This paper investigates empirically how the international aid community (IAC)—donors and practitioners—considers and implements disaster resilience in a specific country setting, Nepal, and throughout the rest of the world. A key finding is that there is ambivalence about a concept that has become a discourse. On a global level, the IAC utilises the discourse of resilience in a cautiously positive manner as a bridging concept. On a national level, it is being used to influence the Government of Nepal, as well as serving as an operational tool of donors. The mythical resilient urban community is fashioned in the IAC's imaginary; understanding how people create communities and what type of linkages with government urban residents desire to develop their resilience strategies is missing, though, from the discussion. Disaster resilience can be viewed as another grand plan to enhance the lives of people. Yet, regrettably, an explicit focus on individuals and their communities is lost in the process.  相似文献

This paper explores the circumstances in which communities may effectively reduce risks. It draws on the example of two ‘Risk and Resilience Committees’ (RRCs) that were established in Nepal as part of an action research project: one in Panchkhal in the central region, operating as a community‐based organisation (CBO); and the other in Dhankuta in the eastern region, embedded in municipal government. In‐depth interviews were conducted with RRC members. Wider community preferences for risk reduction were examined through a questionnaire survey. In Dhankuta, the RRC obtained further funding, developed strong upward and downward institutional links, and applied a ‘disaster risk reduction lens’ to existing local government responsibilities. In Panchkhal, RRC activities have been limited by funding and have focused on the strengthening of livelihoods. It may be concluded tentatively that community‐based disaster risk reduction activities are more successful when they are institutionally embedded in local government structures.  相似文献

Building resilience to disasters is indispensable in cities, like Chennai, India, which are challenged by emerging urban disaster risks caused by impacts of urbanization and higher probability of future disasters due to climate change. In this paper, an action-oriented resilience assessment (AoRA), consisting of 63 actions, divided into 21 parameters and 5 dimensions (physical, social, economic, institutional and natural), is defined which has the objective to enhance the resilience of communities of Chennai to climate-related disasters. On the basis of responses from the selected target group, community leaders (councillors) in the 155 wards, the local government of Chennai is the key stakeholder to implement the proposed actions in the AoRA. However, further findings underpin that a multi-stakeholder approach, involving communities, academia, private organizations and NGOs, is needed to create disaster resilient communities.  相似文献

Urban planning can serve to minimise the effects of a tsunami and enhance community resilience. This study explores to what extent urban planning has addressed tsunami resilience in four villages on Chile's South Pacific coast, each of which was struck by tsunamis in 1960, 2010, and 2015. Through a detailed policy review and semi-structured interviews with residents, this paper analyses whether tsunami mitigation policies were incorporated into regional and local planning tools. It finds that although the government proposed relocation to tsunami-safe areas after the tsunami of 1960, urban development continued mainly in tsunami inundation zones—in the context of weak local planning frameworks and in the absence of community participation. In only one of the four case studies did participatory planning bring about the relocation of an entire village to a safe location. This paper concludes that incorporating participatory risk zone planning into urban planning enhances tsunami resilience.  相似文献

South Asia is one of the regions of the world most vulnerable to natural disasters. Although news media analyses of disasters have been conducted frequently in various settings globally, there is little research on populous South Asia. This paper begins to fill this gap by evaluating local and foreign news media coverage of the earthquake in Nepal on 25 April 2015. It broadens the examination of news media coverage of disaster response beyond traditional framing theory, utilising community capitals (built, cultural, financial, human, natural, political, and social) lens to perform a thematic content analysis of 405 news items. Overall, financial and natural capital received the most and the least emphasis respectively. Statistically significant differences between local and foreign news media were detected vis‐à‐vis built, financial, and political capital. The paper concludes with a discussion of the social utility of news media analysis using the community capitals framework to inform disaster resilience.  相似文献

