These challenges limit its ongoing use in the NFA and its potential utility in other model forests. For PPGIS-decision-support applications to be effective in the NFA and elsewhere, it is suggested that the following conditions be met: (1) implementation of geographically based data policies to allow for greater data accessibility, specifically with fewer bureaucratic and private sector barriers; (2) engagement of community partners in the initial project design, goal-setting and subsequent stages, even if this requires extensions to anticipated timelines; and (3) development of effective participatory technical systems that meet the needs of participants without being so complex as to constitute a barrier to their use.  相似文献

In 1990 the Environmental Protection Agency (EPA) began sponsoring several pilot projects in its regional offices to examine the potential benefits of adopting a multimedia approach to facility management. This approach differs from traditional practices at EPA in that facilities (dischargers regulated under permits issued by the agency) are managed based upon their cumulative impacts to all media: air, water, and land. Currently, facilities are managed by separate programs at EPA that evaluate environmental impacts from a single-media perspective. One aspect of discharger management is the necessity to allocate limited financial resources in a way that will minimize risk to human health and the environment. A careful, risk-based prioritization of facilities is one means of providing insight to the most effective strategy of allocating monitoring, inspection, and enforcement resources. Prioritization from a multimedia perspective is particularly difficult, however, since it requires translation and integration of medium-specific facility performances, management objectives, and perceptions of risk into a cumulative rating. A computerized decision support system (DSS) designed to guide management through the prioritization process from a multimedia perspective was identified as a potentially valuable tool for use in the pilot projects. This article describes the development of such a prototype, outlines the features of the completed system, and discusses its potential for use at EPA.  相似文献

Leachates are generated as a result of water or other liquid passing through waste at a landfill site. These contaminated liquids originate from a number of sources, including the water produced during the decomposition of the waste as well as rain-fall which penetrates the waste and dissolves the material with which it comes into contact. The penetration of the rain-water depends on the nature of the landfill (e.g. surface characteristics, type and quantity of vegetation, gradient of layers, etc). The uncontrolled infiltration of leachate into the vadose (unsaturated) zone and finally into the saturated zone (groundwater) is considered to be the most serious environmental impact of a landfill. In the present paper the water flow and the pollutant transport characteristics of the Ano Liosia Landfill site in Athens (Greece) were simulated by creating a model of groundwater flows and contaminant transport. A methodology for the model is presented. The model was then integrated into the Ecosim system which is a prototype funded by the EU, (Directorate General XIII: Telematics and Environment). This is an integrated environmental monitoring and modeling system, which supports the management of environmental planning in urban areas.  相似文献

Application of game theory for a groundwater conflict in Mexico   总被引:2,自引:0,他引:2  
Exploitation of scarce water resources, particularly in areas of high demand, inevitably produces conflict among disparate stakeholders, each of whom may have their own set of priorities. In order to arrive at a socially acceptable compromise, the decision-makers should seek an optimal trade-off between conflicting objectives that reflect the priorities of the various stakeholders. In this study, game theory was applied to a multiobjective conflict problem for the Alto Rio Lerma Irrigation District, located in the state of Guanajuato in Mexico, where economic benefits from agricultural production should be balanced with associated negative environmental impacts. The short period of rainfall in this area, combined with high groundwater withdrawals from irrigation wells, has produced severe aquifer overdraft. In addition, current agricultural practices of applying high loads of fertilizers and pesticides have contaminated regions of the aquifer. The net economic benefit to this agricultural region in the short-term lies with increasing crop yields, which requires large pumping extractions for irrigation as well as high chemical loading. In the longer term, this can produce economic loss due to higher pumping costs (i.e., higher lift requirements), or even loss of the aquifer as a viable source of water. Negative environmental impacts include continued diminishment of groundwater quality, and declining groundwater levels in the basin, which can damage surface water systems that support environmental habitats. The two primary stakeholders or players, the farmers in the irrigation district and the community at large, must find an optimal balance between positive economic benefits and negative environmental impacts. In this paper, game theory was applied to find the optimal solution between the two conflicting objectives among 12 alternative groundwater extraction scenarios. Different attributes were used to quantify the benefits and costs of the two objectives, and, following generation of the Pareto frontier or trade-off curve, four conflict resolution methods were then applied.  相似文献

