This article draws attention to the crucial link between the tropical deciduous forest ecosystem and the lifestyle of the adivasi (indigenous) people. Taking the case of Bastar District in Chhattisgarh, Central India, an analysis is made of the various commonly used wild plants, their deciduous habit, and the adivasi calendar that regulates the peoples’ use of these plants. By examining the specific seasonal patterns of leaf fall of plants and the dates set for the commencement of their use, the article shows that there is an implicit relation between adivasi festivals and the deciduous character of Bastar's forests.  相似文献

This study compares community-based managed forests under different purposes of management, namely, state-driven conservation or community-designed utilization in two villages located in the Sopsai watershed, Nan Province, northern Thailand. The forest health under different intensity of uses is assessed in association with the collective behaviors and long-term purposes embedded in village social–cultural context. The study found no significant differences in forest succession and proportion in diameter at 1.3 m (dbh) class and height-class distribution of the forest under different use intensity. The forest for utilization also showed higher density and basal area of the local preferred species than the conservation forest. In the utilization forest, we also found a higher number of multipurpose and preferred species than in the conservation forest, which actually responded to the needs of the community in the long term to have more wood products (both firewood and timbers). The community-based forest management (CBFM) for utilization can also lead to natural regeneration and biodiversity similar to conservation forests. Through CBFM, forest resources can be managed to maintain the healthy condition under different intensities and respond to both community needs and external expectation. The findings also emphasize the importance of recognizing community needs and management objectives in watershed restoration and improving the productivity of forests under collective management.  相似文献

We examined the changes in forest status and people's livelihoods through building future scenarios for Chilimo Forest in Central Ethiopia where participatory forest management (PFM) is being implemented. Participatory methods were employed to collect data, and a dynamic modeling technique was applied to explore trends over time. By integrating the more quantitative model outputs with qualitative insights, information on forests and livelihoods was summarized and returned to users, both to inform them and get feedback. A scenario of open access without PFM provides higher income benefits in the short term but not over the longer term, as compared to a scenario with PFM. Follow up meetings were organized with national decision makers to explore the possibility of new provisions in the national forest proclamation related to joint community-state ownership of forests. Project implementers must constantly work towards improving short term incentives from PFM, as these may be insufficient to garner support for PFM. Other necessary elements for PFM to succeed include: ensuring active participation of the communities in the process; and, clarifying and harmonizing the rules and regulations at different levels.  相似文献

Forest Dynamics in the Eastern Ghats of Tamil Nadu,India   总被引:1,自引:0,他引:1  
The primary deciduous forests in the Eastern Ghats (EG) of Tamil Nadu (TN) India have undergone many changes owing to various need-based forest managements, such as timber extraction for industry, railway sleepers, charcoal, and forest clearance for hydroelectric projects and agriculture, during preindependence and postindependence periods (i.e., from 1800 to 1980). The enactment of a forest conservation act during the 1980s changed the perception of forest managers from utilization to conservation. This study was taken up to assess the forests dynamics in the EG of TN spatially between 1990 and 2003 and nonspatially between 1900 and the 1980s. Landsat Thematic Mapper (TM) and Indian Remote Sensing satellite (IRS) 1D Linear Imaging and Self Scanning (LISS III) data were used to assess forests during 1990 and 2003, respectively. Field floristic survey and secondary data (such as published literature, floras, books, and forest working plans) were used to assess the forest dynamics in terms of forest type and species composition among the preindependence period, the postindependence period, and the present (i.e., before and after 1980). The satellite data analysis revealed a considerable amount of changes in all forest types during the 13 years. The comparison of species composition and forest types between the past and present revealed that need-based forest management along with anthropogenic activity have altered the primary deciduous forest in to secondary and postextraction secondary forests such as southern thorn and southern thorn scrub forests in the middle [400–900 m above mean sea level (MSL)] and lower slopes (<400 m MSL). However, the evergreen forests present at the upper slope (>900 m MSL) and plateau seemed not to be much affected by the forest management. The changes estimated by the satellite data processing in the major forest types such as evergreen, deciduous, southern thorn, and southern thorn scrub are really alarming because these changes have occurred after the implementation of a forest conservation act. The dependence of local people on forests for various purposes in this region is also considerably high, which might be a key factor for the changes in the forests. The results of this study not only provide an outlook on the present status of the forests and the change trends but also provide the basis for further studies on forests in the EG of TN.  相似文献

