During April 2007, forest land per capita in the United States dropped below 1 ha. This is the result of a rather static area of forest land in the United States for the past 100 years combined with population growth. The US now joins the ranks of most countries (77%) having forest land per capita below 1 ha. The combination of an increasing human population with stable or increasing per capita natural resource utilization may place even more demand on resources derived from forest land in the future. The forest land per capita should be expected to continue its downward trend unless substantive demographic, resource utilization, and land-use changes occur.  相似文献

Seasonal and spatial variations in major ion chemistry and isotope composition in the rural-urban catchment of the Shigenobu River were monitored to determine the influences of agricultural and urban sewage systems on water quality. Temporal patterns of biochemical oxygen demand (BOD), total nitrogen (TN), total phosphorus (TP), and suspended sediment (SS) were examined at four sites in the rural-urban catchment. Urban land cover, incorporating the effects of increased population, domestic water use, and industrial wastewater, was positively associated with increases in water pollution and was included as an important explanatory variable for the variations in all water quality parameters. Significant trends were found in each parameter. BOD concentrations ranged widely, and were high in urban regions, due to the presence of a waste water treatment plant. TN and SS showed various trends, but did not vary widely, unlike TP. TP concentrations varied greatly, with high concentrations in cultivated areas, due to fertilizer use. Local water quality management or geology could further explain some of the variations in water quality. Non-point-source pollution exhibited strong positive spatial autocorrelation, indicating that incorporating spatial dimensions into water quality assessment enhances our understanding of spatial patterns of water quality. Data from the Ministry of Land Infrastructure and Transport (MLIT) and Environment Ministry (EM) were used to investigate trends in land management. Stepwise regression analysis was used to test the correlation between specific management practises and substance concentrations in surface water and sediment. MLIT and EM data for 1981-2003 showed an increase in TN, TP, and SS concentrations in surface water. High levels of fertilizer in dormant sprays and domestic water use were associated with high pesticide concentrations in water and sediment. This paper presents a novel method of studying the environmental impact of various agricultural management practises and recommends a management strategy that combines the use of reduced-risk pesticides with irrigation and non-irrigation periods in paddy fields.  相似文献

Air pollution, harvesting practices, and natural disturbances can affect the growth of trees and forest development. To make predictions about anthropogenic impacts on forests, we need to understand how these factors affect tree growth. In this study the effect of disturbance history on tree growth and stand structure was examined by using a computer model of forest development. The model was run under the climatic conditions of east Tennessee, USA, and the results compared to stand structure and tree growth data from a yellow poplar-white oak forest. Basal area growth and forest biomass were more accurately projected when rough approximations of the thinning and fire history typical of the measured plots were included in the simulation model. Stand history can influence tree growth rates and forest structure and should be included in any attempt to assess forest impacts.  相似文献

This article critically reviews environmental assessment (EA) practices in Sri Lanka, with a particular focus on ecology. An overview is provided of the domestic and international influences which have shaped the administrative process which is currently a two-tiered scheme. An Initial Environmental Examination (IEE) provides a preliminary screening tool, prior to the requirement for a full Environmental Impact Assessment (EIA). A comprehensive survey of Sri Lankan national archives showed that 463 EAs were completed in the period 1981–2005, with the bulk of these in the more populated Western and North Western Provinces. Two-thirds were IEE surveys, while the remaining third advanced to full EIA. A representative sample of 130 EAs (both IEEs and full EIAs) spanning a broad range of project types, scales, and environmental settings was selected to evaluate the quality of the ecological investigations within the published environmental impact statements (EISs). These were assigned into five classes of “explanatory power”, on the basis of their scientific content in relation to survey, analysis, and reporting of ecological interests. Within most EISs, the ecological impact assessment (EcIA) was restricted to the lowest two categories of ecological assessment, i.e., tokenistic presentation of reconnaissance-level species lists without further analysis of the development implications for individual organisms or communities. None of the assessments reviewed provided statistically rigorous analysis, which would be required if ecological impact studies are to include quantitative and testable predictions of impact, which could then be followed up by appropriate post-impact monitoring programs. Attention to key local issues such as biodiversity or ecosystem services, which also have strong social dimensions in the developing world, was also notably underrepresented. It was thus concluded that despite the existence of a sound legislative framework in Sri Lanka, the analysis contained within EISs generally fails to convey meaningful information to the relevant stakeholders and decision makers involved in protecting ecological interests and promoting sustainable development. The introduction of strategic environmental assessment (SEA) is considered an important tool to strengthen the institutional capacity of Sri Lankan government to implement current regulations and, in particular, to combat the cumulative effects of incremental development.  相似文献

