How should one measure the recovery of a locale from a disaster? The measurement is crucial from a public policy and administration standpoint to determine which places should receive disaster assistance, and it affects the performance evaluation of disaster recovery programmes. This paper compares two approaches to measuring recovery: (i) bouncing back to pre‐disaster conditions; and (ii) attaining the counterfactual state. The former centres on returning to normalcy following disaster‐induced losses, whereas the latter focuses on attaining the state, using quasi‐experimental design, which would have existed if the disaster had not occurred. Both are employed here to assess two housing recovery indicators (total new units and their valuations) in Hurricane Katrina‐affected counties (rural and urban). The examination reveals significantly different outcomes for the two approaches: counties have not returned to their pre‐disaster housing conditions, but they do exhibit counterfactual recovery. Moreover, rural counties may not be as vulnerable as assumed in the disaster recovery literature.  相似文献

An essential component of disaster planning and preparation is the identification and selection of temporary disaster debris management sites (DMS). However, since DMS identification is a complex process involving numerous variable constraints, many regional, county and municipal jurisdictions initiate this process during the post‐disaster response and recovery phases, typically a period of severely stressed resources. Hence, a pre‐disaster approach in identifying the most likely sites based on the number of locational constraints would significantly contribute to disaster debris management planning. As disasters vary in their nature, location and extent, an effective approach must facilitate scalability, flexibility and adaptability to variable local requirements, while also being generalisable to other regions and geographical extents. This study demonstrates the use of binomial cluster analysis in potential DMS identification in a case study conducted in Hamilton County, Indiana.  相似文献

Disaster education outcomes are highly dependent on the political context of that education. Based on a rich, in‐depth case study of the creation of community monitors in a landslide and flood‐prone city in southeast Brazil, this paper demonstrates how developmental and political environments add much additional nuance to existing theories of behaviourist and transformative education for disaster preparedness and mitigation. Beyond identifying the benefits of education, it argues that disaster risk reduction outcomes are reliant on governance frameworks that alter over time. The study reveals the political complexity associated with programme implementation and cites the perspectives of a number of participants. Disaster education is shown to be the necessary yet underappreciated twin of the militarised and technical approaches that dominate disaster response in Brazil. Understated, however, is education's situatedness: how it can become an arena of conflict between government and civil actors over matters of state and society in increasingly hazardous urbanisation settings in Latin America.  相似文献

Few studies have explored the relationships between nation‐building, disaster risk reduction and climate change adaptation. Focusing on small island developing states, this paper examines nation‐building in Timor‐Leste, a small island developing state that recently achieved independence. Nation‐building in Timor‐Leste is explored in the context of disaster risk reduction, which necessarily includes climate change adaptation. The study presents a synopsis of Timor‐Leste's history and its nation‐building efforts as well as an overview of the state of knowledge of disaster risk reduction including climate change adaptation. It also offers an analysis of significant gaps and challenges in terms of vertical and horizontal governance, large donor presence, data availability and the integration of disaster risk reduction and climate change adaptation for nation‐building in Timor‐Leste. Relevant and applicable lessons are provided from other small island developing states to assist Timor‐Leste in identifying its own trajectory out of underdevelopment while it builds on existing strengths.  相似文献

Tourists are particularly vulnerable when natural disasters occur in regions that they are visiting. It is assumed that they lack awareness and understanding of the actions that they need to take in such circumstances. This study examines the responses of tourists in times of disaster, building on empirical data collected through large‐scale surveys conducted in Bali and Yogyakarta, Indonesia, in 2015. Both are important tourist destinations in the country that have suffered major disasters in recent years. The different types of responses to these events are framed using a grid/group analysis stemming from cultural theory. The study resulted in three key findings: (i) current disaster management planning largely follows a single rationale; (ii) tourists are not a homogeneous group, but rather a complex, diverse, and dynamic body of stakeholders; and (iii) the focus of disaster management planning should shift from a single rationale to a polyrational methodology. Disaster managers need to consider, therefore, these different aspects in the context of preparedness.  相似文献

This paper explores how social networks and bonds within and across organisations shape disaster operations and strategies. Local government disaster training exercises serve as a window through which to view these relations, and ‘social capital’ is used as an analytic for making sense of the human relations at the core of disaster management operations. These elements help to expose and substantiate the often intangible relations that compose the culture that exists, and that is shaped by preparations for disasters. The study reveals how this social capital has been generated through personal interactions, which are shared among disaster managers across different organisations and across ‘levels’ within those organisations. Recognition of these ‘group resources’ has significant implications for disaster management in which conducive social relations have become paramount. The paper concludes that socio‐cultural relations, as well as a people‐centred approach to preparations, appear to be effective means of readying for, and ultimately responding to, disasters.  相似文献

