Development projects that impact wetlands commonly require compensatory mitigation, usually through creation or restoration
of wetlands on or off the project site. Over the last decade, federal support has increased for third-party off-site mitigation
methods. At the same time, regulators have lowered the minimum impact size that triggers the requirement for compensatory
mitigation. Few studies have examined the aggregate impact of individual wetland mitigation projects. No previous study has
compared the choice of mitigation method by regulatory agency or development size. We analyze 1058 locally and federally permitted
wetland mitigation transactions in the Chicago region between 1993 and 2004. We show that decreasing mitigation thresholds
have had striking effects on the methods and spatial distribution of wetland mitigation. In particular, the observed increase
in mitigation bank use is driven largely by the needs of the smallest impacts. Conversely, throughout the time period studied,
large developments have rarely used mitigation banking, and have been relatively unaffected by changing regulatory focus and
banking industry growth. We surmise that small developments lack the scale economies necessary for feasible permittee responsible
mitigation. Finally, we compare the rates at which compensation required by both county and federal regulators is performed
across major watershed boundaries. We show that local regulations prohibiting cross-county mitigation lead to higher levels
of cross- watershed mitigation than federal regulations without cross-county prohibitions. Our data suggest that local control
over wetland mitigation may prioritize administrative boundaries over hydrologic function in the matter of selecting compensation

The Army Corps of Engineers (ACE) is generally responsible for the implementation of federal Clean Water Act wetland regulations. It therefore plays an important role in the protection of wetlands within the United States. Unfortunately, past evaluators of ACEs implementation of these regulations found low rates of regulatory compliance. However, the fact that two states have taken responsibility for the implementation of these regulations within their boundaries provided the opportunity to assess whether one of these states might be doing a better job of enforcement. This paper reports on compliance with some of these regulations within one Michigan region. We evaluated permittee compliance with paperwork filing requirements related to wetland mitigation projects. Sixty-seven percent of county road commission permittees were out of compliance with at least one filing requirement. Forty percent of private and non-county government permittees were out of compliance. Our results therefore suggest that serious problems exist with Michigans implementation of wetland regulations. They do not suggest that compliance in this state is significantly better than in states under ACE administration. The purpose of this research was to explore the concept of an environmental racism claim through the use of several environmental
management tools. The EPAs Toxics Release Inventory, Cumulative Exposure Project, and the Los Angeles County Department of
Health Services' Hot Zone Census Tract Assessment were combined with racial and socioeconomic data to test claims that minorities
in South Central Los Angeles are disproportionately exposed to environmental lead. Multivariate analysis indicated that race
is strongly associated with the number of cases of elevated blood lead levels in South Central, irrespective of poverty status.
Proximity to point sources, a common focal point for studies of environmental racism, was not a contributing factor to health
outcomes. Proximity to transportation corridors was consistently the strongest indicator of environmental lead exposure, while
median home values were significantly and positively related to elevated blood lead levels. Implications for environmental
justice advocates and social and environmental scientists are discussed. 相似文献

Use of Microbial Community to Evaluate Performance of a Wetland System in Treating Pb/Zn Mine Drainage 总被引:2,自引:0,他引:2
The performance of a wetland system in treating lead (Pb)/zinc (Zn) mine drainage was evaluated by using the polyurethane
foam unit (PFU) microbial community (method), which has been adopted by China as a standardized procedure for monitoring water
quality. The wetland system consisted of four cells with three dominant plants: Typha latifolia, Phragmites australis and Paspalum distichum. Physicochemical characteristics [pH, EC, content of total suspended solid (TSS) and metals (Pb, Zn, Cd, and Cu)] and PFU
microbial community in water samples had been investigated from seven sampling sites. The results indicated that the concentrations
of Pb, Zn, Cd, Cu, and TSS in the mine drainage were gradually reduced from the inlet to the outlet of the wetland system
and 99%, 98%, 75%, 83%, and 68% of these metals and TSS respectively, had been reduced in concentration after the drainage
passed through the wetland system. A total of 105 protozoan species were identified, the number of protozoa species and the
diversity index (DI) gradually increased, while the heterotrophic index (HI) gradually decreased from the inlet to the outlet
of the wetland system. The results indicated that DI, HI, and total number species of protozoa could be used as biological
indicators indicating the improvement of water quality. 相似文献