Contributing to the debate on the causes of Himalayan environmental degradation, the status and management of four watersheds in the Upper Pokhara Valley were studied using information available from land use analysis, household surveys conducted in 1989 and 1992, deliberations held with villagers, and field observations. Accordingly, areas under forests and grazing lands were found being depleted at relatively high rates between 1957 and 1978 due mainly to the government policy of increasing national revenue by expansion of agricultural lands, nationalization of forests, steadily growing population, and dwindling household economy. Despite the steady growth of population, this process had remarkably slackened since 1978, owing primarily to remaining forests being located in very, steep slopes and implementation of the community forestry program. Forests with relatively sparase tree density, however, and grazing lands in the vicinity of settlements have been undergoing degradation due to fuelwood and fodder collection and livestock grazing. In many instances, this is aggravated by weak resource management institutions. Being particularly aware of the economic implication of land degradation, farmers have adopted assorted land management practices. Still a substantial proportion ofbari lands in the hill slopes is vulnerable to accelerating degradation, as the arable cropping system is being practiced there as well. The perpetuation of the local subsistence economy is certain to lead, to a further deterioration of the socioeconomic and environmental conditions of watersheds. To facilitate environmental conservation and ecorestructuring for sustainable development, a broad watershed management strategy is outlined with focus on alleviating pressure on natural resources.  相似文献

This paper describes a comparative analysis of alternative methods of constructing composite indicators to measure the sustainability of the agricultural sector. The three methods employed were Principal Component Analysis, the Analytic Hierarchy Process and a Multi-Criteria technique. The comparison focused on the irrigated agriculture of the Duero basin in Spain as a case study, using a dataset of indicators previously calculated for various farm types and policy scenarios. The results enabled us to establish a hierarchy of preferred policy scenarios on the basis of the level of sustainability achieved, and show that the most recent CAP reform is the most sustainable agricultural policy scenario. By analyzing the heterogeneity of different farms types in each scenario, we can also determine the main features of the most sustainable farms in each case. The analysis demonstrates that full-time farmers with small to medium-sized farms and sowing profitable crops are the most sustainable farm types in all the policy scenarios. All of this information is useful for the support of agricultural policy design and its implementation, as we attempt to improve the sustainability of this sector.  相似文献

k -means nonhierarchical cluster analysis using farm size, slope, and distance to the nearest city center and highway as surrogates of farmland conversion. Discriminant analysis showed that the two groups derived from the cluster analysis were 98.8% accurate (P < 0.0000). Results from the statistical analysis may serve as a starting point for the identification of individual farms prone to residential development. To explain the driving forces of farmland conversion to residential uses, interviews should be conducted with farmers, landowners, and land buyers. The use of multivariate statistical techniques to identify farms in jeopardy of residential development, in conjunction with qualitative assessments that explain the probability of development of individual farms, may prove a useful strategy to understand and predict farmland conversion.  相似文献

During the last decade, forest certification has gained momentum as a market-based conservation strategy in tropical forest countries. Certification has been promoted to enhance forest management in countries where governance capacities are insufficient to adequately manage natural resources and enforce pertinent regulations, given that certification relies largely on non-governmental organisations and private businesses. However, at present there are few tropical countries with large areas of certified forests. In this study, we conducted semi-structured stakeholder interviews in Ecuador and Bolivia to identify key framework conditions that influence the costs and benefits for companies to switch from conventional to certified forestry operations. Bolivia has a much greater relative area under certified forest management than Ecuador and also significantly more certified producers. The difference in the success of certification between both countries is particularly notable because Bolivia is a poorer country with more widespread corruption, and is landlocked with less access to export routes. Despite these factors, several characteristics of the Bolivian forest industry contribute to lower additional costs of certified forest management compared to Ecuador. Bolivia has stronger government enforcement of forestry regulations a fact that increases the cost of illegal logging, management units are larger, and vertical integration in the process chain from timber extraction to markets is higher. Moreover, forestry laws in Bolivia are highly compatible with certification requirements, and the government provides significant tax benefits to certified producers. Results from this study suggest that certification can be successful in countries where governments have limited governance capacity. However, the economic incentives for certification do not only arise from favourable market conditions. Certification is likely to be more successful where governments enforce forestry laws, provide financial incentives for certified forestry, and provide land tenure security, and where large-scale and vertically integrated forestry operations are commercially feasible. For this reason, at present, there are few developing countries where forest certification is likely to achieve widespread success.  相似文献

