Systemic understanding of marine and coastal environment needs data integration following a respective concept e.g. multi-dimensional and functional mapping. A number of new activities will improve data supply for coasts and seas. This data needs to be integrated and combined with socio-economic drivers and resulting pressures. Resulting knowledge base should be able to inform effectively ecosystem-based management actions, such as integrated coastal zone management, maritime spatial planning, extension of Natura 2000 areas or climate change adaptation in coastal regions and maritime sectors. Assessment that aims to inform such processes will require rethinking of priorities for spatial data collection and analysis, in particular building on data sharing and standardization, improved spatial data integration, promoting interoperability of relevant information systems and possibility of assimilating different data types in to models. Different aspects of spatial data should be addressed in coherent implementation of spatial data infrastructure.  相似文献

Coastal development along the Mediterranean coast needs to be tackled with an integrated approach, in order to safeguard people and properties from extreme events, maintain environmental flows and ecosystems functions, protect coastal landscapes and ensure public accessibility to the shore. The complexity of the Mediterranean countries legal and administrative framework and its morphological heterogeneity make the implementation of new the Protocol on ICZM provisions on coastal setbacks,—claiming for a 100 m wide buffer zone where construction is not allowed— a challenge for the success of the initiative. European countries and the European Commission are party to the protocol but the European legal framework lacks of specific provisions addressing the definition of coastal setbacks. Moreover, climate change, in terms of sea level rise and maritime climate, could play a major role in the future position of setback lines. While arbitrary setbacks should be put in place to halt short-term unwise coastal development, science can improve the identification of coastal setbacks by providing integrated methodologies to be implemented at the local level. The objective of this paper is to review concepts and practices in the use of coastal setbacks, in the context of the provisions of the ICZM protocol and taking into account new challenges posed by climate change. A stepwise route map is proposed as a base to identify coastal setbacks, applicable to the Mediterranean region and elsewhere, to be used as a base to improve arbitrary setback approaches.  相似文献

The general objective of this paper is to trigger off the development of a more comprehensive approach to Hellenic coastal areas (in the perspective of territorial cohesion), at local level and especially along the non-urban areas close to the sea. Methodological issues linked to the building of an appropriate coastal database constitute the key goal of this paper (the space and time scale, the relationship to the already proposed set of indicators, the impact of driving forces and policies, the possible sources of data and their feasibility etc.). Furthermore, specific emphasis should be given to the choice of new indicators, particularly for the coastal abiotic environment and the land cover/uses along coastal areas, especially near the seafront. Those indicators should be able to aid the formation (in the near future) of an algorithm linked to the total man-made activities in coastal areas. In conclusion, this paper will be considered successful if the just above illustrated objectives could enrich the argument about the typology of coastal areas and the development of a spatial (coastal) observatory. Actually, this paper is part of a broader research of the author regarding the monitoring of coastal spatial changes in different scales (AMICA, “Appraisal of man-made interventions along the Hellenic coastal areas”). This research aims to broaden the coastal knowledge (not only by means of coastal data) on behalf of all stakeholders been implicated into sustainable spatial planning, integrated coastal management and the strategic environmental assessment along coastal areas.

The threat of sea-level rise and climate change means that coastal managers are being increasingly asked to make long-term assessments of potential coastal impacts and responses. In the UK, shoreline management planning (for flood and erosion hazards) and spatial planning now takes a 100 year perspective. An integrated framework across a wide range of physical and social issues is required for the assessment of coastal impacts and consequently for making sound management decisions. This paper provides an overview of the development of the ‘Tyndall Coastal Simulator’ including the underlying philosophy that is being followed. The Simulator is based on a series of linked climate models (CM) within a nested framework which recognises three spatial scales: (i) the global (GCM) scale; (ii) the regional scale and (iii) the Simulator Domain (a physiographic unit, such as a coastal sub-cell). Within the nesting, the larger scale provides the boundary conditions for the smaller scale. The models feed into each other and describe a range of relevant processes: sea level, tides, surges, waves, sediment transport and coastal morphology. Different climate scenarios, as well as the range of uncertainty, are being explored. Communication of results is a major issue and the Simulator includes a dedicated GIS-based user interface that allows a wide range of queries of model outputs. The paper demonstrates the possibility of developing an integrated framework that is multi-scale and capable of linking various models in order to simulate complex coastal processes and consequently allowing long-term assessments that are useful for setting future management plans.  相似文献

