Drawing from experiences gained from the development and implementation of four approved habitat conservation plans (HCPs), I describe the goals and strategies used by the nine local government members of the Riverside County Habitat Conservation Agency (RCHCA) to reconcile conflicts among a rapidly growing population and the need to conserve the habitat of a number of declining wildlife species in western Riverside County, California. Several important goals have been pursued by RCHCA member governments in their sponsorship of multiple-species habitat conservation plans (MSHCPs), including (1) establishing certainty and control over future uses of land; (2) eliminating project-by-project negotiations with federal and state wildlife agencies; (3) coordinating mitigation obligations under the Endangered Species Act, Clean Water Act, California Environmental Quality Act, and other federal and state laws; (4) reducing conflict and litigation resulting from land development activities; and (5) ensuring that wildlife conservation activities are conducted in a manner that permits local governments to perform those functions necessary to maintain public health, safety, and welfare. I also describe the emergence of strategies by local governments to achieve MSHCP goals, including (1) use of an inclusive planning process that seeks to build consensus among affected interests; (2) extensive involvement of federal and state wildlife agencies in the preparation of MSHCP documents; (3) management of public lands to support MSHCP conservation objectives; (4) encouragement of voluntary conservation by private property owners through incentive programs; and (5) active solicitation of federal and state funding for MSHCP implementation activities. 相似文献

Evaluation of Heritage Trees for Conservation and Management in Guangzhou City (China) 总被引:1,自引:0,他引:1

The recent fast pace of urbanization in China and other developing countries has exerted pressure on urban trees, which constitute a key urban environmental asset. The most outstanding trees should be treated as natural-cum-cultural heritage. Guangzhou Citys growth has threatened its rich urban-tree endowment, a diversified assemblage of 200,000 trees represented by 254 species and located in three major habitats: roadside, park, and institutional grounds. Mainly based on age and performance, 348 trees were officially designated as heritage specimens. They were evaluated in the field for tree dimensions, habitat, performance, and landscape contribution, to establish enhanced conservation and management strategies. With only 25 species, heritage trees were dominated by five cultivated natives and encompass some of the citys rare species; some common urban-forest species were not represented. Older districts and roadside habitats, despite their compact town plan and limited growing space, had the largest tree dimensions and largest share of heritage trees. Many heritage trees were large with long life expectancy and the potential for biomass expansion, and had pivotal cityscape impacts where they occur. Old neighborhoods, traditional haven for the arborescent treasure, are being changed by construction activities and periodic typhoon and windstorm damages. Increasing development density could degrade the heritage trees and their growing space, and reduce tree quality and life span. Upgrading the statutory-administrative systems and arboricultural care can enhance long-term survival of the precious natural-cum-cultural heritage. The experience of Guangzhou in identifying and preserving its high-quality urban trees can provide management strategies for other cities. 相似文献

Honeybee colonies are declining in some parts of the world. This may have important consequences for the pollination of crops
and native plant species. In Spain, as in other parts of Europe, land abandonment has led to a decrease in the number of non
professional beekeepers, which aggravates the problem of honeybee decline as a result of bee diseases In this study, we investigated
the effects of honeybees on the pollination of three native plant species in northern Spain, namely wildcherry Prunus avium L., hawthorn Crataegus monogyna Jacq., and bilberry Vaccinium myrtillus L. We quantified fruit set of individuals from the target species along transects established from an apiary outwards. Half
the samples were bagged in a nylon mesh to avoid insect pollination. Mixed-effects models were used to test the effect of
distance to the apiary on fruit set in non-bagged samples. The results showed a negative significant effect of distance from
the apiary on fruit set for hawthorn and bilberry, but no significant effects were detected for wildcherry. This suggests
that the use of honeybees under traditional farming practices might be a good instrument to increase fruit production of some
native plants. This may have important consequences for wildlife conservation, since fruits, and bilberries in particular,
constitute an important feeding resource for endangered species, such as the brown bear Ursus arctos L. or the capercaillie Tetrao urogallus cantabricus L. 相似文献

Data needed for informed conservation prioritization are generally greater than the data available, and surrogates are often used. Although the need to anticipate threats is recognized, the effectiveness of surrogates for predicting habitat loss (or vulnerability) to land-use change is seldom tested. Here, we compared properties of two different vulnerability surrogates to validated vulnerability—validated prediction of habitat conversion based on a recent assessment of land-use change. We found that neither surrogate was a particularly effective predictor of vulnerability. Importantly, both surrogates performed poorly in places most imminently threatened with habitat conversion. We also show that the majority of areas protected over the last two decades have low vulnerability to the most active threatening process in this biome (habitat conversion). The contrary patterns of vulnerability and protection suggest that use of validated vulnerability would help to clarify protection needs, which might lead to the improvement of conservation decisions. Our study suggests the integration of validated vulnerability into conservation planning tools may be an important requirement for effective conservation planning in rapidly changing landscapes. We apply our results to discuss the practical considerations and potential value of incorporating validated vulnerability into conservation planning tools both generally and in the context of New Zealand’s indigenous grasslands. 相似文献

