The relationship between nutrient removal and loading rate was examined using data from five forested wetlands in Louisiana that have received secondarily treated effluent from 3 to 60 years. Loading rates ranged from 0.65 to 26.80 g/m2/yr for total nitrogen and 0.18 to 8.96 g/m2/yr for total phosphorus. At loading rates below 20 g/m2/yr, total nitrogen concentrations in surface waters of Louisiana forested wetlands were reduced to background concentrations (i.e., ≤3 mg/l). Similarly, at loading rates below 2 g/m2/yr, total phosphorus concentrations were also generally reduced to background concentrations (i.e., ≤1 mg/l). These data demonstrate that freshwater forested wetlands can reduce nutrient concentrations in treated effluent to background concentrations present in relatively undisturbed wetlands. An understanding of the relationship between loading rates and nutrient removal in natural wetlands is important, particularly in Louisiana where discharges of fresh water are being used in ecosystem restoration.  相似文献

Increased water-dependent development and utilization have led to significant environmental and hydrological degradation of the Tarim River in western China and its dependent ecosystems. Between the 1950s and 1970s, 350 km of the lower reaches were drained and between 1960 and 1980 the water-table fell from between −2 and −3 m to between −8 and −10 m. Subsequently, riparian ecosystems were seriously degraded. In 2000, the Chinese government launched a program to restore the lower reaches of the river. Four environmental flows of 1034×106 m3 were released from 2000 to 2002. This paper interprets and discusses the ecological significance of changes following the releases and identifies the relationship between water-table dynamics and vegetation responses. Short-term objectives for river restoration are proposed with possible monitoring parameters suggested.  相似文献

ABSTRACT: This study estimates subsurface return flow and effective ground water recharge in terraced fields in northern Taiwan. Specifically, a three dimensional model, FEMWATER, was applied to simulate percolation and lateral seepage in the terraced fields under various conditions. In the terraced paddy fields, percolation mainly moves vertically downward in the central area, while lateral seepage is mainly focused around the bund. Although the simulated lateral seepage rate through the bund exceeded the percolation rate in the central area of the paddy field, annual subsurface return flow at Pei‐Chi and Shin‐Men was 0.17 × 106 m3 and 0.37 × 106 m3, representing only 0.17 percent and 0.21 percent of the total irrigation water required for rice growth at Pei‐Chi and Shin‐Men, respectively. For upland fields, the effective ground water recharge rate during the second crop period (July to November) exceeded that during the first crop period (January to May) because of the wet season in the second crop period. Terraced paddy fields have the most efficient ground water recharge, with 21.2 to 23.4 percent of irrigation water recharging to ground water, whereas upland fields with a plow layer have the least efficient ground water recharge, with only 4.8 to 6.6 percent of irrigation water recharging to ground water. The simulation results clearly revealed that a substantial amount of irrigation water recharges to ground water in the terraced paddy, while only a small amount of subsurface return flow seeps from the upstream to the downstream terraced paddy. The amounts of subsurface flow and ground water recharge determined in the study are useful for the irrigation water planning and management and provide a scientific basis to reevaluate water resources management in the terrace region under irrigated rice.  相似文献

Lake Apopka in Florida, USA, is a large (area=124 km2), hypertrophic (mean total phosphorus=0.220 g/m3; mean chlorophylla=60 mg/m3) lake, with a large sedimentary store of available P (1635 × 106 g P). Phosphorus loading from floodplain farms (132 × 106 g P/yr) has been the primary cause of eutrophication. Assuming elimination of farm P loading, the Vollenweider model predicts a decline in equilibrium P concentration from 0.270 to 0.024 g/m3, if the P sedimentation coefficient (σ) remains constant. It is likely, however, that the value for σ will fall with the elimination of farm loading due to unabated internal P loading from the sediments. Under a worst-case scenario (σ=0), the model predicts that exportation of P from the lake via wetland filtration will greatly accelerate the lake's recovery. Recirculation of lake water through a 21-km2, created wetland and elimination of farm P loading is projected to result in a negative P balance for the lake (−23 × 106 g P/yr) leading to depletion of P stores in the lake in about 60 yr. The estimated cost of the project, $20 million, is less than 3% of the estimated cost of dredging. A 3.65-km2 demonstration project is underway to test and refine the wetland filtration technique. We believe the technique could be cost-effective for other hypertrophic lakes.  相似文献

