In recent years there has been a startling rise in the issuance of fish consumption advisories. Unfortunately, compliance by the public is often low. Low compliance can be due to a number of factors, including confusion over the meaning of advisories, conflicting advisories issued by different agencies, controversies involving health benefits versus the risks from consuming fish, and an unwillingness to act on the advisories because of personal beliefs. In some places, such as along the Savannah River, one state (South Carolina) had issued a consumption advisory while the other (Georgia) had not, although at present, both states now issue consumption advisories for the Savannah River. Herein we report on the development of a fish fact sheet to address the confusing and conflicting information available to the public about consuming fish from the Savannah River. The process involved interviewing fishers to ascertain fishing and consumption patterns, evaluating contaminant levels and exposure pathways, discussing common grounds for the provision of information, and consensus-building among different regulatory agencies (US Environmental Protection Agency, South Carolina Department of Health and Environmental Control, Georgia Department of Natural Resources) and the Department of Energy. Consensus, a key ingredient in solving many different types of “commons” problems, was aided by an outside organization, the Consortium for Risk Evaluation with Stakeholder Participation (CRESP). The initial role for CRESP was to offer scientific data as a basis for groups with different assumptions about risks to reach agreement on a regulatory response action. The process was an example of how credible science can be used to implement management and policies and provide a basis for consensus-building on difficult risk communication issues. The paper provides several lessons for improving the risk process from stakeholder conflicts, through risk assessment, to risk management. It also suggests that consensus-building and risk communication are continuing processes that involve assimilation of new information on contaminants and food-chain processes, state and federal law, public policy, and public response.  相似文献

Risk evaluation and assessment have been used as tools to regulate and manage the risks to consumers of eating self-caught fish that have high levels of contaminants. Armed with these risk assessments, health agencies issue consumption advisories, and in some cases, close some waters to fishing. Recently, regulatory agencies have used contaminant levels in fish as a benchmark for remedial action on contaminated sites, using human health risk assessment as the justification. The US Environmental Protection Agency's new surface water criterion for mercury is based on mercury levels in fish tissue. When multiple regulatory agencies have jurisdiction over the same waters or remediation site there is the potential for differing risk evaluations. Using the Peconic River on Long Island, New York as a case study, the paper examines how and why county, state, and federal health risk evaluations for fish contaminated with mercury differed. While the same risk methodology was applied by all agencies, the assessments were conducted for different purposes, applied different consumption and fish biomass assumptions, and arrived at different conclusions. The risk evaluations invoked to design fish consumption advisories use mercury levels currently in fish, and are designed to prevent current exposure. However, the risk assessments that provide a basis for remediation consider many different pathways of exposure (not just ingestion), and deal with long-term exposure. The risk evaluations, and recommendations promulgated by those agencies, differ because they have different goals, use different assumptions, and often fail to communicate among agencies. It is suggested that it is valuable to have these different levels of risk evaluations to adequately address health issues. However, there are policy implications, which include making the distinctions between the types of risk assessments, their methods and assumptions, and the rationale for these assumptions. Further, assessors and managers should involve all interested stakeholders (including regulators and state health officials) in discussions about the use of risk, the assumptions of risk assessment, and the goals of those evaluations. The difficulties in the case of the Peconic were not due to differences in the original data, but rather in the goals and type of risk assessments performed. If all deliberations had been transparent during all phases of the decision-making and management process, the conflicts within the minds of the public, regulators and other agencies might have been avoided. This case study suggests that more reliability, circumspection and transparency should be built into the process where multiple agencies and multiple objectives are involved.  相似文献