To garner support for biodiversity from the World’s human population, conservation biologists need an open-minded, integrated
conservation strategy. We suggest that this strategy should include efforts to (1) preserve existing high quality, diverse
ecosystems, (2) remediate impaired systems, (3) balance the needs of people and ecological resources, and (4) engender appreciation
of nature and its services. We refer to these four key tenets as reservation, restoration, reconciliation, and reconnection.
We illustrate these concepts by presenting the debate surrounding the management of exotic species from an unusual perspective,
the benefits of exotic species. By this example we hope to encourage an integrated approach to conservation in which management
strategies can be flexible, adjusting to society’s needs and the overall goals of conservation. 相似文献

A science-based geographic information system (GIS) approach is presented to target critical source areas in watersheds for
conservation buffer placement. Critical source areas are the intersection of hydrologically sensitive areas and pollutant
source areas in watersheds. Hydrologically sensitive areas are areas that actively generate runoff in the watershed and are
derived using a modified topographic index approach based on variable source area hydrology. Pollutant source areas are the
areas in watersheds that are actively and intensively used for such activities as agricultural production. The method is applied
to the Neshanic River watershed in Hunterdon County, New Jersey. The capacity of the topographic index in predicting the spatial
pattern of runoff generation and the runoff contribution to stream flow in the watershed is evaluated. A simple cost-effectiveness
assessment is conducted to compare the conservation buffer placement scenario based on this GIS method to conventional riparian
buffer scenarios for placing conservation buffers in agricultural lands in the watershed. The results show that the topographic
index reasonably predicts the runoff generation in the watershed. The GIS-based conservation buffer scenario appears to be
more cost-effective than the conventional riparian buffer scenarios. 相似文献

Conservation in Brazil's Chocolate Forest: The Unlikely Persistence of the Traditional Cocoa Agroecosystem 总被引:7,自引:0,他引:7

/ In southern Bahia, Brazil, the traditional cocoa agroecosystem with a dense shade canopy of native trees is now recognized as a secondary conservation route for highly endangered Atlantic Rainforest species. This "chocolate forest" of the densely shaded farms persists despite a massive 20-year Brazilian government modernization program in which shade was seen as a chief impediment to raising cocoa production. The objective of this study was to determine how this traditional agroecosystem endured. Although dense shade limits cocoa yield, it provides several agroecological benefits: control of insect pests and weeds, microclimate stability, and soil fertility maintenance. A keycomponent of modernization efforts was a shade-tree removal program designed to maximize cocoa production by using low shade and fertilizer while substituting agrochemicals for many beneficial roles of the overhead trees. This research found that many farmers rejected, or only partially accepted, the shade reduction process although it promised much higher cocoa yield and profit. Farmers employing a wide range of shading were interviewed, and it was found that decisions to remove or maintain the shade trees were linked to both agroecological and risk-minimization factors. Farmers' perceptions of the agroecological functions of the shade trees and individual willingness to entertain the economic risk associated with substituting agrochemicals for these were important. A less-profitable, but lower-risk approach of occasional fertilizer and agrochemical use with the traditional shade intact was a rational and widespread choice. Policies designed to maintain the traditional agroecosystem through the current economic crisis should heed the multiple functions of the overhead trees. Resident Motivations and Willingness-to-Pay for Urban Biodiversity Conservation in Guangzhou (China)
The monetary assessment of biodiversity measures the welfare damages brought by biodiversity losses and the cost-benefit analysis
of conservation projects in a socio-economic context. The contingent valuation method could include motivational factors to
strengthen economic analysis of nature conservation. This study analyzed Guangzhou residents’ motivations and willingness-to-pay
(WTP) for an urban biodiversity conservation program in the National Baiyun Mountain Scenic Area (BMSA). The peri-urban natural
site, offering refuge to some endemic species, is under increasing development pressures for recreational and residential
use. A questionnaire survey was conducted in the Guangzhou metropolitan area during June to October 2007. We interviewed face-to-face
720 stratified sampled households to probe residents’ attitudes towards the city’s environmental issues, motivations for urban
nature conservation, and WTP for biodiversity conservation. Principal component analysis identified five motivational factors,
including environmental benefit, ecological diversity, nature-culture interaction, landscape-recreation function, and intergenerational
sustainability, which illustrated the general economic values of urban nature. Logistic regression was applied to predict
the probability of people being willing to pay for the urban biodiversity conservation in BMSA. The significant predictors
of WTP included household income and the factor nature-culture interaction. The median WTP estimated RMB149/household (about
US$19.5/household) per year and an aggregate of RMB291 million (approximately US$19.5/household) per year and an aggregate of RMB291 million (approximately US38.2 million) annually to support the urban
conservation project. Including public motivations into contingent valuation presents a promising approach to conduct cost-benefit