2006年国际减灾日的主题是"减灾始于学校",了解学生的灾害认知水平有助于减灾教育工作的有效开展。以北京5所高校的大学生为调查对象,通过问卷方式调查大学生对自然灾害的关注程度、防灾意识、灾害理论知识、应急行为知识以及对减灾教育的看法。问卷统计结果表明:大学生总体的灾害认知水平较低,现行减灾教育方式和内容与学生的期望有较大偏差。在此基础上,提出了减灾教育内容要将学生"该知道的"与"想知道的"相结合,通过演练演习等方式提高学生的防灾应急实际技能等减灾教育建议。  相似文献

A lack of trust in the information exchanged via social media may significantly hinder decisionmaking by community members and emergency services during disasters. The need for timely information at such times, though, challenges traditional ways of establishing trust. This paper, building on a multi‐year research project that combined social media data analysis and participant observation within an emergency management organisation and in‐depth engagement with stakeholders across the sector, pinpoints and examines assumptions governing trust and trusting relationships in social media disaster management. It assesses three models for using social media in disaster management—information gathering, quasi‐journalistic verification, and crowdsourcing—in relation to the guardianship of trust to highlight the verification process for content and source and to identify the role of power and responsibilities. The conclusions contain important implications for emergency management organisations seeking to enhance their mechanisms for incorporating user‐generated information from social media sources in their disaster response efforts.  相似文献

This paper is a case study of the management of post-disaster trauma in 1960s Britain. It explores the traumatic aftermath of the 1966 Aberfan disaster (where 116 children and 28 adults were killed when a colliery spoil heap collapsed on top of a school in a small Welsh mining community) which had a devastating impact on the village. The professional and voluntary services made available to help the bereaved, survivors and wider community are documented and assessed. The paper demonstrates how limited finance and the popular and professional contemporary understanding of trauma and disasters hindered those services, and how the actions of government and media had a negative impact on the community's recovery. This case study of disaster management in the 1960s illustrates many of the pitfalls that continue to haunt the response to man-made tragedies in the UK.  相似文献

In 2008, the International Federation of Red Cross and Red Crescent Societies (IFRC) used a seasonal forecast for West Africa for the first time to implement an Early Warning, Early Action strategy for enhanced flood preparedness and response. Interviews with disaster managers suggest that this approach improved their capacity and response. Relief supplies reached flood victims within days, as opposed to weeks in previous years, thereby preventing further loss of life, illness, and setbacks to livelihoods, as well as augmenting the efficiency of resource use. This case demonstrates the potential benefits to be realised from the use of medium‐to‐long‐range forecasts in disaster management, especially in the context of potential increases in extreme weather and climate‐related events due to climate variability and change. However, harnessing the full potential of these forecasts will require continued effort and collaboration among disaster managers, climate service providers, and major humanitarian donors.  相似文献

The ‘build back better’ (BBB) concept signals an opportunity to decrease the vulnerability of communities to future disasters during post‐disaster reconstruction and recovery. The 2009 Victorian bushfires in Australia serve as a case study for this assessment of the application of core BBB principles and their outcomes. The results show that several BBB measures were successfully implemented in Victoria and are relevant for any post‐disaster reconstruction effort. The BBB initiatives taken in Victoria include: land‐use planning determined by hazard risk‐based zoning; enforcement of structural design improvements; facilitated permit procedures; regular consultations with stakeholders; and programmes conducted for social and economic recovery. Lessons from the Victorian recovery urge the avoidance of construction in high‐risk zones; fairness and representativeness in community consultations; adequate support for economic recovery; the advance establishment of recovery frameworks; and empowerment of local councils.  相似文献

The goal of integrated disaster risk management is to promote an overall improvement in the quality of safety and security in a region, city or community at disaster risk. This paper presents the case for a thorough overhaul of the institutional component of integrated disaster risk management. A review of disaster management institutions in the United States indicates significant weaknesses in their ability to contribute effectively to the implementation of integrated disaster risk management. Our analysis and findings identify eight key elements for the design of dynamic new disaster management institutions. Six specific approaches are suggested for incorporating the identified key elements in building new institutions that would have significant potential for enhancing the effective implementation of integrated disaster risk management. We have developed a possible blueprint for effective design and construction of efficient, sustainable and functional disaster management institutions.  相似文献

This paper provides a framework for evaluating the effects of population ageing on disaster resilience. In so doing, it focuses on the 1995 Kobe and 2004 Chuetsu earthquakes, two major disasters that affected Japan before the 2011 Great East Japan earthquake. It analyses regional population recovery on the basis of pre‐disaster and post‐recovery demographic characteristics using defined transition patterns of population ageing. The evaluation framework demonstrates that various recovery measures make different contributions to disaster resilience for each transition pattern of population ageing. With reference to regional population ageing, the framework allows for a prediction of disaster resilience, facilitating place vulnerability assessments and potentially informing policy‐making strategies for Japan and other countries with ageing populations.  相似文献

