This paper examines the vulnerability of households to disasters, using an asset vulnerability framework to represent livelihoods. Such frameworks are widely employed to analyse household poverty and focus on living conditions and well-being rather than money-metric measures of consumption and income. The conceptualisation of household vulnerability is a challenge in current studies on coping with disasters. The paper considers whether a capital assets framework is useful in identifying and assessing household vulnerability in the context of the Wenchuan earthquake in China in 2008. The framework has five categories of assets (financial, human, natural, physical, and social capital) and attempts to measure the resilience and vulnerability of households. When applied to a major disaster, asset-based methods face the problem of heterogeneity of the population, such as with regard to livelihood type or residence. Moreover, the effect of external interventions, such as the provision of relief assistance, must be taken into account.  相似文献

This paper proposes an ecological view to investigate how disparities in mobile technology use reflect vulnerabilities in communities vis‐à‐vis disaster preparedness. Data (n=1,603) were collected through a multi‐country survey conducted equally in rural and urban areas of Indonesia, Myanmar, Philippines, and Vietnam, where mobile technology has become a dominant and ubiquitous communication and information medium. The findings show that smartphone users' routinised use of mobile technology and their risk perception are significantly associated with disaster preparedness behaviour indirectly through disaster‐related information sharing. In addition to disaster‐specific social support, smartphone users' disaster‐related information repertoires are another strong influencing factor. In contrast, non‐smartphone users are likely to rely solely on receipt of disaster‐specific social support as the motivator of disaster preparedness. The results also reveal demographic and rural–urban differences in disaster information behaviour and preparedness. Given the increasing shift from basic mobile phone models to smartphones, the theoretical and policy‐oriented implications of digital disparities and vulnerability are discussed.  相似文献

Post‐disaster development policies, such as resettlement, can have major impacts on communities. This paper examines how and why people's livelihoods change as a result of resettlement, and relocated people's views of such changes, in the context of natural disasters. It presents two historically‐grounded, comparative case studies of post‐flood resettlement in rural Mozambique. The studies demonstrate a movement away from rain‐fed subsistence agriculture towards commercial agriculture and non‐agricultural activities. The ability to secure a viable livelihood was a key determinant of whether resettlers remained in their new locations or returned to the river valleys despite the risks posed by floods. The findings suggest that more research is required to understand i) why resettlers choose to stay in or abandon designated resettlement areas, ii) what is meant by ‘voluntary’ and ‘involuntary’ resettlement in the realm of post‐disaster reconstruction, and iii) the policy drivers of resettlement in developing countries.  相似文献

This paper investigates why households migrated as a unit to Khulna City from the affected Upazilas of Dacope and Koyra in Khulna District, Bangladesh, following Cyclone Aila on 25 May 2009. The study reveals that households migrated primarily because of the livelihood stress that resulted from the failure to derive a secure income like before the event from the impacted areas—other push and pull factors also played a part in their migration decision. Despite all of the Aila‐induced losses and problems, all households wanted to avoid migration, but they were unable to do so for this principal reason. The findings also demonstrate that, if livelihoods cannot be restored, some form of widespread migration is inevitable after a disaster such as this one. In addition, they show that migration has the potential to serve as a key adaptive response to environmental events, as evidenced by the improved economic conditions of a substantial number of the migrated households.  相似文献

Participation has long been considered important for post‐disaster recovery. Establishing what constitutes participation in post‐disaster shelter projects, however, has remained elusive, and the links between different types of participation and shelter programme outcomes are not well understood. Furthermore, recent case studies suggest that misguided participation strategies may be to blame for failures. This study analysed 19 shelter projects implemented in the Philippines following Typhoon Haiyan in November 2013 to identify the forms of participation employed. Using fuzzy‐set qualitative comparative analysis, it assessed how household participation in the planning, design, and construction phases of shelter reconstruction led to outcomes of household satisfaction and safe shelter design. Participation was operationalised via eight central project tasks, revealing that the involvement of households in the early planning stages of projects and in construction activities were important for satisfaction and design outcomes, whereas engagement during the design phase of projects had little impact on the selected outcomes.  相似文献

