ABSTRACT: This paper reviews the processes that occurred during an application of the Metropolitan Water District (MWD)-MAIN water use forecasting system for the City of Salinas, California. The review includes an analysis of sources of available data, methods for estimating input data, calibration, and verification of the MWD-MAIN System, and an evaluation of the reliability of system output. We found that inexperienced users can have difficulty understanding the level of skill, knowledge, and amount of data that are required to produce reliable forecasts. Some of the issues associated with application of the MWD-MAIN System include the following:
  • ? All input data needed for accurate forecasts simply are not available for many cities and towns.
  • ? The data requirements are more extensive than many users anticipate.
  • ? Substantial requirements for manipulation of input data produces opportunity for error that creates major time demands in troubleshooting.
  • ? Calibration and verification for specific uses can be substantially more difficult than is readily apparent from the guidance manual.
  • ? Independent validity checks need to be done to validate system output.
  • ? If specified calibrating procedures do not produce reasonable results, reestimating slope coefficients is an option, but this requires resources and expertise that can easily exceed the limits of most users.
These are problems typical of most complex models. Reviews such as this can help users to appreciate the level of data required, and to use the MWD-MAIN System in a more effective and efficient manner.  相似文献

The courts have provided the traditional battleground for conflicts between environmental interest groups and those whose actions in some way have an adverse impact on the environment The judicial process is a time-consuming one in which all sides usually must concede to some points. Environmental disputes involve complex scientific issues which the court system is not set up to comprehend, so that the process gives the parties to a dispute the sense of having lost control of their own destinies. An increasing number of parties to environmental disputes are turning to negotiation, or mediation, as an alternative in which they can be active parties in the settlement-making process rather than the victims of a court-imposed solution When do the parties to a dispute choose a negotiated settlement over a court battle? To what extent does each party make the concessions necessary to reach an agreement? These questions can be answered by the game theory that provides a model for analyzing the negotiation process. DOI: 10.1111/j.1752‐1688.2010.00498.x Abstract: The State of Alaska faces a broad range of freshwater challenges including limited resource access in rural communities, increasing freshwater use, and a pressing need to better understand and prepare for climate‐driven change. Despite these significant issues, Alaska is relatively water‐rich and far more equipped to address its water resource concerns compared with other regions of the world. Globally, simultaneous and rapid water stresses have influenced and complicated conflicts and are motivating nations to develop markets and trade as one of the primary means to manage their needs for this resource. This paper presents these interacting issues in the context of Alaska’s relationship with a world undergoing significant social and ecological changes that affect freshwater supplies. We present the challenges faced by Alaska in the context of a larger global perspective, and briefly explore the relative effects these issues have on local, regional, and global scales. We present the argument that Alaska needs to develop more robust institutions and policies that can alleviate both household concerns and ensure that Alaska plays a significant role in the international freshwater arena for its long‐term resilience.  相似文献

With large‐scale solar photovoltaics in Australia experiencing unprecedented levels of investment, now is a unique opportunity for the national economy and for the communities in regional Australia. Environmental impacts are minimal and community benefits can accrue from both large‐ and utility‐scale solar projects, such as jobs and regional investment. But there are questions for the agricultural sector to consider as these opportunities open up:
  • To what extent is the concern of energy generation versus food production warranted?
  • Should large‐scale solar power stations even be built on agricultural land?
The author uses a case study from the Central West of New South Wales (NSW) to explore these issues as well as briefly reviewing critical research into the international development of agrivoltaics.  相似文献

Water disputes in the Middle East are not a new phenomenon. For the first time, however, three parties in the region, Jordan, Israel, and the PLO for the benefit of the Palestinian Authority have concluded a "regional water agreement" within the framework of the Multilateral Peace talks. For the first time, the rationale behind the agreement is being made public by the author, who was the "neutral" facilitator of the negotiations. The article discusses some of the main elements, including issues related to water scarcity as a driving force of conflicts; application of a "track-two diplomatic" approach; some lessons learned; as well as some ethical questions related to international negotiation.  相似文献