Launch of the Integrated Maritime Policy for the European Union in 2007 served as important factor that stimulates consolidation of coastal and marine information to support policy implementation. Policy’s action plan provides approaches for maritime governance, research and planning relevant to information. In particular, roadmap for maritime spatial planning stimulates development of coastal and marine GIS. Article reviews the current general status of coastal and marine systems and puts them in the context of the policy actions. Main focus is on formation of geospatial information platform for integrated assessment and ecosystem-based management of coastal and marine areas. Recent developments in data, indicator and information systems are summarized in European perspective: better characterization of maritime space and marine ecosystems, development of GMES Marine Core service and related in situ data collection; data harmonisation, interoperability and access, promoted by Shared Environmental Information System principles.  相似文献

Two Special Features on integrated coastal zone management, especially along the Mediterranean Sea, result from a MeDCOAST conference held in Hammamet (Tunisia). 20–25 October 2001. In this first Special Feature some papers are presented on ecological and biological research related to integrated coastal zone management. All over Europe coastal environments are threatened by human activities such as urbanization, industrial development, fisheries, aquaculture, recreation and tourism. Research has to be developed that can be applied to similar case studies in different countries. Methods of monitoring are necessary and baseline data have to be available in order to judge the significance of changes in the abjotic and biotic environment. Examples of studies included in this Special Feature are mainly from southern banks of the Mediterranean Sea but there is also an example from Estonia and one from the Canary Islands.  相似文献

The Integrated Coastal Zone Management (ICZM) Protocol in the Mediterranean means the coastal zone can be better protected and problems can be targeted in a coordinated manner. This research developed a model to improve Integrated Coastal Management (ICM) implementation in the region. The methodology collected data from Mediterranean coastal zone experts via semi-structured interviews and a review of Mediterranean Coastal Foundation ICM Conferences in 2007, 2008 and 2009. Results identified issues and recommended solutions at various points in the policy process and these were used to propose a model for the implementation of ICM. Research demonstrated the need for non symbolic engagement with science especially during the ex-ante, interim and ex-post reports of implementation. Improved and considered horizontal governance and capacity building was highlighted as crucial. Findings also emphasised the importance of legislatively supported bottom-up policy implementation for the Mediterranean to help develop local coastal management ownership. Finally, the particular complexity of coastal policy in an administratively and culturally diverse region was identified as the main difficulty for successful implementation of coastal policies.  相似文献

In Italy, the incapability of the State to implement a national strategy for the sustainable development of coastal areas lead the regional authorities to adopt integrated coastal zone management plans. These initiatives are often relevant, correcting the defiency of the national legislation, but do not assure the implementation of a coherent littoral policy. Thereby, it is to be hoped that the recent developments in international law—and particularly the Mediterranean protocol on integrated coastal zone management recently adopted—will compel the Italian State to make a positive commitment to coastal protection.  相似文献

The aims of this study are to review the current situation of the Israeli Mediterranean coastal sand dunes, to examine the causes for this situation, and to propose options for future conservation and management of the protected dune areas based on ecological, environmental, landscape and recreational demands and interests. The coastal dunes of Israel are characterized by diverse plant communities, with 173 plant species occurring on sand (8.2% of the total flora of Israel) including many endemic species (26% of all endemic species in Israel). Most of the species are annuals. The importance of the coastal strip as a centre of floral and faunal speciation is also manifested in the existing sand-bound animals. However, many species are rare. This is mainly due to the extensive industrial and urban development along the coastal plain and the direct and indirect destruction of the remaining open dune areas by tourism, recreation and sand mining. Only ca. 17% of the Israeli coastal dunes are still of good or reasonable ecological value, while < 5% of this area has been designated as protected area. Management policies differ from place to place and depend on local objectives. These objectives derive mainly from the knowledge and data that exist for each location, and its statutory status. Since 1995 several projects, which aim to develop integrated management tools for nature conservation and recreation uses for all coastal sand dunes in Israel have been conducted. Due to their position of interface between the sea and land, the flora and vegetation of coastal beaches and dunes, occupy ecologically extreme, sensitive, unique and valuable habitats. The occurrence of a large number of endemic taxa and specific plant associations endowed with key ecological services and adapted to a stressful and harsh environmental gradient, gives them a high interest for nature conservation and an important role in sustainable territorial planning. However, such ecosystems are vulnerable to the disruption caused by several anthropogenic sources. Among other global threat factors, the inevitable sea rise caused by climate change and, at a local scale, the non-negligible implications of trampling caused by disorderly coastal touristic exploitation, growing construction pressure in the littoral, and a seasonal population boom in late spring and in summer, plus all derivate forms of pollution, are threat factors to their integrity. Therefore, a correct planning of the touristic economic activities requires the understanding of the vegetation composition and spatial distribution patterns, intrinsically determined by their biogeographic context in the Euro-Siberian or Mediterranean Regions. This comprehensive work, based on a broad phytogeographic study, brings together disperse information on plant communities of the Portuguese sandy coasts (beaches and dunes), by analysing floristic compositions, chorology and ecological characteristics, and matching them with the “Nature 2000” network habitats. Resilience and vulnerability are also studied. In a nature conservation perspective, a positive balance (and a sustainable co-existence) between the preservation of natural values and human development in the Portuguese coast, will benefit with the integration of this knowledge in coastal planning and management activities.  相似文献

