The purposes of this study were to develop the Industrial Waste Game and to examine the validity of this game as a tool for environmental education. The aim of this game is to enable players to understand the social dilemma between individual interest of hazardous dumping and the social cost of purifying pollution, and to find a solution to the social dilemma by providing the monitoring and sanction system for illegal dumping or other efficient systems. The game was played by 213 undergraduate students who were divided into 40 groups of 5 to 6 people. One of 4 combinations of monitoring and penalty conditions was assigned to each group. The players were asked to answer questionnaires concerning their interests and understanding of the industrial waste issue before and after the game to evaluate educational effects. The results indicated that the players increased their awareness of industrial waste problems and came to understand that these problems were caused not by psychological factors such as immorality of the illegal dumper but mainly by social structural factors like the social dilemma. Through playing the game and participating in post-game discussion, players were able to obtain interesting experience and gain motivation to learn more.  相似文献

The assessment of greenhouse gases (GHGs) emitted to and removed from the atmosphere is high on both political and scientific agendas internationally. As increasing international concern and cooperation aim at policy-oriented solutions to the climate change problem, several issues have begun to arise regarding verification and compliance under both proposed and legislated schemes meant to reduce the human-induced global climate impact. The approaches to addressing uncertainty introduced in this article attempt to improve national inventories or to provide a basis for the standardization of inventory estimates to enable comparison of emissions and emission changes across countries. Authors of the accompanying articles use detailed uncertainty analyses to enforce the current structure of the emission trading system and attempt to internalize high levels of uncertainty by tailoring the emissions trading market rules. Assessment of uncertainty can help improve inventories and manage risk. Through recognizing the importance of, identifying and quantifying uncertainties, great strides can be made in the process of Accounting for Climate Change.  相似文献

The biodegradation of urea and condensation products thereof (ureaforms or methyleneureas), their nitrification, and their influence on the respiratory rate of soil was studied over periods of up to 100 days. The total methyleneurea content of the soil was determined after its acidic extraction, using a convenient colorimetric assay, and an HPLC protocol was established to analyze for specific components of methyleneureas. Urea, unfractionated methyleneureas, and hot-water soluble methyleneureas were rapidly metabolized to ammonium, which accumulated to high concentrations and was consequently oxidized to nitrate; an accumulation of nitrite was observed during urea but not during methyleneurea degradation. Hot water-insoluble methyleneureas were degraded much more slowly, and ammonium formed from these compounds was oxidized to nitrate without being released in significant amounts. These results suggest that the use of methyleneureas of optimized composition with regard to their water solubility may help to resolve problems such as the toxicity of ammonia to plant growth as well as nitrogen loss by leaching of nitrate, denitrification and volatilization.  相似文献

In 1995, the U.S. Environmental Protection Agency (US EPA) initiated the Brownfields Program to help local governments clean up and reuse hundreds of thousands of contaminated former factories and transportation and other commercial sites in cities and industrialized suburbs. By the end of 2002, the Brownfields Program had distributed grants of about $200,000 each to 436 local governments. Program grants have diffused through federal, state, regional, and local levels of government and private and not‐for profit organizations, and have reached into economically distressed neighborhoods. As expected, grant recipients disproportionately had a legacy of contaminated industrial sites and relatively large African American and/or Latino populations. But abandoned factories and environmental justice concerns do not completely explain the geographical distribution of recipients. Award winners tended to be larger cities with more capacity to compete for grants and were likely to be connected to sources of information about the grant opportunity and to decision makers. With a few exceptions, recipients consider the program to be highly successful at stimulating entrepreneurs to remediate and redevelop sites and, sometimes, surrounding neighborhoods. © 2005 Wiley Periodicals, Inc.  相似文献

Traditional bioremediation approaches have been used to treat petroleum source contamination in readily accessible soils and sludges. Contamination under existing structures is a greater challenge. Options to deal with this problem have usually been in the extreme (i.e., to dismantle the facility and excavate to an acceptable regulated residual, or to pump and treat for an inordinately long period of time). The excavated material must be further remediated and cleanfill must be added to close the excavation. If site assessments were too conservative or incomplete, new contamination adulterating fill soils may result in additional excavation at some later date. Innovative, cost-efficient technologies must be developed to remove preexisting wastes under structures and to reduce future remediation episodes. An innovative soil bioremediation treatment method was developed and evaluated in petroleum hydrocarbon contaminated (PHC) soils at compressor stations of a natural gas pipeline running through Louisiana. The in-situ protocol was developed for remediating significant acreage subjected to contamination by petroleum-based lubricants and other PHC products resulting from a chronic leakage of lubricating oil used to maintain the pipeline itself. Initial total petroleum hydrocarbon (TPH) measurements revealed values of up to 12,000 mg/kg soil dry weight. The aim of the remediation project was to reduce TPH concentration in the contaminated soils to a level of <200 mg/kg soil dry weight, a level negotiated to be acceptable to state and federal regulators. After monitoring the system for 122 days, all sites showed greater than 99-percent reduction in TPH concentration.  相似文献

