Coastal areas around the world are threatened by an accelerated sea level rise (SLR), storm surges and coastal flooding related to climate change. These threats, together with the land use pattern of coastal areas, could create a dangerous mix for coastal communities and could result in major socio-economic and environmental consequences. Apart from human settlements, seaports are likely to be most vulnerable to climate change because they are located at areas exposed to SLR and storm surges or at mouths of rivers susceptible to flooding. To remain efficient and resilient, seaports must anticipate the impacts of climate change and proactively prepare for SLR, increased flooding, and more frequent extreme storm events. This paper presents the analytical and empirical aspects of an integrated vulnerability index (VI) for small raft harbours based on the methodology of the IPCC for coastal vulnerability assessment. Six corresponding steps are adopted to assess the fishing ports VI (VIP-F) considering geophysical and socio-economic parameters. The proposed index is applied to 47 fishing boats and small commercial harbours of Lesvos, Greece. The proposed methodology can be adapted for assessing the vulnerability of major ports.  相似文献

Three recent cases of climate extremes are studied to identify human impacts and response strategies and to identify common characteristics that may help illuminate the nature of climate hazards. The 1980 heat wave in the central United States, 1981 cold wave in Boston, Massachusetts, and recent flooding and lake level rise in northern Utah, illustrate several important aspects of climate hazards that separate them from the more traditional set of catastrophic events (e.g. tornadoes, hurricanes and earthquakes) usually dealt with by hazards research and management. Among those characteristics are an emphasis on health impacts rather than physical damage, accumulative effects rather than short shocks, a tendency for impacts to accrue to certain socio-economic classes, and relatively slow onset. The management and research implications of these hazard characteristics are explored.  相似文献

The relationships between insecurity, environmental change and population displacement are discussed in this paper. It argues that environmental change and concomitant population displacement are the consequences of war and insecurity rather than triggers for it — as postulated in so much of the recent literature. Additionally, the paper critically reviews the state of knowledge concerning the impact of refugees on the environment of host countries. The aim here is not to document the negative or positive impacts as such, but rather to de-mythologise some aspects of the state of knowledge which through repetition have become accepted as 'scientific truth'.  相似文献

Identifying the impact of the built environment on flood damage in Texas   总被引:5,自引:0,他引:5  
Floods continue to pose the greatest threat to the property and safety of human communities among all natural hazards in the United States. This study examines the relationship between the built environment and flood impacts in Texas, which consistently sustains the most damage from flooding of any other state in the country. Specifically, we calculate property damage resulting from 423 flood events between 1997 and 2001 at the county level. We identify the effect of several built environment measures, including wetland alteration, impervious surface, and dams on reported property damage while controlling for biophysical and socio-economic characteristics. Statistical results suggest that naturally occurring wetlands play a particularly important role in mitigating flood damage. These findings provide guidance to planners and flood managers on how to alleviate most effectively the costly impacts of foods at the community level.  相似文献

Flood risk to the economy, society and the environment reflects the cumulative effects of environmental and socio-economic change over decades. Long-term scenarios are therefore required in order to develop robust and sustainable flood risk management policies. Quantified national-scale flood risk analysis and expert appraisal of the mechanisms causing change in flood risk have been used to assess flood risk in England and Wales over the period 2030–2100. The assessment involved the use of socio-economic and climate change scenarios. The analysis predicts increasing flood risk unless current flood management policies, practices and investment levels are changed—up to 20-fold increase in economic risk by the 2080s in the scenario with highest economic growth. The increase is attributable to a combination of climate change (in particular increasing precipitation and relative sea level rise in parts of the UK) and increasing socio-economic vulnerability, particularly in terms of household/industrial contents and infrastructure vulnerability. The policy implications of these findings are discussed.  相似文献

Downscaled climate models provide projections of how climate change may exacerbate the local impacts of natural hazards. The extent to which people facing exacerbated hazard conditions understand or respond to climate-related changes to local hazards has been largely overlooked. In this article, we examine the relationships among climate change beliefs, environmental beliefs, and hazard mitigation actions in the context of wildfire, a natural hazard projected to be intensified by climate change. We find that survey respondents are situated across a continuum between being ‘believers’ and ‘deniers’ that is multidimensional. Placement on this believer–denier spectrum is related to general environmental attitudes. We fail, however, to find a relationship between climate change beliefs and wildfire risk-reduction actions in general. In contrast, we find a statistically significant positive relationship between level of wildfire risk mitigation and being a climate denier. Further, certain pro-environmental attitudes are found to have a statistically significant negative association with the level of wildfire risk mitigation.  相似文献