Many factors influence forest landowner management decisions. This study examines landowner decisions regarding participation in ecosystem management activities, such as a landscape corridor cutting across their private lands. Landscape corridors are recognized worldwide as an important tool in biodiversity conservation. For ecosystem management activities to occur in areas dominated by a multitude of small private forest landholdings, landowner participation and cooperation is necessary. Data from a survey of landowners combined with an analysis of their land's spatial attributes is used to assess their interest in ecosystem management. Results suggest that spatial attributes are not good predictors of an owner's interest in ecosystem management. Other factors such as attitudes and opinions about the environment are more effective in explaining landowner interest. The results have implications for any land manager using GIS data and implementing ecosystem management activities on private forestland.  相似文献

In last decades, numerous efforts have been carried out by the scientific community to assess the multifunctional role of forests in supporting the forest decision-making processes. Recently developed in Italy, the Forest Landscape Management Planning seems to be the most suitable tool to maintain the sustainability balance between forests and local populations. This research identifies and maps different forest ecosystem functions in a mountain Natura2000 Network site by performing a spatial estimation of forest inventory parameters, and implementing a multi-criteria and multi-level approach. Final results on mapping of forest functions show acceptable values of classification accuracy.  相似文献

This paper provides an overview of the emerging role of Aboriginal people in Sustainable Forest Management (SFM) in Canada over the past decade. The 1996 Royal Commission on Aboriginal Peoples (RCAP) provided guidance and recommendations for improving Aboriginal peoples' position in Canadian society, beginning with strengthening understanding and building relationships between Aboriginal and non-Aboriginal parties. This paper explores the extent to which advances in Aboriginal/non-Aboriginal relationships and Aboriginal forestry have been made as a result of RCAP's call for renewed relationships based on co-existence among nations. Such changes have begun to alter the context in which Aboriginal/non-Aboriginal relationships exist with respect to SFM. While governments themselves have generally not demonstrated the leadership called for by RCAP in taking up these challenges, industry and other partners are demonstrating some improvements. A degree of progress has been achieved in terms of lands and resources, particularly with co-management-type arrangements, but a fundamental re-structuring needed to reflect nation-to-nation relationships has not yet occurred. Other factors related to increasing Aboriginal participation in SFM, such as the recognition of Aboriginal and treaty rights, are also highlighted, along with suggestions for moving Aboriginal peoples' SFM agenda forward in the coming years.  相似文献

Air pollution, harvesting practices, and natural disturbances can affect the growth of trees and forest development. To make predictions about anthropogenic impacts on forests, we need to understand how these factors affect tree growth. In this study the effect of disturbance history on tree growth and stand structure was examined by using a computer model of forest development. The model was run under the climatic conditions of east Tennessee, USA, and the results compared to stand structure and tree growth data from a yellow poplar-white oak forest. Basal area growth and forest biomass were more accurately projected when rough approximations of the thinning and fire history typical of the measured plots were included in the simulation model. Stand history can influence tree growth rates and forest structure and should be included in any attempt to assess forest impacts.  相似文献

The potential of devolved conservation to empower people, reduce poverty and protect forest resources has yet to be realized in much of the developing world. This is particularly evident in the Philippines where the central state paradoxically recentralizes political power through devolution at the policy, program and project level in forest management. We investigate how centralized state power emanates through devolved networks to affect the success of local timber utilization involving community-based forest management (CBFM) on Mindanao Island, the southern Philippines. By examining broader shifts from centralized to devolved forest management, results suggest that centralized political power continues to control and adversely affect local uses of timber through CBFM. We discuss how in the process of state authorities recentralizing devolved rights and responsibility over timber management, community-based logging operations were threatened but sustained by members relying on community-based structures and their own capabilities. The conclusion asserts that broader state processes of devolving power over timber management remains constrained by political motives and interests and so largely fails to fulfill the objectives of community-based forest management.  相似文献