Restoration of a Canadian Prairie Wetland with Agricultural and Municipal Wastewater 总被引:1,自引:0,他引:1
3 /day (800,000 US gallons) of municipal wastewater and beef processing wastewater. A large nongovernmental organization hastened
restoration with a development process that outlined restoration goals and management objectives to satisfy a dual mandate
of wastewater treatment and wildlife habitat creation. In 1995, after five years of wastewater additions, the basins had been
refilled and the surrounding uplands had been acquired and restored. The Frank Lake Conservation Area currently provides high-quality
habitat for a variety of wildlife in a region where many of the native plants and animals species have been lost due to habitat
loss and fragmentation. The success of upland and water management strategies is reflected in the increase of target species'
abundance and richness: 50 shorebird species, 44 waterfowl species, 15 raptor species, and 28 other new bird species have
returned to the marsh since restoration. As well, significant N and P reduction occurs as waters flow through the first basin
of the marsh. The management strategies of this project that satisfied a dual mandate serve as a model to guide managers of
other large-scale wetland restoration projects. 相似文献

/ The main objective of this research was to identify the potential hazards associated with lead contami-nation from fixed sources in the city of Tijuana. An exploratory model is presented that describes the potential polluting sources as well as the exposed universe. The results of the analysis provide a clear picture of the geographic distribution of hazards areas for potential lead pollution in Tijuana. The findings are indicative of the dramatic consequences of rapid industrialization and urbanization in a city where there have not been significant planning efforts to mitigate the negative effects of this growth. Modeling the Influence of Dynamic Zoning of Forest Harvesting on Ecological Succession in a Northern Hardwoods Landscape 总被引:2,自引:0,他引:2
Dynamic zoning (systematic alteration in the spatial and temporal allocation of even-aged forest management practices) has been proposed as a means to change the spatial pattern of timber harvest across a landscape to maximize forest interior habitat while holding timber harvest levels constant. Simulation studies have established that dynamic zoning strategies produce larger tracts of interior, closed canopy forest, thus increasing the value of these landscapes for interior-dependent wildlife. We used the simulation model LANDIS to examine how the implementation of a dynamic zoning strategy would change trajectories of ecological succession in the Great Divide Ranger District of the Chequamegon–Nicolet National Forest in northern Wisconsin over 500 years. The components of dynamic zoning strategies (number of zones in a scenario and the length of the hiatus between successive entries into zones) and their interaction had highly significant impacts on patterns of forest succession. Dynamic zoning scenarios with more zones and shorter hiatus lengths increased the average amount of the forest dominated by early successional aspen (Populus sp.). Dynamic zoning scenarios with two zones produced more late successional mature northern hardwoods than scenarios with four zones. Dynamic zoning scenarios with very short (30 years) or very long (120 years) hiatus lengths resulted in more late successional mature northern hardwoods than scenarios with intermediate hiatus lengths (60 and 90 years). However, none of the dynamic scenarios produced as much late successional mature northern hardwoods as the static alternative. Furthermore, the amounts of all habitat types in all dynamic zoning scenarios fluctuated greatly in time and space relative to static alternatives, which could negatively impact wildlife species that require a stable amount of habitat above some minimum critical threshold. Indeed, implementing dynamic zoning scenarios of different designs would have both positive and negative effects on wildlife species and for other objectives of forest management. 相似文献

/ This study is concerned with the role that communication can play in facilitating the utilization of ecological information by different sectors of society involved in environmental decision-making. The ecological information system is used as a conceptual framework. This system is a model for the analysis of interactions between three sectors involved in the management of natural resources: researchers in ecology, change agents, and rural producers. Two case studies of organizations carrying out scientific research aimed at finding and implementing sustainable strategies of resource management were carried out. The purpose was to examine how real situations function in terms of communication strategies and to analyze such situations in relation to the model proposed. The analysis revealed the importance of promoting the feedback of information from change agents and rural producers to the research sector and the incorporation of this information into the research process. It also emphasized the relevance of having "active utilizer constituencies" within the rural producers who make demands upon the entire system in order to satisfy information needs. The creation of linkage systems facilitating the connection between the generation and utilization of information was supported. In particular, the establishment of special teams within research institutions is proposed, which could promote the links between the sectors through the use of communication as an instrument of work. 相似文献
