Summary This paper describes use of the economic-cumenvironmental regional development planning process (as differentiated from regional economic planning and regional environmental planning) for its first application in the Asia-Pacific region, for The Songkhla Lake Basin Planning Study, in southern Thailand. The study project was carried out, with Asian Development Bank (ADB) loan financing, as a joint venture of the national economic and national environmental planning agencies. Because of its pioneering nature, in both technical and institutional aspects, numerous lessons were learned from the project. These are described, and yield guidelines valuable for future studies of this type.Dr Harvey F. Ludwig, Chairman of Seatec International Consulting Engineers in Bangkok, has a unique record of distinguished experience in environmental engineering. This includes, in addition to his present role, experience as a professor at the University of California at Berkeley, in research (four USA national awards), in government (as Assistant Chief Engineer of the US Public Health Service Engineering Group, the predecessor to USEPA), and with numerous international assistance agencies including the World Bank, ADB, and many UN affiliates. Dr Ludwig moved to live in Bangkok in 1973 and has since been a continuing adviser to the National Environment Board of Thailand and to the Institutes of Water Resources Research of Indonesia. He is the author/coauthor of some 160 professional publications and the senior author of a textbook onEnvironmental Technology in Developing Countries, now being printed by CRC Press of Boca Raton, Florida. The development and effective introduction of strategies designed to ensure the ecologically and economically sustainable utilization of coastal and marine resources is perhaps the major challenge for Small Island Developing States (SIDS). In response, the 1994 Barbados Programme of Action (BPoA) called upon the SIDS to implement appropriate coastal and marine strategies and, crucially, ensure that such strategies were integrated into sustainable national development plans (NDPs). This article examines the extent to which contemporary NDPs and donor support programmes have incorporated the fisheries sector — arguably the most important coastal/marine resource for many SIDS — into such documents. Applying an assessment methodology, originally developed to identify levels of environmental mainstreaming within World Bank country assistance strategies to NDPs and donor support programmes, we are able to identify those SIDS who have most effectively integrated the fisheries sector into such documents. Comparison with data indicating the importance of the sector to the national economy (in terms of generating foreign exchange, employment generation and/or supporting domestic protein consumption levels) enables us to pinpoint those countries with substantial fisheries sectors, but a correspondingly lower than expected degree of sectoral mainstreaming. We suggest that the January 2005 review of the BPoA offers an opportune moment for such countries to redress these omissions.  相似文献

Third World countries should exploit the genetic information stored in their flora and fauna to develop independent and highly competitive biotechnological and pharmaceutical industries. The necessary condition for this policy to succeed is the reshaping of their universities and hospitals—to turn them into high-caliber research institutions dedicated to the creation of original knowledge and biomedical invention. Part of the service of the Third World foreign debt should be co-invested with the lending banks in high technology enterprises. This should be complemented with an active program of investments in First World biotech companies and university research departments which could contribute to the solving of problems connected with the First World. These strategic alliances would allow effective training of molecular biologists, improvement of South American universities, and education of biotechnologists, managers, and lawyers in the complexities of high-technology business. The establishment of real joint ventures between developed and underdeveloped countries might contribute to change the present strained relations between the North and the South, and science and technology could become real forces of social and economic development.  相似文献