/ During the last decade, a major initiative for community involvement in the management of state forest lands was started in India in the form of Joint Forest Management (JFM) programs. Despite the progress and positive impacts, the JFM program is still in the experimental phase. Latent conflicts related to caste, class, and gender issues are threatening JFM institutions at the village level. The Forest Department is also facing a number of internal conflicts as it tries to adjust to its new role under JFM. Some thoughtful and creative attempts have been made to resolve these conflicts. However, a much more concerted effort is required along with creation of suitable mechanisms at local, state, and national levels to discuss and resolve present and future conflicts.  相似文献

The purpose of this research was to elicit and compare the open-space preferences of citizens and openspace experts in Albuquerque, New Mexico, USA. A randomly selected sample of 492 citizens and 35 open-space experts participated in a telephone survey during May 5–18, 1986. The following hypothesis was tested and used as a guideline for the study:HO1: There is no significant difference between respondents' status and preference for open space in Albuquerque, New Mexico.The hypothesis was rejected. Findings confirmed respondents' status affected preference for open space. Of the eight issues on which the citizen and expert groups were compared, five recorded significant differences in response profiles. The open-space expert group was significantly more supportive of using open space to accommodate offroad vehicle facilities, wildlife preserves, a citywide recreational trail, and a trail system along the arroyos and city ditches. The citizen sample was significantly more supportive of using open space to accommodate overnight camping facilities. Both groups equally supported using open space to accommodate an outdoor amphitheater, outdoor education facilities, and rafting, kayaking, and canoeing facilities.The finding indicated that expert preferences did not represent an aggregate of citizen preferences for managing open-space resources. Understanding both expert and citizen positions will facilitate decision-making processes and help resolve environmental disputes.  相似文献

In this study we evaluate the accuracy of four global and regional forest cover assessments (MODIS, IGBP, GLC2000, PROARCA) as tools for baseline estimation. We conduct this research at the national scale for Costa Rica and for two tropical dry forest study sites in Costa Rica (Santa Rosa) and Mexico (Chamela-Cuixmala). We found that at the national level, the total forest cover accuracy of the four land cover maps was inflated due to an overestimation of forest in areas with an evergreen canopy. However, the four maps greatly underestimated the extent of the deciduous forest (dry forest); an ecosystem that faces high deforestation pressure and poses complications to the mapping of its extent from remotely sensed data. For the tropical dry forest sites, all maps have low forest cover accuracies (mean for Santa Rosa: 27%; mean for Chamela-Cuixmala: 56%). This has implications for policy implementation.  相似文献

Although human presence is one of the main characteristics of the Mediterranean identity since ancient times, a false dialectic between conservation and social-economic development has emerged in recent decades. On the one hand, an economic growth policy is taken as the paradigm of social-economic development; on the other hand, there is a multi-scale conservation policy, in which natural protected areas, as patches of preserved nature, are used as one of the main tools to deal with the challenge of sustainability. The Mediterranean Basin is the habitat of many unique species and one of the 25 main biodiversity hotspots in the world, and as a consequence a strong conservation policy has been used to protect environmental values. At the same time, Mediterranean countries are deeply involved in promoting strong economic growth policies, which are not always compatible with environmental ones. In this paper, Spain has been studied as one model of this situation. Due to political reasons, Spanish economic growth and conservationist policies were pursued together during the last 20 years. As a result, Spain owns one of the largest networks of natural protected areas in Western Europe, and at the same time it has experienced one of the strongest periods of economic growths in the European and Mediterranean context during the 1980s and 1990s. An historical series of resource use in five annual periods in the last 20 years of conservation policy, and the effects on the preservation of natural capital have been investigated by means of the eMergy (spelled with an 'm') synthesis approach, which was used to characterize the flow of environmental services supplied by ecosystems, but not in monetary terms. This study shows that Spain is becoming less self-sufficient and more inefficient in resource use, comprehensively measured in eMergy terms. A large part of Spain's economy depends on imported goods and services, and most economic activities are based on tourist services and associated construction, which promotes intensification in the urban use of the territory and more intense environmental impacts and resource use intensification of those countries supplying the raw materials. The consequence is a decoupling of the Spanish economy from local environmental services and the increase of Ecological footprint of Spain, measured by means of eMergy-based indicators. In spite of the increase in number, area and associated budget of the natural protected areas and other conservation measures, the general sustainability of the nation is decreasing.  相似文献