India's forest biodiversity management regime is analysed at the policy, legal and institutional levels, from the perspective of the triple objectives of the Convention on Biological Diversity and the principles of the Indian constitution. The forest biodiversity management regime has both structural and functional flaws that render it largely incapable of facing the challenge of increasing biodiversity degradation and deepening poverty among the Adivasis and other forest‐dependent communities. The paper argues for the reform of the forest biodiversity management regime and offers recommendations in regard to most aspects of the regime, with a view of putting the country's conservation enterprise on a course that is effective, sustainable and inclusive, rejecting the report of the High Power Committee (HPC) (also known as the Subramanian Committee), which is premised on easing corporate access to forests.  相似文献

Let us consider i = 1, 2,...n alternative forest plans to be evaluated according to j = 1, 2,...m indicators of sustainability. An expert or panel of experts suggests a set of targets or desirable levels of achievement for the m indicators of sustainability considered. Within this context, an important problem is to determine the system with a higher level of achievement with respect to the targets attached by the expert to the m indicators. A natural extension of this problem involves determining a ranking of the n systems considered. A general procedure based on discrete goal programming is proposed to address these problems. The Gallatin Petrified Forest of Montana, USA, is a unique resource. The extensive area of the fossil forests, the numerous petrified trees in upright positions, and the large number of vertical layers of “successive” forests are unparalleled in the world. Collection by permit is permitted, but damage to the petrified forest by indiscriminate collection occurs. To assess the impact, a comparative examination of replicate (over 13 yr) photography of selected specimens was undertaken. The amount of change over time, the possible cause of change, and the relationship of the location of the specimen to that amount of change were determined. It was found that although considerable loss continues, impacts prior to a 1973 collection policy were most severe. There was more loss by natural erosion than by collection, but the collections are additive to the natural changes. Size of petrified outcrops and the steepness of the slope on which they were found did correlate with the amount of natural change occurring over time. Human-induced change was associated with the distance of the outcrops from the main trailheads and the specimen size. This method provides a tool with which to monitor impacts and develop a future policy aimed towards conservation of a unique resource in light of the need for appreciative recreation and some specimen collection. Recommended changes in present management policy are provided.  相似文献

Modern timber management practices often influence forage production for elk (Cervus elaphus) on broad temporal and spatial scales in forested landscapes. We incorporated site-specific information on postharvesting forest succession and forage characteristics in a simulation model to evaluate past and future influences of forest management practices on forage values for elk in a commercially managed Douglas fir (Pseudotsuga menziesii, PSME)-western hemlock (Tsuga heterophylla, TSHE) forest in western Washington. We evaluated future effects of: (1) clear-cut logging 0, 20, and 40% of harvestable stands every five years; (2) thinning 20-year-old Douglas fir forests; and (3) reducing the harvesting cycle from 60 to 45 years. Reconstruction of historical patterns of vegetation succession indicated that forage values peaked in the 1960s and declined from the 1970s to the present, but recent values still were higher than may have existed in the unmanaged landscape in 1945. Increased forest harvesting rates had little short-term influence on forage trends because harvestable stands were scarce. Simulations of forest thinning also produced negligible benefits because thinning did not improve forage productivity appreciably at the stand level. Simulations of reduced harvesting cycles shortened the duration of declining forage values from approximately 30 to 15 years. We concluded that simulation models are useful tools for examining landscape responses of forage production to forest management strategies, but the options examined provided little potential for improving elk forages in the immediate future.  相似文献

Until the 20th century, forest policies across the globe focused primarily on effective forest utilization for timber production. Subsequent loss of forest land prompted many countries to review and amend such policies, in an attempt to incorporate the principles of conservation and sustainable forest management. One of the countries to implement such changes was India, which introduced new policies, acts and programmes to regulate forest conversion and degradation, beginning in the 1980s. These policies, acts, and programmes included the Forest Conservation Act of 1980, the National Forest Policy of 1988 and the Hon. Supreme Court Order of 1996. All of these regulations affected the timber supply from government forest areas, and created a huge gap in timber supply and demand. Currently, this deficit is met through imports and trees outside forests (TOFs). Timber production from government forest areas is abysmally low (3.35% of total demand) compared to potential timber production from TOFs, which fulfil 45% of the total timber demand in India. This implies that TOFs have immense potential in meeting the growing timber demand; however, they have not been fully utilized due to discrepancies in state level TOFs’ policies. The present paper provides a review of different forest policies, acts and guidelines in relation to timber production in India, and provides specific recommendations in order to maximize timber production in the context of increasing demand for timber products.  相似文献