Laws and bylaws are regularly challenged for their effectiveness in containing urbanisation sprawl and, conversely, for the constraints they put on development projects. From a French case study, we used survival analysis to disentangle a complex mix of influences on the distribution of residential construction over a 42-year observation period at plot scale when almost everything changes simultaneously. We found that integrated laws and bylaws can slow down coastal urbanisation but do not stop it. Although land planning is becoming more effective, it still provides ample opportunity for residential development because other factors, like distance to existing infrastructure, exert a far stronger influence than the protection of coastal areas. Therefore, this article contributes to filling a knowledge gap about the founding role of public policies on land use dynamics.  相似文献

Land-use suitability is the ability of a given type of land to support a defined use. GIS is known as a powerful tool for handling spatial data in land-use analysis. Application of this tool alone cannot overcome the lack of consistency in opinions given by experts when trying to assign relative importance to each of the several criteria considered in a suitability analysis. The combination of GIS and Multi-Criteria Decision Analysis (MCDA) is a powerful approach used to assess land suitability. To address this issue, the Analytical Hierarchy Process method is used in combination with the GIS tool. The aim of this study is to demonstrate how GIS tools and AHP model can be used for integrated coastal resource planning and management. Based on the information from final map/suitability map, we can define the best area. The findings indicate that the area 1 (2111 m) from class 3 is the most appropriate one because it has good facilities and wide open areas. This study indicates how the integrated tool is handled effectively in a land use suitability analysis for building hotels in the coastal areas of Terengganu in Malaysia. This research develops a framework for integrating GIS and AHP to incorporate the decision maker’s preferences on a range of factors in finding land areas suitable for coastal development.  相似文献

Coastal barrier environments are heavily influenced by human activities yet there are few examples of landscape ecological work investigating human dimensions of settlement disturbance patterns and processes. We investigated the impacts of residential development on vegetation cover for a remote roadless coastal barrier in Carova, North Carolina that is subject to policies from the federal to local levels and addressed three research questions: How has the region’s the policy history influenced patterns of residential parcel development? What are the spatial and temporal patterns of parcel development? How has development impacted patterns of barrier vegetation cover? We traced the influences of the federal 1982 Coastal Barrier Resources Act (CBRA) designed to discourage development in risky coastal areas as well as state/local coastal policies and employed remote sensing change detection, NDVI analysis and spatial analysis and regression techniques. Results showed an acceleration of new housing structures since 1990, contrary to the intended effects of CBRA. An estimated vegetation cover loss of 437 m2 was associated with each newly developed parcel. NDVI varied along spatial and temporal gradients with more recent development having lower NDVI than older development. Recently developed parcels were larger in area, closer to the beach, and contained houses with larger footprints compared to older developed parcels. Our approach represents a place-based analytical framework for coastal barrier landscapes. Beyond the Carova case study, adopting such an approach coupling natural and human systems for the entire eastern US barrier system requires defining a comprehensive set of coastal barrier spatial units to enable typological classification and subsequent systematic investigation to inform debates regarding coastal ecosystem services and sustainability.  相似文献

This paper introduces a possible approach to integrated modelling of coastal change, focusing on coastal land use and cover change. Some of the mostimportant open issues in the context of integrated modelling of coastal change are introduced. The paper focuses on methdological aspects. Specific reference is made to Physiographic Unit Modelling as an approach to better handle spatial variability and ‘morphogenesis’, and as a way to focus on coastal change mechanisms instead of absolute coastal dynamics for achieving an important simplification of the problem. The application is briefly discussed with reference to a ‘minimal model’. The methodological structure introduced is considered particularly suitable to represent, according to a variable degree of simplification, the integrative dynamics between resources and uses of the resources.  相似文献