The classical model of a paradigm shift is used to explore changes that are occurring in public lands and water resources management. Recent policy developments suggest that the traditional paradigm, which is characterized by sustained yield, is in the process of being invalidated. While no new paradigm has been fully accepted, the emerging paradigm does appear to be based on two principles: ecosystem management and collaborative decision making. Implementation of these two principles is likely to require extensive revision of traditional management practices and institutions. Failure to address these issues could result in adoption of the rhetoric of change without any lasting shift in management practices or professional attitudes.  相似文献

Evidence of groundwater management by aquifer users emerging under Integrated Water Resources Management (IWRM) initiatives is presented, by analyzing the Consejos Técnicos de Aguas (COTAS; Technical Water Councils or Aquifer Management Councils) in the state of Guanajuato, Mexico, established between 1998 and 2000 by the Guanajuato State Water Commission (CEAG). Two contrasting models influenced this attempt to promote user self-regulation of groundwater extractions: locally autonomous aquifer organizations with powers to regulate groundwater extractions versus aquifer organizations with advisory powers only. The COTAS were conceived as locally autonomous IWRM organizations consisting of all aquifer users that would work together to reduce groundwater over-extraction and stabilize aquifer levels, at a later stage. CEAG followed an expedient IWRM approach to develop the COTAS, setting achievable targets for their development and explicitly focusing on active stakeholder participation. The article shows that, due to struggles between the state and federal levels, the COTAS have become advisory bodies that have not led to reductions in groundwater extractions. It concludes that achieving user self-regulation of groundwater extractions requires a fuller delegation of responsibilities to the COTAS which would not be possible without addressing the institutional struggles over water governance at the state and federal levels.  相似文献

Wildlife conservation policy for endangered species restoration follows a six-phase process. Population viability analysis (PVA) can play a major contributing role in four of these. PVA, as discussed here, is a technique where extinction vulnerabilities of small populations are estimated using computer simulation modeling. The benefits and limitations of using PVA in wildlife decision and policy processes are reviewed based on our direct experience. PVA permits decision makers to set time frames for management, estimate the required magnitude of restoration efforts, identify quantitative targets for species recovery, and select, implement, monitor, and evaluate management strategies. PVA is of greatest value for rare species policy and management. However, a limitation of PVA simulation models is that they are constrained by the amount of biological data available, and such data are difficult to obtain from small populations that are at immediate risk of extinction. These problems may be overcome with improved models and more data. Our experience shows benefits of PVA far outweigh its limitations, and applications of the approach are most useful when integrated with decision analysis and completed within an adaptive management philosophy. PVAs have been carried out for 14 Victorian species and less used elsewhere in Australia. Management and recovery plans are developed from these PVAs. We recommend that PVA be used to guide research programs, develop conservation strategies, and inform decision and policy making for both endangered and nonendangered species because it can significantly improve many aspects of natural resource policy and management.  相似文献

This contribution discusses a site selection process for establishing a local park. It was supported by a value-focused approach and spatial multi-criteria evaluation techniques. A first set of spatial criteria was used to design a number of potential sites. Next, a new set of spatial and non-spatial criteria was employed, including the social functions and the financial costs, together with the degree of suitability for the park to evaluate the potential sites and to recommend the most acceptable one. The whole process was facilitated by a new software tool that supports spatial multiple criteria evaluation, or SMCE. The application of this tool, combined with a continual feedback by the public administration, has provided an effective methodology to solve complex decisional problem in land-use and urban planning.  相似文献
