The San Francisco, California, bay area is subject to continuous seismic risk. One particular response has been the development of community-based training programmes designed to teach residents basic emergency response skills. Citizens are taught emergency medical techniques, search and rescue, fire suppression and other fundamental response skills. Current estimates in the Bay Area place the number of programmes at more than 100. Many programmes now include an annual community drill to reinforce the training and to evaluate the programme. The study described here is based on an evaluation of an effort initiated by BayNET (Bay Area Neighborhood Emergency Training), a voluntary association of communities with community-based disaster preparedness programmes. In April 1996, BayNET asked all of its members to hold a community earthquake drill. After the drill, a mail survey was conducted of all programme managers. The survey examined the structure and administration of the programmes, training efforts and other related components. This paper describes the typology of drill formats that communities used, the role of the simulation in the city's preparedness efforts, the qualitative costs and benefits, as well as an assessment of the drill based on survey respondents.  相似文献

Taiwan and New Zealand are both located in the Pacific Rim where 81 per cent of the world's largest earthquakes occur. Effective programmes for increasing people's preparedness for these hazards are essential. This paper tests the applicability of the community engagement theory of hazard preparedness in two distinct cultural contexts. Structural equation modelling analysis provides support for this theory. The paper suggests that the close fit between theory and data that is achieved by excluding trust supports the theoretical prediction that familiarity with a hazard negates the need to trust external sources. The results demonstrate that the hazard preparedness theory is applicable to communities that have previously experienced earthquakes and are therefore familiar with the associated hazards and the need for earthquake preparedness. The paper also argues that cross‐cultural comparisons provide opportunities for collaborative research and learning as well as access to a wider range of potential earthquake risk management strategies.  相似文献

Worldwide, recognition of the growing risk faced by communities in many countries from natural hazard events has stimulated interest in promoting people's capacity to co-exist with often beneficial, but occasionally hazardous, natural processes by encouraging the adoption of preparedness measures. Starting from recognition that levels of hazard preparedness are generally low, this paper examines how people's decisions about hazard mitigation derive from how they interpret the hazards, their relationship with the hazards and the sources of information about hazards. It describes how interpretive processes at the person (outcome expectancy), community (community participation and collective efficacy) and societal (empowerment and trust) level interact to predict levels of hazard preparedness. The data support the argument that the effectiveness of public hazard education strategies community preparedness can be increased by integrating risk management activities with community development strategies. The cross-cultural validity of the model is discussed using data from communities in New Zealand, Indonesia and Japan. Testing the model across countries and hazards (e.g. earthquakes, volcanic hazards) supports its all-hazards and cross-cultural applicability. The theoretical (e.g. identifying the degree to which the processes that underpin how people respond to hazard threats are culturally equivalent) and practical (e.g. providing a common basis for collaborative learning and research between countries and providing risk management agencies in different cultures with access to a wider range of risk management options) implications of the cross-cultural equivalence of the model are discussed.  相似文献

This study explores the preparedness of residents livingin a rural community in Victoria, Australia, for wildfires, and the factors influencing their preparedness. Overall, participants were well aware of wildfire risks and appeared well prepared for the event of a fire. However, residents involved in agriculture and with a long-standing association with the area appeared better prepared than were those on small properties and newcomers. Their social networks, previous experiences with wildfires and grassfires, and involvement with the local fire brigade influenced preparedness of long-term residents. Characteristics of agricultural communities, including a culture of self-reliance, experience with fires as part of farming, and social cohesion, appeared to contribute to wildfire preparedness within this community. Included are recommendations encouraging preparedness for wildfires.  相似文献

This paper presents the findings of a study that explored public support for wildfire mitigation programmes implemented in Peavine Métis Settlement, an Indigenous community located in Alberta, Canada. Data were collected in a community-based study using interviews, focus groups and participant observation over a 4-year period. Results showed that support for the wildfire mitigation programme was influenced by local leadership, economics, community capacity and land and home ownership. The communal nature of land and home ownership on the settlement influenced support for wildfire mitigation that was conducted by the settlement at both the residential and community levels. Employment opportunities available in the community for settlement members for wildfire mitigation activities also increased support for the local wildfire mitigation programme. A local Aboriginal leader skilled in wildfire mitigation and existing community capacity was also seen as vital to settlement member support for the programme.  相似文献

On 7 August 1998 truck bombs destroyed the US Embassies in Kenya and Tanzania.(1) The response in both countries was characterised by an absence of incident command, limited pre-hospital care, a disorganised hospital response and a lack of transportation for those injured. In the next five years USD 50 million was provided by the United States Agency for International Development (USAID) to alleviate the resulting suffering, support reconstruction and strengthen disaster preparedness capacity in the two countries. These two programmes have enhanced awareness of disaster management issues, improved training capacity, built response structures and provided material resources. Their design and implementation provide lessons for future disasters in developing countries. The assistance programmes evolved very differently. In Kenya the programme largely excluded the public sector and the potential for government coordination, while the Tanzanian programme concentrated heavily on central government and regional hospital structures-largely omitting the non-governmental or civil society sector. Excluding key stakeholders raises concerns about programme sustainability and the ability to respond effectively to future emergencies.  相似文献