ABSTRACT: This paper presents a quantitative assessment framework for determining the instream flow under multiobjective water allocation criteria. The Range of Variability Approach (RVA) is employed to evaluate the hydrologic alterations caused by flow diversions, and the resulting degrees of alteration for the 32 Indicators of Hydrologic Alteration (IHAs) are integrated as an overall degree of hydrologic alteration. By including this index in the objective function, it is possible to optimize the water allocation scheme using compromise programming to minimize the hydrologic alteration and water supply shortages. The proposed methodology is applied to a case study of the Kaoping diversion weir in Taiwan. The results indicate that the current release of 9.5 m3/s as a minimum instream flow does not effectively mitigate the highly altered hydrologic regime. Increasing the instream flow would reduce the overall degree of hydrologic alteration; however, this is achieved at the cost of increasing the water supply shortages. The effects on the optimal instream flow of the weighting factors assigned to water supplies and natural flow variations are also investigated. With equal weighting assigned to the multiple objectives, the optimal instream flow of 26 m3/s leads to a less severely altered hydrologic regime, especially for those low‐flow characteristics, thereby providing a better protection of the riverine environment.  相似文献

River restoration is becoming a priority in many countries because of increasing the awareness of environmental degradation. In Europe, the EU Water Framework Directive (WFD) has significantly reinforced river restoration, encouraging the improvement of ecological status for water bodies. To fulfill the WFD requirements, the Spanish Ministry of the Environment developed in 2006 a National Strategy for River Restoration whose design and implementation are described in this paper. At the same time many restoration projects have been conducted, and sixty of them have been evaluated in terms of stated objectives and pressures and implemented restoration measures. Riparian vegetation enhancement, weir removal and fish passes were the most frequently implemented restoration measures, although the greatest pressures came from hydrologic alteration caused by flow regulation for irrigation purposes. Water deficits in quantity and quality associated with uncontrolled water demands seriously affect Mediterranean rivers and represent the main constraint to achieving good ecological status of Spanish rivers, most of them intensively regulated. Proper environmental allocation of in-stream flows would need deep restrictions in agricultural water use which seem to be of very difficult social acceptance. This situation highlights the need to integrate land-use and rural development policies with water resources and river management, and identifies additional difficulties in achieving the WFD objectives and good ecological status of rivers in Mediterranean countries.  相似文献

We performed two‐dimensional (2D) hydrodynamic modeling to aid recovery of the endangered razorback sucker (Xyrauchen texanus) by reconnecting the Green River with its historic bottomland floodplain wetlands at Ouray National Wildlife Refuge, Utah. Reconnection allows spring flood flows to overtop the river levee every two to three years, and passively transport razorback sucker larvae to the wetlands to grow in critical habitat. This study includes (1) river hydrologic analysis, (2) simulation of a levee breach/weir, overtopping of river flood flows, and 2D flow through the wetlands using Hydrologic Engineering Center River Analysis System 2D, and (3) modeling flow and restoration scenarios. Indicators of hydrologic alteration were used to evaluate river flow metrics, in particular flood magnitudes, frequency, and duration. Results showed a target spring flow of 16,000 cfs (453 m3/s) and a levee breach elevation of 4,663 ft (1,421 m) amsl would result in a median flow >6,000 acre‐feet (7.4 million m3) over five days into the wetlands, which is adequate for razorback sucker larvae transport and rearing. Modeling of flow/restoration scenarios showed using gated water control structures and passive low‐water crossings between wetland units can provide adequate control of flow movement into and storage in multiple units. Levee breaching can be a relatively simple, cost‐effective method to reconnect rivers and historic floodplains, and hydrodynamic modeling is an important tool for analyzing and designing wetland reconnection.  相似文献

There is no simple recipe for success in implementing environmental accounting. Day-to-day needs and strategic objectives will determine how an organization can benefit from environmental accounting. Our previous article listed many potential applications of environmental accounting and discussed common environmental accounting objectives.1 This article is geared toward organizations that want to start implementing environmental accounting and create a foundation of success on which to build. In this context, the questions are (1) What are some logical starting points? and (2) Where do companies go from there? This article first describes some paradigms that may guide companies as they think about how to implement environmental accounting, then it presents a series of critical activities that are needed to make environmental accounting an integral part of ongoing business management functions.  相似文献

ABSTRACT: The potential for joint public and private action for lake restoration is examined using Lake Apopka, Florida, as a case study. Initial calculations indicate that private incentives alone are inadequate to attract investment in a facility to grow and harvest water hyacinths for conversion to methane gas. However, the private externality of water quality improvement associated with harvesting water hyacinths provides a key linkage between the public's water quality objectives and the private gas producer's actions. In order to establish the potential basis for negotiation, the public's willingness-to-pay for environmental services associated with improved water quality is estimated and compared with the estimated subsidy required to induce private action. A conceptual framework is then presented for coordinating actions between private firms and public water management agencies in order to internalize the private externality of water quality improvement while simultaneously achieving the public and private objectives. Results indicate that the subsidization of water hyacinth production and harvesting compares favorably with alternative means of enhancing the water quality of Lake Apopka.  相似文献