Saproxylic (dead-wood-associated) and old-growth species are among the most threatened species in European forest ecosystems,
as they are susceptible to intensive forest management. Identifying areas with particular relevant features of biodiversity
is of prime concern when developing species conservation and habitat restoration strategies and in optimizing resource investments.
We present an approach to identify regional conservation and restoration priorities even if knowledge on species distribution
is weak, such as for saproxylic and old-growth species in Switzerland. Habitat suitability maps were modeled for an expert-based
selection of 55 focal species, using an ecological niche factor analyses (ENFA). All the maps were then overlaid, in order
to identify potential species’ hotspots for different species groups of the 55 focal species (e.g., birds, fungi, red-listed
species). We found that hotspots for various species groups did not correspond. Our results indicate that an approach based
on “richness hotspots” may fail to conserve specific species groups. We hence recommend defining a biodiversity conservation
strategy prior to implementing conservation/restoration efforts in specific regions. The conservation priority setting of
the five biogeographical regions in Switzerland, however, did not differ when different hotspot definitions were applied.
This observation emphasizes that the chosen method is robust. Since the ENFA needs only presence data, this species prediction
method seems to be useful for any situation where the species distribution is poorly known and/or absence data are lacking.
In order to identify priorities for either conservation or restoration efforts, we recommend a method based on presence data
only, because absence data may reflect factors unrelated to species presence. 相似文献

This paper investigates the performance of district local authorities in their delivery of nature conservation in the 1990s, both through the land use planning system and in their wider operational functions. Studies conducted in the 1980s revealed a large gap in performance between the best and the worst performers.The last decade, however, has witnessed far reaching changes within local government as well as external influences which are likely to have affected the ability of local authorities to promote the conservation of nature. The research shows that performance has significantly improved in a number of the roles which local authorities exercise in relation to conservation. There has been increasing recognition within systematic conservation planning of the need to include social data alongside
biophysical assessments. However, in the approaches to identify potential conservation sites, there remains much room for
improvement in the treatment of social data. In particular, few rigorous methods to account for the diversity of less-easily
quantifiable social attributes that influence the implementation success of conservation sites (such as willingness to conserve)
have been developed. We use a case-study analysis of private conservation areas within the Little Karoo, South Africa, as
a practical example of the importance of incorporating social data into the process of selecting potential conservation sites
to improve their implementation likelihood. We draw on extensive data on the social attributes of our case study obtained
from a combination of survey questionnaires and semi-structured interviews. We discuss the need to determine the social attributes
that are important for achieving the chosen implementation strategy by offering four tested examples of important social attributes
in the Little Karoo: the willingness of landowners to take part in a stewardship arrangement, their willingness to conserve,
their capacity to conserve, and the social capital among private conservation area owners. We then discuss the process of
using an implementation likelihood ratio (derived from a combined measure of the social attributes) to assist the choice of
potential conservation sites. We conclude by summarizing our discussion into a simple conceptual framework for identifying
biophysically-valuable sites which possess a high likelihood that the desired implementation strategy will be realized on