One of the most important elements behind the success of Community‐based Therapeutic Care (CTC) programmes for the treatment of severe acute malnutrition has been their ability to achieve high levels of coverage. In CTC, coverage is measured using the Centric System Area Sampling (CSAS) method, which provides accurate and reliable estimates of programme coverage as well as information on the primary reasons for non‐attendance. Another important feature of CTC programmes is their use of socio‐cultural assessments to determine potential barriers to access and to develop context‐specific responses. By analysing data on non‐attendance provided by CSAS surveys, in conjunction with data from socio‐cultural assessments, it is possible to identify common factors responsible for failures in programme coverage. This paper focuses on an analysis of data from 12 CTC programmes across five African countries. It pinpoints three common factors (distance to sites, community awareness of the programme, and the way in which rejections are handled at the sites) that, together, account for approximately 75 per cent of non‐attendance.  相似文献

The lack of attention paid to businesses in disaster management systems from the standpoint of state policies hampers efforts to build community resilience. This paper examines, therefore, the extent of business preparedness for disasters. Empirical research was conducted in Adapazarı, Turkey, 13 years after the İzmit earthquake, which struck the northwest of the country on 17 August 1999, claiming the lives of some 17,000 people. For the study, 232 firms were selected to inquire about their preparedness before and after the event. It is hypothesised that business preparedness is influenced by the following set of variables: business size; business sector; business age; financial condition prior to the disaster; occupancy tenure; market range; education level; and previous disaster experience. In line with the findings of the research, a policy framework is constructed to rationalise the allocation of resources for building resilience at the aggregate level by facilitating business preparedness.  相似文献

An earthquake registering 6.9 on the Richter scale hit the northern part of the Armenian Republic of the Soviet Union on 7 December 1988, resulting in thousands of deaths and injuries. The majority of these resulted from the collapse of inadequately designed and constructed buildings. Analysis of the effects of the Armenian earthquake on the population, as well as of the rescue and medical response, has strong implications for earthquake preparedness and response in other seismically vulnerable parts of the world. Specifically, this paper will recommend a number of important endeavours deemed necessary to improve medical planning, preparedness and response to earthquakes. Strengthening the self-reliance of the community in disaster preparedness is suggested as the best way to improve the effectiveness of relief operations. In earthquake-prone areas, training and education in basic first aid and methods of rescue should be an integral part of any community preparedness programme.  相似文献

The islands of Fiji, in the Western Pacific, are exposed to a wide range of natural hazards. Tropical storms and associated floods are recurring natural phenomena, but it has been regularly alleged that Fijians lack preparation, over‐rely on state assistance in post‐disaster situations or engage in risky behaviours that aggravate the negative impact of floods. Risk reduction strategies, which are now implemented by government authorities and international organisations, heavily promote the principle of ‘community preparedness’. Both community awareness programmes and capacity‐building programmes are conducted throughout the country in the most vulnerable communities. This paper analyses how the inhabitants of Lomanikoro village, in the low areas of the Rewa Delta, perceive and manage existing flood risks. It examines social and cultural factors that contribute to shape risk response locally—in particular, why villagers may be reluctant to adopt some recommended preparedness measures and resettle in higher, safer zones.  相似文献

我国草原主要分布在北方干旱、半干旱地区,频繁发生的草原火灾给畜牧业生产、人民生活及草地生态系统带来了巨大的损失,还可能引起森林火灾,使损失进一步扩大.草原火险等级预报技术可以预测和预报草原火灾的发生和发展,大大减少火灾的发生次数和带来的损失.根据我国北方草原生态和环境特点,综合影响草原火灾发生和发展的因子,选择温度、相对湿度、风速、降水量、枯草率、可燃物干重和草地连续度共7个基本指标构造了基于遥感的草原火险指数.根据计算得到的草原火险指数,将研究区域的火险状态划分为低、中、高和极高4个等级,用来预测草原火灾发生的可能性、扩展速度和扑灭难度.草原火险等级预报可以为草原火灾管理者提供有力的管理工具.  相似文献

In October 1983 a training programme for refugee community health workers was begun as the major part of a primary health care programme for Afghan refugees in Pakistan. The programme began with a pilot period in Badaber camp, situated near to Peshawar. The general issues involved in training auxiliary health personnel were answered by the use of a "knowledge, attitudes and practices survey" and involvement of the refugees from the beginning of the programme. The development of the training programme is discussed with reference to these issues and the constraints arising from the special circumstances of the refugees, in addition to those common to most national training programmes, are reviewed.  相似文献