An end-of-life vehicle (ELV) is dismantled to recover and recycle any re-usable parts, then shipped to the shredding facility for further recovery of iron with any remaining Automobile Shredder Residue (ASR) to be considered as wastes and to be disposed of by either thermal treatment or landfill. Overall ELVs management status in Korea, including recycling resulting from the dismantling processes, was surveyed using some questionnaires given to dismantlers and other available information to provide some feasible means for future treatment. The averaged recycle rate in the dismantling stage showed a value of 44% and the rest of an ELV was then compressed and transported to shredding companies to recover mainly the iron content which averaged 38.7% of the mass of a new vehicle. The non-ferrous metals such as copper, antimony, zinc and aluminum accounted for only 1.5%. The Shredder dusts (SDs) were found to be composed of light and heavy fluffs and soil/dust and amounted to 15.8% based on the mass of a new vehicle. Dumping of fluff and inorganic residues into a landfill site, however, will be restricted when new regulations are implemented to reduce the disposal amount to less than 5% of a new car as done in European countries and Japan. The detailed characteristics of SDs were investigated to provide an idea of how to treat them in order to meet a future expected enforcement.  相似文献

In 1995, the ADEME launched a research program called "Waste Ecocompatibility" in order to define a reliable methodology for measuring the impact of waste in storage or reuse scenarios. The French concept of "Ecocompatibility" is defined as the situation where the pollutant flux from waste disposed of or used in specified conditions is compatible with the environmental acceptance of the receiving environments. The chief feature of this definition is to integrate the evaluation of the three following terms: pollutants emission from the waste, transport of the pollutants from the waste to the receptor cells and the environmental acceptance of the receiving environments. The "Waste Ecocompatibility" program consisted of a literature survey and an experimental part. The literature study aimed to determine factors and waste characteristics to be considered for a reliable ecocompatility assessment, to provide an overview of the available tools for measuring those factors and characteristics and to propose a first approach of the methodology. In the framework of the experimental program, this approach was then applied to three theoretical scenarios to validate the laboratory tools (comparative study of laboratory and field results) and to calibrate the global methodology. This paper deals with the results of the experimental program concerning the impact study on receiving environments: impact on plants and microorganisms living in soil, impacts on soil fauna and aquatic fauna. In other papers we intend to present the operational methodology for the assessment of waste ecocompatibility. It includes bio-assays at laboratory scale (microcosms), pilot scale (mesocosms) and in situ experiments (experimental prairie). To limit the use of in situ experiments other research works are necessary to validate bio-assays at laboratory or pilot scale.  相似文献

It is of huge importance for sustainability to find a pragmatic solution for recycling of a variety of wastes emitted in small mass such as the case of wallpaper replacements. A combination of two-step sorting scheme and transportation of the wastes in collaboration with the wholesalers was proposed to enhance the efficiency of recycling. The two-step sorting consists of the first sorting at the wallpaper hanging sites to separate and group wastes in a way to avoid heavy additional burden on the hanging job. Secondary sorting is conducted at a Sorting Center to re-group wastes to send to an intermediate processing company for recycling. To minimize the costs for transportation, the grouped wastes emitted at the hanging sites are brought back by the hangers and kept temporally and then moved to the wholesaler(s) on the way to receive new materials. When the wastes at the wholesaler(s) become sufficiently large for economic transportation, a truck is arranged to collect the wastes to transport them to the Sorting Center. A feasibility study to test the practicality of the method confirmed that it could be operable and the cost would be comparable or lower than that currently incurred for disposal of the wastes.  相似文献