The establishment of forest reserves for the benefit of other resources and other land uses in areas where timber harvesting is taking place constitutes a significant withdrawal of wood fiber annually in Ontario.This article reports on a case study carried out on a representative forest area in northern Ontario where the primary land use is timber extraction. The results projected to the whole province show that the direct cost to the provincial economy of removing these forest lands from timber production is of the order of $2.5 million annually.  相似文献

Much of Sub‐Saharan Africa is burdened with water scarcity and poverty. Continentally, less than four percent of Africa's renewable water resources are withdrawn for agriculture and other uses. Investments in agricultural water management can contribute in several ways to achieving the Millennium Development Goals of eradicating extreme poverty and hunger and ensuring environmental sustainability. Increased yield and cropping area and shifts to higher valued crops could help boost the income of rural households, generate more employment, and lower consumer food prices. These investments can also stabilize output, income and employment, and have favourable impacts on education, nutrition and health, and social equity. Investments in agricultural water management can cut poverty by uplifting the entitlements and transforming the opportunity structure for the poor. The overall role of investments in agricultural water management in eradicating hunger and poverty is analyzed. This paper contributes to the present debate and efforts to identify strategies and interventions that can effectively contribute to poverty reduction in Africa. It provides an overview of population growth, malnutrition, income distribution and poverty for countries in three case study river basins — Limpopo, Nile, and Volta. With discussions on the contribution of agriculture to national income and employment generation, the paper explores the linkages among water resources investments, agricultural growth, employment, and poverty alleviation. It examines the potential for expansion in irrigation for vertical and horizontal growth in agricultural productivity, via gains in yield and cropping area to boost the agricultural output. Factors constraining such potential, in terms of scarcity and degradation of land and water resources, and poor governance and weak institutions, are also outlined. The paper argues that increased investments in land and water resources and related rural infrastructure are a key pathway to enhance agricultural productivity and to catalyze agricultural and economic growth for effective poverty alleviation.  相似文献

Twenty years after the Chernobyl accident, root uptake from the surface layers of contaminated forest soils plays a major role in radiocaesium ((137)Cs) transfer to the trees and accumulation in perennial compartments, including stemwood. Trustworthy long-term predictions (modelling) of stemwood contamination with (137)Cs should accordingly be based on a reliable picture of this source-sink relationship. Considering the complexity of the processes involved in (137)Cs cycling in forest stands, elementary ratios like transfer factors (TF) were shown to be not very relevant for that purpose. At the tree level, alternatives like the wood immobilisation potential (WIP) have therefore been proposed in order to quantify the current net (137)Cs accumulation in stemwood. Our objective was here to compare WIP values determined for a series of contaminated forest stands in Belarus with the corresponding pools of (137)Cs available in the soil for root uptake. The comparison reveals that both indices are quite proportional, whatever the forest ecosystem features. This corroborates the relevancy of WIP as an indicator of the current (137)Cs root uptake by the trees, which could accordingly help to improve the existing models of (137)Cs cycling and the long-term management of contaminated forest ecosystems.  相似文献

Nicaragua, home to the largest remaining extent of rainforest in Central America (total surface area) and to a significant indigenous population, has lost approximately half of its forest cover since 1950. This major and rapid loss of forest cover has been explained as the consequence of an eastward moving agricultural frontier that cuts through the region of Jinotega. If the current deforestation rate continues, the country could lose its remaining forest cover over the course of the next two decades; therefore, it is essential that the dynamics and relationships of land-use and land-cover change (LUCC) in this region are understood. To examine LUCC in Nicaragua over time, Landsat imagery from the southern portion of the region of Jinotega, taken in 1978, 1987, and 1999 was utilized. A remote-sensing method, supervised classification, which allows for the grouping of spectrally similar values for each year, followed by an image change detection analysis (postclassification comparison) was conducted. Groundtruthing (field validation) was conducted in 2006 to validate the data, which yielded increasing overall accuracy rates of 71.68% for 1978, 82.35% for 1987, and 84.38% for 1999. The classification and change detection results showed that if the agricultural cultivation overtook this region, it happened before 1978. Therefore, the possibility that either deforestation did not actually occur along an agricultural frontier or that it was located further east exists; this would be an interesting subject for future studies. There was, however, clear evidence of increased forest cover from 1987 to 1999 near the urban center, correlating with the enforced reforestation law in the city of Jinotega.  相似文献