Sulfonylurea herbicides are applied at relatively low rates (3 to 40 g ha(-1)) to control weeds in a variety of crops across the Canadian prairies. Because of their high phytotoxicity and the likelihood of their transport in surface runoff, there is concern about their possible impact to aquatic ecosystems. Little is known, however, about their persistence and behavior in aquatic ecosystems. To assess persistence in aquatic ecosystems, three prairie farm dugouts (ponds) were fortified with either thifensulfuron-methyl {methyl 3-[[[[(4-methoxy-6-methyl-1,3,5-triazin-2-yl)amino]carbonyl]amino]sulfonyl]-2-thiophenecarboxylate}, ethametsulfuron-methyl {methyl 2-[[[[[4-ethoxy-6-(methylamino)-1,3,5-triazin-2-yl]amino]carbonyl]amino]sulfonyl]benzoate} or metsulfuron-methyl {methyl 2-[[[[(4-methoxy-6-methyl-1,3,5-triazinyl)amino]carbonyl]amino]sulfonyl]benzoate}. The decreasing order of persistence of environmentally relevant concentrations (1 to 4.6 microg L(-1)) of these herbicides in dugout water over the June to October period was metsulfuron-methyl>ethametsulfuron-methyl>thifensulfuron-methyl. The corresponding dissipation half-lives (DT(50)) of 84, 30, and 16 d, respectively, are in the same relative order as the recropping intervals for these herbicides. Thifensulfuron-methyl showed a biphasic dissipation with slower dissipation during the winter months. In contrast, the dissipation of metsulfuron-methyl, the sulfonylurea herbicide with the longest DT(50), was somewhat enhanced under winter conditions. One of the major routes of sulfonylurea herbicide dissipation was removal from the water column when dugout water was lost during hydrological discharge. The relatively long persistence of these herbicides in water indicates that partitioning into sediments was minimal, the sulfonylurea and methyl ester linkages in these compounds were resistant to hydrolysis in weakly alkaline waters, and that microbial and photolytic degradation in dugout waters were slow. 相似文献

Conventional biodiversity surveys play an important role in ensuring good conservation friendly management in tropical forest regions but are demanding in terms of expertise, time, and budget. Can local people help? Here, we illustrate how local knowledge can support low cost conservation surveys. We worked in the Malinau watershed, East Kalimantan, Indonesia, an area currently at risk of extensive forest loss. We selected eight species of regional conservation interest: rafflesia (Rafflesia spp.), black orchid (Coelogyne pandurata), sun bear (Helarctos malayanus), tarsier (Tarsius bancanus), slow loris (Nycticebus coucang), proboscis monkey (Nasalis larvatus), clouded leopard (Neofelis diardi/N. nebulosa), and orang-utan (Pongo pygmaeus). We asked 52 informants in seven villages if, where and when they had observed these species. We used maps, based on both geo-referenced and sketched features, to record these observations. Verification concerns and related issues are discussed. Evaluations suggest our local information is reliable. Our study took 6 weeks and cost about USD 5000. Extensive expert based field surveys across the same region would cost one or two orders of magnitude more. The records extend the known distribution for sun bear, tarsier, slow loris, and clouded leopard. Reports of rafflesia, proboscis monkey, and orang-utan are of immediate conservation significance. While quality concerns should never be abandoned, we conclude that local people can help expand our knowledge of large areas in an effective, reliable, and low cost manner and thus contribute to improved management. 相似文献

An Empirical Evaluation of Private Landowner Participation in Voluntary Forest Conservation Programs
The use of voluntary programs targeting resource conservation on private land has become increasingly prevalent in environmental
policy. Voluntary programs potentially offer significant benefits over regulatory and market-based approaches. This article
examines the factors affecting landowner participation in voluntary forest conservation programs using a combination of parcel-level
GIS and remotely sensed data and semi-structured interviews of landowners in Monroe County, Indiana. A logistic regression
model is applied to determine the probability of participation based on landowner education, membership in other non-forest
voluntary programs, dominant land use activity, parcel size, distance from urban center, land resource portfolios, and forest
cover. Both land use activity and the spatial configuration of a landholder’s resource portfolio are found to be statistically
significant with important implications for the design and implementation of voluntary programs.

The dugong is classified as vulnerable to extinction by the World Conservation Union on the basis of declines in area or extent
of occupancy, habitat quality, and actual or potential levels of exploitation. In Thailand, the largest groups of dugongs
are found near islands off the Andaman coast. The authors conducted a 2-year project that included dugong population and habitat
assessment as well as interviews with local fishers. The results indicate declining populations of dugongs. The largest threat
to dugongs is incidental catch in fishing nets. The numbers of deaths reported place the dugong population along the Andaman
Sea in danger of extirpation. Other threats include seagrass destruction both from fishing and coastal development and the
use of dugong parts for medicinal purposes. Villagers still show strong ties with dugongs, and the majority favor establishing
more large protected areas for the species. These should arise from an integrated national dugong and seagrass conservation
strategy formulated by concerned stakeholders from government, nongovernmental organizations, scientists, and local communities.
The strategy needs to be both top down and bottom up in its formation to balance existing and potential uses as well as conflicts
between artisanal and commercial fishers. The strategy should include the development of educational materials and enforceable
regulations, as well as the designation of community-protected seagrass beds and a system of dugong sanctuaries along the
Andaman coast. An integrated management plan is needed urgently, with the continued input of concerned scientists, to monitor
and increase knowledge of dugong behavior and distribution. 相似文献