Modern waste legislation aims at resource efficiency and landfill reduction. This paper analyses more than 20 years of landfill reduction in the Netherlands. The combination of landfill regulations, landfill tax and landfill bans resulted in the desired landfill reduction, but also had negative effects. A fierce competition developed over the remaining waste to be landfilled. In 2013 the Dutch landfill industry generated €40 million of annual revenue, had €58 million annual costs and therefore incurred an annual loss of €18 million. It is not an attractive option to prematurely end business. There is a risk that Dutch landfill operators will not be able to fulfil the financial obligations for closure and aftercare. Contrary to the polluter pays principle the burden may end up with society. EU regulations prohibiting export of waste for disposal are in place. Strong differentials in landfill tax rate between nations have nevertheless resulted in transboundary shipment of waste and in non-compliance with the self-sufficiency and proximity principles. During the transformation from a disposal society to a recycling society, it is important to carefully plan required capacity and to guide the reorganisation of the landfill sector. At some point, it is no longer profitable to provide landfill services. It may be necessary for public organisations or the state to take responsibility for the continued operation of a ‘safety net’ in waste management. Regulations have created a financial incentive to pass on the burden of monitoring and controlling the impact of waste to future generations. To prevent this, it is necessary to revise regulations on aftercare and create incentives to actively stabilise landfills.  相似文献

It is an established fact that property owners can face significant liabilities as a result of an on-site environmental contamination problem. This paper outlines a successful, innovative remedial strategy that, in conjunction with agency negotiation, afforded a property owner minimal financial expenditure and, at the same time, facilitated property cleanup and reuse. The strategy includes the delisting and sale of “clean” portions of the property to obtain the finances necessary to remediate the remaining “impacted” portion of the property. Previous investigations performed by EPA indicate the affected area to be a five to seven acre area located in the northeast portion of the property. Since a portion of the property was affected, significant restrictions for long-term use were placed on the entire property. A summary of environmental data generated for the property was prepared and submitted to the agency. This data summary communicated a strategy which was developed to delist and sell the “clean” portion of the property and to use the proceeds to clean up the affected property. To accomplish this, several tasks were outlined, including work-plan preparation and submittal, data collection, and interim remedial activities. In addition, a risk assessment is planned to identify potential threats to receptors downgradient of the impacted areas. This strategy allows the owner of an environmentally distressed property to use financial assets of the property to facilitate an acceptable solution with both regulatory agencies and the surrounding community.  相似文献

Emission of low molar mass compounds from different polymeric materials was determined and the results from the volatile analysis were applied to predict the degree of degradation and long-term properties, to determine degradation rates and mechanisms, to differentiate between biotic and abiotic degradation and for quality control work. Solid-phase microextraction and solid-phase extraction together with GC-MS were applied to identify and quantify the low molar mass compounds. Volatiles were released and monitored at early stages of degradation before any matrix changes were observed by e.g. SEC, DSC and tensile testing. The analysis of volatiles can thus also be applied to detect small differences between polymeric materials and their susceptibility to degradation. The formation of certain degradation products correlated with the changes taking place in the polymer matrix, these indicator products could, thus, be analysed to rapidly predict the degree of degradation in the polymer matrix and further to predict the long-term properties and remaining lifetime of the product.  相似文献

Forensic arguments must be demonstrably objective. A protocol is proposed to supply a framework to achieve this when using data from compound specific isotope analysis (CSIA) in developing forensic arguments about volatile organic carbon (VOC) contamination in groundwater. The protocol uses a “line of evidence” approach to reiteratively refine a hypothesis by testing it against each of three criteria, modifying the hypothesis if it fails or accumulating supporting evidence if it passes. The criteria are intended to organize data interpretation and to maximize use of both site data and supporting literature. Specifically, the criteria are: 1) degradation: enrichment factors and dual isotope plot (DIP) slopes; 2) hydrogeology: groundwater flow and plume shape; and 3) site history: VOC use and previous remediation work. Each of these criteria is described in detail and examples are provided for these criteria to show how each criterion can be used to identify the more plausible explanation when alternate hypotheses are presented. The protocol built upon these criteria is intended to maximize the use of supporting data and to document that support, as well as to ensure that interpretations are self consistent. The protocol is intended to be flexible and provides the framework to use exceptions as a line of evidence supporting an explanation.  相似文献