DOI: 10.1111/j.1752‐1688.2011.00593.x Abstract: The study developed a mass balance model to evaluate the groundwater budget of seawater‐intruded island aquifers using limited available data. The Penghu islands were selected as a study area. As sparse observed data were available in the islands, methods of combining water and chloride balances were used to determine the amounts of groundwater pumping, seawater intrusion, aquifer storages, and safe yields in the shallow and deep aquifers. The groundwater budget shows that seawater intrusion to freshwater aquifers was 1.38 × 106 and 0.29 × 106 m3/year in the shallow and deep aquifers, respectively, indicating that the seawater intrusion is severe in the both aquifers. The safe yield of the shallow aquifer was 14.56 × 106 m3/year in 2005 which was four times higher than that of the deep aquifer (3.70 × 106 m3/year). However, the annual pumping amounts in the shallow and deep aquifers were 4.77 × 106 and 3.63 × 106 m3/year, respectively. Although the safe yield of the shallow aquifer is enough for all water resources demands, only 55% of exploitation amount was extracted from the shallow aquifer due to its poor water quality. Groundwater exploitation in the deep aquifer should be significantly reduced and regulated by a dynamic management of pumping scheme because the annual pumping amounts are close to the safe yield and seawater intrusion occurs continually. Additionally, to alleviate further aquifer salination, at least half of the current annual groundwater abstraction should be reduced.  相似文献

ABSTRACT: Ground water flow and supply at the Whiteshell Research Area (WRA) in southeastern Manitoba and the advective movement of contaminants from a hypothetical nuclear fuel waste disposal vault to the adjacent biosphere and a nearby ground water supply well are simulated using finite-element modeling and numerical particle-tracking technique. The hypothetical vault is located at a depth of 500 m, below the water table, in low-permeability plutonic rock of the Canadian Shield. The rock mass is intersected by high-permeability fracture zones (aquifers), which also act as conduits for vault contaminants to migrate to the ground surface. The ground water resource is, therefore, limited in quantity and quality and should be explored with care. A 30 m deep well, which pumps water at a rate of 120 m3/yr from a low-dipping fracture zone, LD1, reduces natural discharge from the system to augment natural recharge. At this pumping rate, a 100 m or 200 m deep well neither reduces discharge nor induces recharge into the system. Thus, at the WRA, a 30 m deep domestic water supply well best meets the water requirements of a one-person household at the rate of 120 m3/yr. The 100 m and 200 m wells best meet the requirements of a family of six and a family of six with light irrigation, respectively, without capturing contaminants’pathways from the vault to the ground surface. By virtue of the proximity of the 200 m well intake to the hypothetical vault, this well performs best as a purge well at pumping rates of 0,000 m3/yr and greater. Finite-element modeling is useful in evaluating the water supply potential of a fractured rock environment in which a nuclear waste disposal vault is proposed to be sited.  相似文献

Local scale has an important role in environmental management. In Spain, rapid industrialization has occurred in the last three decades, leading to substantial changes in socioeconomic relations and resulting in significant environmental degradation. This paper describes the environmental status of the township of Sax (Alicante, in southeast Spain), which has passed from agriculture to industrial manufacturing in 50 years. The human population has grown exponentially during the second half of the 20th century, with a 91% increase from 1955 to 1995, coinciding with strong growth in manufacturing (factories increased fivefold in the period 1955–1976) and important changes in the working population and land use. Illegal rubbish dumps, water pollution, forest fires, erosion, and degradation of wildlife habitats are the main outcomes of these dramatic socioeconomic and demographic changes. The administration has focused on the control of water pollution and waste management, while nongovernmental organizations have concentrated on the prevention of forest fires and the development of environmental education programs. These measures are insufficient to manage current environmental degradation, and an environmental management plan for the study area is discussed. Increasing effort in waste management and industrial wastewater control, changes in land-use policy, and the creation of an advisory committee to increase public participation in decision-making have been identified as environmental target objectives for the coming years.  相似文献