DOI: 10.1111/j.1752‐1688.2012.00669.x Abstract: We used regression models to predict summer background concentration of total nitrogen (N), total phosphorus (P), and total suspended solids (TSS), in the mid‐continent great rivers: the Upper Mississippi, the Lower Missouri, and the Ohio. From multiple linear regressions of water quality indicators with land use and other stressor variables, we determined the concentration of the indicators when the predictor variables were all set to zero — the y‐intercept. Except for total P on the Upper Mississippi River, we could predict background concentration using regression models. Predicted background concentration of total N was about the same on the Upper Mississippi and Lower Missouri Rivers (430 μg l?1), which was lower than percentile‐based values, but was similar to concentrations derived from the response of sestonic chlorophyll a to great river total N concentration. Background concentration of total P on the Lower Missouri (65 μg l?1) was also lower than published and percentile‐based concentrations. Background TSS concentration was higher on the Lower Missouri (40 mg l?1) than the other rivers. Background TSS concentration on the Upper Mississippi (16 mg l?1) was below a threshold (30 mg l?1) designed to protect aquatic vegetation. Our model‐predicted concentrations for the great rivers are an attempt to estimate background concentrations for water quality indicators independent from thresholds based on percentiles or derived from stressor‐response relationships.  相似文献

Against the background of the current state of provision of drinking water and sanitation in the world — with one billion lacking safe water, and 2.2 billion not having adequate sanitation — this article argues that private participation is necessary. The most important issues for the management of water utilities in the 21st century are identified as mobilizing investment for the highly capital intensive operation of water supply and sanitation infrastructure, and achieving efficiency in the delivery of services. The article highlights the issues that need to be raised if private investment is to be seriously considered as an alternative. Case studies, especially from Latin America (Argentina, Chile, Peru, Bolivia), illustrate different modes of private participation, and possible reasons for successes and failures are discussed. The article stresses that regardless of the modality of private sector involvement, on‐going government regulatory responsibility in the water sector is crucial. It suggests that regulatory policy must go beyond just setting tariffs, to develop standards for drinking water quality and waste treatment, as well as other standards. In conclusion, the article recognizes that numerous and increasingly difficult challenges face utilities in fulfilling their responsibility to deliver drinking water of adequate quality, in sufficient quantity, and at affordable prices, as well as safe and sustainable disposal of wastewaters for members of urban and rural communities.  相似文献

In recent years decentralized development approaches have gained prominence in the agricultural sector. A host of community based watershed management projects have been implemented that encourage community organizations to undertake management of previously government controlled irrigation systems and forests. Community organizations have been given the responsibility of managing water distribution, collection of irrigation service fees and undertaking routine maintenance of irrigation infrastructure. In this context, analysis of irrigation management has concluded that groups that are relatively homogeneous may fare better than heterogeneous groups in facilitating collective action. However, this article argues that analysis of the influence of group heterogeneity on collective action is complicated because of its multi‐dimensional nature and the presence of non‐monotonic effects in mechanisms linking heterogeneity and collective outcomes. The article discusses the importance of context specification in analysis of group heterogeneity through a discussion of elements of a joint management contract in Haryana (India), identification of key variables with a potential to explain collective action in irrigation management and construction of household endowment and water interest scores to account for the influence of group heterogeneity in facilitating collective action. In the process of applying household endowment and water interest scores, the authors highlight the role of local ecological variation and non‐farm employment in influencing collective action. Proper specification of local context enables the researchers to rely on household endowment and water interest scores to predict conflicts and potential for irrigation service provision and compliance with irrigation service rules.  相似文献

ABSTRACT: There is a growing literature on the resolution of natural resources conflicts. Much of it is practical, focusing on guidelines for hands-on negotiation. This literature can be a guide in water conflicts. This is especially true for negotiations over new environmental values such as instream flow. The concepts of competitive, cooperative, and integrative styles of conflict resolution are applied to three cases of water resource bargaining. Lessons for the effective use of these ideas include: break a large number of parties into small working groups, approach value differences in small steps, be cautious in the presence of an attentive public, keep decisions at the local level, and understand the opponent's interests.  相似文献

Riparian buffers have been used for many years as a best management practice to decrease the effects of nonpoint pollution from watersheds. The NC Conservation Reserve Enhancement Program (NC CREP) has established buffers to treat groundwater nitrate‐nitrogen (NO3?‐N) from agricultural sources in multiple river basins. A maturing 46 m wide riparian buffer enrolled in NC CREP was studied to determine its effectiveness in reducing groundwater NO3?‐N concentrations from a cattle pasture fertilized with poultry litter. Three monitoring blocks that included groundwater quality wells, water table wells, and soil redox probes, were established in the buffer. NO3?‐N concentrations decreased significantly across the buffer in all of the monitoring blocks with mean reductions of 76‐92%. Many biological processes, including denitrification and plant uptake, may have been responsible for the observed NO3?‐N reductions but could not be differentiated in this study. However, mean reductions in Cl? concentrations ranged from 48‐65% through the blocks, which indicated that dilution was an important factor in observed NO3?‐N reductions. These findings should be carefully considered for future buffer enrollments when assigning nitrogen removal credits.  相似文献