ABSTRACT

Destructive earthquakes in urban or rural areas around the world have caused severe damage to local societies. Pre-disaster prevention and post-disaster reconstruction can significantly reduce the impact of earthquakes on communities. To explore the popular research topics and trends in this area, CiteSpace was used to develop a knowledge map visualization. It was found that the main research into earthquake disaster prevention and reconstruction has been focused on disaster risk reduction planning, disaster mitigation knowledge, participatory disaster governance, and community resilience building. In this Special Issue, there were six distinctive earthquake disaster research papers that covered scientific, social, and institutional aspects. It was concluded that to reduce the effects of earthquake disasters, an interdisciplinary research approach and systems thinking is needed. The investigation also revealed that there has been a paradigm shift from post-disaster reconstruction to pre-disaster prevention to build community and urban resilience.  相似文献

Three years after the introduction of the National Strategy for Disaster Resilience there remains no unanimously adopted definition of disaster resilience within Australia's emergency management sector. The aim of this study is to determine what the concept means to key stakeholders in the emergency management sector in the Australian State of Victoria, and how these conceptualisations overlap and diverge. Via an online survey, 113 people were asked how they define disaster resilience in their work in the emergency management sector. A data mining software tool, Leximancer, was employed to uncover the relationships between the definitions provided. The findings show that stakeholders see resilience as an ‘ability’ that encompasses emergency management activities and personal responsibility. However, the findings also highlight some possible points of conflict between stakeholders. In addition, the paper outlines and discusses a number of potential consequences for the implementation and the success of the resilience‐based approach in Australia.  相似文献

An exploratory study is conducted to assess the resilience of Infanta through an analysis of its ecosystems from ecological, physical, economic, social and institutional perspectives. Recognizing the strong interdependencies of ecological, physical, economic, social and institutional dimensions in ecosystems and that community-level perceptions can shape adaptation actions, a survey is conducted in 36 village councils in Infanta, Quezon, Philippines utilizing a questionnaire covering 5 dimensions, 25 parameters and 125 measures selected based on the local context of Infanta to gain an understanding of the level of resilience in mountain, riverine, urban, agricultural plain, estuarine and coastal ecosystems. Results show that overall resilience levels of ecosystems lie between 3.08 (medium resilience) and 3.26 (high resilience) on a scale of 1–5. However, resilience scores in the five dimensions vary from 2.57 (low resilience) to 3.51 (high resilience). On the whole, overall resilience levels in the 36 villages exhibit high levels in the social dimension and low levels in the economic dimension. By assessing the resilience of ecosystems as attempted in this study, a baseline is determined where entry points for adaptation actions that are responsive to prevailing ecosystem conditions can be identified, positive and negative factors addressed and gaps and opportunities acted upon to enhance the resilience of Infanta's ecosystems.  相似文献

It is now part of received wisdom that humanitarian assistance in conflict and post-conflict situations may be ineffective or even counterproductive in the absence of an informed understanding of the broader political context in which so-called 'complex political emergencies' (CPEs) occur. Though recognising that specific cases have to be understood in their own terms, this article offers a framework for incorporating political analysis in policy design. It is based on a programme of research on a number of countries in Africa and Asia over the last four years. It argues that the starting-point should be an analysis of crises of authority within contemporary nation-states which convert conflict (a feature of all political systems) into violent conflict; of how such conflict may in turn generate more problems for, or even destroy, the state; of the deep-rooted political, institutional and developmental legacies of political violence; and of the difficulties that complicate the restoration of legitimate and effective systems of governance after the 'termination' of conflict. It then lists a series of questions which such an analysis would need to ask--less in order to provide a comprehensive check-list than to uncover underlying political processes and links. It is hoped these may be used not only to understand the political dynamics of emergencies, but also to identify what kinds of policy action should and should not be given priority by practitioners.  相似文献