Darfur farming and pastoralist livelihoods are both adaptations to the environmental variability that characterises the region. This article describes this adaptation and the longer‐term transformation of these specialised livelihoods from the perspective of local communities. Over several decades farmers and herders have experienced a continuous stream of climate, conflict and other shocks, which, combined with wider processes of change, have transformed livelihoods and undermined livelihood institutions. Their well‐rehearsed specialist strategies are now combined with new strategies to cope. These responses help people get by in the short term but risk antagonising not only their specialist strategies but also those of others. A combination of factors has undermined the former integration between farming and pastoralism and their livelihood institutions. Efforts to build resilience in similar contexts must take a long‐term view of livelihood adaptation as a specialisation, and consider the implications of new strategies for the continuity and integration of livelihood specialisations.  相似文献

This paper reflects critically on the results of a vulnerability assessment process at the household and community scale using a quantitative vulnerabilities and capacities index. It validates a methodology for a social vulnerability assessment at the local scale in 62 villages across four agro‐ecological/livelihood zones in Sindh Province, Pakistan. The study finds that the move from vulnerability narratives to numbers improves the comparability and communicational strength of the concept. The depth and nuance of vulnerability, however, can be realised only by a return to narrative. Caution is needed, therefore: the index can be used in conjunction with qualitative assessments, but not instead of them. More substantively, the results show that vulnerability is more a function of historico‐political economic factors and cultural ethos than any biophysical changes wrought by climate. The emerging gendered vulnerability picture revealed extremes of poverty and a lack of capacity to cope with contemporary environmental and social stresses.  相似文献

The Indian Ocean tsunami of 2004 galvanized world attention like no other natural disaster before. Unprecedented amounts of aid were given and a record number of international aid agencies were involved in relief and recovery operations. Major reviews of the response to the disaster have suggested that the immediate relief effort was better than expected. However, weaknesses in the longer term recovery work were identified within months of the disaster and yet the same weaknesses were being confirmed four and five years later. Even though many studies have been published on the tsunami disaster there are still many lessons to be learnt, particularly in relation to social recovery as distinct from the restoration of destroyed or damaged infrastructure. This paper presents an overview of the findings of a study that was conducted over a period of four years across five different tsunami-affected local areas of Sri Lanka and southern India. The study focused on lessons to be learnt in relation to rebuilding community, restoring livelihoods, recreating an appropriate tourism industry and providing relevant housing and planned settlements for disaster survivors. The paper argues that ‘build back better’ is possible, but only if ‘asset replacement’ strategies are replaced by integrated physical and social planning to address local needs in culturally appropriate ways. Much of what the authors advocate may seem to be little more than ‘common sense’ and many of our findings echo those of many other post-tsunami evaluations. Yet patient and well-integrated approaches to disaster recovery are all too rare in a world that is experiencing so many natural disasters. Because the 2004 tsunami evoked an unprecedented global response it is important to ensure that the lessons of the recovery effort are clearly learnt and this paper aims to convert research findings into a clear strategy for long-term social recovery.  相似文献

This paper explores the nature of the violence that characterises complex humanitarian emergencies and the related implications for modelling livelihoods systems. While noting the importance of livelihoods approaches in complex humanitarian emergencies, it deliberates the limitations of sustainable livelihoods frameworks when applied in environments marked by protracted instability. Adaptations to the model are discussed, with a particular focus on the relationships among violence, assets and liabilities within livelihoods systems. Political economy of violence theories intimate that the assets on which livelihoods systems are constructed in peaceful times may instead become life-and livelihood-threatening liabilities in periods of conflict. Adaptations to livelihood systems in violent settings require that analysts consider violence from policy, institutional and process perspectives. It is suggested that vulnerability should be re-conceptualised as endogenous to livelihoods systems in violent settings. Building on the work of others, a livelihoods model adapted for complex humanitarian emergencies is presented.  相似文献