Many frameworks have been used to identify environmental flows for sustaining river ecosystems or specific taxa in the face of widespread flow alteration. However, these frameworks largely focus on identifying suitable flows and often ignore the important links between management actions, resulting flows, and valued ecosystem or social responses. Structured decision making (SDM) could assist the comparison of environmental flows by providing a mature framework to link management actions to objectives via environmental flow science. We describe SDM and illustrate its application using a case study focused on comparing environmental flow scenarios for the mainstem Willamette River, Oregon. In a short timeframe, SDM was applied to identify objectives, develop empirical and expert opinion‐based models, and compare flow scenarios while accounting for interannual flow variability and partial controllability. No scenario was clearly preferred based on available knowledge, largely because river flows could only be partially controlled through dam operations. Participants agreed that SDM was useful for comparing alternative dam operations, but that refined predictive models and additional objectives were needed to better inform basinwide flow decisions. In our view, SDM can provide more realistic comparisons of environmental flows by accounting for partial controllability and uncertainty, which may result in greater implementation of available flow management actions.  相似文献

The long-term ecological recovery of an impaired stream in response to an industrial facility’s pollution abatement actions and the implications of the biological monitoring effort to environmental management is the subject of this special issue of Environmental Management. This final article focuses on the synthesis of the biological monitoring program’s components and methods, the efficacy of various biological monitoring techniques to environmental management, and the lessons learned from the program that might be applicable to the design and application of other programs. The focus of the 25-year program has been on East Fork Poplar Creek, an ecologically impaired stream in Oak Ridge, Tennessee with varied and complex stressors from a Department of Energy facility in its headwaters. Major components of the long-term program included testing and monitoring of invertebrate and fish toxicity, bioindicators of fish health, fish contaminant accumulation, and instream communities (including periphyton, benthic macroinvertebrate, and fish). Key parallel components of the program include water chemistry sampling and data management. Multiple lines of evidence suggested positive ecological responses during three major pollution abatement periods. Based on this case study and the related literature, effective environmental management of impaired streams starts with program design that is consistent across space and time, but also adaptable to changing conditions. The biological monitoring approaches used for the program provided a strong basis for assessments of recovery from remedial actions, and the likely causes of impairment. This case study provides a unique application of multidisciplinary and quantitative techniques to address multiple and complex regulatory and programmatic goals, environmental stressors, and remedial actions.  相似文献

This paper presents the experience of Mercy Corps’ “Community Based Initiatives for Water Demand Management” project, a five year project (2006–2011), in terms of community-based initiatives for water management. This project was designed to build the capacity of local community-based organizations (CBOs) to raise the awareness level around water demand management (WDM) and engage community members in water management measures. It showed how local solutions decrease the reliance on public water systems and ultimately help in facing the water shortage on a national level. This paper also showed that on-site rainwater harvesting Cisterns funded through this project have been able to harvest 88,335 m3 annually. The paper found that rainwater harvesting at household level was able to save an average of 24% in potable water per year.  相似文献

Traditionally, wetland management strategies have focused on single familiar objectives, such as improving water quality, strengthening biodiversity, and providing flood control. Despite the relevant amount of studies focused on wetland creation or restoration with these and other objectives, still little is known on how to integrate objectives of wetland creation or restoration at different landscape scales. We have reviewed the literature to this aim, and based on the existing current knowledge, we propose a four step approach to take decisions in wetland creation or restoration planning. First, based on local needs and limitations we should elucidate what the wetland is needed for. Second, the scale at which wetland should be created or restored must be defined. Third, conflicts and compatibilities between creation or restoration objectives must then be carefully studied. Fourth, a creation or restoration strategy must be defined. The strategy can be either creating different unipurpose wetlands or multipurpose wetlands, or combinations of them at different landscape scales. In any case, in unipurpose wetland projects we recommend to pursue additional secondary objectives. Following these guidelines, restored and created wetlands would have more ecological functions, similar to natural wetlands, especially if spatial distribution in the landscape is considered. Restored and created wetlands could then provide an array of integrated environmental services adapted to local ecological and social needs.  相似文献

Environmental planners and managers face unique challenges understanding and documenting the effectiveness of programs that rely on voluntary actions by private landowners. Programs, such as those aimed at reducing nonpoint source pollution or improving habitat, intend to reach those goals by persuading landowners to adopt behaviors and management practices consistent with environmental restoration and protection. Our purpose with this paper is to identify barriers for improving voluntary environmental management programs and ways to overcome them. We first draw upon insights regarding data, learning, and adaptation from the adaptive management and performance management literatures, describing three key issues: overcoming information constraints, structural limitations, and organizational culture. Although these lessons are applicable to a variety of voluntary environmental management programs, we then present the issues in the context of on-going research for nonpoint source water quality pollution. We end the discussion by highlighting important elements for advancing voluntary program efforts.  相似文献