The Jianghan Plain and the Dongting lake area, located in the middle reaches of the Yangtze River are famous for their abundant freshwater lakes. The lakes have undergone changes in size and number over thousands of years due to natural causes and human activities. The 20th century particularly, witnessed dramatic changes in the freshwater resources of this region. This paper traces and analyzes lake evolution in the middle reaches of the Yangtze River over the past century. Lakes greater than 0.1 km(2) in size are mapped using Geographic Information System. Data is acquired and integrated from drainage network maps, relief maps, historical maps and remotely sensed images for different time periods. The results indicate that while there has been little change in the number of lakes over the past century, the lake area has experienced a dramatic decrease of 58.06%. The paper also examines the natural processes and human activities that may have contributed to the decrease in lake area. The results show that the decrease in total lake area appears to coincide with periods of rapid land reclamation in the middle reaches of the Yangtze River. Moreover, uncontrolled land reclamation activities can create an increase in sediment deposition in lakes thereby further reducing the lake size. Reduction of the lake area directly affects flood-control and has a negative ecological impact on the environment and on human life and property.  相似文献

Agricultural change has transformed large areas of traditional farming landscapes, leading to important changes in the species community assemblages in most European countries. We suspect that the drastic changes in land-use that have occurred in Andalusia (southern Spain) over recent decades, may have affected the distribution and abundance of game species in this region. This article compares the distribution of the main game species in Andalusia during the 1960s and 1990s, using data from maps available from the Mainland Spanish Fish, Game and National Parks Service and from recent datasets on hunting yield distributions, respectively. Big-game and small-game species were significantly segregated in southern Spain during the 1990s, as two clearly independent chorotypes (groups of species whose abundances are similarly distributed) were obtained from the classification analysis. In contrast, big-game and small-game species were not significantly segregated several decades ago, when there was only one chorotype consisting of small-game species and wild boar. The other three ungulates did not constitute a significant chorotype, as they showed positive correlations with some species in the group mentioned above. These changes seem to be a consequence of the transformations that have occurred in the Iberian Mediterranean landscape over the last few decades. The abandoning of traditional activities, and the consequent formation of dense scrubland and woodland, has led to an expansion of big-game species, and a decrease of small-game species in mountain areas. Moreover, agricultural intensification has apparently depleted small-game species populations in some agricultural areas. On the other hand, the increasingly intensive hunting management could be artificially boosting this segregation between small-game and big-game species. Our results suggest that the conservation and regeneration of traditional agricultural landscapes (like those predominating in the 1960s) should be a priority for the conservation of small-game species.  相似文献

The relation between human population growth and land use change is much debated. Here we present a case study from Papua New Guinea where the population has increased from 2.3 million in 1975 to 5.2 million in 2000. Since 85% of the population relies on subsistence agriculture, population growth affects agricultural land use. We assessed land use change in the Morobe province (33,933 km2) using topographic maps of 1975 and Landsat TM images of 1990 and 2000. Between 1975 and 2000, agricultural land use increased by 58% and population grew by 99%. Most new agricultural land was taken from primary forest and the forest area decreased from 9.8 ha person(-1) in 1975 to 4.4 ha person(-1) in 2000. Total population change and total land use change were strongly correlated. Most of the agricultural land use change occurred on Inceptisols in areas with high rainfall (>2500 mm year(-1)) on moderate to very steep slopes (10-56%). Agricultural land use changes in logged-over areas were in the vicinity of populated places (villages), and in close proximity to road access. There was considerable variation between the districts but districts with higher population growth also had larger increases in agricultural areas. It is concluded that in the absence of improved farming systems the current trend of increased agriculture with rapid population growth is likely to continue.  相似文献

Agricultural expansion and deforestation are spatial processes of land transformation that impact on landscape pattern. In peninsular Malaysia, the conversion of forested areas into two major cash crops—rubber and oil palm plantations—has been identified as driving significant environmental change. To date, there has been insufficient literature studying the link between changes in landscape patterns and land-related development policies. Therefore, this paper examines: (i) the links between development policies and changes in land use/land cover and landscape pattern and (ii) the significance and implications of these links for future development policies. The objective is to generate insights on the changing process of land use/land cover and landscape pattern as a functional response to development policies and their consequences for environmental conditions. Over the last century, the development of cash crops has changed the country from one dominated by natural landscapes to one dominated by agricultural landscapes. But the last decade of the century saw urbanization beginning to impact significantly. This process aligned with the establishment of various development policies, from land development for agriculture between the mid 1950s and the 1970s to an emphasis on manufacturing from the 1980s onward. Based on a case study in Selangor, peninsular Malaysia, a model of landscape pattern change is presented. It contains three stages according to the relative importance of rubber (first stage: 1900–1950s), oil palm (second stage: 1960s–1970s), and urban (third stage: 1980s–1990s) development that influenced landscape fragmentation and heterogeneity. The environmental consequences of this change have been depicted through loss of biodiversity, geohazard incidences, and the spread of vector-borne diseases. The spatial ecological information can be useful to development policy formulation, allowing diagnosis of the country’s “health” and sustainability. The final section outlines the usefulness of landscape analysis in the policy-making process to prevent further fragmentation of the landscape and forest loss in Malaysia in the face of rapid economic development.