Since 1982, haze pollution has become an almost annual occurrence in Southeast Asia, with the worst episodes being in the period of 1997–1998 and in 2006–2007. Haze originates from peat and forest fires, mostly in Indonesia. The negative effects of haze can be observed at the global level, with increased carbon emissions exacerbating climate change, and more importantly at the regional level, with serious environmental and socioeconomic effects in Indonesia and its neighbouring countries. Most of these fires are manmade, and can be traced back to land-clearing activities of commercial oil palm plantations. This article questions why these companies have been able to burn with such impunity, even though using fire for land clearing is against Indonesian law. It argues that local and foreign plantation companies have cultivated strong patronage linkages with key patrons among the ruling elite. Hence, patrons are encouraged to protect their clients from the repercussions of their actions. This weakens the power of the state in terms of law enforcement, where national laws against the use of fire are thus rendered useless in the face of powerful economic interests. Well-connected companies therefore continue to use fire as a cost-efficient way to clear land while disregarding its serious environmental and socioeconomic implications.  相似文献

Abstract

German reunification had significant political, economic, social, and environmental impacts. A major environmental impact involved changes to the German technological hazardscape (especially in the East). Hazardscapes are defined here as the spatial distribution and attributes of human engineered facilities such as industrial plants, military bases and power stations that contain or emit substances harmful to humans and the environment. The purpose of this paper is to explain how and why the German technological hazardscape changed after reunification. A cursory analysis might ascribe hazardscape change to the application of strict West German environmental laws and sophisticated environmental protection technologies to the East. This paper contends, however, that it was a political economy rather than an environmental imperative that drove the changes to the hazardscape, and that this continuing conflict may have serious repercussions on the future environmental health of eastern Germany.  相似文献

This paper opens with a history of development and disaster-prevention strategies in a cyclone-prone area of the east coast of India and traces the evolution in the area of British and Indian governments' programmes and policy over a century. Research over the last 20 years has shown, however, that the programmes and policies have failed to balance economic growth with safety. Resources intended for the benefit of all have been diverted by alliances of powerful people to a small minority, and recent developments have reduced the physical protection of the area. The result is that increasing numbers of people are vulnerable to the effects of cyclones and floods. The findings suggest that the best way to reduce vulnerability is to improve the socio-economic standing of the most vulnerable and for this to happen these people must have an assured income based on assets that will enable them to acquire social and economic credit-worthiness within the local economy. This paper presents evidence that suggests that non-governmental organisation (NGO)-supported co-operatives are the best way to achieve this through self-help and self-employment schemes. It also suggests that NGOs should be encouraged to take up environmentally and ecologically beneficial activities involving the poorest groups in the communities, in this way combining sustained self-employment with environmental protection.  相似文献

The purpose of this research was to identify and analyse patterns of economic and social adaptation among river-bank erosion-induced displacees in Bangladesh. It was hypothesised that the role of social demographic and socio-economic variables in determining the coping ability and recovery of the river-bank erosion-induced displacees is quite significant. The findings of the research reveal that displacees experience substantial socio-economic impoverishment and marginalisation as a consequence of involuntary migration. This in part is a socially constructed process, reflecting inequitable access to land and other resources. Vulnerability to disasters is further heightened by a number of identifiable social and demographic factors including gender, education and age, although extreme poverty and marginalisation create complexity to isolate the relative influence of these variables. The need to integrate hazard analysis and mitigation with the broader economic and social context is discussed. It is argued that the capacity of people to respond to environmental threats is a function of not only the physical forces which affect them, but also of underlying economic and social relationships which increase human vulnerability to risk. Hazard analysis and mitigation can be more effective when it takes into account such social and demographic and socio-economic dimensions of disasters.  相似文献

Frontline healthcare workers (HCWs) looking after COVID-19 patients are at high risk of developing mental health problems. Both preventive and interventional initiatives are essential, therefore, to maintain and improve the mental health of HCWs and ultimately to enhance the quality of care that they provide. This qualitative content analysis study, conducted in Iran between September 2020 and February 2021, involved the gathering of data on the issue through face-to-face interviews with 22 HCWs working directly with COVID-19 patients. Data analysis led to the generation of 163 codes, 45 categories (16 risk factors and 29 consequences), and 9 themes. Overall, the results suggest that caring for a patient with COVID-19 is associated with positive and negative psychological impacts. Measures such as increasing sensitivity to crisis situations, self-adjustment skills training, and identifying signs of job burnout owing to moral conflicts can reduce or eliminate the risk of negative psychological consequences among HCWs.  相似文献

This paper reviews the current nature of policy responses to environmental change in refugee assistance programmes. Based on a review of existing documentary material and a survey of UK-based NGOs, it is suggested that although refugee assistance agencies are aware of environmental issues, this is rarely translated into effective policy measures to identify and combat environmental degradation. Various existing methods used to calculate environmental impacts are considered, but a number of pitfalls are identified. It is suggested that little is known about the processes that lead to accelerated environmental change in situations of forced displacement, and that research providing deeper understanding of local environments and resource management systems is required for environmental policies to be effective.  相似文献