Risk assessors have devoted considerable attention to the consumption of fish in the diet of recreational and subsistence anglers, but little attention has been directed toward the percentage that wild game contributes to total protein intake for people who engage in hunting and fishing. While recall studies have limitations, the relative errors should be similar for different types of fish and game. We interviewed 454 people attending the Palmetto Sportsmen's Classic in South Carolina to determine their consumption patterns of domesticated animals, fish (both wild-caught and commercial) and wild game. The percentage of people who consumed each type of meat was: chicken (98%); beef (95%); wild-caught fish (79%); deer (79%); restaurant fish (73%); pork (71%); dove (47%); commercial fish (41%); wild turkey (40%), duck, squirrel and self-caught quail (about 25% each); restaurant quail (10%); and raccoon (11%). Although a similar proportion of white respondents and black respondents consumed wild game overall (90%), there were ethnic differences in the number of meals of wild-caught fish and game. Black respondents ate more wild-caught fish, rabbit, raccoon and squirrel, and less deer, than did white respondents. Wild-caught fish and game made up 50% of the meat and fish diet of black sportsmen, but only 32% for whites. Wild-caught fish and game were being eaten disproportionately more by low-income black respondents, while more deer was consumed by higher-income black respondents. The data suggest that managers and planners should take into account age, ethnicity and income when (1) conducting exposure assessments, (2) considering consumption patterns for wild-caught fish and game and (3) managing risk from wild-caught fish and game. The data will be especially useful to policy makers and risk managers who are designing consumption advisories, for risk communicators in identifying the target audience and for managers designing long-term stewardship for sites with contamination.  相似文献

Labeling of food consumption is related to food safety, food quality, environmental, safety, and social concerns. Future politics of food will be based on a redefinition of commodity food consumption as an expression of citizenship. “Citizen-consumers” realize that they could use their buying power in order to develop a new terrain of social agency and political action. It takes for granted kinds of moral selfhood in which human responsibility is bound into human agency based on knowledge and recognition. This requires new kinds of food labeling practices. Existing research on consumer’s preferences often fails to recognize the full complexity of the motivations and intentions through which the identity of the moral self is built up in relation to food consumption practices. For citizens, not only food production practices matter but also the impact of what we eat on who we are and the ecological foot print of our food stuff. Two major drivers for this are the idea that we ourselves have to take care of our own bodies (“We are what we eat”) and that we are responsible for Planet Earth. Since both obesity and climate change have become major public concerns, also governments develop an increasing interest in defining how citizens ought to behave as consumers and how retailers and producers should facilitate such responsible behavior. Since they are supposed to defend the “bonum commune,” e.g., the public health of their citizens and a sound common future for all, a new consensus on “appropriate” consumption choices has to be found, balancing beneficence and autonomy.  相似文献

The local private sector currently plays an important role in the protection of biodiversity of the Tonle Sap Lake. Large parts of the lake and surrounding floodplain—so-called fishing lots—are auctioned for private exploitation of the rich fisheries. The owners of fishing lots go to great lengths to ensure that there is a maximum amount of fish inside the lot by protecting the area from disturbance and poaching. The core areas of the Tonle Sap Biosphere Reserve are situated inside such fishing lots. Although it is unintended, the fishing lots and the protective measures taken by their owners to maximize extraction of fish provide effective protection for the large colonies of water birds nesting inside the core areas on the floodplain and possibly for other elements of biodiversity. Plans to end the fishing lots system in the core areas and to replace it by more effective, public-sector management and protection are prepared. Will they be counterproductive and put the core areas and their biodiversity further at risk?  相似文献

This paper attempts to capture the socially constructed nature of risk by analyzing the discourses embedded in community beliefs, myths and experiential narratives regarding coastal hazards and fishworkers' livelihoods. This paper draws insights from the works of James Scott on power and resistance in the everyday life of marginalized populations. Qualitative data for the study was collected using semi‐structured interview schedules, in‐depth group interviews, oral histories and storytelling across twenty marine fishing villages in Kerala. A significant finding of the study is that the communal discourse of coastal hazards or kolu is an integral part of fishworkers' resistance against formal authority and scientific knowledge systems in coastal management. The myths and beliefs of fishworkers are expressions of their concerns about present forms of development and coastal resource management.  相似文献

ABSTRACT

High seas fisheries remain one of the least transparent global production practices. Distance from shore, coupled with the highly mobile nature of fish stocks, has put attention on new monitoring, control and surveillance technologies to collect spatially referenced data on the location of fishing vessels, gears and even fish stocks and eradicate illegal, unreported and unregulated fishing activity. Faced with their nascent implementation, research is yet to address how these technologies are reconfiguring the roles and responsibilities of public and private actors involved in fisheries management, including who collects and controls fisheries related information. In this paper, we compare three monitoring, control and surveillance technologies that are gaining traction in fisheries; the use of private fish attraction devices in oceanic tuna fisheries, unmanned public drones for marine surveillance and global satellite monitoring of fishing vessels. In doing so, we question how different configurations of actors are structuring flows of information and with what effect on sustainability performance of high seas fisheries. We also explore how these technologies configure new (and imagined) geographies of high seas fisheries which challenge existing modes of fisheries management.  相似文献