The Philippines is very vulnerable to natural disasters because of its natural setting, as well as its socio-economic, political and environmental context--especially its widespread poverty. The Philippines has a well-established institutional and legal framework for disaster management, including built-in mechanisms for participation of the people and NGOs in decision-making and programme implementation. The nature and extent of collaboration with government in disaster preparedness and mitigation issues varies greatly according to their roots, either in past confrontation and political struggles or traditional charity activities. The growing NGO involvement in disaster management has been influenced by this history. Some agencies work well with local government and there is an increasing trend for collaborative work in disaster mitigation and preparedness. Some NGOs, however, retain critical positions. These organisations tend to engage more in advocacy and legal support for communities facing increased risk because of development projects and environmental destruction. Entry points into disaster mitigation and preparedness vary as well. Development-oriented agencies are drawn into these issues when the community members with whom they work face disaster. Relief organisations, too, realise the need for community mobilisation, and are thus drawn towards development roles.  相似文献

Cash for work (CFW) programmes are utilised in various disaster and emergency contexts and were a prominent component of the tsunami response in Aceh province, Indonesia. This paper describes Mercy Corps' CFW programme, discusses CFW implementation experiences and provides key recommendations for similar programmes in future emergencies. For the majority of CFW participants and their households, CFW was the only source of household income and 93 per cent of household incomes were attributable to it. The CFW programme empowered displaced populations to return to their communities; 91 per cent of participants indicated that CFW facilitated their return. Other reported psychosocial benefits included providing productive activities and giving communities an opportunity to work together. Mercy Corps' experience in Aceh demonstrates that cash disbursements can be safely delivered in a widespread manner in emergencies, and that when implemented on a short-term basis, can have positive impacts at the individual and community level.  相似文献

Environmental sanitation programmes are vital for tackling environmental-related disease and ensuring human dignity in emergency situations. If they are to have maximum impact they must be planned in a rapid but systematic manner. An appropriate planning process comprises five key stages: rapid assessment and priority setting; outline programme design; immediate action; detailed programme design; and implementation. The assessment should be based on carefully selected data, which are analysed via comparison with suitable minimum objectives. How the intervention should be prioritised is determined through objective ranking of different environmental sanitation sector needs. Next, a programme design outline is produced to identify immediate and longer-term intervention activities and to guarantee that apposite resources are made available. Immediate action is taken to meet acute emergency needs while the detailed programme design takes shape. This entails in-depth consultation with the affected community and comprehensive planning of activities and resource requirements. Implementation can then begin, which should involve pertinent management and monitoring strategies.  相似文献

This paper examines the assertion that natural disasters are increasingly destructive using evidence from disaster reports during the period 1947–1980. The criteria for judging the impact of a given natural disaster are chiefly loss of life and the extent of the geographical area affected. In spite of uneveness and bias in the reporting of sudden impact disasters the conclusions are that both the frequency of disasters and number of people killed are increasing. Further research into the social consequences of disasters and the need for disaster preparedness training programmes are recommended.  相似文献

Hazard vulnerability analysis (HVA) is used to risk‐stratify potential threats, measure the probability of those threats, and guide disaster preparedness. The primary objective of this project was to analyse the level of disaster preparedness in public hospitals in the Emirate of Abu Dhabi, utilising the HVA tool in collaboration with the Disaster Medicine Section at Harvard Medical School. The secondary objective was to review each facility's disaster plan and make recommendations based on the HVA findings. Based on the review, this article makes eight observations, including on the need for more accurate data; better hazard assessment capabilities; enhanced decontamination capacities; and the development of hospital‐specific emergency management programmes, a hospital incident command system, and a centralised, dedicated regional disaster coordination centre. With this project, HVAs were conducted successfully for the first time in health care facilities in Abu Dhabi. This study thus serves as another successful example of multidisciplinary emergency preparedness processes.  相似文献

Three studies were designed to extend a combination of vested interest theory (VI) and the extended parallel process model of fear appeals (EPPM) to provide formative research for creating more effective disaster preparedness social action campaigns. The aim was to develop an effective VI scale for assessing individual awareness and ‘vestedness’ relevant to disaster preparedness. Typical preparedness behaviours are discussed with emphasis on earthquakes and tornados in particular. Brief overviews of VI and the EPPM are offered, and findings are presented from three studies (one dealing with earthquakes, and two with tornados) conducted to determine the factor structure of the key VI components involved, and to develop and test subscales derived from the two theories. The paper finishes with a discussion of future research needs and suggestions on how the new subscales may be applied in the design and execution of more effective disaster preparedness campaigns.  相似文献