Mechanical blending of contaminated soil with amendments has recently reemerged as an important treatment technology. From its original application using large‐diameter augers in the early 1990s to the current use of rotary drum blenders, soil blending is being used as an alternative to other remediation technologies like amendment injection and soil vapor and groundwater extraction. Shallow (approximately 10 m below ground surface [bgs] or less) soil blending also offers an alternative to excavation and disposal. Soil blending has been used to remediate a site with various contaminants including, but not limited to, chlorinated solvents, petroleum, and metals. The types of soils susceptible to soil blending vary from sands and gravels to silts and clays to fractured rock and combinations of all of these. The types of amendments blended include oxidants, reducing agents, biological enhancements, and stabilizing amendments. Soil blending systems deliver the power to the mixing head to adequately mix the soil and amendment to enhance remediation effectiveness. Since long‐term contamination is often a result of heterogeneously distributed residual contaminant in localized source zones that are difficult to access, the typical aim of soil blending is to homogenize the soil while effectively distributing amendment to these zones made accessible by blending. By effectively homogenizing the soil, however, soil blending will increase the void ratio and disrupt the shear strength and bearing capacity of the soil so an important component of a soil blending technology is proper recovery of these geotechnical parameters. This can be achieved by using well‐known soil improvement techniques such as amending all or a portion of the blended area with Portland cement or lime. Several case studies of soil blending treatments of different contaminants and amendments in various soil types are provided.  相似文献

To Dredge or Not     
The streams, rivers, freshwater lakes, and coastal and open ocean waters of the world have been used for centuries for the disposal of municipal and industrial wastes. During the twentieth century, the range and quantities of waste materials discharged to the world's fresh and salt waters have grown progressively, increasing the potential ecological and human health impacts. The types and quantities of organic and inorganic wastes reaching the surface waters and associated sediments have increased in proportion to a region's or nation's population and industrial growth. Many of the contaminaants deliberately or inadvertently discharged to waterways are hydrophobic, are not biodegradable, or are highly resistant to degradation resulting in the accumulation of organic and inorganic substances in the waters, bottom, and suspended sediments of impacted waterways. Because of their persistence, these compounds and trace metals bioaccumulate and bioconcentreate in the aquatic organisms that occupy the affected waterway. Because many of the discharged waste materials are relatively insoluble and readily sorb to particles, the bottom and suspended sediments will commonly have higher contaminant concentrations than the associated overlying waters. Concentrations will normally decrease downstream of the contaminant source areas due to inputs and dilution by sediments and waters from cleaner tributaries. Although the sediments will normally have the higher concentrations, considerable quantities of contaminants may be found in the aqueous phase requiring not only removal of the solids, but treatment of the associated water as well. This is particularly the case when the water to solids recovered during dredging may approach 10:1. Many of the persistent contaminants impacting a nation's waterways are readily sorbed to the finer‐grained, organic rich sediments. Reaches of rivers and streams, or areas amenable to deposition of organic rich clays and silts, result in the creation of “hot spots” of contamination, localized areas where higher contaminant concentrations are found. It is these “hot spots” that are at the center of a debate over whether to dredge or leave the contaminated sediments undisturbed to allow natural attenuation to work. It is well recognized that dredging is not able to remove all of the contaminated sediments; some portion of the resuspended sediments created during the dredgirg will be dispersed downstream. The issue is whether to physically removeportions of the mass of contaminants impacting waterwa‐ys or rely on natural attenuation. Environmental dredging is expensive and many argue not worth the effort because of the lack of effective technologies that will prevent redistribution of the material resuspended as apart oJthe dredging process and management of associated water. Opponents of dredging cite natural attenuation and burial by cleaner sediments as eflective mechanisms to reduce the concentration of contaminants. Dredgingproponents argue the contaminant sources and accumulated hot spots must be removed in order to accelerate ecological recovery of the impacted waterway as well as reduce impacts to the environment and to public heulth. During thc next several years, decisions will be made by the U.S. Environmental Protection Agemy (USEPA) on whether to dredge major and minor waterways involving millions of cubic yards of contaminatedsedinaents requiring expenditures of hundreds of millions oj‐dollars by the responsible parties. © 2000 John Wiley & Sons, Innc.  相似文献