Previous research on public perceptions of lethal or hazardous events have often cited the media as possible causes of inaccurate judgments of the frequencies with which such events are assumed to occur. No attempts have been made empirically to assess relationships between media usage and these perceptions however. A study is reported in which a representative sample from one region of Britain was asked to estimate the likelihood of personal risk from a number of hazards which were then related to how much television, and in particular, television news and documentaries they watched. Results showed that in the presence of controls for sex, age and socio-economic class, the overall amount of viewing, but not of news or documentary viewing in particular, was related to perceptions of personal risk on just four hazards to life out of a list of twelve. Heavy television viewers more often perceived higher risk from lightning, flooding and terrorist bomb attacks than did light television viewers, and medium viewers most often perceived higher risk from cancer. On this evidence it appears that aspects of television viewing are only sporadically related to public perceptions of hazards to life, and that viewing of news and documentary is unrelated to such perceptions.  相似文献

The question of risk cannotbe ignored in any ethical investigation ofgenetic engineering, novel foods, animalwelfare, and individual choices. However, foodis more than metabolic fuel. It hasphysiological, psychological, social, cultural,and aesthetic associations that merge to form agestalt that people endanger and maintain. Thecontribution of any food towards anindividual's well being is as complex as theindividual himself. This article shows how social capital impacts fisheries management at the local level in Chilika Lake, located in the state of Orissa in India. In Chilika, the different fishing groups established norms and “rules of the game” including, but not limited to, spatial limits that determine who can fish and in what areas, temporal restrictions about when and for how long people may fish, gear constraints about what harvesting gear may be used by each group, and physical controls on size and other characteristics of fish that may be harvested. A survey of the members of fishing groups has shown that the bonding social capital is strong within the Chilika fishing groups. Bonding and bridging social capital keeps the fishers together in times of resource scarcity, checks violations of community rules and sanctions, and strengthens the community fisheries management. In contrast, linking social capital in Chilika appears to be weak, as is evident from the lack of trust in external agencies, seeking the help of formal institutions for legal support, and increasing conflicts. Trust and cooperation among fishers is crucial in helping to build the social capital. A social capital perspective on fisheries governance suggests that there should be a rethinking of priorities and funding mechanisms, from “top-down” fisheries management towards “co-management” with a focus on engendering rights and responsibilities for fishers and their communities.  相似文献

The Lake Champlain Basin in Vermont and New York, USA and Quebec, Canada includes a large lake and watershed with complex management issues. A transboundary comprehensive management plan prepared for the lake includes 11 goals across many issue areas. We developed a choice experiment to examine public preferences for alternative Lake Champlain management scenarios across these issue areas. Five ecosystem attributes (water clarity-algae blooms, public beach closures, land use change, fish consumption advisories and the spread of water chestnut, an invasive plant) were varied across three levels and arrayed into paired comparisons following an orthogonal fractional factorial design. Two thousand questionnaires were distributed to basin residents, each including nine paired comparisons that required trading off two, three or four attributes. Completed surveys yielded 6541 responses which were analyzed using binary logistic regression. The results showed that although water clarity and beach closures were important, safe fish consumption was the strongest predictor of choice. Land use pattern and water chestnut distribution were weaker but also significant predictors, with respondents preferring less land development and preservation of the agricultural landscape. Current management efforts in the Lake Champlain Basin are heavily weighted toward improving water clarity by reducing phosphorus pollution. Our results suggest that safe fish consumption warrants additional management attention. Because choice experiments provide information that is much richer than the simple categorical judgments more commonly used in surveys, they can provide managers with information about tradeoffs that could be used to enhance public support and maximize the social benefits of an ecosystem management program.  相似文献