Coastal and ocean planning comprises a broad field of practice. The goals, political processes, and approaches applied to planning initiatives may vary widely. However, all planning processes ultimately require adequate information on both the biophysical and social attributes of a planning region. In coastal and ocean planning practice, there are well‐established methods to assess biophysical attributes; however, less is understood about the role and assessment of social data. We conducted the first global assessment of the incorporation of social data in coastal and ocean planning. We drew on a comprehensive review of planning initiatives and a survey of coastal and ocean practitioners. There was significantly more incorporation of social data in multiuse versus conservation‐oriented planning. Practitioners engaged a wide range of social data, including governance, economic, and cultural attributes of planning regions and human impacts data. Less attention was given to ecosystem services and social–ecological linkages, both of which could improve coastal and ocean planning practice. Although practitioners recognize the value of social data, little funding is devoted to its collection and incorporation in plans. Increased capacity and sophistication in acquiring critical social and ecological data for planning is necessary to develop plans for more resilient coastal and ocean ecosystems and communities. We suggest that improving social data monitoring, and in particular spatial social data, to complement biophysical data, is necessary for providing holistic information for decision‐support tools and other methods. Moving beyond people as impacts to people as beneficiaries, through ecosystem services assessments, holds much potential to better incorporate the tenets of ecosystem‐based management into coastal and ocean planning by providing targets for linked biodiversity conservation and human welfare outcomes. This paper discusses issues about the coastal and the insular landscape integration in the Greek spatial planning framework. Case study area is the region of the South Aegean, where the proliferation of wind turbines is one of the principal factors of landscape change. The methodological approach adopted is mainly quantitative and is based on viewshed analysis. This paper is also demonstrates that zones with varying impact on landscape can be identified. It also emerges that the spatial planning framework in Greece promotes an ad hoc project-led instead of a plan-based approach to coastal and insular landscape management.  相似文献

To adequately describe seasonal rhythms in habitat utilization by fish communities, observations are needed that occur at a relatively high frequency and over large temporal windows. For the first time, images collected from a cabled video-observatory (the western Mediterranean expandable SEAfloor OBservatory; OBSEA) were utilized to examine habitat utilization by coastal fishes. Over the course of a year, hourly digital images of the water column and an artificial reef were obtained during daylight hours. For each image, the total number of species, an estimate of the abundance of individuals, and the Shannon Diversity Index were quantified. A total of 22 fish species commonly associated with nearshore western Mediterranean habitats were identified, and significant spatial (water column vs. artificial reef), seasonal (spring, summer, autumn, and winter), and daily (morning, midday, and sunset) differences in habitat utilization occurred. Four species (Diplodus vulgaris, Diplodus cervinus, Diplodus sargus, and Scorpaena porcus) were associated with the artificial reef, while one species (Pagrus pagrus) chiefly occurred in the water column. Chromis chromis and Diplodus annularis occurred at the site more frequently in the winter and autumn, respectively, while 14 other species utilized the site more frequently in either the spring (8 spp) or summer (6 spp). In addition, Dentex dentex and Spicara maena occurred more frequently at sunset, while D. cervinus displayed a crepuscular rhythm (occurring more frequently in the morning and at sunset). Species diversity was highest in the summer and lowest in the winter. If not taken into account when planning in situ sampling, such seasonal and/or diel differences may lead to spurious estimates of population sizes and biodiversity. We suggest that cabled video-observatories offer a non-invasive and reliable technology for faunistic sampling and population assessment in coastal water of the Mediterranean and likely elsewhere.  相似文献

The US Environmental Protection Agency's Office of Research and Development has initiated the Environmental Monitoring and Assessment Program (EMAP) to monitor status and trends in the condition of the nation's near coastal waters, forests, wetlands, agro-ecosystems, surface waters, deserts and rangelands. the programme is also intended to evaluate the effectiveness of Agency policies at protecting ecological resources occurring in these systems. Monitoring data collected for all ecosystems will be integrated for regional and national status and trends assessments. the near coastal component of EMAP consists of estuaries, coastal waters, and the Great Lakes. Near coastal ecosystems have been regionalized and classified, and an integrated sampling strategy has been developed. EPA and NOAA have agreed to coordinate and, to the extent possible, integrate the near coastal component of EMAP with the NOAA National Status and Trends Program. A demonstration project was conducted in estuaries of the mid-Atlantic region (Chesapeake Bay to Cape Cod) in the summer of 1990. in 1991, monitoring continued in mid-Atlantic estuaries and was initiated in estuaries of a portion of the Gulf of Mexico. Preliminary results indicate: there are no insurmountable logistical problems with sampling on a regional scale; several of the selected indicators are practical and sensitive on the regional scale; and an efficient effort in future years will provide valuable information on condition of estuarine resources at regional scales.  相似文献