The October 2005 earthquake in northern Pakistan severely affected the livelihoods of 1.5 million people. With the destruction of material assets and communications infrastructure, the quake had a devastating impact on people's way of life in this remote mountainous region. This paper explores livelihood revival interventions undertaken during the earthquake response, and considers how differentiated livelihood outcomes were achieved. In addressing this objective the paper examines livelihood rehabilitation schemes in terms of structural aspects, working strategies, key factors, strengths of interventions and the role of human agency in influencing livelihood trajectories of quake‐affected communities. Primary data for this study was gathered in northern Pakistan between October 2008 and January 2009. The study identifies structural shortcomings and strengths of the programmes attempting to revive the livelihoods of poor and vulnerable households. It identifies how households in two villages made the most of opportunities to improve their lives and move towards favourable outcomes.  相似文献

The ‘build back better’ (BBB) concept signals an opportunity to decrease the vulnerability of communities to future disasters during post‐disaster reconstruction and recovery. The 2009 Victorian bushfires in Australia serve as a case study for this assessment of the application of core BBB principles and their outcomes. The results show that several BBB measures were successfully implemented in Victoria and are relevant for any post‐disaster reconstruction effort. The BBB initiatives taken in Victoria include: land‐use planning determined by hazard risk‐based zoning; enforcement of structural design improvements; facilitated permit procedures; regular consultations with stakeholders; and programmes conducted for social and economic recovery. Lessons from the Victorian recovery urge the avoidance of construction in high‐risk zones; fairness and representativeness in community consultations; adequate support for economic recovery; the advance establishment of recovery frameworks; and empowerment of local councils.  相似文献

The measurement of vulnerability—defined here as the asymmetric response of disaster occurrences to hazardous events—signifies a key step towards effective disaster risk reduction and the promotion of a culture of disaster resilience. One of the reasons for not being able to do the same in a wider context is related to conceptual, definitional, and operational issues. This paper presents an operationally feasible framework for conducting this task and measures revealed macro vulnerability as a function of disaster risk and hazard probability. The probabilities of hazard and its perceived disaster risk were obtained from past data and from probability distributions. In this paper, the corresponding analytical framework is constructed using the case study of floods in Assam, India. The proposed indicator will help policymakers to draw on available macro‐level data to identify the regions that are vulnerable to disasters, where micro‐level disaster vulnerability assessments could be performed in greater detail.  相似文献

This paper analyses the performance of aid‐funded livelihoods recovery efforts in Sri Lanka following the Indian Ocean tsunami of 26 December 2004, with special attention paid to the effects on the rural poor. It argues that successful livelihoods recovery was hampered by an excessive focus by aid agencies on entrepreneurs and entrepreneurship, and by the lack of a politically informed understanding of the economy. Based on ethnographic and survey‐based research, the study demonstrates that the category of ‘entrepreneur’ is misleading for large parts of the economy. Indeed, the desire to build an entrepreneurial economy actually hampered successful livelihoods recovery in Sri Lanka and, in some cases, reinforced inequitable relations of power. The paper concludes that for livelihoods recovery programmes to be effective, they must be founded on an understanding of the relations of power that constitute the economy; these relations operate across scales, and are historically and geographically specific.  相似文献

以辽西北29个农业县(市、区)为研究区域,选取辽西北最主要的玉米作物作为研究对象,从造成农业干旱灾害的致灾因子危险性、承灾体暴露性、脆弱性和抗旱减灾能力4个方面着手,利用自然灾害风险指数法、加权综合评价法和层次分析法,建立了农业干旱灾害风险指数(ADRI),用以表征农业干旱灾害风险程度;借助GIS技术,绘制辽西北农业干旱灾害风险评价区划图,将风险评价区划图与2006年辽西北受干旱影响粮食减产系数区划图对比,发现两者可以较好的匹配。研究结果可为当地农业干旱灾害预警、保险,以及有关部门的旱灾管理、减灾决策制定提供理论依据和指导。  相似文献