Business plays important roles in community functioning. 2 However, disaster research has been disproportionately focused on units of analysis such as families, households and government agencies. This paper synthesises the major findings within the business development research field and the disaster research field. It constructs a framework for evaluating business vulnerability to natural disasters. Our theoretical integration of the research conducted to date addresses five major issues. First, it defines the ways in which businesses are subject to the impacts of natural disasters. Second, it identifies the factors that determine the magnitude of business impacts after a disaster. Third, it identifies how and when businesses return to their pre-disaster level in the disaster stricken community. Fourth, it describes measures that can be taken by individual firms and community planners to reduce the impacts of environmental disasters. Fifth, it identifies needs for public policy and future research to reduce business vulnerability to environmental disasters.  相似文献

Cholera continues to cause widespread suffering in many parts of the world. Previous research has mainly described modes of transmission and has correctly indicated the role of predisposing socio-economic conditions in affected areas. Little field research has been carried out, however, in endemic zones, on the contribution of physical characteristics in environmental reservoirs which prolong the survival time or increase the toxigeneity of Vibrio cholerae 01, despite substantial indication of their significance at laboratory scale. A study carried out in Quelimane, Mozambique, to test for such environmental influences on the spatial and temporal distribution of cholera incidence, is described. The role of population displacement in this relationship is also discussed. The practical implications of the results for prevention of primary infection and subsequent reinfection are outlined.  相似文献

Although El Salvador suffered light losses from Hurricane Mitch in 1998, it benefited from the increased international aid and encouragement for advance planning, especially mitigation and prevention interventions. Thus, one would have supposed, El Salvador would have been in a very advantageous position, able more easily than its economically crippled neighbours, Honduras and Nicaragua, to implement the 'lessons of Mitch'. A review of the recovery plan tabled by the El Salvador government following the earthquakes of early 2001 shows that despite the rhetoric in favour of 'learning the lessons of Mitch', very little mitigation and prevention had actually been put in place between the hurricane (1998) and the earthquakes (2001). The recovery plan is analysed in terms of the degree to which it deals with root causes of disaster vulnerability, namely, the economic and political marginality of much of the population and environmental degradation. An explanation for the failure to implement mitigation and preventive actions is traced to the adherence by the government of El Salvador to an extreme form of neoliberal, free market ideology, and the deep fissures and mistrust in a country that follow a long and bloody civil war.  相似文献

This involves a review of the impacts of environmental processes and their intrinsic effects upon rural indigenous communities in SIDS and how indigenous knowledge has contributed to their coping capacity. Ambient noise levels emanating from religious activities in residential neighbourhoods are an emerging environmental problem that educes little attention from enforcement agencies and policy makers in Ghana. This paper set out to quantify religious noise exposure in urban residential neighbourhoods in the Cape Coast metropolis of Ghana. Subjective annoyance levels of residents in selected communities were determined. Noise risk zones were mapped using ARCGIS 9.3 software and surface interpolation for the data was carried out using inverse distance weighting. The results show that most (77 and 86 per cent) of the locations recorded noise levels that were above the Ghana Environmental Protection Agency maximum permissible limit for day and night, respectively. Pearson's correlation coefficient for day and night noise exposure shows strong association (0.714) at the 0.01 level. There is variability in the levels of noise for both day and night, which are rather high (standard deviation = 7.59477 and 7.94022, respectively). Generally, levels of noise exposure correlated with levels of annoyance of residents, except that the highest noise exposure was not recorded in the community where the annoyance level of residents was highest. Residential neighbourhoods within the study area largely experienced safe to tolerable levels of religious noise, although 5 per cent were within the high-risk zone. Given that the selected residential areas have high population densities, even when the dispersion of noise risk is spatially limited, it affects a large number of people who belong to different socio-economic classes.  相似文献

Abstract

The scale and severity of environmental deterioration in Russia—and its accompanying hazards—constitute a true environmental crisis. Its characteristic features are a gradual continuing loss of environmental quality accompanied by acute environmental impacts associated with industrial accidents and related emergencies. The underlying causes are a mixture of political and social factors in association with the unbridled technological development. These were along the main driving forces of environmental hazard in the former Soviet Union and they continue to play that role in contemporary Russia. But the current environmental crisis is not only a time of adversity; it also has the potential to provide the necessary conditions for improvements in the economic wellbeing and environmental quality.  相似文献

Tsunamis and storm surges have killed more than one million people and some three billion people currently live with a high risk of these disasters, which are becoming more frequent and devastating worldwide. Effective mitigation of such disasters is possible via healthy coastal forests, which can reduce the energy of tsunamis. In recent years, these natural barriers have declined due to adverse human and natural activities. In the past 20 years, the world has lost almost 50 per cent of its mangrove forests, making them one of the most endangered landscapes. It is essential to recover them and to use them as a shield against a tsunami and as a resource to secure optimal socio-economic, ecological and environmental benefits. This paper examines the emerging scenario facing mangrove forests, discusses protection from tsunamis, and proposes a way to improve the current situation. We hope that practical tips will help communities and agencies to work collectively to achieve a common goal.  相似文献