Vegetation fires have become an increasing problem in tropical environments as a consequence of socioeconomic pressures and subsequent land-use change. In response, fire management systems are being developed. This study set out to determine the relationships between two aspects of the fire problems in western Indonesia and Malaysia, and two components of the Canadian Forest Fire Weather Index System. The study resulted in a new method for calibrating components of fire danger rating systems based on satellite fire detection (hotspot) data. Once the climate was accounted for, a problematic number of fires were related to high levels of the Fine Fuel Moisture Code. The relationship between climate, Fine Fuel Moisture Code, and hotspot occurrence was used to calibrate Fire Occurrence Potential classes where low accounted for 3% of the fires from 1994 to 2000, moderate accounted for 25%, high 26%, and extreme 38%. Further problems arise when there are large clusters of fires burning that may consume valuable land or produce local smoke pollution. Once the climate was taken into account, the hotspot load (number and size of clusters of hotspots) was related to the Fire Weather Index. The relationship between climate, Fire Weather Index, and hotspot load was used to calibrate Fire Load Potential classes. Low Fire Load Potential conditions (75% of an average year) corresponded with 24% of the hotspot clusters, which had an average size of 30% of the largest cluster. In contrast, extreme Fire Load Potential conditions (1% of an average year) corresponded with 30% of the hotspot clusters, which had an average size of 58% of the maximum. Both Fire Occurrence Potential and Fire Load Potential calibrations were successfully validated with data from 2001. This study showed that when ground measurements are not available, fire statistics derived from satellite fire detection archives can be reliably used for calibration. More importantly, as a result of this work, Malaysia and Indonesia have two new sources of information to initiate fire prevention and suppression activities.  相似文献

This paper provides an overview of the emerging role of Aboriginal people in Sustainable Forest Management (SFM) in Canada over the past decade. The 1996 Royal Commission on Aboriginal Peoples (RCAP) provided guidance and recommendations for improving Aboriginal peoples' position in Canadian society, beginning with strengthening understanding and building relationships between Aboriginal and non-Aboriginal parties. This paper explores the extent to which advances in Aboriginal/non-Aboriginal relationships and Aboriginal forestry have been made as a result of RCAP's call for renewed relationships based on co-existence among nations. Such changes have begun to alter the context in which Aboriginal/non-Aboriginal relationships exist with respect to SFM. While governments themselves have generally not demonstrated the leadership called for by RCAP in taking up these challenges, industry and other partners are demonstrating some improvements. A degree of progress has been achieved in terms of lands and resources, particularly with co-management-type arrangements, but a fundamental re-structuring needed to reflect nation-to-nation relationships has not yet occurred. Other factors related to increasing Aboriginal participation in SFM, such as the recognition of Aboriginal and treaty rights, are also highlighted, along with suggestions for moving Aboriginal peoples' SFM agenda forward in the coming years.  相似文献

In recent years, Turkey has experienced rapid economic and population growth coupled with both an equally rapid increase in energy consumption and a vast disparity in welfare between socioeconomic groups and regions. In turn, these pressures have accelerated the destruction of productive, assimilative, and regenerative capacities of the ecosystems, which are essential for the well-being of the people and the economy. This paper describes the structure and function of major ecosystem types in Turkey and discusses the underlying causes of environmental degradation in the framework of economy, energy, environment, and ethics. From a national perspective, this paper suggests three sustainability-based policies necessary for Turkey's long-term interests that balance economic, environmental, and energy goals: (1) decoupling economic growth from energy consumption growth through the development of energy-efficient and renewable energy technologies; (2) linking economic efficiency and distributive justice of wealth and power through distributive and participatory public policies; and (3) integrating the economic and ecological systems through the internalization of externalities and ecosystem rehabilitation.  相似文献