After a disaster, the media typically focus on who is to blame. However, relatively little is known about how the narrative of blame plays out in media coverage of the release of official disaster reports. This paper examines coverage by two Australian newspapers (The Courier‐Mail and The Australian) of the release of the Queensland Floods Commission of Inquiry's Interim Report and its Final Report to identify whether and how the news frame of blame was used. Given the absence of blame in the Final Report, the newspapers resorted to the frame of ‘failure’ in news and feature articles, while continuing to raise questions in editorials and opinion pieces about who was to blame. This study argues that situating coverage of the report within the news frame of failure and questioning who was to blame for the disaster limited the media's ability to facilitate a discussion about the prevention of similar disasters in the future.  相似文献

A number of recent studies on disaster reconstruction have focused on the concept of community resilience and its importance in the recovery of communities from collective trauma. This article reviews the contributions the anthropological literature and the ethnographic case studies of two post‐Hurricane Mitch housing reconstruction sites make to the theorising of community and resilience in post‐disaster reconstruction. Specifically, the article demonstrates that communities are not static or neatly bounded entities that remain constant before, during and after a disaster; rather, communities take on shape and qualities depending on the relationships in which they engage with government agencies and aid organisations before and after disasters. Consequently, the article argues that definitions of community resilience and disaster mitigation programmes must take the emergent and relational nature of communities into account in order to address the long‐term causes and impacts of disasters.  相似文献

A plethora of untapped resources exist within disaster‐affected communities that can be used to address relief and development concerns. A systematic review of the literature relating to community participation in humanitarian logistics activities revealed that communities are able to form ad hoc networks that have the ability to meet a wide range of disaster management needs. These structures, characterised as Collaborative Aid Networks (CANs), have demonstrated efficient logistical capabilities exclusive of humanitarian organisations. This study proposes that CANs, as a result of their unique characteristics, present alternatives to established humanitarian approaches to logistics, while also mitigating the challenges commonly faced by traditional humanitarian organisations. Furthermore, CANs offer a more holistic, long‐term approach to disaster management, owing to their impact on development through their involvement in humanitarian logistics. This research provides the foundation for further theoretical analysis of effective and efficient disaster management, and details opportunities for policy and practice.  相似文献

Community participation is becoming increasingly popular within the field of disaster management. International disaster policies, frameworks and charters embrace the notion that communities should play an active role in initiatives to identify vulnerabilities and risks and to mitigate those dangers, and, in the event of a disaster, that they should play a proactive part in response and recovery (see, for example, UNISDR, 1994; The Sphere Project, 2004; United Nations, 2005). A number of studies have investigated the participation of communities in disaster preparedness and mitigation efforts (see, for instance, Scott‐Villiers, 2000; Andharia, 2002; Godschalk, Brody and Burby, 2003), There is, however, limited reflection on the challenges to ensuring participation in the operational context of disaster response. This paper draws on a study of the policy and practice of participatory damage assessment in Fiji to identify and discuss the barriers to formal implementation of community participation in a post‐disaster context.  相似文献

A comprehensive review of online, official, and scientific literature was carried out in 2012–13 to develop a framework of disaster social media. This framework can be used to facilitate the creation of disaster social media tools, the formulation of disaster social media implementation processes, and the scientific study of disaster social media effects. Disaster social media users in the framework include communities, government, individuals, organisations, and media outlets. Fifteen distinct disaster social media uses were identified, ranging from preparing and receiving disaster preparedness information and warnings and signalling and detecting disasters prior to an event to (re)connecting community members following a disaster. The framework illustrates that a variety of entities may utilise and produce disaster social media content. Consequently, disaster social media use can be conceptualised as occurring at a number of levels, even within the same disaster. Suggestions are provided on how the proposed framework can inform future disaster social media development and research.  相似文献

This paper focuses on the role of the formal response community's use of social media and crowdsourcing for emergency managers (EMs) in disaster planning, response and recovery in the United States. In‐depth qualitative interviews with EMs on the Eastern seaboard at the local, state and federal level demonstrate that emergency management tools are in a state of transition—from formal, internally regulated tools for crisis response to an incorporation of new social media and crowdsourcing tools. The first set of findings provides insight into why many EMs are not using social media, and describes their concerns that result in fear, uncertainty and doubt. Second, this research demonstrates how internal functioning and staffing issues within these agencies present challenges. This research seeks to examine the dynamics of this transition and offer lessons for how to improve its outcomes—critical to millions of people across the United States.  相似文献

Limited studies have shown that disaster risk management (DRM) can be cost‐efficient in a development context. Cost–benefit analysis (CBA) is an evaluation tool to analyse economic efficiency. This research introduces quantitative, stochastic CBA frameworks and applies them in case studies of flood and drought risk reduction in India and Pakistan, while also incorporating projected climate change impacts. DRM interventions are shown to be economically efficient, with integrated approaches more cost‐effective and robust than singular interventions. The paper highlights that CBA can be a useful tool if certain issues are considered properly, including: complexities in estimating risk; data dependency of results; negative effects of interventions; and distributional aspects. The design and process of CBA must take into account specific objectives, available information, resources, and the perceptions and needs of stakeholders as transparently as possible. Intervention design and uncertainties should be qualified through dialogue, indicating that process is as important as numerical results.  相似文献