Forecasts of future resource states are central to resource management planning. Many simulation models and planning tools are used to produce such forecasts and apply knowledge of resource change dynamics as key input. Consistency among knowledge sources is therefore important to avoid knowledge ambiguity and uncertainty in resource forecasts and management plan outcomes. Using Ontario's boreal forest landscape as a case study, this paper examined two knowledge sources of forest resource change, practitioner expertise and research studies, commonly applied in plans and policies for large forest landscapes. The two knowledge sources were quantitatively compared by constructing networks of forest cover change for both sources and determining their agreement in structure and transition times. Some networks agreed well, indicating little knowledge ambiguity and comparatively low uncertainty if they were used to forecast forest landscapes. Other networks showed low agreement, thus indicating higher knowledge ambiguity and a dilemma of choice for forest landscape planners who may have to select from these knowledge sets. It is suggested that knowledge disagreements may be widespread in knowledge-driven management planning of many natural resource types and their causes similar. These disagreements signal areas of knowledge uncertainty, where resource planners must address resulting uncertainty of management outcomes and research should focus on improving resource change knowledge.  相似文献

Effects of different forest management policies on long-term vegetation development are incorporated into a computer simulation of a western Washington watershed. The response of a Rocky Mountain elk(Cervus canadensis nelsoni) population to these vegetation changes is simulated using information on their differential use of vegetation types. Simulations include: 1) a cessation of timber harvesting leading to an immediate decline in elk members resulting from a reduction in summer habitats; 2) a stable elk population, similar to the present one, resulting from a constant timber harvesting rate, and 3) initial increases in herd size, followed within 50 years by a sharp decrease, resulting from cutting all old growth timber within the next decade and then a cessation of timber harvestings.  相似文献

Tropical deforestation provides a significant contribution to anthropogenic increases in atmospheric CO2 concentration that may lead to global warming. Forestation and other forest management options to sequester CO2 in the tropical latitudes may fail unless they address local economic, social, environmental, and political needs of people in the developing world. Forest management is discussed in terms of three objectives: carbon sequestration, sustainable development, and biodiversity conservation. An integrated forest management strategy of land-use planning is proposed to achieve these objectives and is centered around: preservation of primary forest, intensified use of nontimber resources, agroforestry, and selective use of plantation forestry. The information in this document has been wholly funded by the US Environmental Protection Agency. / During the last decade, a major initiative for community involvement in the management of state forest lands was started in India in the form of Joint Forest Management (JFM) programs. Despite the progress and positive impacts, the JFM program is still in the experimental phase. Latent conflicts related to caste, class, and gender issues are threatening JFM institutions at the village level. The Forest Department is also facing a number of internal conflicts as it tries to adjust to its new role under JFM. Some thoughtful and creative attempts have been made to resolve these conflicts. However, a much more concerted effort is required along with creation of suitable mechanisms at local, state, and national levels to discuss and resolve present and future conflicts.  相似文献

Forest management planners require analytical tools to assess the effects of alternative strategies on the sometimes disparate benefits from forests such as timber production and wildlife habitat. We assessed the spatial patterns of alternative management strategies by linking two models that were developed for different purposes. We used a linear programming model (Spectrum) to optimize timber harvest schedules, then a simulation model (HARVEST) to project those schedules in a spatially explicit way and produce maps from which the spatial pattern of habitat could be calculated. We demonstrated the power of this approach by evaluating alternative plans developed for a national forest plan revision in Wisconsin, USA. The amount of forest interior habitat was inversely related to the amount of timber cut, and increased under the alternatives compared to the current plan. The amount of edge habitat was positively related to the amount of timber cut, and increased under all alternatives. The amount of mature northern hardwood interior and edge habitat increased for all alternatives, but mature pine habitat area varied. Mature age classes of all forest types increased, and young classes decreased under all alternatives. The average size of patches (defined by age class) generally decreased. These results are consistent with the design goals of each of the alternatives, but reveal that the spatial differences among the alternatives are modest. These complementary models are valuable for quantifying and comparing the spatial effects of alternative management strategies.  相似文献