Abstract: Autumn‐olive (Elaeagnus umbellata Thunb.) is an invasive, exotic shrub that has become naturalized in the eastern United States. Autumn‐olive fixes nitrogen (N) via a symbiotic relationship with the actinomycete Frankia. At the plot scale, the presence of autumn‐olive has been related to elevated soil water nitrate‐N (NO3?‐N) concentrations. This study examined the relationship between autumn‐olive cover in a watershed and stream water quality. Stream water nitrate‐N (NO3?‐N) and ammonium‐N (NH4+‐N) concentrations were measured in 12 first order ephemeral streams draining watersheds with mixed forest cover and a range of 0‐35% autumn‐olive cover. Percent autumn‐olive cover was positively correlated with mean stream NO3?‐N concentrations, but was not correlated with mean stream NH4+‐N concentrations. While other studies have demonstrated a significant relationship between native N‐fixers and stream NO3?‐N, this is the first study to document a relationship for an invasive, exotic N‐fixing species. Results suggest that this exotic species can be an additional source of NO3? in local and regional water bodies and demonstrates an additional negative ecosystem consequence of invasion beyond losses in biodiversity.  相似文献

DOI: 10.1111/j.1752‐1688.2011.00548.x Abstract: Public water supplies in England and Wales are provided by around 25 private‐sector companies, regulated by an economic regulator (Ofwat) and environmental regulator (Environment Agency). As part of the regulatory process, companies are required periodically to review their investment needs to maintain safe and secure supplies, and this involves an assessment of the future balance between water supply and demand. The water industry and regulators have developed an agreed set of procedures for this assessment. Climate change has been incorporated into these procedures since the late 1990s, although has been included increasingly seriously over time and it has been an effective legal requirement to consider climate change since the 2003 Water Act. In the most recent assessment in 2009, companies were required explicitly to plan for a defined amount of climate change, taking into account climate change uncertainty. A “medium” climate change scenario was defined, together with “wet” and “dry” extremes, based on scenarios developed from a number of climate models. The water industry and its regulators are now gearing up to exploit the new UKCP09 probabilistic climate change projections – but these pose significant practical and conceptual challenges. This paper outlines how the procedures for incorporating climate change information into water resources planning have evolved, and explores the issues currently facing the industry in adapting to climate change.  相似文献

Protected areas in developing countries play a vital role in promoting the ideal of sustainable development.But 'people-park'conflicts are commonplace,threatening the future of these areas and the long term well-being of local communities. Surprisingly, little attention has been given to applying lessons learned in conflict studies to people-parkconflicts. Virtually no business enterprise or government entity is immune from the potential for public interest in or concern about environmental issues. Within the public arena, environmental issues are rarely viewed only in terms of their scientific, technical, or regulatory merits. Instead, they are invariably intertwined with other issues and perceptions regarding health and safety, property values, social justice, and overall quality of life. As such, environmental issues have the potential to create significant controversy, concern, and opposition among community residents. Fortunately, in many cases, much, if not all, of the anger and fear that community residents feel can be relieved through a substantive dialogue that either corrects misinformation or provides a platform for discussing actions that could, should, or are taking place to remedy a situation. Promoting and sustaining such dialogues is the goal of community relations. This article covers the process of designing and implementing a community relations program plan to address serious or long-term environmental issues surrounding facilities, sites, or projects.  相似文献

ABSTRACT: In‐reservoir thermal and ecological effects of releasing some flows over the surface spillway at Blue Mesa Reservoir, Colorado, rather than routing all releases through the hypolimnetic outlet were evaluated using a calibrated and validated one‐dimensional thermal model (CE‐THERM) with a set of ecological models. Thermal model output indicated that surface water temperatures were influenced primarily by atmospheric conditions, but the release of warmer water over the spillway resulted in a thinner epilimnion and cooler metalimnetic water temperatures. Ecological model predictions indicated that spillway releases and associated temperatures resulted in lower growth rates for young‐of‐year (YOY) kokanee salmon (Oncorhynchus nerka) in the reservoir by up to 9 percent when compared with growth rates under baseline operations with no releases over the spillway. Kokanee growth rates were reduced under spillway release scenarios because lower temperatures not only affected metabolic rates, but limited the productivity of the zooplankton as well. Thus, altering the release regime with spillway discharges could have deleterious effects on Blue Mesa's YOY kokanee. However, in other reservoirs, distributing discharges among different elevations may provide managers with a mechanism to regulate temperatures to benefit species of concern that are facing challenges imposed by environmental conditions such as global warming.  相似文献