Sustainability and welfare are concepts that are often mentioned in the context of fishing and fish farming. What these concepts imply in practice, how they are defined and made operational is less clear. This paper focuses on the role of fish buyers as a key actor in the supply chain between the fisher or fish farmer and the consumer. Using semi-structured interviews, we explore and analyze whether and how the interviewed fish buyers define and implement moral values related to animal welfare and sustainability. The eight fish buyers who were interviewed suggest that moral values are used in their work, but also result in a number of value conflicts (moral and non-moral). The focus on sustainability and animal welfare appear to be driven by external and market factors. Sustainability mainly reflects fishing methods and quotas and fish welfare is seen as part of sustainability. Fish welfare seems more important for farmed than for wild fish as the buyers feel a responsibility regarding these kept animals. Further, the decision whether a product is sustainable is mainly based on labels. Fish buyers argue that labels are useful as a business-to-business tool. Nonetheless, based on the interviews, we argue that the relevance of these labels for addressing the ethical dilemmas of buyers is limited. Labels often are a rather procedural solution that deals with the genuine dilemmas only to a limited extent. We conclude that in order to move forward, the sector needs to further reflect and elaborate on its core values.  相似文献

Understanding public risk perception related to possible consequences of climate change is of paramount importance. Not only does risk perception have an important role in shaping climate policy, it is also central in generating support for initiatives for adaptation and mitigation. In order to influence public knowledge and opinion, there is a need to know more about why people have diverging attitudes and perceptions related to climate change and its possible consequences. By using representative survey data for Norway and multivariate analysis, the authors of this article show that differences in attitudes and perceptions are partially explained by factors such as gender, educational background, and people's political preferences. However, an important factor explaining people's perception of climate change and its possible consequences is their direct personal experience of damage caused by climate-related events such as flooding or landslide. Furthermore, the results show that personal experience of damage has the largest impact on the respondents' belief that there will be more natural-resource hazards locally than in Norway or globally. The results also show that merely living in a more exposed area but not having a personal experience of damage does not affect the respondents' concern towards climate change.  相似文献

Carbon Dioxide Capture and Storage (CCS) technology has the potential to enable large reductions in global greenhouse gas emissions, but one of the unanswered questions about CCS is to what extent it will be accepted by the public. To provide insight regarding risk perception as an important component that will influence the public acceptance of CCS, this study discusses different notions of risk and their varying uses by the public, who generally use a social constructivist risk perspective, and risk experts, who generally use a realist perspective. Previous studies discussing the public acceptance of CCS have relied on survey response data and/or focus groups. This study instead uses the psychometric theory of public risk perception to postulate how the public is likely to respond to efforts to use geologic storage of CO2, a component of the CCS architecture. Additionally this paper proposes further actions that could favorably impact the public's perception of risk from geologic storage projects. Through the psychometric analysis this study concludes that the risks of geologic storage are likely to eventually be considered no worse than existing fossil fuel energy technologies. However, since geologic storage of CO2 is a new technology with little operational experience, additional field tests and a demonstrated ability to mitigate problems should they arise will be necessary to improve the public's perception of risk from CCS technologies.  相似文献

Tropical fisheries, which are considered multi-species, may show selectiveness. We analyzed the degree of selectivity of fish catches in 46 sites along the Amazon basin through the percentage of biomass corresponding to the most caught fish species. Amazonian fisheries were considered moderately selective, as 54% of the sites directed more than a quarter of fishing effort to one fish species and in 87% of the sites more than half the fishing effort was directed to five fish species. Commercial fisheries were more selective than subsistence fisheries. Eleven fish species (nine of them migratory) have received more fishing pressure in the studied Amazonian regions and the catch composition differed among regions. We thus recommend that fisheries management in the Amazon basin should distribute fishing effort among more fish species; incorporate the particularities of commercial and subsistence fisheries; evaluate fishing effects on ecosystem services; and consider the biological characteristics of preferred fish.  相似文献