Although the development community has long recognised that securing land tenure and improving housing design can benefit significantly informal settlement residents, there is little research on these issues in communities exposed to natural disasters and hazards. Informal settlements often are located on land left vacant because of inherent risks, such as floodplains, and there is a long history worldwide of disasters affecting informal settlements. This research tackles the following questions: how can informal settlement vulnerabilities be reduced in a post‐disaster setting?; and what are the key issues to address in post‐disaster reconstruction? The main purpose of the paper is to develop a set of initial guidelines for post‐disaster risk reduction in informal settlements, stressing connections to tenure and housing/community design in the reconstruction process. The paper examines disaster and reconstruction responses in two disaster‐affected regions—Jimani, Dominican Republic, and Vargas State, Venezuela—where informal settlements have been hit particularly hard.  相似文献

This paper challenges the limited models of childhood, conflict and relief which determine most humanitarian interventions targeting children in conflict related emergencies. In particular, it notes the tendency of relief programmes to focus on "spectacular" groups of children (orphans, child combatants and refugees) at the expense of larger child populations indirectly affected by conflict. This relief bias is attributed to an inappropriate 'apocalypse model' of conflict which sees relief interventions only as repair. The bias also lies in a mistakenly universalist model of childhood and a medical paradigm which pathologizes children's experience in conflict and characterizes children as passive victims rather than active survivors. The paper argues for greater recognition of the wider social experience of children in conflict, and for relief practice which takes account of childhood resilience and children's different roles and capacities in coping with conflict. Appropriate interventions must engage with the wide variety of indigenous coping mechanisms involving children and not simply replicate a standard package of relief interventions in every emergency, based on simplistic and universalist interpretations of children's experience of conflict.  相似文献

Abstract

Recent hazard literature frequently refers to sustainability and resilience as the guiding principles behind effective hazard planning. Certainly, structurally organizing communities to minimize effects of disasters and to recover quickly by restoring socio-economic vitality are laudable goals. However, while anticipating such outcomes is relatively easy from a theoretical standpoint, practical implementation of comprehensive plans is much more elusive. Indeed, relationships between community sustainability/resilience and hazards are complex involving many social, economic, political and physical factors. A conceptual framework for analysis of sustainability and resilience, then, is described based on three theoretical models, a mitigation model, a recovery model, and a structural-cognitive model. This framework is examined using data from Florida, USA, where local context, social and political activities, and economic concerns present difficulties in application. The question remains, therefore, to what extent can communities truly develop sustainable and resilient characteristics?  相似文献

Two-way communication and strong relationships between government and affected communities are necessary to enhance the latter's resilience to disaster risks. The Tlokwe City Council (TCC) in the North-West province, South Africa, is facing a dolomite and sinkhole disaster risk that threatens the safety of several residential areas, including informal settlements. A dolomite disaster risk reduction (DRR) management system such as the TCC Dolomite Management Desk (DMD) can be used to facilitate two-way communication and strong relationships between government and the affected communities. Semi-structured interviews with two different groups of people were conducted and the responses evaluated to determine in what way DRR communication via the Tlokwe DMD served to establish strong relationships between the TCC and the affected community. It was found that the two groups of interviewees had contradictory views on the risk communication and quality of relationships as facilitated by the Tlokwe DMD. These views illuminated the predicament of communicating about the dolomite and sinkhole risk. The Tlokwe DMD is unique in South Africa and its ability to enable communication and strong government–community relationships needs to be developed further. The adoption of a Climate Disaster Resilience Index in Chennai,India   总被引:1,自引:0,他引:1  
Results derived from the Climate Disaster Resilience Index (CDRI)—consisting of five dimensions (economic, institutional, natural, physical, and social), 25 parameters, and 125 variables—reflect the abilities of people and institutions to respond to potential climate‐related disasters in Chennai, India. The findings of this assessment, applied in the 10 administrative zones of the city, reveal that communities living in the northern and older parts of Chennai have lower overall resilience as compared to the flourishing areas (vis‐à‐vis economic growth and population) along the urban fringes. The higher resilience of communities along the urban fringes suggests that urbanisation may not necessarily lead to a deterioration of basic urban services, such as electricity, housing, and water. This indication is confirmed by a strong statistical correlation between physical resilience and population growth in Chennai. The identification of the resilience of different urban areas of Chennai has the potential to support future planning decisions on the city's scheduled expansion.  相似文献