How should one measure the recovery of a locale from a disaster? The measurement is crucial from a public policy and administration standpoint to determine which places should receive disaster assistance, and it affects the performance evaluation of disaster recovery programmes. This paper compares two approaches to measuring recovery: (i) bouncing back to pre‐disaster conditions; and (ii) attaining the counterfactual state. The former centres on returning to normalcy following disaster‐induced losses, whereas the latter focuses on attaining the state, using quasi‐experimental design, which would have existed if the disaster had not occurred. Both are employed here to assess two housing recovery indicators (total new units and their valuations) in Hurricane Katrina‐affected counties (rural and urban). The examination reveals significantly different outcomes for the two approaches: counties have not returned to their pre‐disaster housing conditions, but they do exhibit counterfactual recovery. Moreover, rural counties may not be as vulnerable as assumed in the disaster recovery literature.  相似文献

The tsunami that struck the coasts of India on 26 December 2004 resulted in the large‐scale destruction of fisher habitations. The post‐tsunami rehabilitation effort in Tamil Nadu was directed towards relocating fisher settlements in the interior. This paper discusses the outcomes of a study on the social effects of relocation in a sample of nine communities along the Coromandel Coast. It concludes that, although the participation of fishing communities in house design and in allocation procedures has been limited, many fisher households are satisfied with the quality of the facilities. The distance of the new settlements to the shore, however, is regarded as an impediment to engaging in the fishing profession, and many fishers are actually moving back to their old locations. This raises questions as to the direction of coastal zone policy in India, as well as to the weight accorded to safety (and other coastal development interests) vis‐à‐vis the livelihood needs of fishers.  相似文献

This paper provides a framework for evaluating the effects of population ageing on disaster resilience. In so doing, it focuses on the 1995 Kobe and 2004 Chuetsu earthquakes, two major disasters that affected Japan before the 2011 Great East Japan earthquake. It analyses regional population recovery on the basis of pre‐disaster and post‐recovery demographic characteristics using defined transition patterns of population ageing. The evaluation framework demonstrates that various recovery measures make different contributions to disaster resilience for each transition pattern of population ageing. With reference to regional population ageing, the framework allows for a prediction of disaster resilience, facilitating place vulnerability assessments and potentially informing policy‐making strategies for Japan and other countries with ageing populations.  相似文献

This study investigates predictors of local participation in recovery projects and programmes following Hurricane Katrina in the United States in 2005 and the earthquake in Haiti in 2010. Using two sets of survey data, it examines whether disaster impacts and social capital (social trust and civic engagement) are associated with disaster recovery participation and compares predictors of such engagement in the two locations. Multivariate logistic regression results reveal that physical injuries, limited community mobility, and government trust increase recovery participation in Haiti (n=278), whereas emotional distress and homeownership decrease it. On the Gulf Coast of the US (n=259), physical injuries and higher civic engagement augment recovery participation, while homeownership and age reduce it. The confounding factors of national contexts and post‐disaster time frames might explain the differences in the results. The discussion addresses the relation between country‐specific vulnerability and recovery participation and suggests implications for policy and practice to improve local citizens’ capabilities to participate in sustainable recovery processes.  相似文献

Floods are the most common type of natural disaster in both developed and developing countries and have led to extensive morbidity and mortality throughout the world. Worldwide, over the past 30 years, flooding has claimed the lives of more than 200,000 people and affected more than 2.8 billion others. The impact of flooding on health varies among populations and depends primarily on vulnerability and the kind of event experienced. It severely disrupts livelihoods and has a significant impact on the health of pregnant women and children. In addition, it may exacerbate a range of negative psychological and physiological child and reproductive health outcomes. Awareness‐raising, education, and the issuing of warnings appear to be key initiatives to mitigate or prevent flood morbidity and mortality, especially among people living in low‐ and middle‐income countries. Agencies responding to emergencies also need to be more cognisant of the dangers, specifically those engaged in healthcare, nutrition, and water safety programmes.  相似文献