In Finland, small forest lakes and rivers in the northern part of the country are more sensitive to acidic deposition than other Finnish waters. In some lakes, acid-sensitive fish populations have declined. A nationwide survey of fishers showed that, at present, the number of fishers whose primary fishing waters are affected by airborne acidification is negligible compared to the estimated total number of adult fishers (1.1 million). The proportion of the fishers who mainly fish in water types sensitive to airborne acidification is considerable, 3% for the rivers in northern Finland and 21% for small forest lakes. There is general concern among fishers about the effects of acidification. Changes in the fishing waters are attributed to acidification by 5–10% of the fishers, although in most cases other information about the fishing waters rules out acidification as an explanation for the changes. Among those who fish in sensitive types of waters, a willingness to mitigate potential damages was reported by approximately one third of all fishers. Clear differences in the willingness to rehabilitate the fishery were observed in relation to the importance of fishing as a spare time activity and the distance between the fishing waters and a home or summer cottage.  相似文献

Fee-fishing involves paying a fee for the privilege of fishing a body of water where fish populations are enhanced by stocking fish. Past literature on this activity has focused more on the operation of the enterprise and management of the fish than the people and site characteristics. The objectives of the study were to profile anglers and describe their site/management preferences. This study utilized an on-site interview and mail-back questionnaire at fee-fishing establishments in West Virginia (n = 212). Factor analysis of desired recreation experiences yielded five factors: Experience nature & adventure, Stress release & relaxation, Trophy fishing, Escape, and Family time. Cluster analysis showed that these anglers can be segmented into two distinct clusters, differing by sociodemographic characteristics, fishing behavior, and site/management preferences. The findings from this study provide baseline data to aid public resource managers and fee-fishing business owners in determining how to provide satisfying outdoor experiences and deliver desired services on-site. Future research will be needed from additional fee-fishing sites to obtain more detail about this outdoor recreation cohort and be able to generalize to a larger population of participants.  相似文献

This paper addresses the question: How can mining companies assess social investment projects so that projects create value for the company and communities in which they operate? Mining companies are still wrestling with the limits of their responsibility in relation to social development even though they accept the business case for community investment at a general level. Fully aware of the practical hazards involved in taking an active role in facilitating local development, companies increasingly avoid methods that are overly paternalistic or assume the functions of the national or local governments. Gaining senior management's commitment to long-term social projects, which are characterised by uncertainty and complexity, is made easier if projects are shown to benefit the site's strategic goals. Case study research on large global mining companies, including interviews with social investment decision makers, has assisted in developing a Social Investment Decision Analysis Tool (SIDAT), a decision model for evaluating social projects. Multi-criteria decision analysis techniques integrating business planning processes with social impact assessment have proved useful in assisting mining companies think beyond seeking reputational benefits, to how they can meet their business goals and contribute to sustainable development.  相似文献

Our food and farming system is not socially, economically or ecologically sustainable. Many of the ills are a result of market competition driving specialization and linear production models, externalizing costs for environmental, social and cultural degradation. Some propose that market mechanisms should be used to correct this; improved consumer choice, internalization of costs and compensation to farmers for public goods. What we eat is determined by the path taken by our ancestors, by commercialization and fierce competition, fossil fuels and demographic development. Based on those, governments and the food industry are the choice architects who determine what we eat; consumer choice plays a marginal role. Using market mechanisms to internalize cost and compensate farmers for public goods has been proposed for decades but little progress has been made. There are also many practical, ethical and theoretical objections to such a system. The market is not a good master for a sustainable food system. Instead we need to find new ways of managing the food system based on food as a right and farming as a management system of the planet Earth. The solutions should be based on relocalization of food production and de-commodification of food and our symbionts, the plants and animals we eat.  相似文献

随着社会经济的发展和城市化进程的推进,我国环境风险事故频发。与此同时,公众对于美好环境的需求日益提升,公众与专家和政府之间的风险判断差异是不同规模的群体性事件发生的主要诱因。为识别公众环境风险接受度的影响因素,本研究基于结构方程模型分析了11种环境风险的客观风险水平和公众感知到的风险影响度、场域了解度、政府信任度、社会经济水平等因素对公众风险接受度的影响。研究结果显示,社会经济水平、风险影响度、场域了解度、政府信任度均直接影响公众的风险接受度;客观风险水平则通过风险影响度的中介作用间接影响风险接受度。因此,为在经济发展过程中降低公众风险感知偏差对生产生活的影响,我国除了通过更严格的风险管控手段降低风险事故发生概率和影响范围外,还需要通过信息公开、公众参与和生态科普等方式增强公众对风险场域的了解度和对政府的信任度以提升风险接受能力。  相似文献