A number of hydrophobic organochlorines, such as hexachlorobenzene and polychlorinated dibenzo‐p‐dioxins/dibenzofurans (PCDD/Fs), have been reported to be persistent and bioaccumulative; however, their availability to biota appear to be limited due to strong sorption to soil/sediment and sequestration with age. Studies to date have shown that the bioavailability of hydrophobic organic chemicals (HOCs) in sediments is highly variable, depending not only on a chemical's lipophicity (Kow), but also molecular steric conformation and sediment characteristics. A subdomain of sediment organic carbon, so‐called black carbon (BC), which has much higher affinity to planar HOCs than amorphous organic carbon, has been found to be the predominant repository of many HOCs. The sediment/soil‐bound HOCs are composed of a rapid and reversible desorbing labile fraction and a slow‐desorbing, or resistant‐to‐desorbing, nonlabile fraction. The latter can account for up to 98 percent of the total. A number of chemical extraction methods have been under development to measure the actual bioavailable concentrations in soil/sediment and have shown some correlation to the results of bioaccumulation and/or biodegradation tests. To date, most of the published studies on this subject have focused on polynuclear aromatic hydrocarbons (PAHs). This review summarizes the governing processes and the testing methodologies relevant to the environmental bioavailability of hydrophobic organochlorines in soils and sediments. © 2004 Wiley Periodicals, Inc.  相似文献

The detailed characteristics of ASR were investigated to suggest appropriate means of treatment such as volume reduction or the utilization of thermal technologies to meet future expected enforcement. Also, some concerns on hazardous pollutant release such as that of dioxins while utilizing such thermal treatment methods were considered. Although the successful enhancement of householders' participation in kerbside recycling schemes is essential for household waste recycling schemes to reach their desired levels of achievement, our understanding of householders' responses to the various incentives available to waste managers is incomplete. In particular, whether and how the recycling behaviour of householders may be favourably altered through imposition of financial penalties or rewards is not fully understood. Surveys of householders' attitudes in the London Borough of Havering, served by a kerbside co-mingled survival bag recycling scheme, showed they might be better encouraged to recycle more through improvements to structural and promotional aspects of the recycling scheme than through imposition of financial incentives. If financial incentives were to be imposed to enhance kerbside recycling, householders preferred: (1) rewards to penalties, and (2) community-based rewards and local taxation rebates to other or individual rewards. Given the attitudes of householders and the resources that would be needed to monitor their recycling behaviour as a basis for delivering financial incentives, it is suggested that the priority for enhancing recycling should be to make appropriate improvements in the infrastructure and support of the kerbside scheme and service.  相似文献

The European Union introduced several policy instruments based in the extended producer responsibility (EPR) in order to improve the environmental performance of products and services through their life cycles. In this context, the Portuguese government decided to apply the EPR concept to tyres, and producers were obliged to constitute an end-of-life management system to promote the collection, recycling and reuse of end-of-life (EOL) tyres. This required producers, distributors, recyclers and retreaders to be identified and characterized, and local processing infrastructures to be analyzed. The information was used to design an economically optimised EOL tyre management system while promoting the activity of all EOL operators in order for the imposed collecting and recovery targets to be fulfilled. This paper discusses the interaction between the different governmental, private and academic institutions for the creation of the integrated management system for EOL tyres, the approach taken, the technical, political and legal aspects underneath them, as well as the environmental consequences induced by the creation of the management system. The results obtained during the first years of operation are reported and show an increase in the collection and recycling of EOL tyres and the consolidation of the collection and processing infrastructures.  相似文献

Leachability and metal-binding capacity in ageing landfill material   总被引:1,自引:0,他引:1  
In order to study the stability of landfilled heavy metals, landfill material from a combined household and industrial waste landfill was aerated for 14 months to simulate the natural ageing processes as air slowly begins to penetrate the landfill mass. During aeration, the pH of the landfill material decreased from around 8.6 to 8.1 and the carbon content also decreased. In order to investigate the possible fate of metals in ageing landfills, a four-stage sequential extraction technique was applied. The ability of the materials to bind metal ions by electrostatic attractions and to form stronger complexes was studied separately. The amount of exchangeable cations, the capacity to bind metal ions by electrostatic attraction and the capacity of the landfill material to complex copper ions were increased by the aeration process. However, results from the sequential analysis showed an increased solubility of sulphur and some metals (Cd, Co, Cu, Ni and Zn). Equilibrium speciation models (Medusa) indicated that the organic matter deposit had a significant capacity to bind metal ions provided that pH was sufficiently high. However, as carbonates are consumed over time, the risk for metal mobility increases. Therefore, the landfills can become an environmental risk, depending on variations in the solubility of metal ions due to changes in pH, redox status and the availability of organic material.  相似文献