为实现对城市韧性的有效评价,本论文在系统研究国际城市韧性评价体系的基础之上,结合中国城市发展的现状,基于对城市灾后实际恢复过程的系统考察,建立了基于恢复过程的城市韧性评价体系。该评价体系通过解析城市灾后恢复过程的四个阶段:救援阶段(Rescue)、避难阶段(Refuge)、重建阶段(Rebuild)、复兴阶段(Revival),从社区与人口(Community and Population)、政府与管理(Official Organization and Management)、住房与设施(Valuable Housing and Facilities)、经济与发展(Economy and Development)、环境与文化(Renewable Environment and Culture)共五个维度,以62项指标对城市的韧性进行系统分析。这一体系可以简称为城市韧性评价的ReCOVER体系,其中“Re”代表了城市恢复的四个阶段,COVER则分别代表了城市韧性的五个维度。进而以该体系为基础,对我国大陆31个省级行政区域的城市韧性进行了五个维度、四个阶段的实证研究,并对城市韧性的提升策略,给出了分析建议。  相似文献

The dominant paradigm in disaster risk reduction (DRR) policies has been seriously contested because of its reliance on interventions based on technocratic expertise. In the Mexican context, the influence of informal practices such as clientelism and cartelisation of the political system produces environmental degradation and vulnerability to disasters within the communities in the study site. This paper contributes to understanding of failed institutional processes and parallel practices that intensify vulnerability to disasters by contrasting the discourses of agents within a peri‐urban community in central Mexico. Employing the Situational Analysis Approach as a methodological framework, the study identifies divergent views and practices within the community, leading to different responses to disasters and to different perceptions regarding institutional performance. In addition, it finds that institutional decision‐making, based only on scientific and technical expertise, has resulted in unintended consequences that influence ongoing vulnerability to floods in the site under review.  相似文献

The paper applies the community resilience approach to the post‐disaster case of Pescomaggiore, an Italian village affected by the L'Aquila earthquake in 2009. A group of residents refused to accept the housing recovery solutions proposed by the government, opting for autonomous recovery. They developed a housing project in the form of a self‐built ecovillage, characterised by earthquake‐proof buildings made of straw and wood. The project is a paradigmatic example of a community‐based response to an external shock. It illustrates the concept of ‘community resilience’, which is widely explored in the scientific debate but still vaguely defined. Based on qualitative methodologies, the paper seeks to understand how the community resilience process can be enacted in alternative social practices such as ecovillages. The goal is to see under which conditions natural disasters can be considered windows of opportunity for sustainability.  相似文献

If community disaster resilience is to mature into a robust and lasting area of research, methodologically facilitated dialogue between empirical observations and theory is necessary. However, methodological and empirical research has outpaced community disaster resilience theory. To address this gap, a theoretical framework called WISC is presented. WISC is named after four constructs of the framework: well-being, identity, services, and capitals. WISC relates the two concepts of community and infrastructure, broadly defined, to the four constructs it is named after. The 4 constructs are respectively defined by 29 variables. The broadest interpretation of WISC is that infrastructure supports and facilitates components of community within human settlements. Infrastructure is represented as combinations of capitals and services; community is represented by connections of identity and well-being. Ultimately, well-being of a community is dependent on that community's collective capital. But these two constructs are mediated by the intervening constructs of identity and services. WISC goes beyond existing frameworks by addressing essential elements of theory building that have been overlooked in the literature, while synthesizing other frameworks and areas of knowledge. WISC provides a powerful foundation for posing and evaluating hypotheses, improving data collection efforts, and, most importantly, enabling critical theory building.  相似文献