ABSTRACT: Statutory and case law at the state level provide critical legal frameworks for water management. As many state governments struggle to improve efficiency in water management and resolve conflicts over water usage, they must continually assess the efficacy of their state water law. Most states have water laws that are disconnected and overlapping. This article presents a methodology to assess state water law and take first steps toward a comprehensive state water resources act. The methodology is driven by issues and conflicts in water management. It synthesizes management and legal analyses into a process that incorporates the diverse perspectives of state water stakeholders. The results of the analysis are identification of management issues, profiles of state water law, and explorations of legal options that are available to the state government. Illinois is provided as a case study for this methodology.  相似文献

Abstract: Concerns for water resources have inspired research developments to determine the ecological effects of water withdrawals from rivers and flow regulation below dams, and to advance tools for determining the flows required to sustain healthy riverine ecosystems. This paper reviews the advances of this environmental flows science over the past 30 years since the introduction of the Instream Flow Incremental Methodology. Its central component, Physical HABitat SIMulation, has had a global impact, internationalizing the e‐flows agenda and promoting new science. A global imperative to set e‐flows, including an emerging trend to set standards at the regional scale, has led to developments of hydrological and hydraulic approaches but expert judgment remains a critical element of the complex decision‐making process around water allocations. It is widely accepted that river ecosystems are dependent upon the natural variability of flow (the flow regime) that is typical of each hydro‐climatic region and upon the range of habitats found within each channel type within each region. But as the sophistication of physical (hydrological and hydraulic) models has advanced emerging biological evidence to support those assumptions has been limited. Empirical studies have been important to validate instream flow recommendations but they have not generated transferable relationships because of the complex nature of biological responses to hydrological change that must be evaluated over decadal time‐scales. New models are needed to incorporate our evolving knowledge of climate cycles and morphological sequences of channel development but most importantly we need long‐term research involving both physical scientists and biologists to develop new models of population dynamics that will advance the biological basis for 21st Century e‐flow science.  相似文献

Abstract: Large‐scale water resources modeling can provide useful insights on future water availability scenarios for downstream nations in anticipation of proposed upstream water resources projects in large international river basins (IRBs). However, model set up can be challenging due to the large amounts of data requirement on both static states (soils, vegetation, topography, drainage network, etc.) and dynamic variables (rainfall, streamflow, soil moisture, evapotranspiration, etc.) over the basin from multiple nations and data collection agencies. Under such circumstances, satellite remote sensing provides a more pragmatic and convenient alternative because of the vantage of space and easy availability from a single data platform. In this paper, we demonstrate a modeling effort to set up a water resources management model, MIKE BASIN, over the Ganges, Brahmaputra, and Meghna (GBM) river basins. The model is set up with the objective of providing Bangladesh, the lowermost riparian nation in the GBM basins, a framework for assessing proposed water diversion scenarios in the upstream transboundary regions of India and deriving quantitative impacts on water availability. Using an array of satellite remote sensing data on topography, vegetation, and rainfall from the transboundary regions, we demonstrate that it is possible to calibrate MIKE BASIN to a satisfactory level and predict streamflow in the Ganges and Brahmaputra rivers at the entry points of Bangladesh at relevant scales of water resources management. Simulated runoff for the Ganges and Brahmaputra rivers follow the trends in the rated discharge for the calibration period. However, monthly flow volume differs from the actual rated flow by (?) 8% to (+) 20% in the Ganges basin, by (?) 15 to (+) 12% in the Brahmaputra basin, and by (?) 15 to (+) 19% in the Meghna basin. Our large‐scale modeling initiative is generic enough for other downstream nations in IRBs to adopt for their own modeling needs.  相似文献

DOI: 10.1111/j.1752‐1688.2011.00563.x Abstract: Roof‐top rain water harvesting is mandated by law for all buildings in Bermuda and is the primary source of water for domestic supply. The average rate at which rain water is harvested at the typical house with four occupants is, however, insufficient to meet average demand. While just over one‐third of households have access to supplementary water either from mains pipelines or private wells, the majority rely on deliveries from water “truckers” (tankers) to augment their rain water supply. Assuming a reasonably constant daily demand, there is a linear relationship between the “maximum optimum capacity” of a water storage tank and the size of the rain water catchment area, which depends on the characteristics of the rainfall at a given geographic location. A simple spreadsheet model was developed to simulate tank storage levels for various combinations of catchment area, tank capacity, and demand, with an input of actual daily rainfall data for a study period of nearly three years. It was found that for typical cycles of rainfall surpluses and deficits in Bermuda, the tank capacity which there is no benefit in exceeding — the “optimum maximum capacity”— is 0.37 m3 of storage capacity per 1 m2 of catchment area. Furthermore, it was concluded that many domestic water storage tanks in Bermuda are larger than necessary, especially so where there is a significant imbalance between rain water supply and demand.  相似文献