Abstract: The residents of Nassau County Long Island, New York receive all of their potable drinking water from the Upper Glacial, Jameco/Magothy (Magothy), North Shore, and Lloyd aquifers. As the population of Nassau County grew from 1930 to 1970, the demand on the ground‐water resources also grew. However, no one was looking at the potential impact of withdrawing up to 180 mgd (7.9 m3/s) by over 50 independent water purveyors. Some coastal community wells on the north and south shores of Nassau County were being impacted by saltwater intrusion. The New York State Legislature formed a commission to look into the water resources in 1972. The commission projected extensive population growth and a corresponding increase in pumping resulting in a projected 93.5 to 123 mgd (4.1 to 5.5 m3/s) deficit by 2000. In 1986, the New York Legislature passed legislation to strengthen the well permit program and also establish a moratorium on new withdrawals from the Lloyd aquifer to protect the coastal community’s only remaining supply of drinking water. Over 30 years has passed since the New York Legislature made these population and pumping projections and it is time to take a look at the accuracy of the projections that led to the moratorium. United States Census data shows that the population of Nassau County did not increase but decreased from 1970 to 2000. Records show that pumping in Nassau County was relatively stable fluctuating between 170 and 200 mgd (7.5 to 8.8 m3/s) from 1970 to 2004, well below the projection of 242 to 321 mgd (10.6 to 14.1 m3/s). Therefore, the population and water demand never grew to projected values and the projected threat to the coastal communities has diminished. With a stable population and water demand, its time to take a fresh look at proactive ground‐water resource management in Nassau County. One example of proactive ground‐water management that is being considered in New Jersey where conditions are similar uses a ground‐water flow model to balance ground water withdrawals, an interconnection model to match supply with demand using available interconnections, and a hydraulic model to balance flow in water mains. New Jersey also conducted an interconnection study to look into how systems with excess capacity could be used to balance withdrawals in stressed aquifer areas with withdrawals in unstressed areas. Using these proactive ground‐water management tools, ground‐water extraction could be balanced across Nassau County to mitigate potential impacts from saltwater intrusion and provide most water purveyors with a redundant supply that could be used during water emergencies.  相似文献

The planning and execution of water quality management programs requires careful collection and analysis of data coupled with a systematic review and analysis of programmatic success. The environmental audit is a tool which facilitates improved water quality planning and management. This article demonstrates the utility of the environmental audit by reviewing portions of a comprehensive review of the water quality management program for the state of Idaho. The audit is a tool which forces careful design of a sampling program before data are collected. In the audit approach, program objectives are clearly stated prior to initiation of sampling. Stated objectives are also evaluated regularly to identify tension points, that is, conflicts between expectations and reality. In the example taken from Idaho, a management review team followed a directive to redesign the water quality monitoring program. We present a summary of the redesign as proposed by that team, to illustrate the results of a typical review of monitoring programs. That summary is followed by an example of how the proposed program would differ if the audit approach had been used. The two approaches offered both coincident and conflicting recommendations. Management review team and audit recommendations for lake sampling programs were similar even though a different process was used to develop the recommendations. The most striking contrast between the two results lies in the review team's approach to the problem. The directives followed, and the team's responses, concentrate on tools, such as increasing biological monitoring or reliance on monthly BWMP stations. In contrast, the audit results stress addressing management questions for which clear objectives have been stated, depending on specific tools only as needed to meet stated objectives. Although the audit does integrate externalities in its structure, it is little affected by economic or political influences. A major strength of the audit approach is its ability to provide defensible data for management decision making.  相似文献

Recovery dynamics in a previously disturbed stream were investigated to determine the influence of a series of remedial actions on stream recovery and to evaluate the potential application of bioindicators as an environmental management tool. A suite of bioindicators, representing five different functional response groups, were measured annually for a sentinel fish species over a 15 year period during which a variety of remedial and pollution abatement actions were implemented. Trends in biochemical, physiological, condition, growth, bioenergetic, and nutritional responses demonstrated that the health status of a sentinel fish species in the disturbed stream approached that of fish in the reference stream by the end of the study. Two major remedial actions, dechlorination and water flow management, had large effects on stream recovery resulting in an improvement in the bioenergetic, disease, nutritional, and organ condition status of the sentinel fish species. A subset of bioindicators responded rather dramatically to temporal trends affecting all sites, but some indicators showed little response to disturbance or to restoration activities. In assessing recovery of aquatic systems, application of appropriate integrative structural indices along with a variety of sensitive functional bioindicators should be used to understand the mechanistic basis of stress and recovery and to reduce the risk of false positives. Understanding the mechanistic processes involved between stressors, stress responses of biota, and the recovery dynamics of aquatic systems reduces the uncertainty involved in environmental management and regulatory decisions resulting in an increased ability to predict the consequences of restoration and remedial actions for aquatic systems.  相似文献
